Budget displays bigotry and injustice towards minorities: SIO

The budget for education presented by the central government neglects to address the critical issues of equitable development and fails to meet the needs of marginalised communities. It also fails to fulfil the significant gaps in knowledge created by the COVID-19 pandemic, which caused extended school and college closures, making the past few years challenging for students across the nation.
It is appreciated that there was an increment in the education budget, but it was less than the Kothari commission and NEP 2020's recommendation of allocating 6% of GDP to the education budget. Since 2019, the GDP proportion of education has been unchanged at 2.9%. However, the government actually spent less on education during the last two fiscal years than it had anticipated.
Regarding minority education scholarships, there was a massive cut of funds in merit-cum means scholarships from 365 to 44 crores, showing a callous attitude even after dropping the pre-metric and MANF scholarships. This was an onslaught on education and the dignity of minorities. After allocating Rs 900 crores for pre-metric scholarships in the previous budget and then cancelling them, it demonstrates a bias against minorities. The whopping cut of funds to Madrasas from previous budgets shows the clear agenda of the government towards minorities and their upliftment in terms of education.
The budget for skill development programmes like USTTAD and Nai Manzil declined from crores to a mere amount of Rs 10 lakh.
The budget allocated for research programmes and free coaching for minorities also saw a drop of 50% from the previous budget, which shows the apathetic behaviour of the government.
Although the increase in funds allocated to school education is appreciable, the amount allocated to higher education, research and development has not been addressed properly, which is crucial in shaping students and also leading to the migration of a large number of students and youth abroad.
The amount allocated to kendriya vidyalas is 200 times greater than the funds allocated to normal government schools, which shows a clear dichotomy and raises a question of equality and equity in education.
SIO welcomes the decision to increase nursing colleges, but provisions should be made for strengthening the existing colleges with modern equipment. The district training centres for teachers and digital and physical libraries are good steps, but a question about their level of implementation arises. And there were no concrete measures in the present budget towards raising the question of unemployment.
SIO believes that the minority education budget is a clear injustice to minorities and that the central government has taken no stand for its upliftment. This myopic vision doesn't bode well for the equitable development of the country.

Struggle of land displaced people in Korba: Intensifying fight against pro-corporate policies
30-Jan-2023

(Article: Prashant Jha)
Korba (Chhattisgarh). Korba is a tribal-dominated district in Chhattisgarh, which despite being rich in natural resources, is among the backward districts of the country in terms of development index. Due to the abundance of black diamond (coal) in this district surrounded by dense forests, apart from coal mines, other industries including power plants were also established from 1960-61. But this industrial development also gave rise to the problem of displacement, which the farmers and tribals here have to suffer and instead of improving the condition of their families, their lives are getting worse. The land and forests of the villages have been swallowed up by industries and factories and the general public is struggling with basic problems like water, electricity, roads, education and health in the affected villages.
The displaced families here are forced to live with unemployment and poverty. On top of that, due to environmental destruction and spreading pollution, deadly diseases have reduced the average age of their life by more than half.
Since 1962, the land of more than 62 villages has been acquired in coal mining projects, due to which the land of more than 20000 account holders has been acquired, but only 40% of the people have been provided regular employment by SECL. Earlier SECL's policy was to provide employment in exchange for a small piece of land, but it still did not provide employment to the affected families. Later this policy was changed to provide one employment on acquisition of minimum two acres of land. Due to this, most of the farmers affected by the acquisition were deprived of their right to get employment.
After the coal mines came into existence, the social responsibility of taking care of the displaced farmers and their families has not been fulfilled till date by any government and SECL itself. There was no place for the affected farmer families in the concept of industrial development. Some people have been given employment and rehabilitation, but even today thousands of displaced farmers, most of whom are tribals, are struggling for employment and rehabilitation after land acquisition. Now this struggle has become more difficult due to the pro-corporate policies of the central and state government, which are directly attacking the livelihood and natural resources of the poor. Some people are getting rich due to these pro-corporate policies, while most are fighting for survival. Therefore, the struggle against displacement and for employment is a part of a wider political struggle going on in this country and can be won only by changing the pro-corporate policies of these governments. The Chhattisgarh Kisan Sabha affiliated to the All India Kisan Sabha in Korba has tried to carry forward this struggle as a part of its daily life. The Chhattisgarh Kisan Sabha and the Bhoo-visthapit Rojgar Ekta Sangh have been fighting this battle together for the last 15 months.
Together these two organizations completely stopped coal production for 12 hours in Kusmunda on 31 October 2021 against the anti-employment policies of SECL, causing a loss of more than Rs 50 crore to SECL. The next day, from November 1, 2021, till today, for almost 450 days, they have been continuously sitting on an indefinite strike in front of the Kusmunda headquarters and are conducting various types of agitations from the protest site itself. There has announced that this movement will continue till all the Khatedar land oustees do not get the appointment letter for employment. In fact, they got the inspiration for such a long movement from the movement of the Sanyukt Kisan Morcha. In the meantime, mine closure agitation has also been done 6 times, many senior officers of SECL have been gheraoed and picketed in their office rooms, roads have been blocked, effigies of officers and ministers have been burnt. Due to these agitations sixteen agitators have also been sent to jail. But the movement continues without bowing down to repression.
Under the pressure of this movement, SECL has to relax its rules in Korba district in the matter of less land, double acquisition and linear relationship and has been forced to initiate action on pending employment cases of land displaced. Now the struggle will be intensified against the management for giving a decision in favor of the oustees in the matter of birth after acquisition. Our argument is very clear that if the process of giving employment was completed along with land acquisition, then today the displaced people would not have to agitate on the issue of employment. That's why SECL's offer of compensation from the old policy and employment from the new policy is not acceptable to the farmers.
Children of many land-displaced families have also achieved higher education like MBA, Engineering etc. But SECL's policy is that no matter how educated you are, after land acquisition, only category-1 laborer will get job in the company. Such employment policy of SECL is discriminatory, which is being opposed by Kisan Sabha and is demanding to provide employment according to educational criteria in matters of employment.
Due to land acquisition, the only means of livelihood of the farmers has been taken away from agriculture, due to which the economic condition of the displaced farmers is very bad. The villages which have been acquired in the past have not received rehabilitation facilities till date. Even after 40 years, the oustees who have been resettled have not been given the patta or ownership rights of that land, due to which they are deprived of the benefits of many schemes of the government.
For coal project in Korba district,
Land is being acquired since 1962. But even today farmers are in physical possession of the said acquired land in many villages, because Coal India has neither done mining work on this land nor has taken possession of it. This can be called hoarding of land by the government and the company. Many mines have closed. Many lands are such that the mining work has been completed. The Kisan Sabha is demanding the return of all such lands to the original account holder farmers.
Apart from this, due to mining and de-pillaring, people's houses and farms have also been destroyed. Through our struggles, we have forced SECL to compensate annually for the losses caused to agriculture. Kisan Sabha has been fighting this battle with success for the last 10 years in Surakchhar area of Korba district.
After the acquisition of land in the name of industries, the poor come on the street, because the government and the company do not fulfill their responsibilities regarding employment, rehabilitation and compensation. The displaced are so poor that they cannot go to the court because they do not have enough money. Apart from this, cases remain pending in the courts for years and the decisions do not come in their favor. In such circumstances, the poor have no other way but to struggle. In Korba district, the Kisan Sabha has increased its organizational strength by waging a continuous and militant struggle on these issues of the land displaced. Many land displaced leaders are working openly under the banner of Kisan Sabha today and Kisan Sabha has become a popular organization among the common farmers.
gained reputation.

Need to further strengthen the economy in the general budget.

Usha Pathak
Senior Journalist.
New Delhi, 24 January 2023 (Agency). Country's well-known economists, educationists and legal experts have expressed the need to give several concessions in the upcoming budget to further strengthen the economy.
The budget session of the Parliament is about to begin on January 31. The general budget will be presented in this session, on which the whole country is watching.
Famous economist and CA by profession Gopal Kumar Kedia (GK Kedia) has said that the country's economy has improved a lot after demonetisation and Corona crisis, but to further strengthen it, the upcoming general budget should be better and need to be made useful.
Mr. Kedia has said that the current GDP is 7 percent. In the last 9 months, 12 lakh crores were collected from direct tax and crores of rupees from GST. It means that the economy is satisfactory.
Yogesh Kumar, former professor of Delhi University, has said that there has been a boom in the market after the Corona crisis, but giving tax concessions to the industry will not only strengthen the economy, but will also increase employment opportunities. He has said , that especially such industry should get tax concession which is providing employment in thousands.
Prof. Kumar has said that the Prime Minister's ambitious scheme skill development has been greatly affected by the Corona crisis. It needs a lot of attention. At present, the number of skilled workers in the country is very less. When this number is reduced to at least 70 percent . If we do not cross then we will not be in the category of economically developed countries.
Senior advocate Ranjan Kumar has said that after demonetisation and Corona crisis, the country's economy was greatly affected. Efforts are on to bring it back on track, but the biggest question is unemployment.
Mr. Kumar has said that the government data may be anything but the situation is not satisfactory. People are unemployed on a large scale. The condition of the industry is still bad. Income tax and GST have further broken their back. They should get concession in the budget. L.S.

Delhi: The government has cracked down on six YouTube channels that were found to be spreading fake news to its nearly 20 lakh subscribers, an official statement said on Thursday.
The Fact Check Unit of the Press Information Bureau (PIB) of the Ministry of Information & Broadcasting said these six channels were working in a coordinated manner and spreading false information and their videos had over 51 crore views.
The YouTube channels were found to be spreading fake news about the elections, proceedings in the Supreme Court and Parliament, and the functioning of the government, the statement said.
The channels are – Nation TV with over 5.57 lakh subscribers, Samvaad TV with 10.9 lakh subscribers, Sarokar Bharat (21,100), Nation24 (25,400), Swarnim Bharat (6,070) and Samvaad Samachaar (3.48 lakh), the statement said.
A senior official said that the channels Samvaad Samachar, Samvaad TV and Nation TV changed their names to Inside India, Inside Bharat and Nation Weekly respectively, after being “busted” by the Fact Check Unit of PIB.
The videos on the channels in question included false claims regarding ban on electronic voting machines, and false statements attributed to senior constitutional functionaries including the President and the Chief Justice of India.
“The channels are part of a fake news economy that thrives on monetization of fake news,” the statement said.
It said that the channels use fake, clickbait and sensational thumbnails and images of television news anchors of TV channels to mislead the viewers to believe that the news was authentic and drive traffic to their channels to monetize the videos published by them.
This is the second such action by the Fact Check Unit of the PIB.
