Chief Minister Mr. Bhupesh Baghel shared the state's commitment to creating a conducive sports environment and establishing new sports academies in the state. He highlighted the world-class training that is being conducted to enhance players' skills in various sports in the state. He made these remarks during the felicitation ceremony held at his residence on International Olympic Day, June 23. He honoured the sportspersons who represented Chhattisgarh in various sports and won medals in the 36th National Games held in Gujarat. The ceremony also acknowledged the contributions of players, coaches, and team managers who participated in the games.
During the ceremony, Chief Minister Mr. Bhupesh Baghel commended the participating players and medal winners of Chhattisgarh in the 36th National Games. He expressed pride in their achievements and acknowledged the significance of sports in gaining national and international recognition for the players of the state. The Chief Minister extended congratulations to all participants and honoured 64 players who won medals in individual and team events. He also honoured 89 other players who participated in various sports disciplines and 38 coaches and managers.
Chief Minister Mr. Baghel highlighted the efforts being made to foster a conducive environment for sports development and the encouragement of players in the state. Recognising the importance of organised efforts and conducive surroundings, he emphasised the need to increase the number of academies, with 21 currently in operation, including two residential academies. The Chief Minister expressed confidence in the abundance of youth talent in the state, citing the achievements of children from Narayanpur who have excelled in Malkhamb at the national and international levels. He acknowledged the consistent participation of Chhattisgarh's players in prestigious events such as the Asian Games, Olympics, Commonwealth Games, and National Games.
During the ceremony, Mr. Devendra Yadav, General Secretary of the Chhattisgarh Olympic Association, praised the abundance of talent and energy displayed by the state's players. He highlighted their consistent success in national competitions and emphasised the need to develop good infrastructure in an organised manner to nurture sports talents. Mr. Yadav stressed the importance of identifying players at the age of 14–15 and systematically honing their skills over a period of time. He also emphasised the extension of sports facilities from divisional headquarters to remote areas so that players from remote areas can also take part in training sessions. Furthermore, Mr. Yadav shared that the Chief Minister has announced a total cash prize of Rs 16.35 lakh for medal-winning players, participating players, and coaches who participated in the 36th National Games.

The CAMPA’s efforts to increase green cover along with water augmentation in order to improve the quality of forests in Chhattisgarh have yielded positive results. The presence of water in the streams throughout the year has provided irrigation facilities to the local people, leading to an increase in agricultural and fishing activities. This development has improved the standard of living of the people. Farmers in forest areas, benefiting from the wide range of irrigation facilities available to them, have expanded their cultivation to include vegetables alongside Kharif and Rabi crops.
Under the guidance of Chief Minister Mr.Bhupesh Baghel, the ambitious ‘Narva Development Program’ of the state government in Chhattisgarh has successfully revived 6,395 canals located in forest areas. This initiative has resulted in a notable rise of 15 to 20 cm in the groundwater levels of the surrounding regions. Forest Minister, Mr.Mohammad Akbar, stated that the increased availability of water in the canals has expanded the area under irrigation in the forest areas. Additionally, the treated canals now provide year-round water sources for wild animals. Local residents have capitalised on the improved groundwater levels by engaging in fish farming in ponds and stop dams. Agriculture and fisheries have become promising avenues for livelihoods, providing the community with sustainable means of income.
The Forest Department has reported that in the Forest region, a total of 1,393 small and large canals have enabled farmers to irrigate their fields and cultivate Kharif and Rabi crops. Through the use of 664 irrigation pumps, farmers have successfully grown crops like paddy, maize, and peas, covering an area of 2,646.9 acres during the Kharif season. In the Rabi season, 953 farmers have utilised irrigation facilities to cultivate paddy, wheat, maize, mustard, gram, potato, tomato, and vegetables on 1,070.3 acres of land. Farmers in these areas are making use of canals, diesel pumps, electric pumps, and solar pumps to access irrigation facilities. Furthermore, 61 stop dams in forest areas and 526 ponds in villages are supporting fish farming activities, benefiting the local communities.

Chief Minister Mr.Bhupesh Baghel has initiated the Mukhyamantri Noni Sashaktikaran Sahayata Yojana, aiming to enhance the quality of life of labour families in the state. In the Mahasanmud district, a sum of Rs 5.42 crore has been disbursed into the bank accounts of 2,714 beneficiaries registered under the scheme. Each beneficiary (the daughter of a labourer) has received Rs. 20,000, which empowers them and fosters self-reliance.
Mr. Neelkanth Sahu, the father of Ms.Vikeshwari Sahu and Ms.Monika Sahu, hailing from Bhorig in the Mahasamund district, expressed his gratitude for the funds received by his daughters into their bank accounts. He will use the amount for his two daughters' college education. The elder daughter is currently pursuing a B.A., and the younger daughter has recently completed her 12th grade and has enrolled in college. The family is elated with the government's initiative and has extended their gratitude to the state government for implementing such a beneficial scheme.
Eligibility Criteria for Mukhyamantri Noni Sashaktikaran Sahayata Yojana
The Mukhyamantri Noni Sashaktikaran Sahayata Yojana offers dual benefits, both financial and social, to its beneficiaries. Apart from aiding education, employment, and self-employment, the scheme also provides substantial assistance for the marriage of daughters from labour families. Only workers registered with the Chhattisgarh Building and Other Construction Workers Welfare Board are eligible for this scheme. Interested individuals must register online on the official website of the Mukhyamantri Noni Sashaktikaran Sahayata Yojana, www.cglabour.nic.in, to take advantage of this scheme. Under this initiative, labourer families receive financial aid of Rs. 20,000 for the first two daughters, who are unmarried and aged between 18 and 21 years old.

The Mukhyamantri Noni Sashaktikaran Sahayata Yojana aims to address the economic and social vulnerabilities faced by labourer families. Often, the children, especially the daughters, are forced to discontinue their education due to these circumstances, leaving them susceptible to exploitation. To empower and financially support the daughters of labourer families for their education, employment, self-employment, and marriage, the state government has implemented the Mukhyamantri Noni Sashaktikaran Sahayata Yojana. Under this scheme, the first two daughters of eligible labourer families receive financial aid of Rs. 20,000 each in their bank accounts, promoting self-reliance and empowerment.

Chief Minister Mr.Bhupesh Baghel expressed concern over the delayed rains this year and expressed optimism that plentiful rainfall is expected soon, which will ensure the good cultivation of the crop. Understanding farmers' concerns, he affirmed the state government's unwavering support, emphasising that the state government stands alongside every farmer in the state. He directed the officials to undertake comprehensive preparations to address any contingencies. He further emphasised the importance of ensuring that farmers encounter no difficulties in their agricultural activities.
He distributed an amount of Rs 12.72 crore to beneficiaries of the Godhan NYAY Yojana during a program held at his residence office. Through Direct Benefit Transfer (DBT), he transferred Rs 4.79 crore for the purchase of 2.40 lakh quintals of cow dung from June 1 to June 15. This initiative aims to support cattle herders, villagers, farmers, and landless individuals through Gauthans. Additionally, Rs 4.67 crore was distributed to Gauthan committees, while women's SHGs received Rs 3.26 crore. Highlighting the significance of the 'Rath Yatra', the Chief Minister conveyed his greetings to the people of the state for the Rath Yatra and expressed his happiness at transferring the funds of the Godhan NYAY Yojana on this auspicious day.
Under the Godhan NYAY Yojana, the state government has distributed Rs. 488.67 crore to the beneficiaries till now. As of June 15, 2023, 121.04 lakh quintals of cow dung have been procured from Gauthans across the state, and the cow dung vendors have received an amount of Rs 242.07 crore. Additionally, Gauthan committees and women's SHGs have received Rs 231.53 crore till now.
Highlighting a positive trend, the Chief Minister stated that self-supporting Gauthans' involvement in cow dung procurement is steadily rising. Since the commencement of this scheme, the proportion of payments made by self-supporting Gauthans has consistently reached 60 to 70 percent. Self-supporting Gauthans have paid an amount of Rs 61.69 crore for the procurement of cow dung from their own funds. He distributed Rs 4.79 crore to cow dung vendors, to which the Agriculture Department contributed Rs 1.90 crore, while the self-supporting Gauthans contributed Rs 2.89 crore for the cow dung procurement.
Chief Minister highlights the positive trends observed in organic farming in the state
The Chief Minister shared his observation of the growing inclination among farmers towards organic farming in the state. The Godhan NYAY Yojana has played a significant role in fostering this trend. Women's SHGs in Gauthans produced over 35.06 lakh quintals of vermicompost from cow dung procured under the scheme. Out of this, farmers have utilised approximately 16.56 lakh quintals of vermicompost in their fields. Additionally, 6.34 lakh quintals of vermicompost are readily available in 7,300 Gauthans across the state. The supply of vermicompost to farmers will be consistently maintained, ensuring continued support for organic agricultural practises.

Chief Minister Mr. Bhupesh Baghel mentioned the region of Gaurela-Pendra-Marwahi in Chhattisgarh as the birthplace of journalism and literature, making it a sacred land for writers and journalists. This region holds historical significance as the birthplace of the first Hindi literature story in Chhattisgarh. The Chief Minister expressed his delight that Gaurela-Pendra-Marwahi became a new district during his tenure. He made these remarks during the 152nd birth anniversary celebrations of Pandit Madhav Rao Sapre, held at the GPM district headquarters on Monday. Various events were held at the Mahotsav, which included a lecture and a seminar organised in collaboration with Shrikant Verma Peeth Bilaspur and the district administration.
During the event, Chief Minister Mr. Bhupesh Baghel highlighted the rich history of Pendra City. He mentioned that the ‘Chhattisgarh Mitra’ newspaper was first published in 1900, marking the beginning of journalism in the region. It is also the birthplace of the first Hindi story in Chhattisgarh. He emphasised that journalism and literature have thrived in this area, making it a significant hub for creative endeavours. He further noted that the region's pleasant climate attracted Gurudev Rabindranath Tagore and his wife, who visited this region for health benefits. Under the current state government, the demands of the people in this region have been addressed. Additionally, six new districts, including Gaurela-Pendra-Marwahi, were established in the state in recent times. This expansion also led to the formation of 19 new subdivisions and 83 new tehsils. Most of the newly formed districts are inhabited by marginalised communities that have long been deprived of their rights and justice. The primary objective of establishing these new districts is to ensure equitable access to justice for these communities.
During the event, Chief Minister Mr.Bhupesh Baghel bestowed honours upon esteemed writers from various regions of the state and the country, presenting them with mementos. District In-charge and Revenue Minister Mr.Jaisingh Agrawal also highlighted the development works that have been carried out in the district under the Chief Minister's leadership. Through such gatherings, Chhattisgarh is gaining new recognition in the intellectual realm. Chief Minister Shri Bhupesh Baghel participated in the Sadguru Kabir Memorial Festival held at the Atal Bihari Vajpayee Auditorium of Dr. Ambedkar Memorial Hospital today. Shri Baghel said that he is delighted to see so many saints together in this program. Saint Kabir and his words reside in the hearts of people in Chhattisgarh. He announced the provision of Rs. 5 lakh each to Saint Kabir Ashrams that have not received the grant yet.
The Chief Minister said that the majority of the sages and saints of the world were born in India. Saints play a major role in our society as they offer solutions to the current problems plaguing it. Different saints have different views and opinions. If someone is physically ill, they visit a doctor or Hakim for treatment. However, when a person is suffering from the mind, then the solution is provided by the saints and gurus.
He added that when children grow up, the quest for happiness takes them from the 12th standard to college, job, family, and finally the crematorium. Even then, the person does not achieve happiness. In today's time, no one is happy, and everyone's life is a search for happiness. People today want good food, new clothes, and modern luxuries.
The Chief Minister also stated that we don't have Saint Kabir amongst us today, but those who take his message forward can walk on his path in the company of saints. We should inculcate the thoughts of saints in our lives to live happily. People look for happiness outside, but happiness resides within us.
The festival was organized by the Sadguru Kabir World Peace Mission, Chhattisgarh Saint Organization. Padma Shri Madan Singh Chauhan performed Bhajans at the festival. Former MLA Shri Gurmukh Singh Hora attended the festival as a guest. Saints from all over the country participated in the Saint Kabir Memorial Festival. Chief Minister Mr. Bhupesh Baghel graced the 6th convocation ceremony of Hidayatullah National Law University in Nava Raipur on Sunday. The prestigious event was held at the IIIT auditorium and was presided over by the Honourable Justice Mr. Aniruddha Bose, a distinguished Judge of the Supreme Court of India and the visitor of HNLU. The convocation was inaugurated by the Chancellor of HNLU and Chief Justice of the Chhattisgarh High Court, Mr. Ramesh Sinha. Additionally, two books were published, "Rights of Nature for Sustainable Development" and the "HNLU Journal of Law and Social Sciences," during the ceremony.
In a grand convocation ceremony, two exceptional students, Ms. Debmita Mandal and Ms. Shraddha Rajput, were conferred with the Doctor of Philosophy degree in the Faculty of HNLU. Along with them, 152 students successfully passed the Bachelor of Law course examination, while 55 students cleared the postgraduate examination. 36 gold medals were awarded to the students for their outstanding academic performances. Among the recipients were 13 undergraduate students and three postgraduate students who received medals in various categories, such as the Chancellor's Gold Medal, the University Gold Medal for Best Performing Girl Student, the Chhattisgarh State Bar Council Gold Medal, and several others.

Patwaris in Chhattisgarh have called off their strike and finally returned to work. Chief Minister Mr. Baghel has directed them to clear the backlog created due to the strike as soon as possible. After ending the strike on Thursday night, the office bearers of the Patwari Sangh met Chief Minister Mr. Bhupesh Baghel at his residence.
Chief Minister Mr. Bhupesh Baghel has given them strict instructions to promptly complete the pending works concerning students and youth. It is noteworthy that the government is offering a large number of job opportunities, for which the youngsters of the state are excited. Moving further in this direction, the Government of Chhattisgarh is creating new dimensions in the field of higher education as well. Considering these circumstances and on the special initiative of Chief Minister Mr. Bhupesh Baghel, the Patwaris have called off the strike.
Chief Minister Mr. Baghel has instructed the Patwaris to complete the work of public service on priority. Chief Minister has also directed the Chief Secretary to ensure completion of the tasks that were withheld due to the Patwaris' strike.
It is notable that the Patwari unions in the state were on an indefinite strike since May 15 for their various demands, which was causing major inconvenience to the common people of the state. On the other hand, Supreme Court's instructions on reservation has opened a way for recruitment on government posts in the state, and on the instructions of the Chief Minister, recruitment in all the departments of Chhattisgarh is being conducted on a large scale on motion mode. And Patwaris have an important role in issuing the documents required for the recruitment such as caste, income, and domicile certificates.
With Patwaris being on strike, students were facing difficulty in getting their necessary documents like caste, domicile and income certificates issued for the new academic session. The Forest Department has issued a warning to candidates about a misleading video circulating on social media regarding recruitment in their department. They assure participants that the selection process for the Forest Guard position is being carried out in a fair and transparent manner. After the physical test, candidates will undergo a written test administered by VYAPAM. The final selection list of forest guards will be based on the examination results.
Forest Minister Mr. Mohammad Akbar has directed the concerned officials to take strict action against the misleading news circulating on social media regarding Forest Guard recruitment. Following his instructions, the range officer of Forest Division Raipur has filed an FIR at Telibandha Police Station, Raipur in this regard. The Forest Department has urged candidates not to be influenced by misleading rumours or the agenda of anti-social elements. They have also encouraged individuals to report any such misleading information to the relevant police station promptly. A misleading video has been circulating on social media since June 15, 2023, in which Mangalam Services, operating in Shubham Corporate Complex, was demanding money in lieu of recruiting forest guards in the forest department.

After observing and perusing the development model of Chhattisgarh, farmers of Telangana lauded the farmer-friendly policies and schemes being implemented in Chhattisgarh. 500 farmers from different districts of Telangana state visited Durg and Rajnandgaon districts, where they had a closer look at the ground implementation of various pro-farmer schemes. After the tour, they shared their experiences with Chief Minister Mr. Bhupesh Baghel at his residence this morning. Representatives of the farmer delegation from Telangana welcomed and felicitated the Chief Minister of Chhattisgarh by adorning him with 'Gongdi' and presenting him a model of a bullock cart.
The delegation of farmers from Telangana visited Amlidih Gauthan of Dongargaon development block in Rajnandgaon district and Pulgaon Gauthan of Durg district. They interacted with the farmers, labourers and cow herders of Chhattisgarh and took detailed information about the schemes. Appreciating the sincere efforts of Chhattisgarh Government, representative of the Telangana farmer delegation Mr. Sharad Kumar said that Chhattisgarh Government, under the leadership of Chief Minister Mr. Bhupesh Baghel, has made Mahatma Gandhi's vision of Gram Swaraj a reality. Farmers here are flourishing due to the positive steps taken by the government, which includes better price for paddy, procurement of cow dung, promoting organic farming etc. Mr. Sharad Kumar said that this 'pro-farmer model' of 'Bhupesh Sarkar' should be implemented across the country. He further said that the farmer friendly schemes are not only strengthening the farmers but also providing better livelihood opportunities, and we have come here from Telangana to study this model.
Mr. M. Shiva Veer Reddy, a farmer from Telangana said that Chhattisgarh Government is taking significant steps for welfare of the farmers. Dung procurement scheme of Mr. Bhupesh Baghel is being talked about across the country. Mr. Swami said that I practice animal husbandry myself, and if the schemes like yours were being implemented in our state, I would have praticed it on even larger scale. Mr. Swami said that the schemes being run in Chhattisgarh in the interest of Gauthan, animal husbandry and farmers should be publicized in the entire country through the media so that farmers of other states may also learn about these innovations.
In his address to the program, Chief Minister Mr. Bhupesh Baghel said that our government is dedicated to bring joy and prosperity in the lives of farmers. He said that during the tenure of the previous government, only 12 lakh farmers used to sell paddy in primary cooperative societies, but today more than 23 lakh farmers are selling paddy in societies and money is getting deposited in their accounts immediately. Chief Minister said that so far more than 26 lakh farmers have been benefited from Rajiv Gandhi Kisan Nyay Yojana, MSP of Paddy in Chhattisgarh is the highest in the country, and input subsidy has been a game-changer in the field of agriculture. Chief Minister Mr. Baghel said that this year 107 lakh metric tons of paddy has been procured from 23.5 lakh farmers. Till date, we were procuring paddy from farmers at the rate of 15 quintals per acre, but now we will be procuring 20 quintals per acre paddy on the support price. Our government is procuring 67 types of minor forest produce. We have made systematic arrangements for value addition and sale of these forest produce based products through C Mart. Dung procurement scheme has opened a whole new dimension of livelihood opportunities for people here.
Chief Minister said that we have written a letter to the Prime Minister seeking permission to produce ethanol from paddy. Responding to the question regarding ongoing schemes for tribals in the state, the Chief Minister said that our government is sensitive towards the interests of tribals and forest dwellers. With the objective to bring prosperity in the lives of tribals, we are procuring minor forest produce at support price, conducting forest produce based livelihood activity and providing them the forest rights lease. Chief Minister Mr. Baghel said that individual forest right certificates have been given to 5 lakh farmers through 'Van Adhikar Patta Yojana', similarly community forest rights have been given to tribals and eligible beneficiaries on more than 18 lakh hectares of land. This also includes ensuring of forest resource rights. Chief Minister also gave detailed information about the loan waiver, the system of paddy procurement at support price, the Bijli Bill Half Yojana, the exemption of electricity to farmers on irrigation pumps up to 5 horse power, the scheme to give the status of agriculture to fisheries and lac cultivation.

Chief Secretary Mr. Amitabh Jain chaired a high-powered meeting at Mantralaya Mahanadi Bhawan and reviewed the progress of reimbursement and loan proposals for the Rural Infrastructure Development Fund (RIDF) under NABARD. The meeting focused on approving loan and reimbursement claims for the fiscal year 2022–23, as well as setting targets for loan proposals and reimbursement for the upcoming fiscal year 2023–24.
During the meeting, the sanctioned loan projects under various departments of the state government, such as agriculture, irrigation, public health engineering, public works, and food, were comprehensively reviewed. Urgent action was emphasised for the pending loan proposals under the RIDF facilitated by NABARD. The meeting, conducted via video conferencing, was attended by key officials from NABARD as well as officials from the Finance Department, Public Health Engineering Department, and Public Works Department. The Secretary of Finance Department, Mr. Ankit Anand, the Secretary of Public Health Engineering Department, Dr. S. Bharathidasan, and the Secretary of Public Works Department, Mr. Bhuvanesh Yadav, were present during the meeting.

This is a story about the women of a self-help group associated with Gauthan operated under Gram Panchayat Ilmidi. These women are paving their way to self-reliance by engaging in economic activities conducted in the state-run Gauthan. They have earned a net profit of nearly Rs 1.7 lakh from the sale of vermicompost. Additionally, these women are involved in other income-generating activities including fish and poultry farming, rearing earthworms, and commercial vegetable cultivation in the Gauthan, which provides them with a steady income.
Vijaya Poonem, the president of the Gauri Self-Help Group, said "Apart from earning a good income from vermicompost, they have also generated Rs 6000 from the sale of earthworms, Rs 4000 from fish farming, Rs 2000 from egg production, and more than Rs 1000 from selling vegetables. By engaging in these works, we women are extremely happy, hopeful, and becoming financially independent."
