Chief Minister Shri Vishnu Deo Sai chaired the Collector’s Conference in Raipur on September 12, where he spent eight hours providing key directives to district officials. The conference covered a range of important issues, with the Chief Minister emphasising the need for district collectors to prioritise the well-being of the common people in all their efforts. He stressed the importance of promptly addressing public grievances and ensuring the effective implementation of the government's flagship schemes. He urged officials to work in mission mode to guarantee that 100% of eligible beneficiaries receive their entitled benefits. His goal is to strengthen public trust in the government and its administration.
Chief Minister Shri Sai acknowledged that outstanding work would be duly recognised, while negligence would face strict consequences. He highlighted that the performance of collectors would be regularly reviewed, and districts would be ranked based on their results. The Chief Minister reiterated that all responsibilities, including the execution of flagship programs and day-to-day administrative functions, are being closely monitored. He particularly stressed the importance of timely responses from district administrations in addressing local concerns. As magistrates, collectors were reminded that maintaining law and order is their foremost duty. Shri Sai also encouraged them to resolve any disputes with local organisations through dialogue at the district level.
Chief Minister Shri Vishnu Deo Sai announced that a public interaction program, 'Jandarshan,' is held every Thursday in Raipur, where citizens bring their concerns directly to the government. He pointed out that many minor issues raised during these sessions could be resolved at the tehsil and district levels. To streamline the process, he instructed district collectors to ensure that only issues beyond local resolution reach the Jandarshan. The Chief Minister further directed all districts to conduct their own ‘Collector Jandarshan’ programs to address public concerns locally, highlighting that improving access to government schemes enhances the administration’s reputation. He also emphasised the importance of prioritising caste certificate issuance for landless families.
Chief Minister Shri Sai placed special emphasis on the implementation of the PM JANMAN Yojana and the Pradhan Mantri Awas Yojana. He expressed his understanding of the hardships faced by Particularly Vulnerable Tribal Groups (PVTGs), referring to the PM JANMAN Yojana as a beacon of hope for these communities. The Chief Minister announced plans to personally assess the scheme’s progress by meeting with these tribes. Additionally, he shared that the recent cabinet approval of 8.46 lakh homes under the Pradhan Mantri Awas Yojana will help fulfil the dream of homeownership for many poor families in the state.
On the education front, Shri Sai reaffirmed the government's commitment to making it a top priority. He highlighted new initiatives such as parent-teacher meetings and community-led programs like ‘Nyota Bhoj.’ He also emphasised the provision of education in local languages, ensuring both quality education and the safety of school buildings. The Chief Minister directed officials to prioritise issuing permanent caste certificates to schoolchildren, further facilitating their access to educational opportunities.
Chief Minister Shri Vishnu Deo Sai underscored the importance of promptly and efficiently resolving revenue-related matters, emphasising that the government's image would improve with better handling of these cases. He advocated for the use of technological innovations to reduce corruption in revenue processes, highlighting tools like digital crop surveys and geo-referencing of land maps to enhance transparency. The Chief Minister also stressed the need to maximise employment opportunities in rural areas through MGNREGA and promote water conservation by constructing new ponds and ensuring the effective implementation of the Amrit Sarovar Yojana. He urged officials to submit urgent proposals for constructing roads in villages that become inaccessible during monsoons.
On healthcare, Shri Sai emphasised improving the delivery of healthcare services, ensuring smooth access to treatment in private hospitals using Ayushman cards, and the proper functioning of PM Jan Aushadhi Kendras. He stressed the importance of maintaining government hospitals, which serve a large section of the population, and called for the optimal use of health budgets and funds from Jeevan Deep Committees and the DMF to enhance basic health infrastructure. The Chief Minister also called for regular campaigns against dengue and malaria, along with proper identification and treatment of sickle cell patients.
Addressing challenges in the Mahtari Vandan Yojana, Shri Sai instructed collectors to closely monitor cases where beneficiaries face difficulties due to technical issues with banks. He also stressed the need for community participation in combating malnutrition and urged increasing the cultivation of pulses, oilseeds, and millets. The Chief Minister called for efforts to double farmers' incomes through horticulture, animal husbandry, and pisciculture. In urban areas, he highlighted the priority of implementing affordable housing schemes and improving drinking water supply, sewerage systems, and cleanliness. Shri Sai urged swift action on forest rights certificate applications, acknowledging the rapid urbanisation and the pressing need to upgrade civic amenities accordingly.
Chief Minister Shri Vishnu Deo Sai highlighted that Chhattisgarh’s Public Distribution System (PDS) model has been adopted nationwide, underscoring the need for strict monitoring at every stage, from paddy procurement to storage, milling, and distribution at PDS shops. He mentioned the formation of a Good Governance and Convergence Department, emphasising that an efficient system for addressing public grievances would further strengthen the government's image. Shri Sai directed officials to take effective action on all applications received during the Mukhayamantri Jandarshan program.
The Chief Minister identified job creation as a key government priority, calling for skill development programs tailored to the unique resources and needs of each district. He stressed the importance of ensuring a skilled labour force for employers and the smooth implementation of pension schemes by the Social Welfare Department. Additionally, he urged continuous monitoring of Jal Jeevan Mission projects to ensure their success.
Chief Minister stated that negligence in payments of social security pensions would not be tolerated
Regarding social security pensions, Shri Sai made it clear that any negligence in payments would not be tolerated, as these pensions are vital for the most vulnerable citizens. He directed collectors to ensure timely disbursement of pensions, noting that Rs. 400 crore is available under the 'Nirashrit Nidhi'. The Chief Minister also instructed officials to draft plans for building special schools and hospitals for divyang children and called for the establishment of de-addiction centres in every district to combat substance abuse.
State government to organise Bastar Olympics 2024
Chief Minister Shri Sai announced the Bastar Olympics 2024, an initiative aimed at showcasing sports talent from Naxal-affected and sensitive districts. The event will offer an opportunity for divyangs and surrendered Naxalites to display their sporting abilities, helping connect these communities with the wider world through sports.
Chief Secretary Shri Amitabh Jain, Secretary to Chief Minister Shri P. Dayanand, Shri Basavaraju S., Shri Rahul Bhagat, and Secretaries of all concerned departments, Commissioners of all Divisions, Collectors of all Districts, CEOs of Zila Panchayats, and Commissioners of Municipal Corporations were also present in the Collector-SP Conference.
