CRPF establishes 3 new bases in LWE hit areas of Chhattisgarh, Jhar khand

New Delhi, Nov 22 (PTI) The Central Reserve Police Force (CRPF) has established three new forward bases in the remote Naxal violence affected areas of Chhattisgarh and Jharkhand as part of its strategy to strike deep into the Maoist strongholds.

While one each forward operating base (FOB) has been established in Chhattisgarh's Sukma and Bijapur districts, the third has been created in the West Singhbhum district of Jharkhand.

These FOBs will serve as a base for the security forces to launch coordinated operations in the surrounding areas and will also help in cutting off the Maoist supply lines, a CRPF spokesperson said.

Chhattisgarh Millet Mission has given a major boost to the cultivation of Kodo, Kutki and Ragi (Millets) in the state and has made it profitable for the farmers taking millet crops. On the special initiative of Chief Minister Mr. Bhupesh Baghel, millets are being procured at support prices and this has helped the farmers to earn crores of rupees. In the last season, farmers had sold 34298 quintals of millets at the support price for Rs 10 crore 45 lakh. Chhattisgarh is the only state in the country, where Kodo, Kutki and Ragi are being procured at the support price and the work of its value addition is also being done. Kodo-Kutki is being procured at the rate of Rs.3000 per quintal on the support price and ragi is being procured at the rate of Rs.3377 per quintal.

With the support and guidance of Chhattisgarh State Seed Certification Institute, farmers have started producing certified seeds of Kodo and are earning substantial profits through the same. In last one year, the number of farmers producing certified seeds has increased by almost 5 times and the income from this has increased 4 times. In the year 2021-22, 3089 quintals of certified seeds were produced by 171 farmers of 11 districts of the state. These seeds were procured by Seed Corporation at the rate of Rs. 4150 per quintal, against which an amount of more than one crore 28 lakh 18 thousand was paid to the farmers. The certified seeds produced by the farmers of the state are being supplied for sowing, through cooperative societies.

Mr. AB Asana, Additional Director of Seed Certification Institute, said that in the year 2020-21, only 716 quintals of certified seeds were produced by 36 farmers of 7 districts in the state, and their income that year was only Rs 32 lakh 88 thousand, whereas in 2021-22 the number of Kodo seed producing farmers and the profit from the sale of seeds both have increased manifold. In the last three years, Kodo certified seed producing farmers have sold seeds worth Rs 1 crore 65 lakh 18 thousand 633 to the Chhattisgarh Seed Development Corporation.

Additional Director Mr. Asana told that cultivation of Kodo is more beneficial in the agricultural land where the production of paddy is nominal. Kodo cultivation requires less water and less fertilizer, and so it has low input cost and high profit for the farmers. He informed that in the year 2019-20, only 103 quintals of certified seeds were produced in the state. Since the implementation of the Millet Mission, Chhattisgarh State Seed Certification Institute, in coordination with other government institutions, is making continuous efforts to promote Kodo seed production and these efforts are bearing significantly positive results.

It is worth mentioning that Chhattisgarh has received the National Level Nutritious Grain Award 2022 for promoting millet farming. To further promote millets production in the state, state government has included millet farming under the scope of Rajiv Gandhi Kisan Nyay Yojana. Millets producing farmers are being provided exchange grant of Rs 9 thousand per acre as an incentive.

The cultivation of Kodo, Kutki and Ragi is being continuously expanded in the state. The area under millet cultivation has increased from 69 thousand hectare to one lakh 88 thousand hectare in the state. Millet Mission is being implemented with the objective of promoting millet cultivation, training of farmers, availability of high quality seeds and increase in productivity. 14 districts have signed a tripartite MoU with IIMR Hyderabad under the Millet Mission with the efforts of the Chhattisgarh State Minor Forest Produce Association. Under the Chhattisgarh Millet Mission, a target has also been set to increase the productivity of millet from 4.5 quintals per acre to 9 quintals

World Health Organization has praised the Haat Bazar Clinic scheme of Chhattisgarh, saying that the scheme is effective in providing healthcare facilities to the people remote villages and forest areas. WHO has prepared a documentary film based on this scheme of Chhattisgarh Government., which was released by Chief Minister Mr. Bhupesh Baghel today in a program organized at his residence office in Raipur. The film will be screened at the World Health Organisation's headquarters in Geneva.

WHO representative Dr. Hilde D. Greve was present on the occasion. He said that even the last person of the state is receiving the benefit of Chief Minister Haat Bazar Clinic Scheme. This innovation is unique and one of a kind. No other state of of the country has taken any initiative like this. WHO has produced this documentary film to appreciate this innovation and inspire other state and countries to take similar initiatives. He said that Chief Minister Mr. Baghel has taken a commendable initiative through this scheme to provide health facilities to the people of remote areas.

Chief Minister Mr. Bhupesh Baghel said on the occasion that through Haat-Bazaar Clinic Scheme, more than 62 lakh 47 thousand people have been provided free healthcare and medical facilities so far. Chief Minister Mr. Baghel thanked the World Health Organization for making a documentary on this scheme of Chhattisgarh government. He said that even the last person of forest region is getting the benefit of this scheme. People in remote areas who did not have easy access to healthcare facilities are now getting treatment near their homes.

Chief Minister said that availability of medical team and doctors in Haat-Bazaaars along with the free checkup and medicines has made it easier for people to avail health checkups and treatment. Haat-Bazar Clinic scheme has played an effective role in the success of Malaria-Mukt Bastar campaign and Mukhyamantri Suposhan Yojana. Implementation of this scheme has led to considerable declined in the number of cases of diarrhea in Bastar. Chief Minister said that with the help of 429 medical mobile vehicles, 1798 Haat-Bazar Clinic Scheme is being operated in the state. So far, more than 62 lakh 47 thousand people have availed the healthcare facilities in the last 4 years through more than 1 lakh 28 thousand Haat-bazaaar clinics. 10 types of tests and 60 types of medicines are being provided to the patients free of cost under Haat-Bazar Clinic Scheme. In this scheme, medicines were distributed to more than 57 lakh 35 thousand people and more than 25 lakh people have undergone pathology tests. In the Haat-Bazar Clinic scheme, counselling about pregnant mothers, infectious and non-communicable diseases, eye diseases, malnutrition, skin diseases, diabetes, TB, leprosy, high blood pressure and HIV tests and family planning is also being provided. Vaccination of infants and pregnant women is also being done in these clinics.

Referring to the efforts made to strengthen the medical system in the state, Chief Minister said that health facilities have been improved in all the health centers and district hospitals. Free test facilities have also been made available to the people through Hamar Lab. He said that though a lot has been done in the health sector so far, a lot more needs to be done. The officers and employees of the Health Department have done remarkable work in strengthening the health facilities in the state.

Health Minister Mr. T.S. Singhdeo thanked Chief Minister Mr. Baghel for starting this scheme and consistently monitoring it. Health Secretary Mr. R. Prasanna said that under this scheme, patients are being sent to the nearest Primary Health Center, Community Health Center, District Hospital and Medical College for referral treatment as per the requirement.

Chief Minister Shri Bhupesh Baghel on Sunday said that the state government will reserve land for the second runway to increase the frequency of flights at Raipur airport besides making efforts to get permission from the Center in this regard. He asked the officials concerned to start the process for development of Aerocity near Raipur Airport.

He was chairing a review meeting of the works of the Urban Administration and Development Department, Town and Country Planning, Housing and Environment, and NRDA at his residence office here.

The Chief Minister asked Town and Country Planning officials to increase the pace of the work of regularization of illegal constructions and give wide publicity to it. He said that the law has been enforced to directly benefit the public and it must be ensured that the maximum number of people get its benefit. For regularization of illegal construction, camps should be organized at ward and village level.

The Chief Minister instructed the Town and Country Planning Department to complete the work of approval of the layout and road structure of the colony within the stipulated time frame. He asked the officials concerned to take strict action against illegal colonizers and FIR should be registered. He also instructed them to complete the construction work of Seva Gram in Naya Raipur within the time limit.

Releasing Rs 147 crore to the urban bodies for road repair work, the Chief Minister said that the collectors will have the right to choose the agency for road repair work. Giving strict instructions to repair the bad roads of the cities immediately, he said that the collector and corporation commissioner should personally inspect the road construction works.

Recalling the multifaceted personality of Mrs. Gandhi and her contribution to the country, Chief Minister said that from a young age, Indira ji closely observed and participated in the national freedom movement, under the guidance of her father Pt. Jawaharlal Nehru. She established the Bal Charkha Sangh at an early age and participated in the Non-Cooperation Movement. She dedicated major part of her life towards the upliftment of the poor and weaker sections of the society. She sacrificed his life to protect the unity and integrity of the country. Mrs. Gandhi's birthday is celebrated as 'Kaumi Ekta Diwas' (Communal Unity Day' with the aim to promote harmony and strengthen the spirit of unity in the country.

Mr. Baghel has said that Mrs. Gandhi gave a new direction to the nation with her vision and determination. She had to take many brave yet difficult decisions for the progress of the country. She was known as 'Iron Lady' because of her determination, vision and strong will power. Farmer's lives have been improved by Narva development.

Increasing irrigation facilities in Kavadgaon has opened up new avenues for income generation.

There was an increase in the production of maize and vegetables.

Along with the ecosystem and biodiversity, farmers and locals can benefit from large-scale water conservation. With this in mind, the state government initiated Narva preservation in the state. The ambitious Narva Development Scheme, which was launched upon the formation of the new government, is already proving its worth by boosting agricultural productivity and adding value to minor forest products. River and drain rejuvenation has enhanced water conservation and levels of groundwater, while Water conservation structures built in Narva have increased irrigation facilities for farmers. Chiyoor Bahar Narva development work done by Dakshin Kondagaon Forest Division in Boti Kanera sub-zone of the state has afforded the farmers happiness and prosperity.

Narva treatment was carried out in the Chiyoor Bahar Nala coming out of the forested region as part of the CAMPA Annual Action Plan 2021-22. Through the Forest Management Committee, the people of Kakadgaon also actively participated in this. Farmers in the village benefited from the planned work done to revive the drain and Utilized the expanded irrigation system to improve their fortunes. On his 2 hectares of agricultural land near the Narva water conservation structure, farmer Somiram is now cultivating vegetables, including urad in Kharif and maize in Rabi. Somiram is grateful to have access to irrigation facilities because he previously had to rely on rain for farming and could only grow maize. But now that Narva has provided him with an irrigation system, he has installed a 3-horsepower electric pump on his farm. Along with maize, he is growing vegetables like lady finger, brinjal, pumpkin, and cluster beans on his land due to the expansion of irrigation facilities. As a result, his revenue has increased and he is now looked to as an example by other farmers in the area.

Implementation of the Chief Minister's announcement has created a wave of joy in the region.

According to an announcement from the chief minister, Mr. Bhupesh Baghel, the Government New College Mopka-Nipania in the Balodabazar-Bhatapara district has been renamed as Late Ramnath Verma Government College Mopka-Nipania. A directive in this regard has been released by the Higher Education Department of the Chhattisgarh government.

It is worth noting that the Chief Minister, Mr. Bhupesh Baghel, announced the naming of Government New College after the late Ramnath Verma, a Bhatapara area social worker. Late Ramnath Verma was always concerned with social welfare. He started functioning a primary school in his residence without any assistance from the government. He sowed the seed of education, which has grown into a college today. This college was established in 2018-19. The naming of the college after the late Ramnath Verma has caused a wave of pleasure throughout the region.

The Chief Minister Mr. Baghel was welcomed by school students wholeheartedly when he reached there. The Chief Minister inspected the resources and facilities in the school. The Chief Minister also distributed cycles to 97 female students of the 9th standard under the Mukhyamantri Saraswati Cycle Yojana. The students looked extremely excited and happy at receiving cycles from the Chief Minister. Giving his blessings to the students, the Chief Minister advised them to study well. Student life forms the foundation of an entire lifetime.

On this occasion, the Chief Minister said that students should set a definite goal and work towards achieving it. Don’t stop till you achieve your goal. The Chief Minister said that they should take inspiration from the lives of legends, and apply the lessons in their own lives to become successful. It is noteworthy that 573 students were granted admission to this Swami Atmanand English Medium School this year, out of which 300 are female students.

Anganbadis have sufficient place for setting up 'Suposhan Vatika' (Nutrition Garden). Suposhan Vatika should be established and children should be informed about its importance.

Parents and family members should be provided counseling to ensure that people get nutritious food at home as well.

Eggs should be supplied by the local groups only, this would not only enhance the nutrition but would also create a source of income for local self-help groups.

Chief Minister Mr. Bhupesh Baghel reached Chhuriya to inaugurate the new building of Swami Atmanand School there. Classes from 1st to 12th are being conducted in this school.

This School has 533 students enrolled for English medium and 779 students enrolled for Hindi medium education. This is the second year of operation of Atmanand School in Chhuriya.

During the visit, Chief Minister Mr. Bhupesh Baghel interacted with the students at the school. He asked the students named Kashish Kosare, Annie Thomas, Yamini Sahu and Kartik Sinha whether practical classes are being held in the school or not? He also asked them about the teachers, quality of education and the facilities in the school.

Chief Minister Mr. Bhupesh Baghel, during his visit to Ghumka village of Dongargarh assembly constituency in Rajnandgaon district, made several important announcements in response to the demand of public representatives and villagers. Mr. Baghel announced to make Ghumka a Nagar Panchayat, to open Swami Atmanand English Medium School in Ghumka. Regarding the earlier announcement of making Ghumka a Tehsil, Chief Minister said that within the next three months, the Tehsil office of Ghumka would start functioning as a full-fledged Tehsil. He inaugurated the branch of cooperative bank at Baghera, work of canal lining at Ruse Dam canals, road widening from Ghumka to Gopalpur, canal lining work at Tendunala reservoir and its expansion, canal lining work at Jewar Katta reservoir, and upgradingof Haduva, Khara and Murmunda High Schools to Higher Secondary Schools. Food Minister Mr. Amarjeet Bhagat and MLA Mr. Bhubaneswar Shobharam Baghel were also present on the occasion.

Chief Minister commenced his public interaction programme by garlanding the portrait of Chhattisgarh Mahtari and lighting the traditional oil lamp. Chief Minister also distributed various goods including nutrition kits, sewing machines, gas cylinders, seed kits to the beneficiaries, under the schemes of various departments. On the occasion, Chief Minister unveiled the statue of Rani Avanti Bai in village Ghumka. After performing customary rituals at Sheetla Mata Mandir in village Devridih, he prayed for the happiness and prosperity of the people of the state.

In his address to people, Chief Minister said that he is visiting various rural areas of the state to do ground inspection of the implementation of various government schemes. We are here to ensure that people at getting the benefits of the schemes we have made for them. People of the village welcomed Chief Minister with Panthi dance and then weighed with curry laddus. I am overwhelmed by your love, said Chief Minister. On the occasion, Chief Minister said that besides the loan waiver, we have taken several initiatives such as Rajiv Gandhi Nyay Yojana to benefit the farmers of Chhattisgarh. We have the highest price of sugarcane here. We are procureing Kodo Kutki. This year, we have recorded good harvest. Gumka village has had bumper crop despite having mudroom land.

Chief Minister further said that today in Dongargaon, people of Pardhi caste shared about the problem in issuance of caste certificates. This caste was notified in some selected districts of Madhya Pradesh. Now I have directed the officials to work specially for issuance of caste certificate to the people of Pardhi caste and to rectify the technical problem in the process. Mr. Baghel said that this has been one of the many positive ramifications of Bhent Mulaqat programme that when one daughter of a Pardhi caste raised an issue, the people of entire Pardhi caste across the state are getting benefitted from the resolution.

Youth of the village should join rural industrial park, start economic activities

Chief Minister Mr. Bhupesh Baghel appealed to the youth of the village to make maximum benefits from the resources available under Rural Industrial Park. He said that rural women are becoming self-reliant by conducting various economic activities in Gauthans. This has boosted their self-confidence. Arrangements for land, sheds, electricity and water have been made in the Gauthans, which are now being developed as Rural Industrial Parks. The youth of the village should join the Gauthans and conduct economic activities there. I just heard from Jaywantin, who was able to support her husband financially after getting associated with gauthans. Now the establishment of RIPA will further empower the rural women financially and socially.

Chief Minister said that the day before yesterday, he had received a call from a farmer who is earning good profit by selling cow dung. His son prepared for NEET and was selected in Kanker Medical College. I feel so happy to hear these success stories, the confirmation that these schemes are transforming the lives of people for better.

Maheshwar Sahu's loan of Rs 90 thousand was waived off

During the Bhent-Mulaqat visit, Secretary of Self-Help Group, Rameshwari Verma told the Chief Minister that they have earned Rs 3 lakh through Vermi Compost and now they have also started practicing fishery. Maheshwar Sahu told that his loan of Rs 90,000 has been waived off, and he has received all the three installments under Rajiv Gandhi Nyay Yojana this year. Lokesh Sahu, a resident of Khaprikala, said that he has sold 14 quintals of paddy. He told that he is planning to use the amount received as payment for paddy procurement and the amount received from Rajiv Gandhi Kisan Nyay Yojana to buy jewelery for his wife. Savitri Sinha of village Khairjhiti told that her ration card has been issued and sugar is available for Rs 17. She addressed the Chief Minister as son and said that she is happy with the government schemes. Than Singh Baghel of village Birejhar informed that he has received three installments of Rajiv Gandhi Grameen Bhumiheen Krishi Mazdoor Nyay Yojana. Than Singh thanked the Chief Minister for this scheme.

Narayan Yadav sold dung worth Rs 85 thousand

While talking to Chief Minister Mr. Bhupesh Baghel about Godhan Nyaya Yojana, Narayan Yadav told that he has been selling cow dung for two and a half years, and so far he has sold dung worth Rs 85 thousand. Narayan told that he has bought a cow worth Rs 75 thousand from the profit he has earned by selling dung. This cow gives 16 liters of milk. Ramesh Agarwal of Mudhipar said that the Haat Bazar Health Service Scheme is really beneficial. Pyarelal Sahu said that he has the problem of BP and sugar, but he regularly gets his check up done at Haat-Bazaar Clinic, which helps him maintain his health. Dhaneshwari told Chief Minister Mr. Bhupesh Baghel that her father passed away and his brother is too young. She has passed Bio with 73% marks and now she is interested in taking admission in Nursing course. But she does not have money to pursue higher education. On which, Chief Minister approved Rs one and a half lakh on the spot for her education. He said that he would sanction remaining Rs 50 thousand after she visits him in the final year of the college and tell him about her studies.

Khileshwari Yadav told that the nutrition-level of her child has improved rapidly with Mukhyamantri Suposhan Yojana. Khileshwari told that the child has club foot, on which the Chief Minister said that he will be provided treatment. Safil Khan of village Tilai told Chief Minister Mr. Baghel that I was diagnosed with TB and stomach ulcer, for which he was receiving treatment at a hospital in Raipur. He availed the treatment facility of upto Rs 50 thousand through smart card. But due to lack of money, he could not complete the treatment. He told Chief Minister about his weak financial condition. Chief Minister listened to him compassionately and said that his entire treatment would be done under the Special Assistance Scheme. Sevak Yadav told that he is Divyang and he had received a tricycle 10 years ago, which has worn out. He needs the tricycle again. After listening to him, Chief Minister Mr. Baghel said- Collector will provide you a battery-operated vehicle soon.

Chief Minister salutes Rani Avanti Bai, remembers her sacrifices

Chief Minister Shri Bhupesh Baghel on Tuesday unveiled the statue of Rani Avanti Bai in village Ghumka of Rajnandgaon district. Paying floral tributes to the statue of Rani Avanti Bai, Shri Baghel remembered her sacrifice and saluted her great valour and courage.

Born on August 16, 1861, in the Lodhi Rajput family, Veerangana Rani Avanti Bai Lodhi was the daughter of Shri Jujhar Singh. She was married to Raja Vikramajit Singh of Ramgarh (present-day Dindori). She had two children, Aman Singh and Sher Singh. The children were minors at the time of the death of her husband, so the state powers came to the queen. As a Queen, she efficiently administrated state affairs and when the revolt of 1857 broke out she fought firmly with the British and defeated them many times. On March 20, 1858, she killed herself with her own sword when facing an almost certain defeat in battle and became a martyr.

The Chief Minister reached Belgaon in Dongargarh Vidhansabha region of Rajnandgaon district under the Bhent Mulaqat program today. During this, when the Chief Minister was approaching the car that would take him to his destination from the helipad, he spotted a few school children standing near the helipad and stopped his convoy to meet them. The Chief Minister met the children with simplicity and ease and asked them about their studies. After getting the opportunity to meet and talk to the state’s Chief Minister, the children were delighted and filled with excitement.

Dhaneshwari said to the Chief Minister Mr. Bhupesh Baghel that her father is no more and her brother is a juvenile. She has passed with 73% marks in Biology. She has secured admission to a Nursing college and needs money to pursue her studies.

The Chief Minister asked her how much money she needed. Dhaneshwari replied that she’ll accept any amount that she is given. The Chief Minister said that they will provide her an amount of Rs. 1 lakh. Dhaneshwari requested him to give her Rs. 2 lakh. The Chief Minister said that they will provide her with Rs. 1.5 lakh now and the rest of the money will be given to her after she meets him during the final year of college.

Because of the sports organized under Chief Minister Mr. Bhupesh Baghel’s initiative of the Chhattisgarhiya Olympics, Mrs. Triveni Thakur of village Singapur was reminded of her childhood. She secured the first position in Fugdi and Billas from Panchayat to zone level and has now reached the district level.

Mrs. Thakur said that when she came to know that games like Fugdi and Billas are being played in the village, she was reminded of her childhood and came here to participate. She said that she didn’t expect to secure the first position. She has regained her enthusiasm through these old games. Seeing children, youngsters, senior people, and women play the games is adding vibrancy to the village. Everyone is displaying their talent in the Chhattisgarhiya Olympics. She expressed her gratitude to the Chief Minister Mr. Baghel for recreating her childhood days.

Mukhyamantri Dai Didi Clinic Yojana': More than 1.27 women got free treatment

More than 1,709 camps have been organized under the Mukhyamantri Dai Didi Clinic--a one of its kind scheme in the country that aims to provide free medical facilities to women and adolescent girls through mobile medical clinics with all women staff. Nearly 1.28 lakh women and adolescent girls residing in the slums of Raipur, Bilaspur and Bhilai municipal corporation areas have got free treatment facilities near their homes under this scheme.

Meanwhile, the scheme is being operated by the Urban Administration and Development department of the state government. Free-of-cost treatment facilities for various diseases are provided to needy women and adolescent girls through well-equipped mobile medical units with an all-women staff. Lab tests of about 22,831 women have been conducted and free-of-cost medicines have been distributed to over 1.22 lakh women through the dedicated mobile medical units. The scheme has been proven beneficial for the women indulged in labour work who can't visit hospitals due to time and money constraints.
