In today's session of Chhattisgarh Legislative Assembly, the second supplementary budget of Rs 4 thousand 337 crore 75 lakh 93 thousand 832 for the financial year 2022-23 was passed by voice vote. The main budget for the year 2022-23 is one lakh 4 thousand crore rupees. Including the first and second supplementary, now the size of the state budget has increased to Rs one lakh 11 thousand 242 crore. Under the second supplementary budget, out of the total expenditure of Rs 4 thousand 338 crore, revenue expenditure has been kept at Rs 3 thousand 749 crore and capital expenditure at Rs 589 crore.
Speaking on the occasion, Chief Minister Mr. Bhupesh Baghel said that the state's economic status has significantly strengthened as a result of the better financial management and strict financial discipline. Till the month of October this year, the state had a revenue surplus of Rs 898 crore. The revenue receipts of the state are more than 18 percent as compared to the Centre. The income and purchasing power of the farmers, laborers and women of the state have significantly improved as a result of the financial aids and public welfare schemes of the state government. He said that in the first eight months of the current financial year (from April to November), we have not taken any loan from the market, whereas till November, capital expenditure of more than Rs 6 thousand crores was done from the resources of the state.
Chief Minister said that in the budget of the year 2022-23, the revenue receipts of the state are estimated at Rs 44 thousand 500 crores, against which Rs 25 thousand 228 crores have been received till the month of October and there is a possibility of the revenue increasing further. He said that Rs 44 thousand 573 crore revenue receipts are estimated from the center, against which only Rs 21 thousand 332 crore has been received till the month of October. This shows that the revenue receipts of the state are more than 18 percent in comparison to the center. Chief Minister said that with the better financial management and strict financial discipline, we were successful in maintaining a revenue surplus of Rs 4 thousand 642 crores in the last year 2021-22. Till the month of October this year, there was a revenue surplus of Rs 898 crore.
While presenting the budget, Chief Minister said that a provision of Rs 950 crore has been made for Rajiv Gandhi Kisan Nyay Yojana, Rs 129 crore for Rajiv Gandhi Gramin Bhoomihin Krishi Mazdoor Nyay Yojana in the second supplementary year 2022-23. Necessary provision has been made for the construction of 47 urban and rural roads and bridges with Rs 200 crore for the repair and renovation of state highways, main district roads, rural roads built under the Public Works Department.
Similarly, Rs 105 crore have been provisioned for the installation of solar agricultural pumps under Saur Sujala Yojana under Energy Department, Rs 112 crore for free electricity supply to agricultural pumps up to 05 HP, relief in electricity bills to domestic consumers under Electricity Bill Half Scheme up to 400 units. In this supplementary budget, an additional provision of Rs 31 crore has been made, and an additional provision of Rs 57 crore has been made to provide relief in electricity duty to the consumers of the steel industry.
Provision of Rs 250 crore under Dr. Khubchand Baghel Health Assistance Scheme
Chief Minister said that in the second supplementary budget, a provision of Rs 250 crore has been made under Dr. Khubchand Baghel Health Assistance Scheme, Rs 200 crore under National Health Mission, and Rs 25 crore for Mitanin Welfare Fund. Similarly, many important provisions have been made for expansion and strengthening of health facilities in urban and rural areas. 66 posts will be created while upgrading Raipur Mana's 30-bed hospital to 100-bed hospital. In the second supplementary budget, a provision of Rs 50 crore has been made for chickpea supply under Antyodaya Anna Yojana, Rs 34 crore for rice fortification scheme, Rs 70 crore for construction of godowns in 700 primary agricultural credit co-operative societies with the help of NABARD. Necessary provision has been made for 3 thousand 736 new posts for the District Strike Force formed for the eradication of Naxalism in Bastar region. Chief Minister said that in addition to the construction of joint district office buildings in 5 new districts-Sakti, Manendragarh-Chirmiri-Bharatpur, Sarangarh-Bilaigarh, Mohla-Manpur-Ambagarh Chowki and Khairagarh-Chhuikhadan-Gandai districts, new Deputy Director Agriculture offices will also be built there. The new supplementary budget also includes the provision for 165 new posts for the establishment section of Horticulture department and 145 new posts for the new Deputy Director Horticulture Office. He said that 5 new horticulture colleges would be established at Kotwa, Sitapur, Chirmiri, Ramanujganj and Chapka and new agriculture colleges at three places including Pratappur and Shankargarh.
Chief Minister informed that Rs.300 crore has been earmarked for CAMPA, Rs.16 crore for Tendupatta Collector Social Security Scheme, Rs.100 crore for Nava Raipur Atal Nagar Smart City Corporation Limited, Rs.100 crore for maintenance of roads under Pradhan Mantri Gram Sadak Yojana. A provision of Rs 6.49 crore has been made for the reimbursement of state share under Prime Minister Rural Housing Scheme.
Giving information about the provisions made in the second supplement for urban development and drinking water, Chief Minister said that Rs 700 crores have been provisioned under the Pradhan Mantri Awas Yojana (Urban), Rs 70 crores under Chief Minister's Urban Slum Health Scheme, Rs 20 crores for Swachh Bharat Abhiyan, Rs 28 crores under the Smart City Mission scheme, Rs 20 crores provisioned for the water augmentation scheme of urban bodies, Rs 60 crores for the grant of stamp and registration fee to the urban bodies and an additional amount of 300 crores in the state share under the Jal Jeevan Mission scheme.
Decision to waive examination fee
Chief Minister said that the state government has decided to waive off the examination fees for the candidates appearing for state's competitive examinations conducted by the Public Service Commission and Professional Examination Board. For this, a provision of Rs 2.50 crore has been made for the commission and Rs 10 crore for reimbursement of expenditure to the Professional Examination Board.
Necessary provisions have also been made in the second supplementary budget for 15 new government arts, commerce and science colleges to be established in the state, out of which 7 colleges will be established in Lohandiguda, Nandghat, Dadhi, Devarbija, Sakti, Bazar Ataria, Jalbandha, and 8 colleges will be opened in Ghotia, Raghunath Nagar, Ranhat, Dhanora, Kutru, Chhotedongar, Dhaurpur and Podi Bachra tribal areas.
Similarly, provisions have also been made for 05 new government polytechnic colleges to be opened in the state. Out of these, 03 will be opened in tribal areas Chirmiri, Bagicha and Marwahi and 02 in Thankamaria and Pathariya. Similarly, provision has been made for 06 new ITIs in Samri, Dhanora, Biharpur, Shivnandanpur (Bishrampur) and Chhotedongar tribal areas and 01 in Torla, development block-Abhanpur, district Raipur. Provision has been made for a girls hostel of 100-seat capacity in Chhattisgarh Swami Vivekanand Technical University, Bhilai campus.
In the second supplement, a provision of Rs 1 crore 85 lakh has been made for the construction of a life-size statue of Shaheed Gaind Singh, Shaheed Veer Narayan Singh Memorial and Museum building at Daundi in Balod district. Similarly, necessary provision has been made in the budget for the beautification of Gurughasi Das Jayanti Sthal in Lalpur of district headquarter Mungeli.
Rs 12.60 crore has been provisioned for the operation and construction of the building of One Stop Center Sakhi under Women Child Development Department, Rs 3.30 crore under Beti Bachao-Beti Padhao Yojana, Rs 20 crore for Sabala Yojana, Rs 8.40 crore for Pradhan Mantri Matri Vandana Yojana Rs. 3 lakh for Veerangana Rani Avanti Bai Lodhi Memorial Award, Rs. 60 lakh for operation of Women Helpline 181 and provision for construction of Nari Niketan building in Surguja.
Chief Minister said that a provision of Rs 3 crore has been made for organizing the State Youth Festival in the second supplementary year 2022-23, Rs 2 crore for the Chhattisgarh Olympics, Rs 5.50 crore for the cultural function. Similarly, a provision of Rs 10 crore has been made for infrastructure development and upgradation of industries, Rs 15 crore for establishment of new industrial centres, Rs one crore for establishment of common facility center in Chui Khan.
A complementary provision of Rs. 5 crores for providing subsidy on the sale of electric vehicles
In the second supplement, extra provision has been made for a complementary Rs. 5 crore subsidy on the sale of electric vehicles under the Electric Vehicles Policy 2022, Rs. 6 crores 34 lakh for the construction of way bridge for the resolution of overloading problems in automobiles, and Rs. 8 crores for required safety equipment for Bilaspur, Jagdalpur, and Ambikapur airports constructed under the state’s regional connectivity scheme.
Similarly, required provisions have been made in the second supplement for the establishment of 7 new offices of the Sub Divisional Officer in Bakawand, Chhindgarh, Awapalli, Dhaurpur, Shivrinarayan, Ramanujnagar, and Daundi and 11 new Tehsil offices in places including Karpawand, Bhatgaon, Jagargunda, Dornapal, Dhumka, Chandrapur, Kapu, and Pachpedi.
In the second supplement, provision of Rs. 17 crores 37 lakh under the Centrally Sponsored Victim Compensation Scheme, and provision of Rs. 60 lakh and the creation of 672 posts in the supplement for the establishment of 7 new Police Stations in Kolhenjhariya, Upkarkacchar, Kerju, Sakarra, Sivni, Kodgar, and Khodri, new Mahila Thana in Dantewada, 2 new police stations in Nanpur (Bastar) and Sarona (Kanker), and establishment of the Office of the Superintendent of Police and Police Line (protected center) in the new district Khairagarh-Chhuikhadan-Gandai have been made.
In the second supplement, special provisions in the supplement have been made for Rs. 4 crores 50 lakh for the foundation grants fund under the Hidayatullah National Law University, Rs. 1 crore 70 lakh for the computerization of the District and Subordinate Courts, Rs. 1 crore 15 lakh for the construction work of the residential buildings of judicial officers and the High Court Residential Complex, and the establishment of district treasuries in 5 newly-formed districts. The Chief Minister said that journalism is known as the fourth pillar of democracy. Our Government has taken the thoughtful decision of providing financial aid to the families of the journalists who passed away during the Covid disaster. For this an extra provision of Rs. 40 lakh has been made in the supplement.
