Chief Minister announced the revocation of the Mineral Resources Department's circular for offline process and its associated circulars related to coal transportation

Raipur: Chief Minister Shri Vishnu Deo Sai announced on Wednesday that the approval process related to coal transportation in Chhattisgarh will be reverted to a more efficient online system. This move aims to enhance transparency, eliminate corruption, and promote good governance in mineral administration. The Chief Minister made this declaration while responding to a calling attention motion in the Assembly on Wednesday.

Chief Minister Shri Sai responded to the Calling Attention and highlighted a significant change made by the previous government in the Mineral Resources Department. On July 15, 2020, a directive was issued mandating physical verification by district mineral staff before issuing e-permits for coal transportation, which led to an offline process. This alteration introduced human interference, leading to corruption allegations and transportation delays.

Chief Minister Shri Sai shared the efficiency of the previous online system in the Mineral Resources Department, which allows lessees to seamlessly acquire e-permits and e-transit passes for coal transportation via the Mineral Online Portal without visiting any office. However, the shift to an offline process under the previous government resulted in delays in the transportation of coal and revenue losses from royalty blockages in numerous coal mines. The Government of India raised objections twice, citing these issues. Furthermore, the offline approach facilitated illicit activities and corruption and tarnished the state's reputation.

The Chief Minister addressed concerns raised by various state institutions regarding the offline system for coal transportation, which prompted allegations of illegal transactions and extortion. Following investigations by the Enforcement Directorate, a complaint has been filed in court and is currently under review.

Additionally, the Directorate has initiated a corruption case with the Anti-Corruption Bureau, which is now under investigation. With a commitment to transparency and good governance, the Chief Minister announced the revocation of the Mineral Resources Department's July 15, 2020 circular and all associated instructions.

Chief Minister Shri Sai invited Shri Bareth to commend his contribution and honour him for elevating Chhattisgarh's cultural pride. Maharaja Chakradhar Singh recognised the innate talent of Shri Ramlal Bareth when he was 4 years old. He assured Shri Ramlal Bareth’s father, Shri Kirtanram, who was also associated with the Kathak art form, that he would train Shri Bareth under his supervision. Shri Bareth underwent training supervised by Maharaja Chakradhar Singh and other acclaimed artists nationwide. Shri Ramlal Bareth fulfilled the trust Maharaja Chakradhar Singh placed in him. He elevated Raigarh Gharana to new heights and received accolades from the Sangeet Natak Akademi Award to the prestigious Padmashree Award.

Shri Sai stated,” Shri Ramlal Bareth made Chhattisgarh proud of the country through his artistic talent. I have heard stories associated with Raigarh, especially the stories of Maharaja Chakradhar Singh's musical prowess. I have also heard that the melodies of Tabla played by Maharaj ji had the power to control nature, even invoking the rain in that area”. Chief Minister acknowledged the honour of having a Kathak maestro, Shri Bareth, who learned under such a distinguished artist.

Shri Bareth is now 88 years old. He shared about his old days of financial hardships, which intensified after Maharaja Chakradhar Singh departed from Raigarh state. He further shared that Kathak dance needs a skilled accompanist. Through perseverance, he overcame the obstacles and ensured the continued prestige of the Raigarh Gharana in the realm of Kathak.

Shri Bareth had a strong connection with eminent Kathak artists nationwide and particularly shared a close bond with Pandit Birju Maharaj. Pandit Birju Maharaj was also born in Raigarh. The Raigarh was the nurturing ground for Bareth's Kathak journey; he enriched himself through the lessons of luminaries like Achchan Maharaj and started his remarkable journey of exploration of the Kathak art form.

Shri Bareth highlighted the past significance of classical music and dance in films. Notably, Ustad Amir Khan Saheb had a close connection with the Raigarh Gharana, while actress and singer Sulakshana Pandit's father was also associated with the Raigarh Gharana.

Shri Bareth is passing on the Kathak legacy to the next generation and shared that his grandfather and father were also associated with the Kathak art form. Now, his sons are also actively involved in the Kathak art form.

Expressing joy, Shri Bareth revealed his happiness at being chosen for the Padmashree award by Prime Minister Shri Narendra Modi. He stated,” Today, the Chief Minister honoured me at Pahuna, and I have a desire that Kathak may gain prominence in the nation through the Raigarh Gharana.”

Chief Minister Mr. Vishnu Deo Sai will inaugurate the two-day National Road Safety Short Film Festival in Raipur on January 24, 2024, at the Atal Bihari Vajpayee Auditorium located in the Raipur’s Medical College. Road safety exhibitions and ‘Nukkad Natak’ will also be organized on this occasion.

The National Road Safety Short Film Festival is a key segment in the ongoing National Road Safety Month 2024, contributing to public awareness about road safety and smooth traffic. The festival's first session will showcase 44 selected short films out of 460 entries in various languages received nationwide. These short films will be showcased from 10 am. At 11:30 am, the "Stay Fit with Me Group" will showcase a ‘Nukkad Natak’ focusing on road safety. The program will also include an exhibition on road safety, a traffic guide release, and the distribution of prizes to the shortlisted film festival winners. The second session will showcase short films based on the theme of road safety at 4 pm on January 24.

The third session of the event will be organised on January 25 from 10 am, which will showcase specially selected short films for the general public. The Inter-departmental Lead Agency (Road Safety) Chhattisgarh, the Transport Department, and Chhattisgarh Police have encouraged widespread public participation in this program for promoting road safety among citizens.

The National Road Safety Short Film Festival received entries from Uttar Pradesh, Gujarat, Madhya Pradesh, Karnataka, Kerala, Maharashtra, Bihar, Punjab, Assam, Rajasthan, West Bengal, Andhra Pradesh, Haryana, Jharkhand, Delhi, Orissa, and different regions of Chhattisgarh. Notably, the festival accepted submissions in two categories: (1) Chhattisgarhi language and (2) Other Indian languages. Subtitles in Hindi are mandatory for all entries.

Raipur : Senior litterateur Acharya Ramendranath Mishra paid a courtesy call on Chief Minister Shri Vishnu Deo Sai today at State Guest House 'Pahuna'. On the occasion of the birth anniversary of freedom fighter and senior litterateur Pandit Sunderlal Sharma, Chief Minister Shri Sai released a book titled "Shri Krishna Janmasthan Newspaper", re-edited and compiled by Acharya Shri Mishra. It is noteworthy that Pandit Sunderlal Sharma, the pioneer of social reform, had published the handwritten newspaper "Shri Krishna Janmasthan Samachar Patr" from jail in 1922-23 during the freedom struggle. Senior historian of Chhattisgarh, Acharya Ramendranath Mishra, has compiled "Shri Krishna Janmasthan newspaper" in form of a book.

Satisfied with the information received from the officials, all the villagers including the Pahari Korvas have agreed to withdraw the decision of boycotting the Assembly Elections-2023 and have pledged to exercise their voting rights.

Based on the problems and grievances identified during the investigation by the concerned SDM and Tehsildar, Collector Mr Saurabh Kumar has ensured the arrangements of electricity supply, drinking water supply and approach roads in the villages including Phulwari, Kharibhavna, Lalmati, Dhabadand, dependent village Sardih of Kerakchhar, village Barpali-Rajadih, Piparkona Mohalla under Gram Panchayat Solwan. Arrangements for mobile connectivity of these places will also be ensured soon. He has issued a letter to the Executive Engineer of CREDA and CSEB for supply and maintenance of electricity with solar panels and to the Executive Engineer, Pradhan Mantri Gram Sadak for the construction of approach road from Bagdharidand to Khairibhavana. The Collector has issued a letter to the Executive Engineer, Public Health Engineering to resolve the problem of high iron content in the drinking water supplied in Kharibhavna village and has given instructions to investigate the matter and install a new bore. Collector has issued letters to various service providers including BSNL, Jio, Airtel for mobile network connectivity in the villages populated with Pahari Korvas.

It is noteworthy that village Bagdharidand and Sardih of Rampur assembly constituency of Korba district come under polling station number 96, name of the polling station is Darga, wherein 88.33 percent voting took place in the assembly elections in year 2018 and 85.29 percent voting took place in the Lok Sabha elections - 2019. After learning about the boycott of election by Pahadi Korvas, the administrative officials visited them and explained to them the importance of voting. Convinced with their explanation, villagers withdrew the decision to boycott the Legislative Assembly Elections-2023 and have pledged to vote.

Raipur : Chhattisgarh PCC chief Deepak Baij on Tuesday said the BJP cannot fight elections on the development plank and can only raise issues related to religion, communalism and nationality.

While the Congress in Chhattisgarh is going to the polls on issues of development, the BJP relies on sentimental issues, he said.

Comparing the nine years of Modi government and the 15-year Raman Singh rule in Chhattisgarh with the five-year governance provided by Chief Minister Bhupesh Baghel, Baij claimed the Congress government was far better.

"We challenge the BJP to fight the elections comparing the work done by the BJP and Congress governments," he said.

The leader of the opposition in Rajya Sabha, MP Mr. Mallikarjun Kharge, graced the ‘Bharose ka Sammelan’, in the presence of Chief Minister Mr. Bhupesh Baghel, organised in Kondatarai village of the Raigarh district on October 4. He praised the visible development in Chhattisgarh. He commended Chief Minister Mr. Bhupesh Baghel's leadership in implementing numerous public welfare programs for the state's citizens. The program witnessed a massive turnout, underscoring the public's confidence in the state government's initiatives. Mr. Kharge mentioned that this gathering wasn't merely a ‘Bharose ka Sammelan'; it’s a “Bharose ke Anushthaan ka Sammelan”.

The leader of the opposition in the Rajya Sabha, MP Mr. Mallikarjun Kharge, began his address with 'Jai Johar Jai Chhattisgarh Mahtari'. He highlighted the unique nature of the program and stated that similar gatherings were rare nationwide. He expressed pride in the widespread organisation of ‘Bharose ka Sammelan’ across Chhattisgarh under Chief Minister Mr. Bhupesh Baghel's leadership, emphasising the strong trust the people have in the Chhattisgarh Government.

MP Mr. Mallikarjun Kharge lauded the comprehensive efforts in Chhattisgarh to benefit all sections of society, including children, the elderly, the impoverished, farmers, labourers, women, tribals, youth, and the marginalised people. He mentioned that the Chhattisgarh Government meticulously formulated plans and schemes considering the common people's needs, which has resulted in the creation of numerous employment opportunities, ultimately boosting income for lakhs of individuals in the state.

MP Mr. Mallikarjun Kharge commended Chief Minister Mr. Bhupesh Baghel for his unwavering commitment to Chhattisgarh's development, even in challenging times. He praised the ongoing development in the state, attributing it to the state government's efforts to bolster the people. He highlighted the positive impact of initiatives like the Godhan NYAY Yojana on small-scale industries, increased rural employment, and the state's strengthened economy. He congratulated all those involved in this endeavour.

MP Mr. Mallikarjun Kharge highlighted the transformative impact of direct benefit transfer (DBT) schemes in Chhattisgarh and shared that the Chhattisgarh Government has transferred over Rs 1.75 lakh crore, through various state government schemes, into the pockets of people over the past five years. This substantial financial support has lifted more than 40 lakh individuals out of poverty in the state. He commended the Chhattisgarh Government for exceeding its promises for the welfare of the people of the state. The state government has increased the number of districts from 27 to 33 and added more new Tehsils to the state. These administrative restructurings have facilitated efficient government scheme delivery, resulting in higher income levels and improved livelihoods for the people of Chhattisgarh.

Addressing the gathering, Chief Minister Mr. Bhupesh Baghel shared that to spread the teachings of Baba Guru Ghasidas, he carried out the bhumipoojan for the establishment of the Jaitkham model in 82 selected development blocks across Chhattisgarh, starting with Raigarh, a city renowned for its rich cultural heritage. He mentioned that Baba Guru Ghasidas and Mahatma Gandhi ji both stressed following the ‘path of truth’ in their teachings. Mr. Baghel highlighted the historical commitment of leaders from Jawaharlal Nehru ji to Mrs. Indira Gandhi, Mr. Rajiv Gandhi, Mr. P. V. Narasimha Rao, and Mr. Manmohan Singh to strengthening India and its overall development. He affirmed that his government continues to follow this path, tirelessly working to enhance the lives of Chhattisgarh's people, thus driving the state's comprehensive development.

Chief Minister Mr. Baghel shared that the state government has made consistent efforts to bolster the economic strength of tribal communities residing in remote forest areas. These include facilitating the buying and selling of minor forest produce, resulting in Chhattisgarh now collecting three-fourths of the country's minor forest produce, benefiting 12.50 lakh collectors. Furthermore, an insurance scheme named after ‘Shaheed Mahendra Karma’ has been initiated for the welfare of these collectors. This Chhattisgarh model reflects a commitment to fulfilling promises to all, ensuring the prosperity and well-being of its citizens.

Chief Minister Mr. Baghel shared the state government's commitment to supporting farmers by purchasing paddy at the support price, providing an annual financial aid of Rs 7,000 to landless labourers, and fulfilling the promise of free education in the English medium. He mentioned the holistic development of various sections of society, including farmers, youth, labourers, women, and children in Chhattisgarh. The state government's prudent financial management ensures that public funds are appropriately utilised and reinvested for the benefit of the people, aligning with public interests

At the 'Bharose Ka Sammelan' organised in the Kondatarai area of Raigarh district on Wednesday, Leader of Opposition Rajya Sabha, MP Mr Mallikarjun Kharge, and Chief Minister Mr. Bhupesh Baghel visited the stalls set up by government departments at the venue. The Minister duo interacted with the beneficiaries present in the stalls and took information regarding the benefits they have received under various beneficiary-oriented schemes. At the event, various assistive devices and cheques of financial aid amounting to Rs 9 crore 8 lakh 35 thousand were distributed to 3088 beneficiaries under various government schemes. An exhibition was also organised at the 'Bharose Ka Sammelan' today to showcase the achievements and schemes of various departments.

Deputy Chief Minister Mr. T. S. Singh Deo highlighted the Chhattisgarh Government's commendable efforts in benefiting farmers, labourers, women, youth, and all sections of society during the ‘Bharose ka Sammelan’. The Higher Education Minister Mr. Umesh Patel delivered the welcome speech. MP Mr. Deepak Baij mentioned that the ‘Bharose ka Sammelan’ symbolised trust in the Chhattisgarh Government, particularly among farmers, youth, mothers, and sisters who have found employment opportunities through various governmental schemes. The state government is providing English-medium education to underprivileged children, building confidence in government among youth as well.
