Concession Agreement signed between Bhilai Municipal Corporation, Chhattisgarh Biofuel Authority and Bharat Petroleum

Raipur : In compliance with Chief Minister Shri Vishnu Deo Sai’s vision of developed Chhattisgarh, a tripartite concession agreement was signed on Monday between Bhilai Municipal Corporation, Chhattisgarh Biofuel Development Authority and Bharat Petroleum Corporation aiming to promote the production of biofuel - Compressed Biogas (CBG) from urban solid waste.

A tripartite concession agreement is a contract involving three parties, structured to facilitate a partnership with shared roles and responsibilities among the parties.

As per officials, this agreement has been made under the Sustainable Scheme in Chhattisgarh, under which Bharat Petroleum Corporation Limited (BPCL) will set up a CBG plant by investing 100% of the amount of Rs 60 crore in the trenching ground Jamul under Bhilai Municipal Corporation.

The establishment of this plant will enable the conversion of approximately 150 metric tonnes of solid waste generated daily in the Municipal Corporation of Bhilai and surrounding municipal corporations in Durg district into biofuel. Additionally, the plant is expected to generate 30,000 man-days of employment each year, both directly and indirectly.

Organic manure obtained as a co-product in the compressed biogas plant will encourage organic farming. The establishment of the plant will reduce the emission of greenhouse gas resulting in clean environment. Eventually, use of CBG the state will move towards net zero emission. Recognizing the significant potential for producing biofuels, including compressed biogas from urban solid waste, the Chhattisgarh Biofuel Development Authority has made continuous efforts to advance this initiative.

On March 13, 2024, a tripartite Memorandum of Understanding (MoU) was signed in the presence of Chief Minister Shri Vishnu Deo Sai and Deputy Chief Minister Shri Arun Sao. This agreement involved the Municipal Corporations of Raipur and Bhilai, the CBDA and BPCL to establish two compressed biogas plants. Subsequently, a tripartite concession agreement was signed on Monday, October 21, between the Municipal Corporation of Bhilai, CBDA, and BPCL.

On this occasion, Collector Durg Ms Richa Prakash Chaudhary, CEO of Chhattisgarh Biofuel Mr Sumit Sarkar, Biofuel Head of BPCL Mumbai Mr Anil Kumar P, Commissioner Municipal Corporation Bhilai Mr Bajrang Dubey, other senior officials of BPCL and Energy Department were present.

Raipur : On the inauguration ceremony of Maa Mahamaya Airport in Ambikapur’s Darima, Prime Minister Shri Narendra Modi participated virtually from Varanasi on Sunday. On seeing his virtual presence for people of Chhattisgarh, the residents of Surguja greeted the prime minister with enthusiastic applause.

Airport has been launched under Regional Connectivity Scheme

The air strip at Maa Mahamaya Airport in Darima, Ambikapur has been upgraded under the Regional Connectivity Scheme of the Government of India. This airport is sprawled across 365 acres and has been built at a cost of Rs 80 crore. This airport is of three commercial Visual Flight Rules category and 72 seater aircraft can land on it. The terminal building has been expanded according to the estimated capacity of 5 lakh passengers annually.

On this occasion, Chief Minister Shri Vishnu Deo Sai said, “Our visionary Prime Minister Shri Narendra Modi ji is starting a new era of development in the Tribal dominated Surguja region by inaugurating Maa Mahamaya Airport of Ambikapur today.”

He said that this airport connects to the aspirations of the community of Surguja. The people here have been longing for years to see a development that this tribal region will also be connected to the rest of the country through air connectivity. The time has come for their dream to be fulfilled. As per the Prime Minister’s wishes the dream of air travel is becoming a reality for those who wear slippers across the country.

The vision of Prime Minister Shri Narendra Modi is to establish better aviation services in the country and connect all parts of the country with it.

Chief Minister said that the inauguration of this airport is a great news for Surguja as well as the entire Chhattisgarh. This airport will connect two big tribal divisions- Bastar and Surjua along with Raipur and Bilaspur. During the tenure of Prime Minister Shri Modi, continuous steps have been taken to intensify air connectivity in Chhattisgarh. The number of facilities and flights have also increased at Jagdalpur, Raipur and Bilaspur airports.

During the inauguration Chhattisgarh Governor Shri Ramen Deka said, “Today is a historic day for the Surguja region, with the opening of Maa Mahamaya Airport, new dimensions of development will open in this region. A better air connectivity will be established for the citizens and industrialists of the Surguja region. The Chief Minister said that the entire country is proud of the supreme sacrifice made by the brave martyrs of the security forces and police while discharging their duties.

Meanwhile, Sports and Youth Welfare Minister Shri Tank Ram Verma on Sunday reached the 4th Battalion campus at Mana and paid tribute on behalf of the Chhattisgarh government to two Indo-Tibetan Border Police (ITBP) personnel who were martyred due to a landmine explosion in Narayanpur district on Saturday.

The cause was incident has been ascertained to be an explosion in a landmine laid by Naxalites in Narayanpur district, ITBP jawans Shri Amar Panwar and Shri K Rajesh were martyred and two policemen were injured. The martyred soldiers belonged to the 53rd Battalion. The martyred jawans Mr Amar Panwar belonged to Satara in Maharashtra and Mr K Rajesh belonged to Kadapa in Andhra Pradesh. Their mortal remains have been taken to their native places by a special aircraft.

Raipur : Chief Minister Shri Vishnu Deo Sai reviewed the law and order situation in the state in a meeting held at the Chief Minister's residence on Friday. Chief Minister Shri Sai said that strict action should be taken against criminals and anti-social elements. Law and order should be maintained in all circumstances and police should take prompt action and be vigilant. Deputy Chief Minister and Home Minister Shri Vijay Sharma were also present in the meeting.

Emphasizing on alertness and possibility of consequences of incidents, Shri Sai said that Police should be in watchfulness state to keep a close eye on the incidents happening at the local level and anticipate their course of action accordingly.

To prevent crimes, illegal drug trade should be curbed and prompt action should be taken on smuggling of ganja, illegal liquor, drugs. Police patrolling should be done regularly in urban and rural areas at night. Senior police officers should also do patrolling compulsorily. Police patrolling should be done regularly in railway stations, bus stands, airports as well as sensitive areas.

Shopping malls, shops, hotels etc. in urban and rural areas should be closed at the prescribed time at night. Beer bars and hotels should be closed at the stipulated timeline. Strict action should be taken against those hotels where complaints of illegal sale of liquor are received, added Sai.

The Chief Minister said that effective action should be taken promptly to stop cyber crime. Assurance to establish Laghu Udyog Bharati under the Ministry of Land and MSME

Raipur : Chief Minister Shri Vishnu Deo Sai inaugurated the Regional Entrepreneur Conference 2024 organized at Agrasen Bhawan Khursipar on Friday. While addressing the entrepreneur conference, Chief Minister Shri Vishnu Deo Sai said that organizing the conference by Laghu Udyog Bharati is an important initiative for the development of entrepreneurship and to attract new investors in the state. Laghu Udyog Bharati is a huge organization working in the interest of micro and small industries. It is a matter of pride that this organization has about 1000 units and 65000 members in the country.

The organization has also expanded in Tribal areas like Surguja and Bastar. This is definitely giving strength to small and micro industries in these areas and entrepreneurship is developing. Our state has a storehouse of mineral wealth. Around 44 percent of the land here is covered with forests. Our state has hardworking farmers due to which Chhattisgarh is called the rice bowl of India. There is a very good possibility of establishing industry here.

Chief Minister Shri Sai emphasized that preparations are on to launch the new Industry Policy 2024-29 of the state till November. In this policy, special provisions are being made to encourage small and medium industries. On the demand of entrepreneurs, Chief Minister Shri Sai assured land for Laghu Udyog Bharti in Naya Raipur and to establish it under the Ministry of Micro and Small Medium Enterprises MSME in Chhattisgarh on the lines of similar set up in Madhya Pradesh. During this, Chief Minister Shri Vishnu Deo Sai and Industry Minister Shri Lakhanlal Dewangan released the book 'Chhattisgarh Udyog Darpan 2024' of Laghu Udyog Bharati.

Industry Minister Shri Lakhanlal Dewangan said that our government is constantly making efforts to advance the industry. Single Window System 2.0 has been implemented to simplify the process of setting up industries. Entrepreneurs no longer need to visit various departments. All necessary permissions and licenses will be obtained through this portal. MoU has been done with abroad for the sale of goods produced in industries. Shri Dewangan said that work is being done to expand the industries. Many policies are being implemented by the government to promote the steel industry, which will give impetus to this industry.

Raipur : A landmark Memorandum of Understanding (MoU) has been inked between the Technical Education Department of Chhattisgarh and i-Hub Gujarat (Innovation Hub Gujarat) at Mantralaya Mahanadi Bhawan on Wednesday in the presence of Chief Minister Shri Vishnu Deo Sai. On this occasion, Chief Minister Shri Sai described this partnership as a historic step towards encouraging innovation and entrepreneurship.

Chief Minister Shri Sai praised the successful model of I-Hub Gujarat and said that this agreement will usher in a new era towards start-ups and innovation in the state. “I-Hub Gujarat has played an important role in converting the ideas, innovations and startups of thousands of youth into commercial products. Indian cricket star Suryakumar Yadav praised the efforts of forest conservation in Chhattisgarh

Raipur : The All India Forest Sports Competition kicked off at Swami Vivekananda Athletic Stadium in Raipur with a vibrant march past featuring players from various states dressed in traditional attire. Chief Minister Vishnu Deo Sai welcomed the participants and commended the Forest Department's efforts in organizing the event. Union Forest Minister Bhupendra Yadav, delivering a virtual message, emphasized the vital role of forest workers in conservation efforts and the importance of physical fitness for their duties. He encouraged all players to exhibit sportsmanship and give their best performances.

Highlighting the competition's rich history, CM Sai noted that it began in 1992 and has grown in popularity, attracting participants from Kashmir to Kanyakumari, as well as Union Territories. He acknowledged Prime Minister Narendra Modi's initiatives for sports development and reaffirmed the Chhattisgarh government's commitment to supporting athletes.

Bihar Forest Minister Dr Prem Kumar stressed the need for greater awareness and conservation of forests and wildlife. He praised Chhattisgarh for hosting this year’s event, which showcases the state’s natural wealth. Chhattisgarh Forest and Climate Change Minister Kedar Kashyap announced that the state secured first place in the last competition held in Haryana. He emphasized the significance of the five-day event in promoting forest conservation and urged everyone to take responsibility for environmental awareness.

Indian T-20 captain Suryakumar Yadav also addressed the gathering, commending Chhattisgarh's conservation efforts and highlighting the importance of discipline in sports. This year’s competition, hosted by Chhattisgarh for the third time, will feature events in 300 disciplines across 26 sports, running from 16 to 20 October. Over 2,920 players, including 2,331 men and 585 women, are participating. The Chhattisgarh team with 268 players, aims to win the overall championship for the 12th time, having previously held the title 11 times.

During the march past, Chhattisgarh secured first place, followed by Himachal Pradesh and Assam, which received consolation prizes. The event was attended by Deputy Chief Ministers Arun Sao and Vijay Sharma, along with several ministers, senior officials, and a large number of spectators.

Chief Minister Extends Congratulations to the Forest Department and the Participants for the Event

Grand Closing Ceremony to Feature Olympic Medalist Ms. Manu Bhaker

Raipur : Chief Minister Shri Vishnu Deo Sai has been invited to attend the 27th All India Forest Sports Competition, scheduled to be held in the state capital, Raipur, from 16th to 20th October. A delegation of the Forest Department officials, led by Forest Minister Shri Kedar Kashyap, extended the invitation to Chief Minister Shri Sai in a meeting at his residence office today. Conveying his best wishes for the success of the prestigious event, the Chief Minister said that hosting such a competition is a matter of pride for Chhattisgarh.

On the occasion, the officials also presented a sports kit to him. On the occasion, Principal Chief Conservator of Forests and Head of Forest Force Shri V. Srinivas Rao, Additional PCCF Shri Sunil Mishra, Additional PCCF Shri Arun Pandey, Additional PCCF Ms. Sanjita Gupta, Chief Conservator of Forests Ms. Shalini Raina, and CCF Shri Raju Agasaimani were also present.

The Nodal Officer of the competition, Ms. Shalini Raina (Chief Conservator of Forests, Human Resources & IT), stated that the event is a significant and renowned gathering dedicated to the protection of forests and wildlife conservation, with numerous participants from across the country. She further mentioned that the 27th All India Forest Sports Competition in Raipur will witness participation from over 3,000 individuals nationwide. The officials and staff of the Forest Department are making continuous efforts to ensure the successful organization of this five-day event.

It is noteworthy that the opening ceremony of the competition will take place at the Kota Stadium in Raipur from 16th to 20th October. The event will be graced by the presence of Indian T-20 cricket team captain Suryakumar Yadav, popularly known as "SKY" among young fans. Additionally, the closing ceremony will feature Olympic medalist Ms. Manu Bhaker. Chief Minister Shri Vishnu Deo Sai has also released a video message congratulating the officers and staff of the forest services across the country who will participate in the competition and extending his best wishes to the organizing Forest Department and the Government of Chhattisgarh.

On the occasion, Chief Minister was accompanied by Bastar Dussehra’s Matipujari Shri Kamal Chand, Forest Minister Shri Kedar Kashyap, Member of Parliament Shri Mahesh Kashyap, Kanker MP Shri Bhojraj Nag, MLA Shri Kiran Dev, Kondagaon MLA Lata Usendi, Chitrakote MLA Vinayak Goyal, Dantewada MLA Shri Chaitram Atami, and Mayor Safira Sahu, and they also offered rayers to Ma Danteshwari.

Announcement of Rs 50 lakh for development work in Madia Sarai

Instructions given to the administration and Bastar Dussehra Committee to submit proposals for increase in honorarium of some members of Dussehra Committee.

Raipur : Historic Muria Darbar of the world famous Bastar Dussehra festival concluded at Sirhasar Bhawan in Jagdalpur on Tuesday. The concluding ceremony was graced by Chief Minister Shri Vishnu Deo Sai, who announced a grant of Rs 50 lakh for development projects in Madia Sarai and launched the English version of the ancestral documents of the Bastar Development Authority of the event.

At the Muria Darbar Shri Sai said, “The world famous Bastar Dussehra festival, which is celebrated for 75 days is the most important festival of our faith and tradition in Bastar region. This historic event of Bastar Dussehra has now become globally famous and an attracting for people across the country and the world- causing increase in the number of tourists and strengthened local economy.”

With the blessings of Maa Danteshwari, the immense faith of the people of Bastar and the cooperation of all the people, this year also Bastar Dussehra has been organized grandly and successfully added Shri Sai.

Chief Minister directed the District Administration and Bastar Dussehra Committee to submit a proposal for increasing the honorarium of Manjhi-Chalaki and Member-Memberin.

Chief Minister expressed happiness on participating in the historic Muria Darbar of Bastar Dussehra festival and said that Muria Darbar has been organized for centuries. The Chief Minister said that Bastar Dussehra festival is a symbol of our rich culture which we all celebrate together with great joy and respect with a spirit of cooperation.

Chief Minister said that Dussehra Pasra event developed at a cost of about Rs 3 crore is a source of income for several native small-scale vendors and people involved in religious ceremonies including Manjhi Chalak.

CM announced that the budget set for the Bastar Dussehra festival has been increased to Rs 50 lakh. He talked about resolving the demands and problems of Manjhi-Chalak, members-members and officials of Bastar Dussehra Committee at Muria Darbar. The Chief Minister congratulated and wished all the people for playing an active role in the Bastar Dussehra festival.

Ministers, MPs and MLAs of Bastar region, local public representatives, members of Bastar royal family including Shri Kamal Chandra Bhanjdev, Vice President of Bastar Dussehra Committee, Majhi-Chalaki, members-members from different areas of Bastar division and a large number of dignitaries and villagers participated in the historic Muria Darbar of Bastar Dussehra festival.

On this occasion, Heir of the erstwhile Bastar Royal Family Shri Kamal Chandra Bhanjdev gave information about the historical importance of Bastar Dussehra festival and called it a unique example of social harmony. He praised the initiative of the state government for the arrangement of Dev Sarai for the deities coming to participate in Bastar Dussehra festival and better facilities for the stay of Majhi-Chalaki, priests and villagers.

Forest Minister Shri Kedar Kashyap along with MP Bastar and Chairman Bastar Dussehra Committee Shri Mahesh Kashyap and MLA Jagdalpur Shri Kiran Singh Deo congratulated and wished the people of Bastar on the occasion of Bastar Dussehra festival. During this, Vice President of Bastar Dussehra Committee, Shri Laxman Manjhi said that the world famous Bastar Dussehra festival has been successfully completed with everyone's cooperation and widespread participation.

Raipur : Chief Minister Shri Vishnu Deo Sai attended the Karma Mahotsava organised by the Oraon community in Lailuga on October 14. He emphasised that the Karma Festival, celebrated with great enthusiasm in rural and forest areas, plays a vital role in preserving cultural values for future generations. He further stated that following the path of ancestors is everyone's responsibility. Health Minister Shri Shyam Bihari Jaiswal also graced the occasion.

During the event, Chief Minister Shri Sai announced several development projects for Lailuga, including Rs. 49 lakh for the construction of a community building, Rs. 40 lakh for the renovation of a stadium, and Rs. 20 lakh for a new basketball court. He also announced the plan to resume the water supply project from Khamhar Pakut Dam to Lailuga. The Chief Minister praised the Oraon community’s rich history and congratulated them on organising the Karma Festival at the birthplace and workplace of Gahira Guru.

Highlighting his government’s efforts, CM Shri Sai reaffirmed his commitment to fulfilling Prime Minister Narendra Modi's guarantees. He mentioned the approval of 18 lakh houses under the Pradhan Mantri Awas Yojana, with the Central Government already sanctioning 8.46 lakh houses in the state. He also emphasised the fulfilment of promises, including a support price of Rs. 3100 per quintal for paddy (up to 21 quintals per acre), the disbursement of pending paddy bonuses to farmers, and a remuneration of Rs. 5500 per standard bag for tendupatta collectors. Several welfare schemes, such as the Mahtari Vandan Yojana and Shri Ramlala Darshan Yojana, were also highlighted. Additionally, he mentioned the ongoing CBI investigation into the PSC scam.

Chief Minister Shri Sai reiterated that his government is working for the upliftment of tribal communities, aligning with Prime Minister Modi’s vision. The Pradhan Mantri Janman Yojana is providing roads, electricity, and water to remote PVGT settlements, connecting them to various government schemes. He also shared the launch of the ‘Dharti Aaba Janjatiya Gram Utkarsh Abhiyan’ by Prime Minister Modi on October 2, which allocates Rs. 80,000 crore for the development of tribal communities nationwide. Villages in Chhattisgarh will also benefit from this initiative.
