IAS officer and two others to 14-day judicial custody in a money laundering case A special court

Raipur : IAS officer Sameer Vishnoi, businessman Sunil Agrawal and advocate Laxmikant Tiwari were arrested by the Enforcement Directorate (ED) on October 13 following their questioning after the agency launched multi-city raids in the state on October 11.

A special court here on Thursday sent an Indian Administrative Service (IAS) officer and two others to 14-day judicial custody in a money laundering case linked to alleged extortion from coal and mining transporters in Congress-ruled Chhattisgarh.

The accused were produced before the court of Additional District and Sessions Judge Ajay Singh Rajput on Thursday on expiry of their ED custody, Tiwari's lawyer Faizal Rizvi said.

He said the court sent them to 14-day judicial custody. They will be held in jail.

On October 13, the court allowed custodial interrogation of the three by the ED for eight days and on October 21 extended their remand by six more days. They were arrested under the Prevention of Money Laundering Act (PMLA).

Vishnoi, a Chhattisgarh cadre IAS officer of the 2009 batch, was earlier posted as Chief Executive Officer (CEO) of the Chhattisgarh Infotech Promotion Society.

As per case details, Laxmikant Tiwari, a lawyer from Mahasamund district, is the uncle of coal businessman Suryakant Tiwari (who is reported to be absconding) and whose properties were also covered during searches carried out by the ED.

The agency also carried out searches at Laxmikant Tiwari's residence in Mahasamund town. Sunil Agrawal, director of the Indermani Group, which is involved in coal trading, is said to be closely associated with Suryakant Tiwari.

In a release issued on October 14, the ED claimed a massive scam was taking place in coal transportation in Chhattisgarh under which a cartel of politicians, officers and others was allegedly running a parallel system of extorting illegal levy, generating about Rs 2-3 crore daily.

The agency claimed that Vishnoi and his wife were found in possession of unaccounted cash to the tune of Rs 47 lakh and 4 kg of gold jewellery. The money laundering investigation was launched after the ED took cognizance of a complaint by the Income Tax department.

The ED has claimed that the main kingpin of the scam is Suryakant Tiwari and his associates, who entered into a criminal conspiracy to run a parallel system of extorting illegal levy on coal and were doing illegal and unaccounted cash movement.

The agency said it seized unaccounted cash of Rs 4.5 crore, gold jewellery, bullion and other valuables worth around Rs 2 crore during the raids.

The raids had also covered the premises of two other IAS officers, Raigarh district Collector Ranu Sahu and her husband J.P. Maurya, who is director of the Geology and Mining Department in the state.

The preparations for the 23rd foundation day of Chhattisgarh(Rajyotsav) are going on in full swing in Science College ground in Raipur. On the ocassion of the states foundation day,the National Tribal Dance Festival is also being organized from 1st to 3rd November at Science College ground. Chief Minister Bhupesh Baghel reached the Science College ground on Thursday evening to take stock of the preparations for the festival. Chief Minister Shri Baghel also inspected the site of the stalls to be set up by all the departments of Chhattisgarh Government and also gave necessary directions to the departmental officers regarding the preparations.

It is worth mentioning that preparations are going on in full swing to celebrate National Tribal Dance Festival organized from November 1 to 3 in a grand manner as well where 1500 tribal artists from 09 countries including all states, union territories are coming to Chhattisgarh to showcase their tribal culture.

Adivasi Christians attacked in Sukma,Chhattisgarh .

Sukma : In an incident reported from the Sukma district of Chattisgarh on Tuesday, a group of Adivasi Christians were allegedly attacked. When they tried to file a police case, the latter refused.

Madvi Joga, a police officer who is also an Adivasi Christian, requested his superiors to investigate the matter.

What followed was shocking as Joga was repeatedly thrashed by his superiors. In a video that was shared on Twitter, a police officer in plain clothes can be seen slapping Joga continuously while verbally abusing him. Joga does not raise his hand or lose his cool the whole time.

The reason for the latest attack on the minority group is yet to be known.

Following the incident, Joga was forced to surrender his pistol. It should be noted that Sukma is a densely populated Naxal district with frequent clashes.

This is not the first time such an incident has happened. There have been recent attacks on Adivasi Christians, mostly from right-wing organizations.

In September last year, two pastors were summoned by the Raipur police after Hindu extremists accused them of forceful conversions. The extremists barged into the police station and roughed up the pastors in the presence of police officials.

The Raipur police arrested seven of the rioters. The Station House Officer (SHO) was removed from the post and an enquiry was ordered.

However, even after having CCTV footage proof, the sections mentioned in the FIR (First Information Report) were mild and did not equate to the gravity of the situation.

Chief Minister Mr. Bhupesh Baghel, while addressing the meeting of officers in Shivrinarayan during his Bhent-Mulaqat visit, said that strict adherence to the quality standards should be ensured in the ongoing works of drinking water schemes under Jal Jeevan Mission. Certain complaints have been received in the context from this area and the problems so reported should be resolved as soon as possible. In some villages of the region, the farmers of submerged areas have not yet received the compensation amount. Mr. Baghel directed the Collector to make sure that the farmers receive the compensation they are entitled for. Mr. Baghel gave instructions to prepare a concrete action plan to ensure supply of water to the fields of tail area under the irrigation project. Chief Minister Mr. Baghel said that as far as possible force should not be involved in removing encroachment on government land.

Chief Minister also said that the small grant amounts sanctioned by the government are important for poor families and they should not have to frequently visit the government offices to get that financial aid released. Mr. Baghel directed the officials to ensure maximum convenience of the beneficiaries in this regard.

Chief Minister Mr. Baghel said that the announcements made by the government should be implemented on priority in the given time-frame. He said that the paddy harvesting season is about to begin and now a large quantity of hay would get stacked up in the farm. Farmers should be encouraged to donate this hay to Gauthans. Public awareness programs should be conducted in this regard. Chief Minister further said that the administration should now focus on the new Gauthans, besides the self-supporting Gauthans. Mr. Baghel said that a large number of people migrate to other cities for employment. But if the livelihood activities are actively conducted in gauthans and rural industrial parks, people will not have to wander in search of work.

Chief Minister said that Shivrinarayan is a major religious and historical tourist destination of the state. The government is developing adequate facilities for the convenience of the tourists visiting here. Chief Minister directed the officials to repair the roads of rural as well as urban areas. He gave instructions to take strict action against illegal liquor, gambling, betting and drugs. In the meeting, Mr. Baghel specially emphasized on improving the quality of school education. Officers were directed to conduct regular inspection visits to the schools and ensure the necessary improvements.

On this occasion, the Other Backward Classes organization honored the Chief Minister by weighing him against Chhattisgarhi delicacies including 'Thethri-Khurmi'. A photograph was presented to the Chief Minister on behalf of the Aushadhi Vikreta Sangh. The representatives of Satnami Samaj Nawagarh and Pamgarh congratulated Shri Baghel and gave him best wishes for becoming India's Best Performing Chief Minister in the nationwide survey.

Meanwhile, the Chief Minister approved a financial grant of Rs 1.60 crore on the demand of representatives of various social organizations. He gave instructions to build a library in Shivrinarayan and name it after novelist Thakur Jagmohan Singh. The Chief Minister said that Thakur Jagmohan Singh was a famous novelist as well as a Tehsildar of Shivrinarayan. He directed the Collector to inspect the place and prepare an estimate for installation of the statue of Maharana Pratap at Janjgir by Thakur Samaj.

In the programme, the Chief Minister also approved a grant of Rs 20 lakh to the Sikh community for the construction of Dharamshala in the Gurudwara of Pamgarh block besides approving construction of Ghat. Similarly, an amount of Rs 15 lakh was sanctioned for construction of the community hall of Swarnakar Samaj and Rs.25 lakh to Nayak Banjara Samaj for community hall construction. Similarly, Rs 20 lakh for upgradation of Dharamshala of Kesharwani Samaj, Rs 10 lakh each for construction of additional room in Dharamshala of Devangan Samaj in Rahod and Shakambhari Bhawan in Kesla, Rs 25 lakh each for construction of community hall in Shivrinarayan on the demand of Satnami Samaj and for hostel building of Kenwat Nishad Samaj. Besides, Rs 10 lakhs was sanctioned to Satguru Seva Samiti Pamgarh for cultural building and stage construction.

MLA Pamgarh Smt. Indu Banjare, Chhattisgarh Tourism Board President Shri Atal Shrivastava and other public representatives and officials were also present on the occasion.

Meanwhile, Shri Baghel also gave his nod for renaming Parshuram Chowk and beautification of the fair site by Guru Ghasidas Satganwa Mela Committee. Chief Minister Shri Bhupesh Baghel on Wednesday chaired a review meeting of district-level officials of Sakti district and Dabhra block in Chandrapur rest house complex.

"There is a lot of enthusiasm among the residents with the creation of this new district. Besides, they have high expectations as well. For this all the officers should work efficiently to strengthen the trust of people in government and local administration", said Chief Minister.

He directed the officials concerned to ensure prompt implementation of the announcements made yesterday during 'Bhent-Mulaqat Abhiyan'. Besides, he said that no person should be deprived of the availing benefit of the government schemes due to non-update of revenue records. He directed the officers to do the work of rectification of revenue records including transfer, payment, and partition on priority. He asked to pace up the work of road construction and regularly monitor the same.

He also gave instructions in the meeting for quick disposal of pending compensation cases of Saradih and Kalma barrage. He said that only those who are the rightful owners of the account should get the benefit. He also gave instructions to update the records for this. Besides, he also gave directions to change the inactive Gauthan Samitis which are not functioning properly. Anemic women should get the benefit of hot meals regularly.

During the meeting, instructions were given to identify the eligible people in the villages and link them with the 'Rajiv Gandhi Gramin Bhoomiheen Krishi Mazdoor Nyay Yojana' by running a campaign. Instructions were also given to the officers to increase the number of villages under the Haat Bazar Clinic yojana besides ensuring the availability of prescribed medicines and medical tests to the people.

The education officials were instructed to ensure the issuance of caste certificates to cent per cent school students in the next 15 days. He said that well-equipped community halls will be established in flood-prone areas. For this, instructions have been given to the district collector to conduct a survey of such villages and take the necessary action by preparing estimates.

In the meeting, Chandrapur MLA Shri Ramkumar Yadav, Secretary (Energy) Shri Ankit Anand, District In-charge Secretary Shri Dhananjay Devangan, Divisional Commissioner Dr. Sanjay Alung, IG Shri Ratan Lal Dangi, Collector Ms. Nupur Rashi Panna, SP Shri MR Ahire and district officials of all the departments were present on the occasion.

Chief Minister Mr.Bhupesh Baghel reached Konargarh village of Pamgarh Assembly Constituency on Wednesday during ‘Bhent-Mulaqat Abhiyan’. The Chief Minister prayed for the happiness, and prosperity of the state’s people by offering prayers to Jaitkham at village Mulmula. The Chief Minister lit a traditional lamp and garlanded the oil painting of Chhattisgarh Mahatari at the meeting site. He commenced the meeting by paying homage to former Lok Sabha MP Late Parasram Bhardwaj on his death anniversary.

He made various announcements on the demand of the villagers. He announced the construction of a CC road in the Konar village, a road from Konargarh to Kosa, a pond deepening at Konar, construction of community buildings in Pamgarh and Kosa. Similarly, to improve the education system, he announced the opening of a Hindi medium Atmanand School in Bhainso, construction of a Government Pre-Secondary School building at Mulmula, construction of a Government Primary School building in Kosa and a new Primary School at Hardipara of village Mehendi. The Chief Minister also approved the installation of a statue of Martyr Rudra Pratap Singh in honor of his martyrdom. Revenue Minister Mr. Jaisingh Agrawal was also present during the meeting.

The Chief Minister interacted with the villagers and took information regarding the implementation of various schemes including Gauthan, Godhan Nyay Yojana, school management, and the medical system.

In his interaction with Chief Minister Mr. Bhupesh Baghel, a cattle herder Dileram Kashyap of village Kesla said "I have earned an additional income of Rs 90,000 so far by selling cow dung under the Godhan Nyay Yojana. Mr.Baghel congratulated Mr.Kashyap and asked him how he utilized this money. Mr.Kashyap replied that he has bought a cycle and used the said amount for his children's education and daily expenses.

Similarly, Mrs.Lalita Sidar, a resident of village Mulmula, expressed her gratitude to the Chief Minister for organizing the 'Chhattisgarhiya Olympics'. She told the Chief Minister that she used to climb 'gedi' a lot in her childhood, today after 40 years, she took part and won the 'Gedi' competition. The Chief Minister congratulated him and also took information regarding the distribution of ration through the Public Distribution System.

Mitanin Mrs. Chitralekha told that every Tuesday team of the ‘Haat Bazaar Clinic’ Scheme visits her village. They provide treatment facilities and medicines free of cost.

Pratiksha Singh, a teacher of Mulmula School, told the Chief Minister that teaching the Chhattisgarhi language once a week in schools has increased the interest of the students in their studies. The need for teaching in the local language was already felt.

Chief Minister visits the Konargarh sub-health center

Chief Minister paid a visit to Konargarh sub-health center and took the information about OPDs, IPDs, and available medical services from the in-charge of the center Community Health Officer, Mr.Ghanshyam Prasad. He told Chief Minister Mr.Baghel that this health center was established in 2012-2013. There are 03 employees working in the hospital. The 2 bedded sub-health center has 12 types of healthcare facilities, 41 types of medicines, and 7 types of health check-up facilities available as of now. The hospital also has the facility of consultation with doctors of higher centers through telemedicine as per the requirement. The hospital also has a delivery room, women's ward, lab, pharmacy, OPD room, and counseling room for patients. About 15 to 20 institutional deliveries take place in the health center every month. The Chief Minister also interacted with the people who came for treatment and took the information about the facilities available in the center. He also planted a mango sapling on the health center premises.

School Children cuts the ribbon, and inaugurate the new school building

The Chief Minister inaugurated the Government Primary School Konargarh by allowing the school children to cut the ribbon. He asked the table of 12 from the children of class third, on reciting the table by students he encouraged them by clapping. He wished them all the best for their bright future. It is noteworthy that the construction of this school building has been done with the help of the District Mineral Trust fund.

Following the inauguration, Shri Baghel inspected the hospital and took stock of the facilities available here. He met the doctors and staff and directed them to provide better treatment to the patients. It was told that due to the space constraints in the previously operated hospital building, many facilities were not available to the patients.

The new building consists of a total of 25 rooms on the ground and first floor. There are good IPD, casualty, and institutional delivery facilities here. There are 5 OPD rooms, 2 doctor rooms, 1 labor room, 1 pre-labor room, an x-ray, digital x-ray, pathology, operation theatre, registration, and a waiting hall on the ground floor of the building. The first floor consists of 16-seater male ward, 18-seater female ward, 1 OT, 1 post-OT, 2 doctor changing rooms, 1 doctor room, and a nurse room.

District In-charge and Revenue Minister Shri Jai Singh Agrawal, Chhattisgarh Gau Sewa Aayog Chairman Mahant Ramsunder Das, Collector Shri Taran Prakash Sinha, SP Shri Vijay Agrawal and a large number of villagers and public representatives were present on the occasion.

RAIPUR : The Chief Minister had conceptualised a scheme that could help treat people living in slum communities at their homes. Keeping this goal in mind, the Mukhyamantri Shahari Slum Swasthya Yojana that was implemented by the government has treated more than 31 lakh people living in slums through mobile medical units. Under the scheme, 120 mobile medical units with doctors, paramedical teams, and medical equipment is reaching the slum areas in urban regions of the state and providing free-of-cost medical treatment to people. Under the scheme, about 6,74,121 people have benefited from pathology tests, and free-of-cost medicines have been provided to more than 26,10,277 patients. Laborers make up approximately 2,52,263 of those who have benefited.

Under the Mukhyamantri Shahari Slum Swasthya Yojana operated by the Chhattisgarh government's Urban Administration and Development Department, about 38,990 camps have been set up in 169 urban units. Through these, the free of cost testing and treatment of patients is being done while providing them with free medicines. The Urban Administration and Development Minister, Mr. Shivkumar Dahariya, has instructed the departmental officers that people living in remote slum areas and other needy people should be provided with the facilities of medical tests and free of cost medicines.

It is noteworthy that the first phase of the Mukhyamantri Shahari Slum Swasthya Yojana started on November 1, 2020 to provide healthcare facilities to the people living in slum communities in the Nagar Nigam regions of the state. Under this, 60 mobile medical units had been deployed to provide medical testing, treatment, and free-of-cost medicines to people living in slums. On March 31, 2022, the scheme had been extended to all the urban sections of the state, and 60 new medical units were also deployed.
