Chief Minister Mr. Bhupesh Baghel attended the swearing-in and felicitation ceremony of the Zila Sahu Sangh at the Dussehra ground in Birra village of Janjgir-Champa district. He commenced the event by garlanding the portraits of Chhattisgarh Mahtari and Bhaktin Mata Karma and paying tribute to the ancestors of the society. During his address, Mr. Baghel announced the transformation of Gram Panchayats Birra and Bamhnidih into Nagar Panchayats. Additionally, he approved the establishment of the Naveen Swami Atmanand English Medium School, the construction of a new community hall, and the opening of a junior engineer office for the Electricity Department in Birra village panchayat. Fulfilling the villagers' demands, he also granted approval for the construction of a bridge and road from Bamhnidih to Dahida over the Hasdeo River.
Chief Minister Mr. Bhupesh Baghel extends his best wishes to the newly elected office bearers. He shared the state government's commitment to strengthening the rural economy. To achieve this, the government has implemented several schemes benefiting farmers, labourers, women, and landless labourers. The Rajiv Gandhi Kisan NYAY Yojana has already provided benefits to 26 lakh farmers in the state. For the bumper paddy yield this year, the government has decided to raise the limit of procuring paddy in the support price from 15 quintals per acre to 20 quintals per acre. Education is another area of focus for the state government, with schools being painted under the ‘School Jatan Yojana’, which has a budget of Rs 1000 crore. The state has also inaugurated its first Swami Atmanand English Medium College in Kanker. Furthermore, the government has provided affordable land to various communities for the construction of community halls and also provided assistance for their construction. Now many communities have their own land and community halls, which are used for various social and cultural programs benefiting all citizens.
The State President of Sahu Samaj, Mr. Tehal Ram Sahu, presided over the event. Addressing the people present at the event, Assembly Speaker Dr. Charandas Mahant emphasised the importance of promoting social harmony and unity. In his address, Home Minister Mr.Tamradhwaj Sahu highlighted the significance of utilising time and opportunities for the betterment of society. He urged the newly elected office-bearers to use their respective posts to strengthen the organisation and work towards eradicating societal evils and orthodox traditions.

Govt hell bent to kill scientific research: Kharge’s swipe at BJP

Congress president Mallikarjun Kharge on Thursday took a fresh swipe at the BJP saying that the Centre is “hell bent to kill scientific research in the country, thus hampering a nation’s progress”.
In a tweet, Kharge said: “Modi government is hell-bent to kill scientific research in the country, thus hampering a nation’s progress. Scientists at top research institutions are yet to receive funds for this financial year and are forced to use their hard-earned savings to continue research.”
Slamming the Centre, the Congress leader said that at a time when the government has promised more funding by setting up a National Research Foundation (NRF), their purchases are on hold and project staff have not been paid for three months.
“Private funding is welcome, but government funding should not stop. Budget 2023 slashed the funds for scientific research by 6.87 per cent. In 2017, the scientific community was forced to stage nationwide protests in 27 cities to register their concerns about paltry funding, fund cuts and pseudo-science propagated by the Modi government.
“In 2015, the Modi government had asked organisations involved in scientific research to start ‘self-financing’ projects, which meant they would have to raise their own funding for research,” he said while highlighting the issues being faced by the researchers.
“Modi government has time and again displayed its utter disdain and contempt against encouraging scientific temper. PM Modi might speak about ‘jai vigyan, jai ansundhaan’, but sadly, his government’s wishes to ‘parajay vigyaan, parajay ansundhaan’,” Kharge said in the tweet.
The Congress president also attached a news report which claimed that scientists were yet to receive this year’s research funds.
Earlier in the day, veteran party leader P, Chidambaram also took a swipe at the BJP government saying: “According to a report, top research institutions of the country have not received any funds since April this year. As a result, purchases are on hold and project staff have not been paid for three months.
“A senior scientist, S.C. Lakhotia, said that he is paying his project staff from his own pocket. Why are the Department of Science and Technology and Department of Biotechnology silent on the matter? Maybe the government will coin a new slogan this week: minimum funds, maximum research.”

New Delhi: Stressing that life has returned to normalcy after three decades of turmoil, democratically-made constitutional changes through major steps taken to strengthen grassroots democracy have helped the new Union Territory of Jammu and Kashmir metamorphose from a trouble- prone area.
The earlier practice of daily hartals, strikes, stone pelting and bandhs are things of the past now. For the first time in its history, a duly elected three-tier panchayati raj system has been established in Jammu and Kashmir.
Elections for the members of the District Development Councils were held in Jammu and Kashmir in November-December 2020.
It is submitted that since 2019, the entire region has witnessed an unprecedented era of peace, progress and prosperity.
The Centre on Monday informed the Supreme Court -- opposing petitions challenging the abrogation of Article 370 in Jammu and Kashmir – that since 2019, the entire region has witnessed an unprecedented era of peace, progress and prosperity, and the “organised stone pelting incidences connected with terrorism-separatist agenda, which were as high as 1,767 in 2018 has come down to zero in 2023 till date”.
In a counter affidavit filed in the Supreme Court, the Ministry of Home Affairs submitted that the street violence, engineered and orchestrated by terrorists and secessionist networks has now become a thing of the past.
“The organised stone pelting incidences connected with terrorism-separatist agenda, which were as high as 1,767 in 2018 has come down to zero in 2023 till date. In 2018, there were 52 incidences of organised bandh/hartal, which has come down to zero in 2023 till date. In addition, resolute anti-terror actions have resulted in dismantling of the terror ecosystem which is reflected in a significant drop in terrorist recruitment from 199 in 2018 to 12 in 2023 till date," said the affidavit.
The Centre stressed that it has adopted a policy of zero tolerance against terrorism and after constitutional changes, the security situation in Jammu and Kashmir has improved significantly.
The affidavit added that terrorist-initiated instances have been brought down by 45.2 per cent – from 228 in 2018 to 125 in 2022 – and net infiltration has reduced by 90.2 per cent, and also law and order events have come down significantly by 97.2 per cent – 1,767 in 2018 to 50 in 2022, and also security forces' casualties have come down from 91 in 2018 to 31 in 2022.
The Centre said after the historic changes, the region has witnessed “profound ameliorative, affirmative, and progressive changes in the last four years encompassing its entire governance – including the developmental activities, public administration and security matters".
The affidavit said since 2019, the entire region has witnessed an unprecedented era of peace, progress and prosperity and “it is submitted that life has returned to normalcy in the region after over three decades of turmoil”.
“It is submitted that schools, colleges, universities, hospitals and other public institutions are functioning efficiently without any strikes or any kind of disturbances during the last three years. The earlier practice of daily hartals, strikes, stone pelting and bandhs are things of the past now," it added.
The Centre emphasised that with the application of all the provisions of the Constitution, all residents of the region are enjoying all rights which are available to all citizens in other parts of the country.
The apex court is scheduled to take up the batch of pleas challenging the abrogation of Article 370 on Tuesday.

YouTube tests disabling videos for people using ad blockers

New Delhi : YouTube is looking to take a more aggressive approach to discourage people from using adblockers.
As per The Verge, the company is running “a small experiment globally that urges viewers with ad blockers enabled to allow ads on YouTube or try YouTube Premium.” The statement comes after some people began noticing a new prompt warning that video playback could be cut off if YouTube detects repeated use of ad blocking tools.
Speaking to The Verge over email, Google spokesperson Oluwa Falodun said, “Ad blocker detection is not new, and other publishers regularly ask viewers to disable ad blockers.”
“We take disabling playback very seriously, and will only disable playback if viewers ignore repeated requests to allow ads on YouTube. In cases when viewers feel they have been falsely flagged as using an ad blocker, they can share this feedback by clicking on the link in the prompt,” Oluwa said.
These measures indicate that YouTube is hardening its stance against ad blockers, and it’s justifying the move by saying all of those ad spots are critical for creators to be compensated for their content — and for the platform to remain free. “YouTube’s ad-supported model supports a diverse ecosystem of creators, and provides billions of people globally access to content for free with ads,” the company’s statement said.
YouTube Premium removes ads from the service (and includes other benefits like offline downloads and YouTube Music Premium) for the price of USD 11.99 per month or USD 119.99 annually. Last November, the company announced that it surpassed 80 million combined subscribers across YouTube Premium and YouTube Music.

Muslim groups in Kerala to put up legal, political fight against Uniform Civil Code
Kozhikode (AGENCY) : Representatives of major Muslim Organisations in Kerala decided to “fight” the Uniform Civil Code (UCC) legally and politically. The organisations, led by Indian Union Muslim League (IUML), opined that if UCC is implemented, it will affect not just Muslims but others as well.
“UCC is not an issue of Muslims, it is of all people. We will unite all people against it and fight legally and politically,” said Indian Union Muslim League (IUML) state president Panakkad Sayyid Sadiq Ali Shihab Thangal who attended the Tuesday’s meeting. Senior IUML leader and MLA PK Kunhalikutty alleged that UCC is being used as a tool to divide people on communal lines.
Besides IUML the meeting was attended by two factions of the Samastha Kerala Jamiyyathul Ulama, factions of the Kerala Nadvathul Mujahideen, Jamaat-e-Islami Hind, Muslim Education Society, and the Muslim Service Society.
On Wednesday, the Congress in Kerala is holding a meeting and is expected to discuss the Uniform Civil Code (UCC). The Kerala Pradesh Congress Committee meeting will be attended by all MLAs, MPs, district presidents and top office-bearers.
Leader of the Opposition in the Kerala Assembly, VD Satheesan had on Sunday alleged that BJP is bringing the UCC to divide people and said that there is no need for UCC at present.
“The Law Commission appointed by the central government itself has made it very clear that there is no need for a Uniform Civil Code (UCC) at present. So we are also taking the same stand that there is no need for UCC at this point in time. BJP is bringing this matter to make a split among the people,” Satheesan told ANI here in Thiruvananthapuram.
The ruling party in Kerala, CPI(M), has also criticised the Prime Minister’s pitching for the UCC in the country. On Friday, CPI(M) leader and Kerala Chief Minister Pinarayi Vijayan said that the Uniform Civil Code (UCC) is on the “electoral agenda” of the BJP.
“Triggering debates around Uniform Civil Code is an electoral ploy by Sangh Parivar to press their majoritarian agenda for deepening communal divide. Let’s oppose any attempts to undermine India’s pluralism and support reforms through democratic discussions within communities,” Kerala CM tweeted.
Kerala CM’s stand drew a sharp reaction from the BJP Kerala president K Surendran when he said, “CPI(M) has become a Muslim party. The latest example of this is Pinarayi Vijayan’s stand against the uniform civil code.”
He further alleged that the goal of the Chief Minister of Kerala is to polarise Muslims.
“Pinarayi Vijayan’s goal is the polarisation of Muslims. No Muslim parent will accept a triple talaq. Likewise, no Muslim parent will accept discrimination against girls in property rights,” said the Kerala BJP state president.
Meanwhile, the Parliamentary Standing Committee for Law and Justice meeting was held on Monday to discuss the issue of the Uniform Civil Code.
Earlier, in an exclusive interview with ANI, Union Minister of Commerce and Industry Piyush Goyal said that the uniform code is “the need of the hour that a law should be made by uniting and including all the people of the country and the Supreme Court has also endorsed many of its verdicts”.
Prime Minister Narendra Modi’s recent strong endorsement of the Uniform Civil Code (UCC) brought it back to the spotlight. PM Modi said that the country cannot run on two laws and that Uniform Civil Code was part of the Constitution.
“Today people are being instigated in the name of UCC. How can the country run on two (laws)? The Constitution also talks of equal rights…Supreme Court has also asked to implement UCC. These (Opposition) people are playing vote bank politics,” PM Modi had said.

She further stated that now she feels more confident and self-sufficient due to the financial stability received from this scheme. Under the National Rural Livelihood Mission 'Bihan', livelihood activities have been initiated in Gauthan of Sarona village located under the Narharpur Development Block. The village is situated approximately 26 kilometers away from the block headquarters. Gau Mata women self-help group is actively involved in commercial vegetable cultivation in Gauthan. The group members cultivate various vegetables, including brinjal and cabbage, and sell them in local markets and neighboring villages. The vegetable production is carried out by a dedicated team of 10 members, who collectively manage the entire process from cultivation to sales. Thanks to their local connections, the group members find it convenient to negotiate with buyers and sellers.
The women self-help group in collaboration with the Sarona Gram Panchayat, is actively engaged in various economic activities and implementing proper livestock arrangements under the 'Narva, Garwa, Ghurwa Badi Yojana' at the gram panchayat level. A considerable number of vermicompost tanks have been constructed in Sarona Gauthan, where vermicompost is being produced from cow dung, and various income generating activities including vegetable cultivation and goat rearing are being carried out.
Preparations are underway to grow a diverse range of vegetables, including chilli, okra, cluster bean, tomato, bottle gourd, cucumber, bitter gourd, pumpkin, tomato, cucumber along with various types of green vegetables. The members of the group have been provided with information about the Bihan Yojana and other livelihood development schemes. With the support of the gram panchayat, vegetable production in the Gauthan is generating additional income for them. The group members have revealed that they are earning incomes ranging from Rs 1.5 lakh to Rs 2 lakh through the cultivation of vegetables as cash crops.
