Raipur : Kiran Pisda, a woman player from Chhattisgarh, has been selected for the Indian senior team for the South Asian Football Championship to be held in Nepal.

Pisda is a resident of Baloda district and is training at the Girls Football Academy operated by the Sports Department at the Swami Vivekananda Stadium, Raipur.

The academy was started in 2020. She will play as a forward for the Indian team. She will be the first player from the state selected for the national football senior team.

The Chief Minister of Chhattisgarh Mr. Bhupesh Baghel discussed ensuring quality and speed in the works relating to the construction of bridges and culverts in the state. For this, the Chief Minister has also announced new construction works in many districts. According to the announcement by the Chief Minister, 10 works have been approved for bridge construction in Ambikapur, Jagdalpur, Raigarh, Bilaspur, Durg, and Raipur. Besides this, an estimate of the ten works has also been sent.

The officers of the Public Works Department have informed Mr. Tamradhwaj Sahu that an administrative approval of Rs. 927.27 crores for building 39 bridges at the cost of more than Rs. 10 crores each in Jagdalpur, Ambikapur, Raigarh, Bilaspur, Durg, Raigarh, and Kanker has been obtained, out of which Rs. 607 crores has been spent. The divisional officers have informed that under the Mukhyamantri Sugam Sadak Yojana, 4132 works worth Rs. 495 crores have been approved, out of which 2245 works have been completed, 870 works are in progress, and 973 works are at tender level. Additionally, 24 works under the A.D.B project are in progress.

Raipur : Chief Minister Shri Bhupesh Baghel has expressed deep grief over the accident in Ramdaha Falls and the Chief Minister has directed the Korea Collector to keep a constant watch on the rescue operation.

It is to be known that outside the Ramdaha Falls there is a clear warning written in the board that bathing here is strictly prohibited. Even after this the family went there to take a bath. The warning board was not followed by these people.

It is noteworthy that today a tragic accident has happened in Ramdaha Falls, about 100 km from Baikunthpur headquarters, in which 7 people of Singrauli district of Madhya Pradesh drowned in water, out of which 2 have been taken out, who have been sent to the hospital, One of whom has died. The condition of the other is fine now. Search is on for the remaining 5 people. All are residents of Madhya Pradesh. The team of police administration is continuously searching. The families of these people have also been contacted.

chhattisgarh government employees and officials will be on an indefinite strike

RAIPUR : The protest will be staged under the banner of the Chhattisgarh Karmchari Adhikari Federation (CGKAF).

Adamant on their demand of 34 percent Dearness Allowance (DA) and revision of House Rent Allowance (HRA), Chhattisgarh government employees and officials will be on an indefinite strike from Monday.

They are demanding pending 6 percent DA, which is still less in comparison to what Central government employees get.

The protestors are also demanding revision of HRA as per the 7th Pay Commission at par with the Central government employees.

Work in schools is expected to be unaffected as all the three major associations of government teachers have decided to abstain from the strike, union leader Sanjay Sharma said.

Earlier, the employees had gone on a five-day strike and given an ultimatum of an indefinite strike from August 22 if their demands remain unfulfilled.

CGKAF patron Vijay Jha said the Chhattisgarh government had recently hiked DA by 6 percent but it was insufficient.

"We are also fighting for the arrears to be paid from January 1, 2020 from when the Central government declared DA for its employees. We have been given the DA from the present date and the arrears of 22 months are still pending," he said.

Similarly, the officials and employees of the Chhattisgarh government were at present getting HRA based on the 6th Pay Commission, because of which they were suffering a loss, Jha said.

Divisional Joint Director and District Education Officer should strictly follow the instructions

Raipur : An Order has been issued by the government in the course of the decision of the High Court on the students in private schools under the Right to Free and Compulsory Child Education Act (RTE) . According to this, along with free education, it is mandatory to provide free textbooks, uniforms and stationery to the beneficiary students by the schools. But it has come to notice through various means that some private schools are not providing these facilities to the beneficiary students, which is in violation of the orders of the High Court and the government.

Director Public Instruction has directed all the Divisional Joint Directors in their subordinate districts and District Education Officers that in private schools operating in the districts, where RTEs are being run,it should be ensured to monitor those schools and strictly follow the instructions of the government. It is noteworthy that under the Act, the District Education Officer has been declared as a competent officer within his working area. It has also been directed by the Director Public Instruction that if any private school does not follow the rules, or violates these rules, then strict action should be taken against the concerned school as per the provision in the Act.

Raipur :Director General of Police Mr. Ashok Juneja reviewed the law and order situation in the state and effective crime prevention in a meeting organized through video conferencing at the Police Headquarters today. Inspector General of Police of all ranges and Superintendents of Police of all districts of the state attended the meeting.

DGP Mr. Juneja reviewed in detail the action taken against operators of chit fund companies and work being done to get back money of the investors duped by chit fund companies as per the instructions of Chief Minister Bhupesh Baghel. He directed the officials concerned to take swift action in these cases. Besides, Mr. Juneja directed to take stern action against the criminals involved in drug trafficking, theft, robbery and knife crimes to curb related crimes in the state. He also directed to ensure effective action under the relevant Act against those involved activities like gambling, illegal betting and sale of illicit liquor.

While reviewing the control of property related crimes, violent crimes, crime against women and children in all the districts, DGP Juneja said that strict action should be taken against the accussed to control the related crimes.

Inquiring about the law and order situation in all the districts of the state, Juneja directed the officers to take all necessary measures and action to maintain social harmony in the state. He directed to take preventive action against criminals and goons in the state and take effective action to reduce social crime, gambling, betting and sale of illicit liquor.

Chief Minister Mr. Bhupesh Baghel will launch the Bilaspur-Bhopal-Bilaspur flight services on 5th June. This program is organized at Bilasa Devi Kenwat Airport, Bilaspur (Chakarbhatha) at 10.45 am. The Coal Ministry expects the operationalisation of 58 coal blocks in 2022-23 and has set a target of 138.28 million tons of coal production, an official statement said on Friday.

“The Ministry of Coal has allocated coal blocks for captive end-use and sale of coal/ commercial mining. 85.32 million tonnes of coal has been produced in FY 2021-22 from 47 operational coal blocks. As against the scheduled production of 203.67 million tonnes for FY 2022-23, it is expected that a total of 58 coal blocks would become operational with an expected production of around 138.28 million tonnes,” a ministry statement said.

It also said that show-cause notices are issued from time to time to the companies which are not adhering to the timelines prescribed in their agreements for operationalisation of coal blocks or for non-achievement of targeted coal production.

A Scrutiny Committee has been constituted by the Ministry to consider the show cause notices and replies received from allottees on case to case basis and recommend penalties in cases where delays are attributable to the allottees. The Scrutiny Committee, in its 17th meeting held recently, reviewed 24 cases – and recommended a proportionate appropriation of performance security in four cases – Tenughat Vidyut Nigam Ltd (Rajbar E&D), Topworth Urja & Metals Ltd (Marki Mangli-I), Ultratech Cements Ltd (Bicharpur), and National Thermal Power Corporation Ltd (Talaipalli) – due to delay on their part.

Recommendations of the Scrutiny Committee have been accepted by the government and appropriation orders are being issued, the statement said. Subsequent to the meeting of the Scrutiny Committee, further show-cause notices were issued to 16 companies for 22 coal blocks.

Chief Minister Mr. Bhupesh Baghel has written to Prime Minister Mr. Narendra Modi requesting him to direct the Pension Fund Regulatory and Development Authority (PFRDA) to return the amount of Rs 17 thousand 240 crore rupees– deposited with NSDL under the New Pension Scheme–to the Government of Chhattisgarh. The move aims to ensure implementation of the decision taken by the state government to restore the old pension scheme to support the retirement security of government employees.

"There is no such specific provision in the agreement made by the state government with NPS Trust and NSDL, which stops the state government from restoring the Old Pension Scheme. In the federal structure, it is the sovereign decision of the state government. It will be inappropriate to stop implementation of a decision which was announced in the state budget and later approved in the cabinet aiming to secure the future of employees and their families", said Mr. Baghel.

He added that according to the data available with the state government, a total of Rs 11,850 crore (employer and employee contribution) has been transferred to NSDL from November 1, 2004 to March 31, 2022. According to the information received from NSDL, at present the market value of this deposit is about Rs.17,240 crore. The State Government had already requested PFRDA to return this deposit amount to the State Government through a letter dated 20 May 2022. PFRDA, through a letter dated 26 May 2022 replied that there is no such provision in the Pension Fund Regulatory and Development Authority Act, 2013, read with the PFRDA (Exits and Withdrawal under National Pension Scheme) Regulation, 2015 and other relevant rules in which this deposited amount can be returned to the state government.

Mr. Baghel stated in the letter that it was announced in the state budget 2022-23 speech to restore the old pension scheme in place of the new pension scheme for all state government employees appointed on or after November 1, 2004. The same has been approved in the cabinet meeting dated May 1, 2022 and necessary notification for implementation of this decision has been issued in Chhattisgarh Gazette (Extraordinary) on May 11, 2022.

The officials and employees of the state government play an important role in the implementation of welfare schemes of the government. The state government has decided to restore the old pension scheme on the long pending demand of officers and employees of the state government. With effect from April 1, 2022, the monthly deduction and contribution from the salary of state government employees to the NSDL as a part of New Pension Scheme has been abolished. However, a minimum of 12 per cent salary will be deducted as per the General Provident Fund Rules, he said.

He added that it has also been decided by the State Government that the total amount deposited by the employees and the state government with NSDL till March 31, 2022, should be returned back to the state government. The total amount deposited as contribution of the state government employees should be transferred to their respective General Provident Fund accounts and the total amount of contribution of the State Government should be kept in a separate pension fund under the Public Account. Amount can be withdrawn from this fund if necessary for payment of pensionary obligations in future. Simultaneously, for further promotion of this fund, the deposited amount will be safely invested in the securities of the Government of India, State Governments and an amount equal to 4 per cent of the pension payment of the previous year will be invested.

RAIPUR Today a team of Japanese officials of the Japan International Cooperation Agency (JICA) visited Sandi Gauthan of Dhamdha development to see the livelihood-oriented activities being conducted in Gauthan. The Japanese team was impressed by the protection of cows and how an ecosystem could be created from the products given by them. The officials observed various activities that have been conducted under Gauthan which include production of vermicompost manure, hatchery, brooding house, poultry rearing, quail rearing, community Badi, and other activities by the Women’s Self Help Groups. They also interacted with the women of Self Help Groups involved in activities through the officers present. They understood and appreciated the concept Gauthan that how it works for the benefit of animals and humans. They said that this concept is new for them, which strengthens the rural economy. Knowing about the earnings of women through self-help groups, they expressed their happiness and also called it a meaningful initiative towards women empowerment. After this, the team also visited a farmer named Mr. Mayank Chauhan’s farm in Girhola where they saw the cultivation of plug-type vegetable seedlings and dragon fruit. They were very amazed by the advanced level of farming. The state government amended the immovable property transfer rules

With the publication of the notification in the Gazette, the new rules have come into effect, the state government gave instructions to appoint nodal officers in the district offices

The Chhattisgarh government has delegated the right of transfer of immovable properties to the district collectors in the municipal corporations, municipalities and Nagar panchayats of the state. A notification in this regard has also been published by the Government in the Official Gazette. The powers vested in the municipal corporations by the State Government under the provision (ii) of sub-section (5) of section 80 of the Chhattisgarh Municipal Corporation Act, 1956 and the Chhattisgarh Municipal Corporation (Transfer of Immovable Property) Rules, 1994. The District Collector has been delegated the authority of all proceedings for the transfer of property up to Rs. 10 Crores. Similarly, out of the powers vested in the government under Section 109(3)(ii) of the Chhattisgarh Municipality Act, 1961 and the Chhattisgarh Municipality (Transfer of Immovable Property) Rules, 1996, of Nagar Palika Parishad,. In this case, the District Collector has been delegated all the proceedings for the transfer of property up to Rs.1.5 crore.

The Urban Administration and Development Department has informed and directed all the Collectors of the districts, Commissioners of Municipal Corporations, and Chief Municipal Officers of Municipalities and Nagar Panchayats to take necessary action in this regard. The state government issued a circular for the transfer of properties in municipal corporations to observe the provisions under section 80 of the Chhattisgarh Municipal Corporation Act, 1956 and the Chhattisgarh Municipal Corporation Act (Transfer of Immovable Property) Rules 1994 made under the former act. Similarly, the state government has also issued a circular for the transfer of properties in Municipalities and Nagar Panchayats for observing the provisions under Section 109 of the Municipality Act, 1961 and the Chhattisgarh Municipality (Transfer of Immovable Property) Rules 1996 and it has been instructed to take the further action in this regard as per rules extend to the limit.

The state government has directed the appointment of a nodal officer in the district office to carry out the process of transfer of properties of urban bodies so that after examination of the assets, they can be presented before the collector for approval. Instructions have also been given to provide information to the Regional Office of the Joint Director of Urban Administration and Development Department through the nodal officer regarding the resolution of the proposals received for property transfer and pending proposals at the end of every month.

Following the initiative by the Chief Minister Mr. Bhupesh Baghel, Krishna Kunj will be developed in every urban area of Chhattisgarh. Medicinal trees like Banyan, Peepul, Neem, and Kadam will be planted in Krishna Kunj. The Chief Minister has given instructions to all the collectors on immediately allocating at least one-acre land to the forest department for tree plantation. On this year’s Janmashtami, trees will be planted in all the places in the state marked as Krishna Kunj.

The Chief Minister, while promoting tree plantation as a public campaign, said that India has an ancient tradition of worshipping trees like Banyan, Peepul, Neem, Kadamb, etc. These trees have gained their place in the cultural history of our nation because of their usefulness to man. However, the rapid cutting of trees in urban areas in the name of development is endangering the existence of these trees. If this situation continues for long, our future generations will be unaware of their cultural value. Therefore, every citizen must preserve the precious heritage of trees. It’s crucial to plant and protect trees of medicinal importance in urban areas.

The Chief Minister said that to connect tree plantations with every citizen and our cultural heritage, the areas of the plantation will be named “Krishan Kunj”. Efforts should be made to develop the land allocated to the forest department in such a way that tree plantations in all the Krishna Kunjs can start on Janmashtami statewide.

Agriculture and Water Resources Minister Shri RavindraChoubey at his residence office today, met a delegation of Farmers from Tamil Nadu and held detailed discussions about the farming situation in Chhattisgarh and the schemes being implemented in the interest of farmers. Mr. Choubey said that Chhattisgarh has adopted numerous innovative agricultural measures that has resulted in the increase in the prosperity of farmers along with increased farming yields. Along with providing financial assistance to farmers, state government has provided farmers with numerous quality seeds, irrigation facilities, organic vermi compost that has started the trend of crop diversification which has encouraged the farmers to cultivate other cash crops as well. It is noteworthy that Sugarcane and maize are being cultivated on a large scale for which farmers are availing a very high income.

On this occasion, the Agriculture Minister gave detailed information about Chhattisgarh Government's farmer friendly schemes like Rajiv Gandhi KisanNyayYojana, GodhanNyayYojana, Rajiv Gandhi GrameenBhumiheenKrishiMazdoorNyayYojana and said that the objective of these schemes is to improve the economic condition of the villagers and farmers. He said that the landless agricultural laborers of Chhattisgarh are being given financial assistance of Rs 7,000 per year, which is more than the amount received under PM SammanNidhi. In view of the worrying situation of ground water level in Tamil Nadu, Agriculture Minister Shri Choubey suggested the delegation to adopt Narva Development Program of Chhattisgarh Government there.

It is worth mentioning that a delegation of Cauvery River Farmers Protection Committee of Tamil Nadu state had come to Chhattisgarh on a two-day stay to see and understand the implementation of farmer-friendly policies and programs of the Chhattisgarh government. After seeing the situation of agriculture in different areas of the state, the delegation met Agriculture and Water Resources Minister Shri RavinderChoubey to understand the detailed outlook of the implementation of such unique policies. Shri Nathan said that his team has come on a visit to Chhattisgarh to know and understand more benefits being received by the farmers in Chhattisgarh. Shri Nathan urged the Agriculture Minister to organize a National Conclave of Natural Farming in Chhattisgarh. He also talked about making the farmers aware about the use of ground water in agriculture.

The farmers' delegation of Tamil Nadu witnessed the activities conducted by women self-help groups at the Multi Activity Center at Adarsh GothanNavagaon (L), Chherikhedi, located in Abhanpur development block of Raipur during their stay in Chhattisgarh. The delegation visited Kawardha district of the state and also inspected the sugarcane cultivation being done by the farmers there and Bhoramdev sugar factory.

Facility to take ration from any fair price shop in 25 districts of the state

12,314 fair price shops have an e-POS facility, 13,304 shops are operational

Raipur, Under the leadership of Chief Minister Mr.Bhupesh Baghel, the state government is working to provide food security to all citizens of the state. Taking the initiative, the Chief Minister had launched Universal PDS in the year 2019, on the 150th birth anniversary of Mahatma Gandhi. Under the scheme, ration cards have been issued to all the poor and the rich. So far, more than 2.5 crore members have been registered in the state through 69.67 lakh ration cards. In 25 districts of the state, the facility of purchasing rations from any fair price shop of their choice has been made available to the ration cardholders. A total of 13 thousand 304 government fair price shops are operating in the state, out of which e-POS machines facility is being made available in 12 thousand 314 shops.

Food Department officers said that according to the intent of Chief Minister Bhupesh Baghel, ration cards are being issued to cover 100 per cent of families including the deprived, poor and common families in the state. At present 69.67 lakh ration cards are in operation. Of these, 20 lakh 73 thousand 954 ration cards have been issued to scheduled tribes, 9 lakh 62 thousand 168 ration cards have been issued to scheduled castes, 32 lakh 73 thousand 937 ration cards are issued to other backward classes and 6 lakh 41 thousand 692 ration cards have been issued to general category. Under the Public Distribution System, 54 lakh 62 thousand 125 ration cards have been issued in rural areas and 14 lakh 89 thousand 626 ration cards in urban areas.

Officers said that 11 lakh 15 thousand new ration cards have been issued in the last three years, while the names of 5 lakh 52 thousand new members have been added to the ration cards. In the Kondagaon district from November 1, 2020, a pilot project is running under which fortified rice containing iron, folic acid and vitamin B-12 is being distributed through fair price shops to fight anemia and other nutritional deficiencies. Keeping in view the success, it has now been decided to distribute fortified rice in 12 aspirational and high load districts.
