Joint Forum constituted under the joint aegis of SAARC Journalists Forum, United Indian Journalists Association, Periodical Press of India, Indian Journalists Association and Save UNI Movement for the prevention of rising corruption in PIB and the revival of UNI on 18 July 2022 Monday, protested in front of Parliament at Jantar Mantar.

Convener of Joint Forum Sultan S. Qureshi thanked the journalists for making the protest successfull.

On the other hand, Dr. Samarendra Pathak, the leader of Save UNI movement and Executive Chairman of SAARC Journalists Forum SJF India Chapter thanked all the journalist organizations involved in the protest.

He said journalists are in trouble due to the increasing economic pressure on journalism during the demonstration.

SJF India Chapter President Anirudh Sudhanshu urge the govt to fulfill the demands of journalists and requested to make the journalists free from economical burden.

SAARC Journalists Forum SJF India Chapter President Anirudha added, “In such a situation, an organization like UNI should be revived so that young journalists who want to come in this field also get employment opportunities and improve their economic condition.

Working conditions and rights of journalists must be secured. A free press is the only sign of a healthy democracy.

New Delhi (PTI) The Congress on Sunday took strong objection to the absence of Prime Minister Narendra Modi from the all-party meeting convened by the government ahead of the Monsoon session of Parliament.

"All Party Meeting to discuss forthcoming session of Parliament has just begun and the Prime Minister as usual is absent," he said on Twitter.

"Isn't this unparliamentary'," Ramesh asked.

Leaders of various parties attended the meeting convened by the government in Parliament House annexe to discuss the issues to be taken up during the Monsoon session and seek their cooperation for the smooth functioning of both houses of Parliament.

Defence Minister Rajnath Singh chaired the meeting, while Parliamentary Affairs Minister Prahlad Joshi and Leader of the House in Rajya Sabha Piyush Goyal were also present.

The Monsoon session of Parliament will begin on July 18 and will end on August 12.

Former Punjab Assembly speaker Nirmal Singh Kahlon dies

Chandigarh, Jul 16 (PTI) Former Punjab Assembly Speaker and senior SAD leader Nirmal Singh Kahlon died on Saturday after a prolonged illness, said a party leader. He was 79.

Senior Akali leader Daljit Singh Cheema, in a tweet, said the last rites of Kahlon will be performed in Dadujodh village, near Fatehgarh Churian in Gurdaspur district on July 17.

Kahlon was minister for rural development and panchayats in the Akali government from 1997 to 2002. He had also served as the speaker of Punjab Vidhan Sabha from 2007 to 2012.

Shiromani Akali Dal chief Sukhbir Singh Badal offered his condolences on the death of the senior party leader.

Deeply saddened to learn about the demise of senior Akali leader & former Punjab Vidhan Sabha Speaker S Nirmal Singh Ji Kahlon. Kahlon sahab was a source of inspiration for all of us. His wise counsel will always be missed. I stand with Kahlon family in this hour of grief, Badal said in a tweet.

In a meeting organized today at his residence office,Chief Minister Mr. Bhupesh Baghel said that there is a need to pay special attention towards providing quality, reasonable price and marketing of the products to create a good and stable market for the products being prepared by the rural industrial parks in the Gauthan of Chhattisgarh, so that sales of these products can be increased and self-help groups can avail maximum benefit from it. In the meeting, he reviewed the work being done in Godhan Nyay Yojana, C-Mart and Chief Minister Silk Mission and the development works of converting Gauthans in Mahatma Gandhi Rural Industrial Park.

Agriculture Minister Shri Ravindra Choubey, Forest Minister Shri Mohammad Akbar, Public Health Engineering Minister Shri Guru Rudra Kumar, Higher Education Minister Shri Umesh Patel, Advisor to Chief Minister Shri Pradeep Sharma, Chhattisgarh Mineral Development Corporation Chairman Shri Girish Devangan, Chief Secretary Shri. Amitabh Jain, Additional Chief Secretary Shri Subrata Sahu along with officers of the concerned departments were present.

Chief Minister Shri Baghel said in the meeting that, it has been directed to prepare the products which can be consumed locally according to the need of the village residents. The Chief Minister also instructed to use social media platforms like Amazon, Flipkart for branding and sale of finished products in Gauthans. He said that arrangements should also be made to provide training to the people involved in various income-oriented activities in Gauthans.

It was informed in the meeting that 12 thousand 176 self-help groups are working in Gauthans, in which 83 thousand 874 women are it's members. These groups have so far received an income of about 65 crore 18 lakh rupees from various activities. Self-help groups are doing vermi compost production, community gardening, mushroom production, poultry, fish farming, goat rearing as well as making lamps, pots, incense sticks from cow dung. Along with this, activities like manufacturing of sanitary pads , bags manufacturing, fencing poles, LED bulbs, paper blocks are also being conducted in Gauthans. At present, 79 oil mills, 177 pulse mills, 364 flour mills, 939 mini rice mills have been established in Gauthan. At least two Gauthans have been selected in each block of the district for development of Rural Industrial Park. It was informed in the meeting that unemployed youth, interested men-women and entrepreneurs of third gender are eligible to conduct various activities along with self-help groups in Gauthans under Rural Industrial Park. The goods produced in Rural Industrial Park are being sold in local Haat Bazar, C-Mart, Shabri Emporium, Sanjeevani Kendra, wholesalers, private companies and government offices.

During the review of Godhan Nyay Yojana, the Chief Minister directed to provide machines for filtering vermi compost in all Gauthans. He said that the dairy industry has benefited from the Godhan Nyay Yojana. He further said that farmers are using vermi compost regularly and its demand will increase in the future, so maximum production of vermi compost should be done.

Agriculture Minister Shri Ravindra Choubey said that about 19 lakh quintals of vermi compost has been prepared in Gauthans, which is being sold to the farmers. At present about 3 lakh quintals of vermi compost is left. It was informed in the meeting that out of 1300 gauthans , procurement has started in 619 gauthans, about 82 thousand quintals of cow dung has been procured here, dung procurement will start soon in 159 Gauthans.

Establishment of Cocoon Bank in Nangoor

During the Silk Mission review, the Chief Minister said that a large number of local people can be provided with a means of income and employment in the collection and thread making process of natural cocoons in Bastar. It was informed in the meeting that Cocoon Bank has been established by the Forest Department at Nangoor in Bastar district. Natural rally cocoons are being purchased by the Forest Department from the local people at support price. 740 beneficiaries have been given training in making yarn. They will also be given threading machines. The project to set up a modern wet reeling unit at Nangoor at a cost of Rs.5 crore 70 has been sent to the Central Silk Board for approval. The rally cocoons are collected from 01 March to 30 April and 01 August to 15 October.

Scheme ended college education worries of many beneficiaries of Mahasamund

Born to a labor family, Neha, daughter of a beneficiary Mrs. Chhagan Bai hailing from Gudrupara Mahasamund have realized her dream of going to college without having to worry about the fees. This has been made possible because of the ‘Mukhyamantri Noni Sashaktikaran Sahayata Yojana’ started by state government for social and economic upliftment of the girls belonging to labor families.

Neha was all smiles when she received an amount of Rs 20,000 directly in the bank account as a part of this aforementioned scheme. She said that she always wanted to go to college and complete her education, but was skeptical because of the weak financial well-being of the family. However, now all her worries have ended. Similar is the scenario with Bhumika, daughter of another beneficiary Mrs. Bharti Nirmalkar, hailing from village Bemcha of Mahasamund district. Both the girls have passed high school and are happy that they will not face any financial issues for their college studies.

Children belonging to labor families, especially girls have to leave their education due to financial constraint. In light of this, the state government has launched ‘Mukhyamantri Noni Sashaktikaran Sahayata Yojana’ to ensure social and economical upliftment of girls belonging to labor families besides making them self-reliant. Financial assistance of Rs 20,000 each is being provided for the education, employment, self-employment and marriage of the first two daughters of the eligible labor family, whose age is minimum 18 years and not more than 21 years.

Meanwhile, under this scheme, a lump sum amount of Rs 71 lakh 20 thousand has been paid directly in the bank account of daughters of 356 registered beneficiaries (Rs 20,000 each) of Mahasamund district.

Limdarha resident Mr. Bharatlal said that Rs 20,000 have been deposited in the bank account of his daughter Yogeshwari, who is currently studying in Pirda College. Expressing his gratitude towards the state government, he said that he is no more worried about her daughter’s college education.

District Labor Officer Mr. D.K. Rajput informed that a total of 01 lakh 20 thousand workers of Mahasamund district are registered in Construction Workers Welfare Board under Labor Department. Under the Mukhyamantri Noni Sashaktikaran Sahayata Yojana, an amount of Rs 20,000 each has been directly deposited in the bank accounts of daughters of 356 eligible beneficiaries. Only workers registered under Chhattisgarh Building and other Construction Workers Welfare Board are eligible to avail benefits of this scheme. The eligible workers have to register online on the official website cglabour.nic.in to take advantage of the scheme.

In the cabinet meeting held today under the chairmanship of Chief Minister Bhupesh Baghel, the assistant constables working in Chhattisgarh have been granted a huge gift by the state government. In this cabinet meeting, the proposal for creation of District Strike Force cadre was approved by abolishing the posts of assistant constables available in the state. The assistant constables of the dyeing cadre will be merged with the posts of constables for the District Strike Force cadre which to be created soon. With this decision of the cabinet, the salary discrepancy of assistant constables will be removed and they will get pay scale like regular constables. With this decision of the state government, the morale of the assistant constables who are cooperating in the Naxalite eradication campaign in the state will increase and the anti-Naxal campaign will gain momentum in the state.

According to the decision of the cabinet, 3736 new posts will be created by abolishing the available 3096 posts of Assistant Constable and creating District Strike Force cadre in their place. Out of this, 3136 posts of constables will be created in District Strike Force cadre. It is worth mentioning that only assistant constables available in the dyeing cadre will be absorbed in these posts.

There are a total of 3096 Assistant Constables posted in different districts of Chhattisgarh, which are located in the remote and dense forests of Bastar, extreme Naxalite zones of the state such as; Gariaband, Balod, Rajnandgaon, Kabirdham, Mahasamund, Dhamtari, Surguja, Surajpur, Balrampur, Jashpur and Korea. The police force is discharging similar responsibilities with other armed forces in the state and providing significant cooperation in the Naxalite eradication campaign.

The assistant constables working in the state are providing services almost like regular government servants of the police department, but due to not getting the same pay scale for equal work and getting very less salary, an anomalous situation used to arise for them. In view of the above circumstances, and to remove the salary discrepancy of assistant constables, all the assistant constables of the state will receive pay scales like regular constables.

According to the new proposal, the District Strike Force cadre will be created by abolishing the available 3096 posts of Assistant constables, and creating 3136 posts of Constables, 460 posts of Head Constables, 80 posts of Assistant Sub Inspector's, 40 posts of Sub-Inspectors and 20 posts for Inspectors. By this, a total of 3736 new posts will be created.

In a significant decision, the Chhattisgarh cabinet has approved a New Fisheries Policy for the state. The approval was given in the cabinet meeting chaired by Chief Minister Mr.Bhupesh Baghel at his residence office here today. New Fisheries Policy aims to boost fish productivity by bringing the entire water area available in the state under fisheries. In the New Fisheries Policy, a provision has also been made to give a 'productivity bonus' to the fishermen of the state. This amount of productivity bonus will be 25 per cent of the amount received by the Chhattisgarh State Fish Federation from the auction of water bodies and barrages. Provision has been made in the new policy to encourage 'alankari' and 'gambusia' fisheries in the state.

Under this new policy, ponds and reservoirs of an average water area of 0 to 10 hectares will be given for a 10-year lease by the Gram Panchayat as per rules. Under the Panchayati Raj system, allocation of ponds and reservoirs of the water area of more than 10 hectares and less than 100 hectares on lease for 10 years by inviting open tender for fish farming will be processed and decided by Janpad Panchayat; for more than 100 hectares and 200 hectares by Zila Panchayat; for reservoirs and barrages of more than 200 hectares and up to 1000 hectares will be allotted on lease by the Fisheries Department. Reservoirs and barrages having a water area of more than 1000 hectares will be under the control of the Chhattisgarh State Cooperative Fish Federation. Income received on the allocation of reservoir and barrage on lease by the Fisheries Federation, 50 percent will be payable in the revenue account of the Fisheries Department and 25 percent of the remaining 50 percent will be given as a productivity bonus to the fishermen engaged in fishing at the local level.

According to the provision of the New Fisheries Policy, the anicuts built on the rivers and the deep pools located on them, which are more than 20 hectares, will be provided to the fishermen group, Fisheries Cooperative Societies, women self-help group, fishermen for a fixed time on lease as per rules. A River and Dehwar Cooperative Society will be formed for the fishermen living near anicuts and 'Daho' of villages. The free fishing in the river's anicuts and deep pools with an area of less than 20 hectares will remain the same. All the water bodies of the urban area will remain under the urban local bodies. The ponds and reservoirs of urban areas will be allotted on lease as per the policy of the government.

As per this policy, allocation of reservoirs/ponds with an average water area of 0 to 10 hectares will be given on a priority basis to fishermen groups, Fisheries Cooperative Society, local women's group associated with Livelihood Mission, and individual fishermen. Diploma, graduate or postgraduate persons in fisheries and unemployed youth will be considered as fishermen and fish farmers. The fish rearing in the ponds constructed under Gauthans will be done by the Gauthan Committee or the group identified by them. Panchayats can increase the lease amount every two years by a rate of 10 per cent, which will be used in the development works of public interest.

A provision has also been made to reduce the percentage of non-tribal members in tribal cooperative society from 33 to 30 per cent, and the chairman post of Fisheries Cooperative Society in Scheduled Caste notified area will be reserved for Scheduled Tribes. For the Vice-Chairman, preference will be given to the member of the fisherman community. In each village, the ponds under public use will be marked by the Collector or his representative not below the post of revenue sub-divisional officer. Fishing will be completely restricted in such identified ponds so that villagers do not face any inconvenience.

Under this policy, Fish Seed Certification Act will be enacted in the state for quality control and certification of fish seed, which in turn will encourage fish seed production, and also information about seed production technology will be made available. It will be mandatory for the producers and sellers of fish seeds to register with the fisheries department and get a license from the department. To encourage the construction of hatcheries as well as to promote it in the private sector, grants will be made available as per the policy of the government. The unused and closed mines located in the state will be developed and given on lease to the local unemployed for fish farming. In order to promote fish farming in large mines, an initiative will be taken to establish cages. The Department of Fisheries will be a fully authorized agency for the implementation of the 'cage culture' scheme in irrigation reservoirs, they will be able to give the irrigation reservoir on lease for a long period.

The Chief Minister Mr. Bhupesh Baghel appealed to every farmer of the state to get their Kharif and horticulture crops insured. The Chief Minister has said in his appeal directed to the farmers that crop insurance is necessary so that farmers continue earning even in case of weather uncertainties and local natural disasters. The Government is providing the facility of crop insurance to farmers at premium amount. Farmers have to pay 2 per cent of the premium amount for the insurance of Kharif crops and 5 per cent of the premium amount for the insurance of horticulture crops as contribution. Farmers can protect themselves from huge risks by paying a little interest and a little amount. The received insurance claim amount can cover the crop loss due to weather uncertainties and natural disasters as well as the losses due to decline in production. Under the Prime Minister Crop Insurance Scheme, farmers can get paddy (irrigated and non-irrigated), Arhar, Moong, Urad, Corn, and horticulture crops insured by 15 July.

Chief Minister Bhupesh Baghel said that strengthening the agriculture ecosystem and making farmers prosperous is among the topmost priorities of the Chhattisgarh government. Farmer friendly policies and schemes of Chhattisgarh government are being appreciated across the country. Chhattisgarh is being recognized as a model state for agricultural development. Chhattisgarh is the leading state in the country in terms of helping farmers and ensuring their rights. Chhattisgarh is the first state in the country, which has first paid the crop insurance claim amount for the Rabi season 2021-22 to its farmers. Even before the start of Kharif season, we have paid claim amount of Rs.304 crore 38 lakh to more than 1.5 lakh farmers in lieu of premium paid by them. In Kharif season 2021, Rs 758 crore 43 lakh has been paid in lieu of premium amount paid by more than 4 lakh farmers of the state.

He urged the farmers to take advantage of the facilities being provided under Pradhan Mantri Fasal Bima Yojana and Weather Based Horticulture Crop Insurance Scheme and to get crop insurance to avoid any unwanted risks.

SC refuses to pass interim order staying demolitions across states

New Delhi, Jul 13 (PTI) The Supreme Court on Wednesday refused to pass an interim direction staying demolitions across states, and said it cannot pass an omnibus order preventing authorities from taking action.

A bench of Justices B R Gavai and P S Narasimha asked the parties to complete pleadings in the matter, and said it will hear the plea filed by the Jamiat Ulama-i-Hind against demolitions on August 10

"Rule of law has to be followed, there is no dispute on that. But can we pass an omnibus order? If we pass such an omnibus order, will we not prevent the authorities from taking action against the violators," the bench said.

The top court was hearing pleas filed by the Muslim body seeking directions to the Uttar Pradesh government and other states to ensure that no further demolitions of properties of alleged accused in recent cases of violence are carried out.

Vijay Mallya sentenced to 4 months jail by Supreme Court

Mallya is currently in the United Kingdom and is being charged with a bank debt default case involving his defunct Kingfisher Airlines that involves over Rs 9,000 crore.

The Supreme Court on Monday sentenced fugitive businessman Vijay Mallya to four months jail term and imposed a fine of Rs 2000 on him. Mallya was found guilty of contempt of court in 2017 for withholding information from it.

The court further ordered Mallya to refund USD 40 million with interest within four weeks, failing which his possessions will be seized. The court further fined Mallya Rs 2000.

In a hearing earlier on July 9, the Supreme Court noted that Mallya acts like “a free person” in the United Kingdom and that no information was provided on the procedures against Mallya there.

Senior attorney Jaideep Gupta, who was the bench’s amicus curiae in the case, said that Mallya was found guilty on two counts: failing to disclose his assets and disobeying specific orders of restriction issued by the Karnataka High Court.

The top court last year opted to move on with the hearing on the severity of Mallya’s penalty in the contempt case against him despite declaring that it had waited “long enough” and couldn’t “wait further today.”

Because Mallya transferred USD 40 million to his children against the court’s ruling, the highest court found him in contempt of court and repeatedly requested his appearance.

On February 10, the Supreme Court gave Mallya his final two weeks to physically appear in court or through counsel in the contempt case brought against him; if he does not, the court would proceed to the next reasonable step.

In an appearance on behalf of the Ministry of External Affairs, Solicitor General Tushar Mehta explained that while the UK has notified the Indian government that there is something going on that can’t be disclosed, this is not the government of India’s position.

Mehta had previously provided a document from the Deputy Secretary (Extradition) Ministry of External Affairs, according to which the bench had stated that although Mallya’s extradition from the UK to India had reached its conclusion, certain “confidential proceedings” were still ongoing in the UK and their specifics were unknown.

Mallya has reportedly used up all of his legal options in the UK, according to the Centre.

Previously, the Centre had notified the highest court that although the extradition of fugitive Mallya is being hampered by legal difficulties in the United Kingdom, the Indian government is doing all in its power to extradite him.

Mallya had pleaded for a review of the highest court’s May 2017 ruling finding him guilty of contempt, but the appeal had been rejected.

Mallya is currently in the United Kingdom and is being charged with a bank debt default case involving his defunct Kingfisher Airlines that involves over Rs 9,000 crore.

The top court had already questioned Mallya over the “truthfulness” of his asset statement and the distribution of funds to his children.

At that time, Mallya was ordered to deposit USD 40 million collected from the offshore company Diageo to the banks as well as a petition from lending banks pursuing contempt proceedings.

The banks then accused Mallya of hiding the truth and transferring the funds to his children Siddharth Mallya, Leanna Mallya, and Tanya Mallya, blatantly flouting Karnataka High Court directives.

AIADMK assures action against Panneerselvam

Chennai, Jul 11 (PTI) The AIADMK on Monday assured steps to ease rival leader and treasurer O Panneerselvam (OPS) out of the party, after its General Council members demanded action to expel him from the organisation.

In his address to the GC meeting, senior leader Natham Viswanathan tore into Panneerselvam alleging he had a 'brutal face' completely opposite to his reputation as a 'calm person.'

Viswanathan, a former Minister said Panneerselvam always said one thing and acted completely against it. Quoting the 19th Century reformist saint Vallalar's verses, he said there should be no links whatsoever with Panneerselvam as he always hid within him what he wanted and spoke an entirely different thing to the outside world.

At this point, the general council members shouted against Panneerselvam and demanded action against him. While Viswanathan tried to pacify them assuring action, senior leader K P Munusamy took the mic from him.

Munusamy said: "You are members of the General Council. You demand that he (OPS) should be expelled from the party. You represent 1.5 crore party members. The representation you have made here will be reflected in a resolution and it will be moved by our (Interim) General Secretary. Please wait till then."

AIADMK veteran and former Minister Dindigul C Srinivasan dubbed OPS as a 'betrayer' and demanded the ouster of Panneerselvam and his supporters from the party.

The GC meet had earlier picked Edappady K Palaniswami as the AIADMK's interim general secretary.

Raipur ; According to the intention of Chief Minister Mr. Bhupesh Baghel, and with the guidance of Transport Minister Mr. Mohammad Akbar, an important step has been taken in the direction of strengthening and improving the quality of facilities being provided under the ambit of 'Tuhar Sarkar Tuhar Dwaar' campaign run by the Transport Department of the state .Under this campaign, now all services related to hypothecation have been made faceless. The residents of the state will now be able to take advantage of all the services related to Hypothecation (HP) at their fingertips, sitting at home. About 75 banks, financial institutions and non-banking financial companies (NBFCs) have been integrated with their Hypothecation (HP) services.

Providing information on this matter, Transport Commissioner Mr. Dipanshu Kabra said that under this facility , no physical document will be taken in the RTO office in relation to the addition and termination of hypothecation. Banks and lending institutions will have to submit all documents and NOCs digitally through software via OTP received on their registered Aadhar card linked mobile number without the need for physical signature.

Once the loan is disbursed by the vehicle owner in the bank, the data will be directly transferred to the vehicle database by the bank. The verification and approval of HPT service will be done automatically by the Transport Department through the software. There is no need for applicants to obtain Form-35 and NOC from their banks and apply for Hypothecation Termination to Transport Department by uploading these documents. The updated Registration Certificate (RC) has been made available on mParivahan and Digilocker after the auto-termination of HP. Vehicle owners are also informed about the automatic removal of their HP through an SMS.

Continuous monitoring is being done by the Transport Minister Shri Mohammad Akbar for the orderly operation of 'Tunhar Sarkar Tuhar Dwar'. The 'Tunhar Sarkar Tuhar Dwar' scheme run by the Transport Department is a significant public-centric scheme aimed to provide convenience to the people. Due to the ease of getting the public facilities related to the Transport Department sitting at home,people no longer need to visit the Transport Department again and again. This will save the applicants time and money.

In a span of less than one year, more than 11 lakh smart card based registration certificates and driving licenses have been sent to the homes of applicants under this campaign. These include 07 lakh 50 thousand 934 smart card based registration certificate and 03 lakh 67 thousand 785 driving license. In this, 22 transport related services are being provided to the people by reaching them at their doorsteps under this public- centric facility.

Transport Commissioner Mr. Kabra informed that Chief Minister Mr. Bhupesh Baghel had made an announcement on January 26 for the establishment of Transport Facilitation Centers across the state to expand the transport related services. After the announcement, a draft was prepared by the Transport Department regarding the establishment and role of Transport Facilitation Center which after approval started operating in full swing. According to the issued guidelines, about one thousand transport facility centers are being opened across the state. Moreover, with the establishment and expansion of transport facilities, the possibility of employment generation for about five thousand youth will also be created.

The Transport Facilitation Centers can also be authorized to make a learning license. In order to give employment-oriented and public-centric nature to this vision, it has been decided to establish numerous Transport Facilitation Centers in Chhattisgarh. Under this facility,applications can be made for other transport related services as well. This campaign holds a two old advantage as Chhattisgarh's citizens will easily avail transport related services in the vicinity of their homes and the establishment of transport facilitation centres will create employment for the educated and unemployed youth of the state. It is worth mentioning that a guide has also been issued which prescribes the charges for various services at the Transport Facilitation Centers.

Chhattisgarh becomes the first state to give online 1-A certificate for driving license

Chhattisgarh is the first state in the country to provide the necessary online medical certificate for driving license for the convenience of vehicle drivers. Under this, so far 1.5 lakh people of the state have taken advantage of this user- friendly rule via online medium. It is worth mentioning that, During the Covid-19 Pandemic,in the month of March, Transport Minister Mr. Mohammad Akbar had launched the portal for online issuance of medical certificate for driving license. The availability of paperless medical proof during the Corona period has facilitated both the applicant and the doctor as it cuts down unnecessary contact and commute.

Through the photo fitness app, 6 photos of the vehicle coming for fitness are captured through the app which can be viewed from anywhere. The advent of this app has helped in taking effective and transparent vehicle- fitness related action.

Chhattisgarh is the first state in the country to integrate the services related to driving license and registration with Aadhaar.

With the process of the voluntary 'Aadhaar' authentication, transport services will be available immediately to the applicants. With the launch of this service, Chhattisgarh has become the first state in the country where the Transport Department is integrating the driving license and registration related services with Aadhaar.

Transport Commissioner Mr. Dipanshu Kabra informed that these facilities have been started with the aim of making transport services more accessible and hassle-free and to improve the process of availing government services for Chhattisgarh's citizens. For which, adapting to the current times, modern innovative technology is being used to create a smooth functioning of providing government services to the residents of the state. This is a commendable initiative taken by the Transport Department to provide online services in the Corona crisis. Due to this, the infection due to congestion and contact will be avoided, while people will get freedom from making rounds of the transport office. With this approach, 19 services related to driving license and registration certificate have been integrated with Aadhaar.

A network of EV charging stations to be installed statewide

Charging points to be established in residential colonies, shopping malls, petrol pumps, and under flyovers

Raipur: During a cabinet meeting presided by the Chief Minister, the Chhattisgarh State Electric Vehicles Policy 2022 was sanctioned. This policy will provide relief to the citizens of the state from the ever-increasing prices of petrol and diesel, and also ensure a worthy contribution towards keeping the environment clean.

The Chhattisgarh State Electric Vehicles Policy 2022 entails the promotion of the use of both commercial and non-commercial electric vehicles. Under this policy, the purchase and discount facilities on two-wheeler, three-wheeler, four-wheeler, goods-carrier, passenger vehicles, and all other categories of electric vehicles will be covered. According to this policy, a network of charging stations will be established to enable easy charging of the electric vehicles. EV owners will be provided charging stations at specified distances in state and national highways.

Under the Chhattisgarh State Electric Vehicles Policy 2022, public and private operators will be invited to set up charging and battery swapping stations at state and national highways in all cities of the state for Public Charging Infrastructure. Land will be provided at minimum rents for setting up these charging stations. The list of places for setting up charging stations will be prepared by the State EV Development Corporation. Petrol pumps located in highways will be encouraged to set up fast charging stations. Charging infrastructure will be established under Municipal Corporation flyovers for two-wheeler vehicles along with provision for free or priority parking. Charging points will also be installed in the parking areas of Government offices. The electricity bills for the charging stations will be decided by the Electricity Regulatory Commission. Vehicle owners will be encouraged to convert their old vehicles into electric vehicles by installing an electric kit in them.

The necessary infrastructure required to charge electric vehicles has also been included in this policy, under which private and public charging stations will be set up. The owners of residential and non-residential buildings will be encouraged to establish charging stations. People willing to set up charging points will be eligible for grants to purchase private charging points. The expenses involved in establishing the charging points will be compensated through the electricity bill. The provisions related to the charging stations and parking facilities in Housing Board, residential committees, shopping malls, and commercial buildings built after the implementation of the policy will be included under the residential policy.

Following important decisions were taken in the Cabinet Meeting chaired by Chief Minister Mr. Bhupesh Baghel at his residence office today:-

Chhattisgarh State Electric Vehicle Policy 2022 has been approved, to promote electric vehicles in the state.

Raipur : Chhattisgarh State Electric Vehicle Policy includes promoting the operation of both commercial and non-commercial electric vehicles. Under this policy, various discounts and facilities will be available on the purchase of two wheelers, three wheelers, four wheelers, goods carriers, passenger vehicles and other categories of electric vehicles in the state. As per this policy, a network of charging stations will be established to provide easy charging facility for electric vehicles. Charging points will be available to EV owners at fixed intervals on national and state highways.

State government has taken an important decision to boost the income of farmers and to enhance the yield of pulses crops in the state. As per this decision, the state government will procure tur, urad and moong crops in the Kharif marketing year 2022-23 on support price. Guidelines have been issued for this soon.

Further expanding the scope of Electricity Bill Half Scheme, State Government has decided to include Gauthans and Rural Industrial Parks being set up under Narva, Garuva, Ghurua, Bari scheme. Under this scheme of state government to reduce the electricity bill of domestic consumers for consumption upto 400 units, State Government has decided to provide concession of 50% on the electricity bills of the connections provided by CSPDCL to Gauthans and Rural Industrial Parks, set up under Narva Garva Ghurua Bari scheme.

Cabinet has decided to further rationalize the process of domicle certificate issuance in Chhattisgarh so that people from outside the state do not take unnecessary advantage of it. Cabinet has decided to amend the previous provisions.

As per the proposed amendment, prescribed qualifications for admission in any institution or for service under the government, would now include the pass certificates of Std 1st, 4th and 5th examinations instead of just std 8th from any educational institutions of Chhattisgarh. In other cases as well, it has been decided to add pass certficate of 1st, 4th, 5th examination in the educational qualification.

In order to encourage the establishment of mega and ultra mega projects in Chhattisgarh, Cabinet has decided to determine a special incentive package for investment in steel (sponge iron and steel) industries under the state's industrial policy 2019-24.

Providing exemption in the stamp duty and registration fee for transferring the common area of the colony to the union/society of allottees by the promoter of residential colonies approved by the Housing and Environment Department or Chairman Chhattisgarh Real Estate Regulatory Authority, Cabinet has decided to impose the stamp duty at Rs 10 thousand and registration of Rs. 5000. The above exemption will be given on the registration of the general area of the colony certified by the Director, City and Rural Investment or the officer authorized by him.

Providing a major relaxation on Stamp Duty, Registry Fee and Urban Body Fee, based on the amount payable on the allotment of government land to people living in urban areas, settlement of encroached land and converting non-concessional and concessional permanent leases into land owner rights. Cabinet has decided to extend the exemption period from 31 March 2022 to 31 March 2023.

Moreover, the stamp duty payable on the deeds of allotment, settlement and transfer of land owner rights in urban areas has been fixed at 5 percent and a exemption of maximum of Rs. 2000 will be provided on the cess.

Likewise, the registration fee payable on the deeds to be transferred in the allotment, settlement and land owner rights was fixed at a maximum of Rs 2 thousand by providing a rebate of 4% in the registration fee.

Cabinet has decided to completely waive off the one percent additional (urban body) duty on the stamp duty payable on allotment, settlement and change in land owner rights.

3% of the budget provision under Godhan Nyay Yojana has been sanctioned to administrative head for maintainence and development of gauthans and for providing training, incentive and awards to gauthan management committees through selected NGIs and NGOs, as per the provisions of Centre Sponsored Extension Reforms

Cabinet has decided to provide self-help groups and primary co-operative societies affiliated to Gauthans with incentive amount on sale of compost and bonus amount on annual compost sale .

In regards to the provision of incentives for rice mills in Kharif marketing year 2021-22, Cabinet has decided that 50 percent amount of incentive will be paid with custom milling fee and the remaining 50 percent amount will be paid after they deposit the total quantity (as per the target) into the central pool.

The draft of Chhattisgarh Panchayat Provision (Extension to Scheduled Areas) (PESA) Rules-2022 was approved.

Taking a humane and sensitive initiative, Cabinet has decided to provide special compassionate appointment to Dr Alka Panda, wife of Senior Pilot (Heli) Late Captain Gopal Krishna Panda, on the post of lecturer under the Department of School Education.

Providing relaxation in the Contract Rules 2012, Cabinet has decided to extend the contract period of Col. Rajneesh Sharma, Deputy Inspector General of Police (STF) Baghera District Durg, by one year.

Chhattisgarh government approves Electric Vehicle policy to encourage adoption of EVS

Under the Chhattisgarh State Electric Vehicle Policy-2022, government will establish a vast network of charging stations and swappable battery stations in government and private buildings.

The Chhattisgarh government today approved Chhattisgarh Electric Vehicle (EV) Policy 2022 with an aim to make the state an EV manufacturing hub, provide employment opportunities and protect the environment.

Chhattisgarh Chief Minister Bhupesh Baghel gave the approval to the policy at a meeting of the state cabinet in Raipur to ensure a healthy environment for a sustainable future for citizens, reduce carbon footprint and minimize the causes of rising concerns of rapidly increasing toxic gas emissions from vehicles, etc. leading to a deteriorating Air Quality Index.

The government has set a target of five years and aims to have 15% of new registrations of vehicles, either under individual use or commercial use as EVs till 2027.

The chief minister said that Chhattisgarh will become a manufacturing hub for electric vehicles and its accessories in the years to come. The policy will create unlimited employment opportunities for the youth of the state.

With the implementation of the EV policy in the state, buyers of electric vehicles as well as manufacturers and people doing research and development in this will also benefit. Electric vehicle manufacturers will also be given exemption under the electric vehicle policy. Charging stations will be built in government and private buildings. Establishment of charging infrastructure will be mandatory in the housing policy.

The policy ensures skill development training in the field of electric vehicle, encourage uptake of EV vehicles and provide EV charging infrastructure. The policy encourages new manufacturing in EV technology and also encourages existing automobile manufacturers to diversify in the EV manufacturing domain.

Electric vehicles, or EVs, are not only better for the environment, but are also more efficient than traditional gasoline-powered vehicles. Furthermore, rising petrol and other fuel prices have contributed to many customers' desire to switch to electric vehicles. EVs are not only cost-effective, but they also have tax advantages.

Chhattisgarh announced its own EV policy to jumpstart the adoption and manufacturing of EVs in the state.

The government aims for rapid adoption of Battery Electric Vehicles (BEVs) so that BEVs account for 15% of all new vehicle registrations by 2027 and bring about a material improvement in the environment of Chhattisgarh by reducing emissions from the transport sector.

Skill Centers with provision for training related to jobs in the EV ecosystem will also be set up which will result in the creation of jobs. Further, the government has also planned to set up a recycling ecosystem for batteries.

To encourage people to buy electric vehicles, the state government has announced to reimburse 100% SGST and the registration fees on the sale of electric buses and electric goods carriages sold and registered in the State during the policy period. The government has also announced to reimburse SGST for the manufacturing of EVs in the State during the policy period.

The state government will also establish high-level industrial plans that set clear targets supporting the state's EV vision. The government will also introduce an online portal for information regarding EVs, applying for EV-related incentives, information regarding charging infrastructure, etc.

Companies manufacturing EVs, components of EV and EV battery, and charging infrastructure will be incentivised with capital subsidy.

The state government will allocate 500-1000 acres of land for developing EV Parks with plug and play internal infrastructure, common facilities and necessary external infrastructure. This industrial park will attract manufacturers across the EV eco-system. An incubation center for handholding startups will also be planned in the EV Park.

The Chhattisgarh will create platforms and programs for industry participation and explore possibilities of entering into MoU with Lithium Cell Manufactures/ EV auto components to start EV components and assembly in the State.

It shall provide capital subsidy of 25% to the selected Energy Operators on the charging equipment/ machinery to the first 300 fast charging stations commissioned in the State up to a maximum of INR 10 Lakhs per station.

The state government will also provide 100% SGST reimbursement to the Energy Operators for purchase of batteries to be used in switching / swapping stations. v. Provision of mobile charging vans to provide on-road assistance for EV users who run out of charge shall be explored so that they can reach the nearest charging station with minimum travel.

Discounts to these segments

Road tax and registration fee waived, SGST reimbursement for manufacture of EV, electricity tariff for EV charging. Apart from this, incentives along with capital subsidy will be given to companies making electric vehicles and its components, EV batteries, charging infrastructure.

Emphasis on job creation

Under this policy, setting up of a wide network of charging stations and swappable battery stations, employment generation as well as skill centers for job training in the EV eco-system will be done. The participation of the local people of Chhattisgarh will be encouraged along with promoting the establishment of electric vehicle supply and charging infrastructure.

Key provisions

-The state has set a target of procuring four lakh electric vehicles for five years by 2026-27.

- Waiver of registration fee on purchase of EV for the operational period (2027) of this policy.

-100% SGST will be reimbursed on the sale of Electric Buses and Electric Freight Vehicles sold and registered in the State.

- There will be 100% road tax exemption on all electric vehicles purchased during the first 2 years from the date of commencement of this policy. Road tax exemption on all EVs purchased during the next 2 years and 1 year will be 50% and 25% respectively.

-Vehicles sold and registered with batteries will be eligible for 100% original incentive. For vehicles sold without battery, 50% of the original demand incentive amount will be received by the vehicle OEM, which will be mandatory to be transferred to the end customer.

-SGST reimbursement for manufacture of EVs in the State during the policy period (2027).

-To develop the EV manufacturing enterprise, the state government will give a grant of 25 percent of the cost of plant and machinery.

-The state government will allot 500-1000 acres of land to develop an EV park. This industrial park will attract manufacturers of EVeco-systems.

Bilaspur : In the presence of Chief Minister Bhupesh Baghel, an MoU was signed between the Livelihood Business Training Center of Indira Gandhi National Tribal University, Amarkantak and the Government of Chhattisgarh at Circuit House in Gaurela-Pendra-Marwahi district. According to this MoU, Amarkantak's Indira Gandhi National Tribal University Community Center or Skill Development Center will be established at Gaurela-Pendra-Marwahi. For this, 3 hectares of land has been allotted by the state government in the Lalpur village of the district. On this occasion, the Chief Minister said that this is a very good opportunity for our state. He expressed confidence that this MoU would not only work in the interest of the University, but would also work for the upliftment of the local youth and tribal populace here. For this, the state government will provide all possible help. Professor Sriprakash Mani Tripathi, Vice Chancellor, Indira Gandhi National Tribal University, Amarkantak said that this MoU will prove to be a milestone. He said that the region is rich in rare medicinal species. Along with this, the residents here are knowledgeable about trees and plants and rare animals and medicines. If they work together with the university, not only this area will flourish, but this could provide welfare to the entire human race.

Diploma and degree programs will be conducted by the center set up by the university, which will include various employment oriented e-skill courses as per the guidelines of the National Skill Qualification Framework. Along with this, the service of market linkage and credit linkage will be provided to the candidates willing to establish self-employment with the help of this center.

Its purpose is to provide skill development and employment-oriented, vocational education to the women, villagers and youth of the Self Help Groups formed under the National Rural Livelihood Mission in the district to make them financially self-reliant. The regional tribes and farmers will be trained in various trades by the Integrated Training Center of Livelihood Business Incubation (LBI).

Tribal communities and farmers will be provided training in various trades by the Integrated Training Center of the Centre. Branding will also be done by the center by preparing various products from regional products like kodo, kutki, honey etc. and the farmers will be provided fair price, which will increase the income of the farmers of the region and the products of Chhattisgarh will be recognized at the national and international level. Through this,the youth of this area will get self-employment opportunities by being proficient in skill development, they will also get opportunities to get higher education. Also, they will get freedom from going to big cities to get higher education. With this MoU, students studying in this center will get an opportunity to do research.
