63.86 lakh metric tonnes of paddy has been procured in the state, nearly Rs.13,283 crore paid to 15.93 lakh farmers

The amount of paddy procured at support price from farmers of the state is increasing constantly towards the estimated target of 110 lakh metric tonnes. Till now, 63.86 lakh metric tonnes of paddy have been procured, in lieu of which Rs.13,283 crore has been paid to 15.93 lakh farmers of the state under the bank linking system. Since November 1 against the paddy procurement target, more than 69 percent of paddy has been procured.
It is noteworthy that due to the ease in the selling process of paddy and the better arrangement and availability of gunny bags for the lifting of paddy by the millers, paddy procurement and custom milling are being done flawlessly. Till now DO has been issued for the lifting of 47.95 lakh metric tonnes of paddy, in lieu of which 38 lakh 55 thousand metric tonnes of paddy has been lifted by the millers.
Food Department Secretary Mr. Topeshwar Verma said that this year 25.92 lakh farmers have been registered in the state and about 2.26 lakh are newly registered farmers. 2600 procurement centers have been set up for paddy procurement in the state. Normal paddy is being procured at the rate of Rs.2040 per quintal and grade-A paddy is being procured at Rs.2060 per quintal. A strict vigil is also being kept on the system of paddy procurement in the state. Goods carriers are being inspected at check posts to prevent illegal transportation of paddy from border states.
Today, as of December 21, 2 lakh metric tonnes of paddy have been purchased from 58 thousand farmers in the state, apart from this, more than 74 thousand tonnes of paddy have also been purchased from the farmers through tokens obtained online. 15,137 tokens have been issued online through the 'Token Tuhar Haath' app and 71,290 tokens have been issued by other means for paddy procurement.

Under the CAMPA scheme in Chhattisgarh, extensive work will be done to increase the overall productivity of forest areas, along with proper wildlife management and maintaining ground water conservation in forest areas. In the meeting chaired by Chief Secretary Mr. Amitabh Jain at Mantralaya here today, proposals worth Rs. 544 crore 39 lakh were approved in the Annual Action Plan of CAMPA for the year 2023-24.
In the steering committee meeting of CAMPA, Chief Secretary Shri Jain reviewed the progress of CAMPA's works in great detail. Officials informed that under the annual action plan of CAMPA for the year 2023-24, the work related to increasing the productivity of forest areas, compensatory tree plantation, restoration of bamboo forests, wildlife management and increasing groundwater conservation in the forest area are some extensive development works that will be done on a priority basis. In today's meeting, it was recommended to extend the tenure of the members of the CAMPA Steering Committee and Implementation Committee for one year. PCCF, Shri Sanjay Shukla was also present in the meeting today.
Officials said that along with compensatory afforestation from the ‘CAMPA mad’, various forest development works like, silviculture work, protection of forests, development of pastures for improvement of the habitat of wild animals, development and protection of fruit plantations and water sources in the forest area is being done to increase productivity of the forest area. And especially, ground water conservation work is being done to conserve water and maintain the ground water level in forest areas as well. Along with this, tree plantation and water catchment area development works are being done on the banks of the rivers to keep the nature of important rivers of the state intact.
Similarly, , forest roads are being constructed and upgraded to facilitate the movement in forest areas. Construction of buildings for the front line staff of the Forest Department and necessary facilities are being developed in the forest colonies. From the year 2019-20 to the year 2022-23 , work has been done under CAMPA in 27 thousand 308 hectare area. For the implementation of CAMPA works, a proposal of Rs 779 crore 37 lakh was sent to the Government of India under the second supplement in the year 2022-23, against which a budget of Rs 300 crore has been approved.
Under the habitat development of wild animals, in addition to the development of water sources from the Campa head, the work of pasture development has been done in a 4889-hectare area and fruit tree plantation work has been done in 582 hectares,. Apart from providing fodder to the wild animals through pasture development work in the forest areas, fodder will be made available to the nearby herds.

Chief Minister Mr Bhupesh Baghel has unveiled a major gift for the students of the Scheduled Castes and OBC sections. Mr. Baghel has announced the opening of new Prayas Schools in all the regional headquarters of the state. Moreover, separate hostels will be established for these sections. In addition, an e-library will be established at the cost of Rs 50 lakh at the Post-Matric Boys'Hostel, Pension Bada in capital city Raipur by Municipal Corporation Raipur.
In his address to the Guru Ghasidas Jayanti program organized at Government Model Post-Matric Schedule Caste Boys Hostel in Pension Bada, Chief Minister Mr Bhupesh Baghel said that Guru Ghasidas ji was a saint who gave the message of 'Mankhe Mankhe Ek Samaan' for upliftment of the society. Besides, he also gave the message of equality, harmony, unity and love to eradicate the social evils prevalent at that time. He added that Guru Ghasidas ji was the only sain who gave discourses in Chhattisgarhi.
Chief Minister said that it doesn't matter where a person comes from, or to which religion or community a person belongs. It is the quality education and the moral values that enhances personality of a person and helps in achieving success in life. Chhattisgarh Government is making consistent efforts to provide quality education to children. He said that we have reopened 260 schools in Bastar. 279 Swami Atmanand Schools have been opened to provide quality English medium education to children. Our Government has started recruitment of teachers on the largest scale after 1998. He sanctioned Rs 1000 crore for renovation of the buildings of schools, hostels, and ashrams. He also mentioned about Rajiv Gandhi Gramin Bhumihin Krishi Mazdoor Nyay Yojana of Chhattisgarh Government.
The program was also addressed by Urban Body and Labour Minister Dr Shiv Daharia and Parliamentary Secretary Mr. Chandradev Rai. On the occasion, Mayor Raipur Municipal Corporation Mr Ejaz Dhebar, Speaker Pramod Dubey and a large number of students were present.

In recognition of the completion of four years of government in Chhattisgarh under the leadership of Chief Minister Mr. Bhupesh Baghel, December 17 will be observed as Chhattisgarh Gaurav Divas. The Chief Minister will also address the public on this day. On the day of Gaurav Divas, programs will be organized in Gauthans, cooperative society complexes, paddy purchase centers, Tendupatta collection centers, office sites of forest produce management committees, haat-bazaars, wards of urban bodies of all the districts. In these programs, people will be given information about the achievements and will also get information about the public welfare schemes and programs of the Chhattisgarh government in the last four years.
At a video conference held today at Mantralaya Mahanadi Bhawan, Chief Secretary Shri Amitabh Jain briefed the Divisional Commissioners, Collectors, District Panchayat Chief Executive Officers, Forest Divisional Officers, and senior officials involved with these activities about the Gaurav Diwas and provided the required guidance in this regard. On Gaurav Diwas, events will be held starting at 11 am in all Gauthans, Tendupatta collection centers, and in urban area wards, starting at 3 pm in the areas of the Primary Cooperative Society and paddy purchase centers.
Participants of the program that will be held in Gauthan will include the chairman and members of the Gauthan committee, farmers from the village, landless workers, people's representatives, members of local bodies, members of the Rajiv Yuva Mitan Club, and local residents. Public representatives and local citizens will participate in the program organized at the ward level in urban areas. Gaurav Divas will also be organized in tendu Patta collection centers and in village markets in forest areas. On the day of the Gaurav Divas in Tendupatta collection centers, information about the achievements of the government will be given in Haat Bazars along with information about the schemes being run for the farmers and laborers. Similarly, by inviting farmers to primary cooperative societies and paddy purchase centers, they will be given information about major agricultural schemes of the government such as the Byaj Mukt Rin Yojana, Rajiv Gandhi Kisan Nyay Yojana, etc.

The 35th conference of Kisan Sabha in Thrissur from 13th, 6 delegates from Chhattisgarh, strategy will be made to intensify the struggle against anti -farmer policies

Raipur. The 35th National Conference of the All India Kisan Sabha is being held in Thrissur (Kerala) from 13–16 December, in which more than 800 delegates from all over the country will participate. In this conference, a plan will be made to develop nationwide struggle and expand the organization against anti -farmer, anti -agricultural policies of the Center and the states. 6 representatives of Chhattisgarh Kisan Sabha will participate in this national conference.
This information was given by Sanjay Parate, president of Chhattisgarh Kisan Sabha, in a release. He said that this conference of Kisan Sabha is held in the background of one and a half years of nationwide joint struggle against the three anti -agricultural laws of the Central Government and the martyrdom of more than 750 Annadatas in this struggle, the central government is forced to withdraw these anti -farmer laws. If these agricultural laws were implemented, the country's cultivation would have gone in the hand of corporate companies. The Kisan Sabha had an important contribution in this unprecedented victory to the Kisan community in the struggle against anti -people policies being implemented by the central government. Due to this nationwide struggle, the basic issues of farmers have come to the center of the country's politics.
He said that despite this victory, the movement is going on all over the country on the basic issues like land for agriculture and housing for poor farmers and landless, to liberate them from debt-trap, increase public expenditure for farming, to make laws to declare the minimum support price of one and a half times more the gross production cost, subsidy in fertilizer - Seed -Power -Water - pesticides etc., universal public distribution system, employment of 200 days in MNREGA and giving wages of Rs 600, effective implementation of forest rights and PESA law and not snatching farmers land in the name of development. In this conference of Kisan Sabha, a strategy will be made to strengthen the nationwide movement with the help of labor organizations on these issues. Along with this, there will be a demand to withdraw the Labor Code which goes against the working class.
The Kisan Sabha leader said that in this conference a plan will also be finalised to implement the slogan of "Kisan Sabha in every village and every farmer in Kisan Sabha", so that the membership of Kisan Sabha can be brought to three crore in the next five years. At present, the membership of the All India Kisan Sabha is Rs 1.5 crore. Efforts are on to create its active units in all the districts and tehsils of the country to strengthen the organization.
He informed that Rakesh Tikait and other leaders of the Sanyukt Kisan Morcha will also address the AIKS conference. All the "Amar Shaheed Kisan Jyoti Yatras", organised to spread the message of the conference to the farmer community, will reach Thrissur by December 12 tomorrow. Chhattisgarh Kisan Sabha general secretary Rishi Gupta (Surguja), Prashant Jha and Jawahar Singh Kanwar (Korba), Kapil Paikra (Surajpur) and Bifan Nagesia (Balrampur) have reached Trishur to attend this national conference. The conference will concluded on 16th December by a massive kisan rally.

62 more health and wellness centers have been operationalized in the state till December than the set target

Today,Chhattisgarh was honored by the Union Ministry of Health and Family Welfare for achieving 100 percent target of making health and wellness centers functional before the deadline. Union Health Minister Dr. Mansukh Mandaviya and Uttar Pradesh Chief Minister Yogi Adityanath presented the certificate to Chhattisgarh for this achievement in a program organized in Varanasi on Universal Health Coverage Day. Chhattisgarh has functionalized more centers than the target set for the operation of health and wellness centers till December-2022. Chhattisgarh had got a target to upgrade a total of 4825 Primary Health Centers, Sub Health Centers and Urban Health Centers and operate them as Health and Wellness Centers. At present, 62 more than this target i.e. 4887 centers are being operated in the state.
Chief Minister Mr. Bhupesh Baghel and Health Minister Mr. T.S. Singhdev has congratulated the Health Department and National Health Mission, Chhattisgarh for this commendable work and achievement. While patting the back of the departmental team engaged in this, he expressed hope that soon all the selected health centers in the state would be upgraded as Health and Wellness Centers. Pre-natal care and delivery, newborn child health and immunization, family planning and reproductive health, national health program, and communicable and non-communicable disease screening and health management, mental health screening and management, common diseases, Out Patient Care and Management, Eye-Nose-Ear-Throat General Care, Oral Health Care, Geriatric Health Care Services and Emergency Medical Services are being provided in every health and wellness centres.
Yoga and wellness activities are also being conducted through these centers to make people aware of their health and well being. To provide universal primary health care and better health services to the people of the state, numerous Community Health Officers (CHOs) have been appointed in the Sub Health Center Health and Wellness Centers.
Chhattisgarh Regional Science Center attracts a huge crowd of visitors

Thousands of people thronged into the Chhattisgarh Regional Science Center Raipur on December 10. Students from the Kawardha district also visited the centre. The single day visitor figure crossed 1000. In the last 10 days of December, more than 2000 students from 23 schools visited the centre. Students of Prayas and Eklavya schools belonging to different tribes visited the centre. Students belonging to the special backward tribe of Pahadi Korwa also visited the Chhattisgarh Regional Science Center situated in Raipur.
Chhattisgarh Regional Science Center has activities like a 3-D show and a Planetarium show which attract many visitors specially the students. The centre also showcases a 3D film based on NASA and a planetarium show with a night sky also attracts many visitors. There is also a huge green science park and a science exhibition which showcases the science models at the centre. Along with this, Science Quiz held at the Science Center on every Saturday has also attracted students coming from different schools.
On the occasion of celebrating December 10 as International Human Rights Day, an awareness lecture was also provided to the students from different schools by Scientist and Engineer Dr. Shirish Kumar Singh, and Scientist Mr. Amit Kumar Meshram. The lecture focused on the relationship between human rights and science and analyze the ways of research in the science field that can protect the rights of the public as expressed by the International Covenant on Economic and Cultural Rights (ICESCR). At the same time, scientific information and products should be accessible to the public. During the lecture, Scientific Officer Mrs. Pragya Kadam, Mr. Varun Kumar Mishra, Ms. Tarini Verma, Ms. Shreya Mishra, along with other officers were also present.

Raipur, 10 December 2022/ Chief Minister Shri Bhupesh Baghel has expressed deep grief over the death of a couple after a bike fell from the under-construction over bridge in Kumhari.
Expressing his deep condolences to the bereaved family members, the Chief Minister has directed the district administration to provide better treatment facilities to the girl child injured in the accident. The Chief Minister has given instructions to the officials concerned to take immediate punitive measures against those responsible for this incident.
Along with this, the Chief Minister has directed the district administration officials to ensure all security measures including barricading in the under-construction overbridge so that such incidents do not occur in future. Shri Baghel has prayed to God for the peace of the deceased souls and for providing strength to the family members to bear the loss.

Mukhyamantri Dai-Didi Clinic: Over 1.32 lakh women received free medical care.

Through the Mukhyamtri Dai-Didi Mobile Clinics, around 1776 camps have been organised so far in the state. Through Dai-didi clinic camps held close to their homes, 1 lakh 32 thousand 888 women and girls who reside in slums in the Raipur, Bilaspur, and Bhilai Municipal Corporation regions have received treatment.
It should be noted that the Chhattisgarh government's Urban Administration and Development Department oversees the Mukhyamantri Dai-Didi Clinic Yojana. Under the scheme, a team of women doctors and women staff arrive in the vehicle of Dai-Didi Clinic's mobile medical unit and treat needy women and girls for various diseases free of cost. Lab tests of 24 thousand 146 women were done by these mobile medical units and free medicines were given to 1 lakh 27 thousand 99 women. As a result, these hard-working, poor-slum-dwelling women who previously were unable to receive treatment due to time constraints or a variety of other factors are now able to do so close to their homes with the assistance of female doctors and medical personnel.
Kisan Sabha demanded recognition of 'Kisan' and 'Lohar' tribes, said: Assembly should pass the resolution
Raipur. The Chhattisgarh Kisan Sabha and Adivasi Ekta Mahasabha have demanded recognition of Scheduled Tribes for the people of 'Kisan' and 'Lohar' tribes living in Surguja and Balrampur districts as Nagesia and Agaria tribes. In this regard, a memorandum in the name of the President was submitted to the District Collector, Surguja today.
In a statement issued today, Chhattisgarh Kisan Sabha President Sanjay Parate and General Secretary of Adivasi Ekta Mahasabha Balsingh said that at present the majority of kisan and lohar tribes reside in these two districts, which are actually Nagesia and Agaria tribes. Their population at present is about three lakhs. There has been a continuous movement here demanding the status of Nagesia tribe to the 'kisan’ tribals. Therefore, 'kisan' should be associated with Ngesia tribe and 'lohar' with Agaria, so that these tribes can get the benefit of reservation and it can be saved from the loot of land by non-tribals.
It is noteworthy that in this session of Parliament, the Constitution (Scheduled Tribes) Order (Fifth) Amendment Bill, 2022 is being brought by the Central Government, in which it has been proposed to recognize 42 tribal communities of Chhattisgarh as Scheduled Tribes. Due to minor discrepancies including spelling errors, these communities of tribals have been deprived of the recognition of Scheduled Tribes till date. An attempt has been made to remove these loopholes in the proposed bill.
Kisan Sabha and Adivasi Ekta Mahasabha have welcomed the bill and demanded that justice should also be done which are known as 'Kisan' and 'Lohar' in Nagesia and Agariya tribes and in the amendment bill, 'Kisan' and 'Lohar' should also be added. They have said that the people of this community are deprived of the recognition of the tribe due to the land settlemen records, in which they are registered as 'kisan' and 'lohar'
They said that the kisan have Roti–Beti relations with the people of Nagesia tribe and their kinship extends to Jashpur and Raigarh districts of Chhattisgarh state as well as Jharkhand and Odisha states. In Jharkhand and Odisha, the kisan tribe has been recognized years ago by equating 'Kisan' with 'Nagesia', while in Chhattisgarh the discrepancy continues and the BJP, which ruled the state for 15 years, is clearly responsible for this.
Kisan Sabha and Adivasi Ekta Mahasabha have appealed to all the BJP MPs representing this state to take the necessary steps to include 'Kisan' and 'Lohar' tribes in the amendment bill to remove the injustice done to 'Kisan' and 'Lohar' tribals. They have also urged the Congress government in the state to pass a resolution in this regard in the assembly.

Chief Minister Mr. Bhupesh Baghel said that Gauthans procuring dung with their own capital is a major sign of success for Godhan Nyay Yojana. More than half of the Gauthans in the rural areas of the state are procuring cow dung from their own resources, and do not need the funds from state government any more. Out of the Rs 4.62 crore paid to the cow dung vendors today, Rs 2.88 crore has been paid by 4270 self-supporting Gauthans and Rs 1.74 crore has been paid by the Agriculture Department. In the last fortnight, self-supporting Gauthans of the state have paid more amount against dung procurement than the Agriculture Department. So far, the self-supporting Gauthans of the state have procured dung worth Rs 29.61 crore from their own resources.
Chief Minister Mr. Baghel was addressing the virtual program organized at his residence office today for the transfer of funds to the beneficiaries of Godhan Nyaya Yojana. Chief Minister made an online payment of Rs 7 crore 83 lakh to the beneficiaries in the programme, for the cow dung procured from cattle rearers, villagers, farmers and landless people in Gauthans between November 16 and November 30. In lieu of cow dung, an amount of Rs 4 crore 62 lakh was transferred online to the accounts of dung vendors, Rs 1.28 crore was transferred to Gauthan committees and Rs 1.93 crore was transferred as dividend to the accounts of women groups. Agriculture Minister Mr. Ravindra Choubey, Advisor to Chief Minister Mr. Pradeep Sharma, Chief Secretary Mr. Amitabh Jain, Agriculture Production Commissioner Dr. Kamalpreet Singh, Managing Director of Godhan Nyay Mission Dr. Ayyaz Tamboli, Mission Director of State Rural Livelihood Mission Mr. Avnish Sharan, Mr. Gaurav Kumar Singh, Joint Secretary, Panchayat and Rural Development Department was also present.

Make a belller machine available to each of the Gauthans
On this occasion, Chief Minister said that the youth and women of the state are playing an important role in realizing the vision of 'Gadhbo Nava Chhattisgarh'. Youth and women are being included in the activities of Rural Industrial Parks, to provide them a good source of employment and income. Mr. Baghel said that the farmers should be encouraged to donate hay, as the arrangement of water and fodder in gauthans will prevent the cattle from roaming on the farms and roads. He instructed the officers to make belller machine available in gauthans for preparing para bundles. Chief Minister further said that the high on demand products should be prepared in Rural Industrial Park on a priority basis.
In this context, Chief Minister shared that during the Bhent-Mulaqat visit to Rajim assembly constituency, a woman told him that she has earned Rs 4 lakh by printing in sacks used for vermi compost. Mr. Baghel said that youth and women should be trained to prepare good products. He said that in the near future, Rural Industrial Park will become a strong foundation of our rural economy. Chief Minister said that the amount paid in lieu of cow dung is continuously increasing. People are taking care of cows, understanding the importance of cow dung and vermi compost. During the Bhent-Mulaqat visit, some Gothan committees had demanded construction of a shed so that they may conduct economic activities from their own funds.
Agriculture Minister Mr. Ravindra Choubey said that so far 11 thousand 252 Gauthans have been approved in the state, and construction of 9 thousand 619 of these Gauthans have been built. And 8440 of these Gauthans have been built in rural areas. Moreover, 4270 of these Gauthans have become self-supporting. The production and distribution of vermi compost is being done with the coordination of various departments. Soon, the production of vermi compost will be started on a large scale in Chhattisgarh. He said that RIPA's activities will be further expanded with the participation of youth.
Managing Director of Godhan Nyay Mission, Dr. Ayyaz Tamboli said that since the introduction of Godhan Nyay Yojana, Rs 188.45 crore has ben paid in lieu of dung procurement, and Gothan Committees and Women Self Help Groups have been paid an amount of Rs 170.05 crore as dividend. He informed that till now 19.82 lakh quintals of vermi compost has been produced in the gauthans and 16.24 lakh quintals of the vermi compost produced has been sold. Dr. Tamboli informed that so far 2.25 lakh quintals of hay has been received as donation in the gauthans.

Chief Minister Shri Bhupesh Baghel on Thursday attended the swearing-in ceremony of the Leather Craftsmen Development Board at his residence office here. The Chief Minister congratulated and extended his best wishes to the newly appointed Board Chairman Shri Tarun Bijor and members Shri Khilwan Baghel, Smt. Sarojini Ratre, and Shri Tulsi Daudiya for their new responsibilities.
“I hope that the chairman of the board and all the members will discharge their duties with utmost dedication and participate in the progress of the state”, said the Chief Minister. Agriculture Minister Shri Ravindra Choubey, State Scheduled Caste President Shri KP Khande, and Vice President Smt. Padma Manhar were also present on the occasion.

Addressing the gathering on occasion, the Chief Minister said that leather has been important since the beginning of human civilization. Earlier people used to wear shoes and slippers made of leather. Gradually, the race for development affected the leather business and the use of leather decreased. Leather was replaced by other materials for the manufacture of shoes and slippers.
Chief Minister said that after the formation of our government, we did the work of preserving conventional businesses. One such step is setting up Gauthans across the state. Besides, in a bid to give a better market to the products made under conventional business setup, an arrangement for better packaging and branding of the products was made. C-Marts have been started in cities on the lines of modern showrooms for the sale of these products. Along with this, Rural Industrial Park has been established and a budget provision of Rs 600 crore has been made for its development. This will give a boost to our traditional businesses and increase business opportunities in the rural areas. Other representatives of the community were also present on the occasion.

Chhattisgarh Government has started a new facility to provide necessary facilities to the elderly, differently-abled and people belonging to the third gender community in case of emergency. Through this facility started as per the announcement of the Chief Minister assistance will be given for medical aid, pension and to resolve problems related to government schemes.
Women and Child Development Minister Smt. Anila Bhediya and Urban Administration Minister Dr Shiv Kumar Dahariya on Sunday formally inaugurated this new facility being operated by the Social Welfare Department.
In a programme organized on the occasion of International Day of Disabled Persons, Women Child Development and Social Welfare Minister Smt. Anila Bhediya said that on the approval of Chief Minister Shri Baghel, rehabilitation equipment including motorized tricycles will be distributed to about 10,000 divyangs every year. Similarly, skill upgradation training will be given to 15,000 divyangs according to their interest to connect them with employment. Under this, an action plan has been chalked out to provide skill upgradation training to 5,000 visually impaired, hearing, speech and orthopedically impaired people.
It is worth mentioning that Chief Minister Shri Bhupesh Baghel announced to start the facility of helpline number 155326 and toll-free number- 1800-233-8989 for the elderly, differently-abled and third-gender community on State Foundation Day. This facility was being operated on an experimental basis by the Social Welfare Department. Now, it has been duly launched on the occasion of the International Day of Disabled Persons. Mahtari Express-102, Medical Helpline 104 and number 112 issued for emergency services have also been linked with this new facility.
Meanwhile, till now there was no effective system in the state to help such elderly people who are staying alone and whose children have moved outside the state to work. Keeping this in view, on October 01, on the occasion of International Day of Older Persons, Chief Minister Shri Baghel announced to start 'Sian helpline' for the elderly in Chhattisgarh from November 1 i.e. State Foundation Day. Chief Minister Shri Baghel has said that it is our moral responsibility to take proper care of the elderly who give an important contribution to nation-building. The state government is committed to provide all possible help to the elderly.
Social Welfare Department officials said that the trial of the new helpline facility was going on since November 01. Everyday senior citizen and divyangs are getting information related to pension and departmental schemes. Besides, TG community people are seeking information about the employment and benefits being given to them by the state government. Several schemes and programmes are being run by the Social Welfare Department for the welfare and rehabilitation of senior citizens, Divyangs and people of the TG community. Through the helpline and toll-free number, along with getting information about departmental schemes, people concerned can avail many emergency services including counselling, complaint, and redressal of pension payments.

Chhattisgarh continues to be the state with the lowest unemployment rate in the country with an unemployment rate of 0.1 per cent recorded in November. In the last 4 years, the Chhattisgarh government has undertaken several meaningful initiatives and formulated new policies to generate new employment opportunities and balance the urban-rural economy. Works being done under the leadership of Chief Minister Shri Bhupesh Baghel have resulted in making Chhattisgarh a leading state in terms of lowest unemployment rate.
Significantly, according to the data released by CMIE in May-August in the year 2018, the unemployment rate in Chhattisgarh stood at 3.22 per cent. A significant decline has been recorded with the effective implementation of the welfare schemes of the state government. Nearly 99.90 per cent people of Chhattisgarh state are earning livelihood by indulging in some or the other employment generating activities. The unemployment rate in the state of Chhattisgarh in November is at its lowest level so far at 0.1 per cent. Chhattisgarh tops other states of the country in terms of lowest unemployment rate.
According to the latest data released by the Center for Monitoring Indian Economy (CMIE) on December 1, the unemployment rate in Chhattisgarh has been recorded at 0.1 per cent in the month of November, while the unemployment rate in the country in the month of November stood at 8.2 per cent. The unemployment rate in the country's urban areas was 9.0 per cent and in rural areas was 7.8 per cent in the month of November.
Meanwhile, after Chhattisgar, Uttarakhand has recorded the second lowest unemployment rate of 1.2 per cent in the same period followed by Odisha with an unemployment rate of 1.6 per cent. Similarly, the unemployment rate of Madhya Pradesh stood at 6.2 per cent and that of Gujarat at 2.5 per cent. Haryana has recorded the highest unemployment rate of 30.6 per cent while the unemployment rate of Jammu and Kashmir stood at 23.9 per cent.
Why Chhattisgarh has lowest unemployment rate in India
Soon after coming to power 4 years ago, the Chhattisgarh government, under the leadership of Chief Minister Shri Bhupesh Baghel, adopted its new model of development with a goal of holistic development of the state. Innovations were made in the direction of strengthening the rural economy following Mahatma Gandhi's concept of 'Gram Swaraj'. In this, the Narva-Garuva-Ghurva-Badi programme started under the Suraji Gaon Yojana played an important role, on the other hand, under the Godhan Nyaya Yojana, Gauthans were developed as Rural Industrial Parks, which has helped to boost employment at local level. The number of minor forest produce procured at support price has been increased from 7 to 65. Besides, arrangements for its processing and value addition have also been done to provide employment to people in forest areas.
Similarly, C-marts have been started for sale of products manufactured by women self-help groups. Rajiv Gandhi Kisan Nyay Yojana has brought economic prosperity to the farmers and drew their inclination towards agriculture. Cultivated area and production increased in the state. Under the Rajiv Gandhi Gramin Bhoomiheen Krishi Mazdoor Yojana, the people associated with the Pauni-Pasari system got financial assistance. A new industrial policy was implemented in the state, in which provisions for subsidy were made in many categories and in different sectors. Due to this, entrepreneurship development got a boost in the state.

On the occasion of International Day of Persons with Disabilities on December 3,an event was organized by the Social Welfare Department under the chairmanship of Urban Administration and Development Minister Dr. Shivkumar Dahria, Chief Hospitality and Social Welfare Minister Mrs. Anila Bhendia at Jora Ground in the capital Raipur.
In this cermenony,Divyangjans were given state level awards in 8 different categories for excellent work and 20 Divyangjans were provided state-of-the-art artificial bionic hands, and artificial legs free of cost. Durg district was awarded the State Level Award 2022 in the best district category for its excellent work for the welfare of the divyangjans. Durg Collector Shri Pushpendra Meena received a shield, certificate and citation in the ceremony. The guests also inaugurated the helpline center for the elderly, disabled and transgender community. After which,the interim data collection booklet of the door-to-door survey of Divyangjans was released. On this occasion, Parliamentary Secretary Mrs. Ambika Singhdeo, Chairman of Chhattisgarh Yoga Commission Mr. Gyanesh Sharma, Raipur Mayor Mr. Aijaz Dhebar, District Panchayat President Mrs. Domeshwari Verma, Secretary of Social Welfare Department Mr. Bhuvnesh Yadav, Director Mr. Ramesh Kumar Verma and departmental officers along with employees Divyangjan and their relatives were present.

Urban Administration Minister Dr. Dahria said that we need to look into different and new ways to deal with the challenges of disability. Empowerment of Divyang is being encouraged by the state government. He further said that by economically strengthening the divyangjans,great progressive work of development can be done for them.
Social Welfare Minister Smt. Bhendia said that the state government stands with every disabled person in their happiness and sorrow. Under the guidance of Chief Minister Mr. Bhupesh Baghel, many works are being done for the disabled,in Chhattisgarh, 7 percent reservation has been given in jobs for the disabled. Along with this, a large number of Divyangs have also been placed in jobs in the state, which has also been appreciated by the Centre.
On this occasion, the guests also observed the paintings, artistic items and decorative items prepared by the differently-abled children. They also presented a colorful program. Dr. Pasha Guruji's team from Bangalore presented a classical dance performance on a wheelchair. The special thing about this dance is that its dancers were deaf, but they gave an mesmerizing presentation on the tune of the music.
Every year on the occasion of International Day of Persons with Disabilities, the organization and district and the best Divyang employees doing excellent work in the field of Divyangjan are honored with state level awards. This year, Mr. Kamlesh Kumar Sahu of Janjgir-Champa district, Mr. Rajkumar Verma of Bilaspur district in hearing impaired category, Mr. Ramkumar Sonkar of Bemetara district in orthopedically impaired category were awarded to the best disabled employee. For the best voluntary organization, Fortune Foundation Pretendih of Mahasamund district was awarded in the visually impaired category, Pragya Karna Deaf School and Hostel in Raipur district was awarded for the hearing impaired category, Greenbook Education and Environment Welfare Society of Kanker district in the orthopedically impaired category /Ankur Sanstha of Korba district was awarded the State Level Award for Divyangjan in the category of Handicapped Home for people with cerebral palsy.

Remembering the achievements of Major Dhyan Chand and his invaluable contribution to the field of sports, Mr. Baghel said that India won three gold medals in the Olympic Games during the era of Major Dhyan Chand. Major Dhyan Chand's dedication towards sports and patriotism is an inspiration to all of us. He has been awarded the country's most prestigious award Padma Bhushan by the Government of India. His birthday is celebrated as National Sports Day in India. Chief Minister said that Major Dhyanchand has become the identity of hockey in India with his talent and dedication, love and discipline towards hockey.

In today's session of Chhattisgarh Legislative Assembly, the second supplementary budget of Rs 4 thousand 337 crore 75 lakh 93 thousand 832 for the financial year 2022-23 was passed by voice vote. The main budget for the year 2022-23 is one lakh 4 thousand crore rupees. Including the first and second supplementary, now the size of the state budget has increased to Rs one lakh 11 thousand 242 crore. Under the second supplementary budget, out of the total expenditure of Rs 4 thousand 338 crore, revenue expenditure has been kept at Rs 3 thousand 749 crore and capital expenditure at Rs 589 crore.
Speaking on the occasion, Chief Minister Mr. Bhupesh Baghel said that the state's economic status has significantly strengthened as a result of the better financial management and strict financial discipline. Till the month of October this year, the state had a revenue surplus of Rs 898 crore. The revenue receipts of the state are more than 18 percent as compared to the Centre. The income and purchasing power of the farmers, laborers and women of the state have significantly improved as a result of the financial aids and public welfare schemes of the state government. He said that in the first eight months of the current financial year (from April to November), we have not taken any loan from the market, whereas till November, capital expenditure of more than Rs 6 thousand crores was done from the resources of the state.
Chief Minister said that in the budget of the year 2022-23, the revenue receipts of the state are estimated at Rs 44 thousand 500 crores, against which Rs 25 thousand 228 crores have been received till the month of October and there is a possibility of the revenue increasing further. He said that Rs 44 thousand 573 crore revenue receipts are estimated from the center, against which only Rs 21 thousand 332 crore has been received till the month of October. This shows that the revenue receipts of the state are more than 18 percent in comparison to the center. Chief Minister said that with the better financial management and strict financial discipline, we were successful in maintaining a revenue surplus of Rs 4 thousand 642 crores in the last year 2021-22. Till the month of October this year, there was a revenue surplus of Rs 898 crore.
While presenting the budget, Chief Minister said that a provision of Rs 950 crore has been made for Rajiv Gandhi Kisan Nyay Yojana, Rs 129 crore for Rajiv Gandhi Gramin Bhoomihin Krishi Mazdoor Nyay Yojana in the second supplementary year 2022-23. Necessary provision has been made for the construction of 47 urban and rural roads and bridges with Rs 200 crore for the repair and renovation of state highways, main district roads, rural roads built under the Public Works Department.
Similarly, Rs 105 crore have been provisioned for the installation of solar agricultural pumps under Saur Sujala Yojana under Energy Department, Rs 112 crore for free electricity supply to agricultural pumps up to 05 HP, relief in electricity bills to domestic consumers under Electricity Bill Half Scheme up to 400 units. In this supplementary budget, an additional provision of Rs 31 crore has been made, and an additional provision of Rs 57 crore has been made to provide relief in electricity duty to the consumers of the steel industry.
Provision of Rs 250 crore under Dr. Khubchand Baghel Health Assistance Scheme
Chief Minister said that in the second supplementary budget, a provision of Rs 250 crore has been made under Dr. Khubchand Baghel Health Assistance Scheme, Rs 200 crore under National Health Mission, and Rs 25 crore for Mitanin Welfare Fund. Similarly, many important provisions have been made for expansion and strengthening of health facilities in urban and rural areas. 66 posts will be created while upgrading Raipur Mana's 30-bed hospital to 100-bed hospital. In the second supplementary budget, a provision of Rs 50 crore has been made for chickpea supply under Antyodaya Anna Yojana, Rs 34 crore for rice fortification scheme, Rs 70 crore for construction of godowns in 700 primary agricultural credit co-operative societies with the help of NABARD. Necessary provision has been made for 3 thousand 736 new posts for the District Strike Force formed for the eradication of Naxalism in Bastar region. Chief Minister said that in addition to the construction of joint district office buildings in 5 new districts-Sakti, Manendragarh-Chirmiri-Bharatpur, Sarangarh-Bilaigarh, Mohla-Manpur-Ambagarh Chowki and Khairagarh-Chhuikhadan-Gandai districts, new Deputy Director Agriculture offices will also be built there. The new supplementary budget also includes the provision for 165 new posts for the establishment section of Horticulture department and 145 new posts for the new Deputy Director Horticulture Office. He said that 5 new horticulture colleges would be established at Kotwa, Sitapur, Chirmiri, Ramanujganj and Chapka and new agriculture colleges at three places including Pratappur and Shankargarh.
Chief Minister informed that Rs.300 crore has been earmarked for CAMPA, Rs.16 crore for Tendupatta Collector Social Security Scheme, Rs.100 crore for Nava Raipur Atal Nagar Smart City Corporation Limited, Rs.100 crore for maintenance of roads under Pradhan Mantri Gram Sadak Yojana. A provision of Rs 6.49 crore has been made for the reimbursement of state share under Prime Minister Rural Housing Scheme.
Giving information about the provisions made in the second supplement for urban development and drinking water, Chief Minister said that Rs 700 crores have been provisioned under the Pradhan Mantri Awas Yojana (Urban), Rs 70 crores under Chief Minister's Urban Slum Health Scheme, Rs 20 crores for Swachh Bharat Abhiyan, Rs 28 crores under the Smart City Mission scheme, Rs 20 crores provisioned for the water augmentation scheme of urban bodies, Rs 60 crores for the grant of stamp and registration fee to the urban bodies and an additional amount of 300 crores in the state share under the Jal Jeevan Mission scheme.
Decision to waive examination fee
Chief Minister said that the state government has decided to waive off the examination fees for the candidates appearing for state's competitive examinations conducted by the Public Service Commission and Professional Examination Board. For this, a provision of Rs 2.50 crore has been made for the commission and Rs 10 crore for reimbursement of expenditure to the Professional Examination Board.
Necessary provisions have also been made in the second supplementary budget for 15 new government arts, commerce and science colleges to be established in the state, out of which 7 colleges will be established in Lohandiguda, Nandghat, Dadhi, Devarbija, Sakti, Bazar Ataria, Jalbandha, and 8 colleges will be opened in Ghotia, Raghunath Nagar, Ranhat, Dhanora, Kutru, Chhotedongar, Dhaurpur and Podi Bachra tribal areas.
Similarly, provisions have also been made for 05 new government polytechnic colleges to be opened in the state. Out of these, 03 will be opened in tribal areas Chirmiri, Bagicha and Marwahi and 02 in Thankamaria and Pathariya. Similarly, provision has been made for 06 new ITIs in Samri, Dhanora, Biharpur, Shivnandanpur (Bishrampur) and Chhotedongar tribal areas and 01 in Torla, development block-Abhanpur, district Raipur. Provision has been made for a girls hostel of 100-seat capacity in Chhattisgarh Swami Vivekanand Technical University, Bhilai campus.
In the second supplement, a provision of Rs 1 crore 85 lakh has been made for the construction of a life-size statue of Shaheed Gaind Singh, Shaheed Veer Narayan Singh Memorial and Museum building at Daundi in Balod district. Similarly, necessary provision has been made in the budget for the beautification of Gurughasi Das Jayanti Sthal in Lalpur of district headquarter Mungeli.
Rs 12.60 crore has been provisioned for the operation and construction of the building of One Stop Center Sakhi under Women Child Development Department, Rs 3.30 crore under Beti Bachao-Beti Padhao Yojana, Rs 20 crore for Sabala Yojana, Rs 8.40 crore for Pradhan Mantri Matri Vandana Yojana Rs. 3 lakh for Veerangana Rani Avanti Bai Lodhi Memorial Award, Rs. 60 lakh for operation of Women Helpline 181 and provision for construction of Nari Niketan building in Surguja.
Chief Minister said that a provision of Rs 3 crore has been made for organizing the State Youth Festival in the second supplementary year 2022-23, Rs 2 crore for the Chhattisgarh Olympics, Rs 5.50 crore for the cultural function. Similarly, a provision of Rs 10 crore has been made for infrastructure development and upgradation of industries, Rs 15 crore for establishment of new industrial centres, Rs one crore for establishment of common facility center in Chui Khan.
A complementary provision of Rs. 5 crores for providing subsidy on the sale of electric vehicles
In the second supplement, extra provision has been made for a complementary Rs. 5 crore subsidy on the sale of electric vehicles under the Electric Vehicles Policy 2022, Rs. 6 crores 34 lakh for the construction of way bridge for the resolution of overloading problems in automobiles, and Rs. 8 crores for required safety equipment for Bilaspur, Jagdalpur, and Ambikapur airports constructed under the state’s regional connectivity scheme.
Similarly, required provisions have been made in the second supplement for the establishment of 7 new offices of the Sub Divisional Officer in Bakawand, Chhindgarh, Awapalli, Dhaurpur, Shivrinarayan, Ramanujnagar, and Daundi and 11 new Tehsil offices in places including Karpawand, Bhatgaon, Jagargunda, Dornapal, Dhumka, Chandrapur, Kapu, and Pachpedi.
In the second supplement, provision of Rs. 17 crores 37 lakh under the Centrally Sponsored Victim Compensation Scheme, and provision of Rs. 60 lakh and the creation of 672 posts in the supplement for the establishment of 7 new Police Stations in Kolhenjhariya, Upkarkacchar, Kerju, Sakarra, Sivni, Kodgar, and Khodri, new Mahila Thana in Dantewada, 2 new police stations in Nanpur (Bastar) and Sarona (Kanker), and establishment of the Office of the Superintendent of Police and Police Line (protected center) in the new district Khairagarh-Chhuikhadan-Gandai have been made.
In the second supplement, special provisions in the supplement have been made for Rs. 4 crores 50 lakh for the foundation grants fund under the Hidayatullah National Law University, Rs. 1 crore 70 lakh for the computerization of the District and Subordinate Courts, Rs. 1 crore 15 lakh for the construction work of the residential buildings of judicial officers and the High Court Residential Complex, and the establishment of district treasuries in 5 newly-formed districts. The Chief Minister said that journalism is known as the fourth pillar of democracy. Our Government has taken the thoughtful decision of providing financial aid to the families of the journalists who passed away during the Covid disaster. For this an extra provision of Rs. 40 lakh has been made in the supplement.
