Maharajganj (UP), Oct 20 (PTI) A 12-year-old girl was found dead with a rope wrapped around her neck here, police said on Thursday

The incident happened in Lakshmipur village on Wednesday, they said.

According to the police, the teenager's parents had gone to work in the field when the incident happened.

After returning home in the evening, they found their daughter dead, police said, adding the girl appears to have died of strangulation.

The body has been sent for post-mortem examination, they said.

Superintendent of Police Dr Kaushtubh, who visited the spot, said a probe is on and further action will be taken based on the post-mortem report.

Allahabad HC grants bail to Noida politician Shrikant Tyagi

Prayagraj, (PTI) The Allahabad High Court on Monday granted bail to politician Shrikant Tyagi, who was arrested for allegedly assaulting and abusing a woman resident in a Noida society in August this year.

Justice Surendra Singh granted bail to Tyagi in the Gangsters Act case after his counsel argued that he was falsely implicated in the case "due to police rivalry".

Tyagi has been languishing in jail since August 9.

"Considering the facts and circumstances of the case, the nature of allegations, and the gravity of the offence, but without expressing any opinion on the merits of the case, this court is of the opinion that the applicant is entitled to bail," said Justice Singh.

Tyagi, who flexed political connections and claimed association with the ruling BJP, was caught on camera assaulting the woman resident of his Grand Omaxe society in Noida's Sector 93B after he was challenged by her. He was also heard hurling expletives at the woman, who objected to his installing plants in the common area.

In the wake of the controversy, the BJP had denied links with Tyagi, who had remained at large for four days before being arrested and booked under the Gangsters Act, among other charges.

Cong prez polls: Counting of votes begins in Kharge vs Tharoor contest

New Delhi, Oct 19 (PTI) Counting of votes began on Wednesday in the Congress presidential polls in which senior leaders Mallikarjun Kharge and Shashi Tharoor faced-off for the post of AICC chief.

The counting of the votes, which was scheduled to begin at 10 am at the AICC headquarters here, started around 10:20 am.

All sealed ballot boxes from the 68 polling booths set up across the country had been brought here by Tuesday evening and kept in a "strong room" at the party office.

Asked about reports of complaints related to polling in Uttar Pradesh and some other states, Tharoor campaign team member Salman Soz said they have raised certain issues with the central election authority (CEA) and have been in communication with CEA chairman Madhusudan Mistry "before polling, on polling day and after that".

The counting agents of Kharge are Pramod Tiwari, Kodikunil Suresh, Gaurav Gogoi, Syed Nasir Hussain, Kuljit Singh Bagra and Gurdeep Singh Sappal.

Karti Chidambaram, Atul Chaturvedi and Sumedh Gaikwal are among those who are counting agents of Tharoor.

While Kharge is considered the firm favourite with his perceived proximity to the Gandhis and a large number of senior leaders backing him, Tharoor has pitched himself as the candidate of change.

Congress central election authority chairman Mistry has expressed satisfaction with the party's presidential polls process, saying it was "free, fair and transparent".

He has also said it was a secret ballot and no one would get to know who voted for whom.

Of the total 9,915 Pradesh Congress Committee (PCC) delegates that formed the electoral college to pick the party chief in a secret ballot, over 9,500 cast their ballot at PCC offices and the AICC headquarters, Mistry had said at a press conference after the polling ended on Monday.

The party will get its first non-Gandhi president in 24 years after more than 9,500 votes are counted.

The polls are historic as the new president would replace Sonia Gandhi, the longest-serving party president who has been at the helm since 1998, barring the two years between 2017 and 2019 when Rahul Gandhi had taken over.

Electors in the Congress presidential polls had been asked to put a tick mark against their candidate in the ballot paper after Tharoor's team took up with the party's top poll body the issue of its earlier directive that voters write "1" to reflect their preference. This, the team said, might lead to confusion.

Ahmedabad-Mumbai National Highway in Vadodara, Bus - truck accident

Vadodara : In the early hours of Tuesday, a bus collided with a container truck on the Ahmedabad-Mumbai National Highway in Gujarat's Vadodara, resulting in at least six fatalities and 13 injuries.

The injured were taken urgently to a city hospital run by the government.

The passenger bus travelling to Mumbai collided with a container truck at 4 a.m., according to Assistant Commissioner of Police G D Palsana.

According to the ACP, two people died from their injuries at a government hospital while two more died on the scene.

An eyewitness said that the accident happened as the driver of a bus attempted to pass a container truck carrying wheat while the latter was also using the brakes.

The cargo truck's driver left the site of the collision.

Police are looking for the driver of the container truck.

Delhi Riots 2020: HC denies bail to Umar Khalid in UAPA case

New Delhi, Oct 18 (PTI) The Delhi High Court on Tuesday refused to grant bail to former JNU student Umar Khalid in a UAPA case related to alleged conspiracy behind the riots here in February 2020.

"There is no merit in the bail appeal. Bail appeal is dismissed," said a bench of Justices Siddharth Mridul and Rajnish Bhatnagar.

Khalid, arrested by Delhi Police in September 2020, sought bail on grounds that he neither had any “criminal role” in the violence in the city's north-east area nor any “conspiratorial connect” with any other accused in the case.

Singh and others were protesting outside the CBI office, where Delhi Deputy Chief Minister Manish Sisodia is being questioned by the agency in connection with alleged corruption in the formulation and implementation of the excise policy for the national capital.

A senior police officer said AAP MP Sanjay Singh has been detained along with other protesters for unlawfully protesting at the CGO complex, where CrPC section 144 is in effect.

NGT directs levying 1 cr penalty on Odisha sand mining operator

In an interim measure, the bench directed the sand quarry operator to deposit rupees one crore towards environmental compensation to Odisha PCB within a period of one month till final computation of Environmental Compensation is carried out by SEIAA, Odisha.

Taking cognizance of unlawful sand mining activities, the National Green Tribunal (NGT)’s eastern zone bench in Kolkata has directed the Odisha State Pollution Control Board to levy Rs one crore environment compensation penalty on a sand mine operator, over illegal sand mining in Subarnarekha river bed in Odisha’s Balasore district.

“In an interim measure, we direct the respondent (sand quarry operator) to deposit rupees one crore towards environmental compensation to Odisha PCB within a period of one month till final computation of Environmental Compensation is carried out by SEIAA, Odisha. The amount shall be utilized for restoration of the damaged embankment of Subarnarekha River and for other damages caused to the river”, the NGT ruled.

“The State Level Environment Impact Assessment Authority (SEIAA), Odisha is being directed to re-determine Environmental Compensation for illegal extraction of sand from 2017 to 2021 with the help of satellite imagery”, the NGT had ordered in a judgment pronounced on 13 October.

The petition filed by Saral Kumar Parida alleging the sand quarry operation is carrying out illegal mining of sand in the Subarnarekha River, Benapur-Mouza, Basta Tehsil of Balasore District, in violation of the Mining Plan, Environmental Clearance conditions, Consent to Operate conditions, Sustainable Sand Mining Management Guideline 2016 and Enforcement and Monitoring Guidelines for Sand Mining, 2020, Environmental Impact Assessment (EIA) Notification as well as Supreme Court Orders.

“The determination of Environmental Compensation shall be completed by the SEIAA, Odisha, within two months and once Environmental Compensation is determined due notice of the same shall be given to the respondent inviting its objections, if any, to such computation and after considering the representation submitted by the respondent, the SEIAA, Odisha, shall determine the final Environmental Compensation against the Respondent pointing out the time limit within which the same has to be deposited by the Respondent”, the NGT eastern zone branch directed.

However, the bench further directed the Collector & District Magistrate, Balasore to lodge F.I.R. against the Tahasildar, Basta who was the Tahasildar during the period 2017 to 2021 during which the illegal extraction of sand has occurred according to the SEIAA, Odisha and such F.I.R. shall thereafter be carried to its logical conclusion. The Collector & District Magistrate were also asked to initiate departmental proceedings against the concerned Tahasildars in accordance with law.

The NGT also directed the SEIAA, Odisha and District Magistrate, Balasore to furnish a compliance report by way of affidavits by 31 January 2023.

Anger among people the way Rutuja Latke was troubled: Aaditya Thackeray targets Shinde govt

Mumbai, Oct 14 (PTI) Aaditya Thackeray, leader of the Uddhav Thackeray-led camp of the Shiv Sena, on Friday slammed the Eknath Shinde-helmed Maharashtra government, saying that there is anger among people the way his party candidate Rutuja Latke was troubled.

Latke is the candidate of the 'Shiv Sena Uddhav Balasaheb Thackeray' for the next month's by-election to the Andheri East Assembly constituency.

Thackeray said he is 100 per cent confident that Latke will get the votes of the Maha Vikas Aghadi (MVA) constituents. The MVA comprises the Thackeray-led faction of the Sena, Nationalist Congress Party (NCP) and Congress.

Latke, a Brihanmumbai Municipal Corporation (BMC) employee, had tendered her resignation earlier this month, but the civic body was not accepting it. Latke later had approached the Bombay High Court, which on Thursday gave a relief to her as it directed the BMC to accept her resignation.

Aaditya Thackeray alleged that there was pressure on the BMC not to accept Latke's resignation.

"There is anger about the way a woman (Latke) was troubled. Be it BMC or the state government, the attempt was that she doesn't contest (the bypoll)...," he said.

The Bharatiya Janata Party (BJP) has fielded Murji Patel for the by-election. He is the joint candidate of the BJP and the Eknath Shinde-led faction of the Sena.

The by-election for the Andheri East seat will be held on November 3. It was necessitated due to the death of Rutuja Latke's husband Ramesh Latke, who was the sitting MLA from that constituency.

Centre's "colonial settler project" initiated: Mehbooba on latest ECI order

Srinagar, (PTI) PDP president Mehbooba Mufti on Wednesday flayed the Election Commission's order for registration of new voters in Jammu, charging that the Centre's "colonial settler project" has been initiated in the region.

The former J-K chief minister said the BJP's alleged attempts to create religious and regional divisions between Jammu and Kashmir must be "thwarted" because "whether its a Kashmiri or a Dogra, safeguarding our identity and rights will be possible only if we put up a collective fight".

"ECI's latest order for registration of new voters makes it clear that GOIs colonial settler project has been initiated in Jammu. They will bear the first blow to Dogra culture, identity, employment & business," she charged on Twitter.

Her remarks come after authorities in Jammu on Tuesday authorised tehsildars (revenue officials) to issue certificate of residence to those residing in the winter capital for more than one year to facilitate their entry in the ongoing special summary revision of electoral rolls.

District Election Officer and Deputy Commissioner, Jammu, Avny Lavasa passed the directive after taking serious note of some eligible voters facing hardships in registration as voters for non-availability of required documents.

The Special Summary Revision of electoral rolls has been started in the Union Territory with effect from September 15 for registration of new voters, deletion, correction, transposition of voters who have migrated, died since last summary revision, amid serious concern expressed by various political parties over the inclusion of non-locals as voters.

The National Conference (NC) said the BJP is "scared" of the elections and knows it will lose badly.

"The Government is going ahead with its plan to add 25 lakh non-local voters in J&K and we continue to oppose this move. BJP is scared of the elections & knows it will lose badly. People of J&K must defeat these conspiracies at the ballot box," the NC said in a tweet.

According to the office source a total of 165 trainees will be receiving the certificates at the Convocation ceremony. Jharkhand Governor Mr. Ramesh Bais will be giving away the certificates.

The Gramin Udyami Skill Training Programme, which is based on Prime Minister Mr.Narendra Modi’s vision of Atmanirbhar Bharat, targets empowering the rural youth by providing them specific skilling opportunities.

The pilot project was launched in May this year in Bhopal, Madhya Pradesh and covered five states Chhattisgarh, Gujarat, Rajasthan,Maharashtra, apart from Madhya Pradesh during the first leg 152 candidates were enrolled, of which 132 successfully completed the course,sources said.

The next Phase was held in four states of Madhya Pradesh, Chhattisgarh, Jharkhand and Odisha. A total of 165 candidates will be given the certificates.

Training was provided in five disciplines- electrical and solar energy, agricultural mechanization, e-governance, plumbing and masonry, two-wheeler repair and maintenance,sources said.

Woman Maoist killed in Odisha forest

Bhubaneswar, Oct 12 (PTI) A woman Maoist was killed in an exchange of fire between security personnel and the left wing extemists in Odisha's Kandhamal district, police said on Wednesday.

The Maoist was killed during a combing operation launched by Odisha Special Operations Group and District Voluntary Force in Sindhi forest, about 265 km from here, on Monday night, the IG Southern Range, Satyabrata Bhoi said.

There was an exchange of fire between the security personnel and LWEs for several hours and 20 Maoists reportedly fled. The body of the woman Maoist and a gun was found during the search in the area the next day, he said.

The Maoist is the first to have been killed in Odisha this year, officials said.

The woman Maoist is believed to have been stayingin a camp of the proscribed CPI(Maoists) of Kandhamal-Kalahandi-Boudh-Nayagarh (KKBN) division, Bhoi said.

Kandhamal superintendent of police P Vinit Agrawal said combing and search operations have been intensified in the area and a country-made pistol and other materials were seized from the spot, the official said.

The last woman Maoist to have been killed by security forces was at Tumudibandha area in 2019 during a similar exchange of fire. In 2017 another was gunned down by the Special Operation Group in Milicia reserve forest in Kandhamal district.

Muzaffarnagar riots: BJP MLA sentenced to two years imprisonment

Muzaffarnagar (UP) (PTI) BJP legislator Vikram Saini and 11 others were sentenced to two years imprisonment in a 2013 Muzaffarnagar riots case by a special MP/MLA court on Tuesday.

Special Judge Gopal Upadhyay convicted them for rioting and other offences and also imposed a fine of Rs 10,000 each.

The court acquitted 15 other accused in the case for lack of evidence.

Uddhav Thackeray group leader after EC allots new name, symbol

The Uddhav Thackeray group on Monday expressed satisfaction over the Election Commission allotting 'Shiv Sena - Uddhav Balasaheb Thackeray' as the name for the faction.

The Commission also okayed 'flaming torch' (mashaal) as election symbol to the Uddhav Thackeray faction. “We are happy that the three names that matter to us most – Uddhav ji, Balasaheb and Thackeray - are retained in the new name,” Thackeray loyalist and former Maharashtra minister Bhaskar Jadhav said. 32-year-old woman gang-raped in Delhi hotel, 3 held

New Delhi, Oct 11 (PTI) A 32-year-old woman was allegedly raped by three men inside a hotel room in northwest Delhi's Adarsh Nagar, police said on Wednesday.

The accused -- Ajay (39), Tara Chand (34) and Naresh (38) -- all natives of Rajashan's Alwar, have been arrested, they said.

Deputy Commissioner of Police (northwest) Usha Rangnani said a PCR call regarding the incident was received at Adarsh Nagar police station on Sunday.

The woman in her statement said she was invited by her acquaintance Ajay to a hotel room on Sunday where two of his friends were also present, the DCP said.

They offered a spiked cold drink to the woman and she became unconscious after drinking it. Following this, the trio allegedly raped the woman, she said.

Based on the victim's statement and medico-legal case (MLC) report, a case was registered under section 376 D (gangrape), 377 (unnatural offences) and 328 (Causing hurt by means of poison, etc., with intent to commit an offence) of the Indian Penal Code at Adarsh Nagar police station, the DCP said.

The police said a crime team collected samples from the hotel and further investigation is underway.

Delhi's Lahori Gate building collapsed deaths of three people, including a young girl

New Delhi : The building that collapsed in Central Delhi's Lahori Gate on Monday caused the deaths of three people, including a young girl of only four years old, and resulted in the rescue of nine people, according to the police.

The building was brought down by the heavy rain that occurred on Sunday night.

An FIR has been registered by the Delhi Police under the Indian Penal Code's sections 304A, 336, 337, and 338.

According to a member of the fire department, the structure had three levels. They were initially dispatched to the scene after receiving a report of a collapsed roof, but once they arrived, they discovered that the entire building had been destroyed.

At approximately 7:30 p.m., a call was placed to the fire department informing them of the collapse that had occurred in the Lahori Gate area. The person who placed the call reported that a house in the Frash khana neighbourhood had a roof that had caved in.

As soon as they heard that the entire building had collapsed, additional fire engines were dispatched to the scene. Initially, there were five fire engines that were rushed to the scene.

"Five people who were trapped in the debris were fished out and transported to the hospital," the rescuers said. "The search and rescue operation is still in progress," the official stated.

Additionally, the local police had arrived on the scene and were providing assistance to the fire fighters.

Later on, four additional people were pulled from the rubble and rushed to the hospital after being rescued.

There were a total of nine patients admitted to the LNJP Hospital. Amara (45), Nilofar (50), Mohd Imran (40), Sukhbir (34), Ankit (28), Ashok (40), and Sayaid Jishan (40) were identified as the victims who sustained injuries (30). According to the official, everyone is currently receiving treatment.

One of the deceased was a child named Khusi who was only four years old. The child was pronounced dead as soon as they got to the hospital.
