Chief Secretary reviews the works of National Highway Road Projects

Chief Secretary Mr.Amitabh Jain reviewed various National Highway road projects in the state at Mantralaya Mahanadi Bhawan here today through video conferencing. In the meeting, a detailed review of the works under the National Highways and National Highways Authority, pending works and in-progress roads were reviewed in detail. The progress road projects under the Bastar division were also reviewed in the meeting. DGP Mr.Ashok Juneja and Secretary, Public Works Department Mr.Siddharth Komal Pardeshi were also present in the meeting. During the review of the works of the National Highway Road Project, the Chief Secretary directed the officials of the Forest Department, Public Works and National Highways Authority to coordinate the works like compensation for the construction of roads, land acquisition, and tree plantation or cutting. He told the officials that the construction work of the roads should not be discontinued under any circumstances, and all the necessary works should be completed on time.

In the meeting, the works of Bilaspur to Urga road under the National Highway in Bilaspur district, Pathrapali to Katghora in Korba district, Champa to Korba-Churi-Katghora and Urga to Pathalgaon road were reviewed. Similarly, information was taken from the officials regarding Urga to Pathalgaon in Raigarh district, Ambikapur to Pathalgaon in Surguja district and Ambikapur to Ramanujganj Garhwa road. The Chief Secretary took information from the officials regarding the progress of Pathalgaon to Kunkuri road and Durg-Raipur Bypass Bharatmala project and Raipur to Visakhapatnam Bharatmala project in the Jashpur district. In the meeting, information was taken from the officials about the status of the construction of roads under LWE-affected areas of Bastar division, which includes Bijapur Aavapalli, Basaguda, Jagargunda Road, Bijapur Modakpal Tarlaguda and Nelsanar to Kodoli Mirtur Gangalur Road.

Similarly, the works of Pedagudam-Golapalli road, Konta to Golapalli, Chintalnar to Mariaguda road and Bhejji to Chintagufa road were reviewed. Similarly, necessary instructions were given to the officials regarding the construction of Chhotedongar to Orchha road, Narayanpur to Sonpur Maroda road, Narayanpur to Palli Barsur road and Koylibeda-Pratappur-Kalgaon-Koylibeda and Antagarh-Bedma road in Kanker district. In the meeting, the collectors of Narayanpur, Kanker, Bastar, Sukma, Dantewada, Bijapur, and Kondagaon districts were instructed to take necessary action to provide land for the installation of new mobile towers in the Bastar division and to give necessary approvals for this. In the meeting, instructions were given to the officers to take immediate action regarding the pending allocations for optical fibre cable clearance under the Bharat Net project and other projects in the Bastar division. He directed the officers to take necessary action at the earliest to increase mobile connectivity in the newly formed Mohla-Manpur and Khairagarh districts. Officers of Public Works, Forests, National Highways, BSNL, Reliance Jio, CHIPS, including Principal Secretary, Forest and Home Department Mr.Manoj Pingua, ADG Mr.Vivekanand Sinha attended the meeting.

In a bid to achieve the goal of malnutrition-free Chhattisgarh and increase awareness regarding a healthy balanced diet among people, a cycle rally was organized in Raipur on Tuesday. Spreading the message of "Sahi Poshan, Desh Roshan" and "Gadhbo Suposhit Chhattisgarh", the rally started from Telibandha Talab here under the leadership of Women and Child Development Minister Mrs. Anila Bhediya. Observing 'Poshan Month', this cycle rally was organized by Women and Child Development in collaboration with UNICEF.

The rally saw the participation of the Chairperson of the State Women Commission Dr. Kiranmayee Nayak, Dharsiwa MLA Mrs.Anita Yogendra Sharma, Chief of UNICEF in Chhattisgarh Mr. Job Zachariah and a large number of members of UNICEF, NSS, various bi-cycle clubs and Anganwadi workers. On this occasion Smt. Bhediya flagged off the nutrition awareness chariot and administered the nutrition oath.

Mrs. Bhediya said that during the 'Rashtriya Poshan Maah', a nutrition-related awareness campaign is being run in the entire Chhattisgarh. Through this campaign, efforts are being made to spread the message of nutrition, health and cleanliness to the people. She said that the Chief Minister's Suposhan Abhiyan, which was initiated for the eradication of malnutrition in the state, has yielded positive results. People's cooperation is also necessary for the eradication of malnutrition. Dr. Nayak has appealed to people to take care of the nutrition of women and children, only then our state will be healthy.

Meanwhile, 'Poshan Abhiyan' is being operated from the year 2018 to reduce the rate of malnutrition and anaemia and realize the concept of a 'well-nourished India'. Under this, every year the month of September is celebrated as 'Rashtriya Poshan Maah' across the country to ensure community mobilization and bolster people’s participation.

Fields of farmers are turning greener due to better irrigation

Farmers getting 30-40 percent additional profit after the installation of solar pumps

Due to the increased awareness among farmers in regard of the Saur Sujala Yojna, they are availing the benefits of this state government's scheme that uses solar energy, which is renewable and has no repurcussions on the environment . Now every village is equipped with solar pumps for the purpose of better irrigation. With the increase in the number of solar pumps installed, the income of farmers has doubled due to the increase in yield due to better irrigation facilities.There is a continuous demand by the farmers for the installation of solar pumps. A total of 4 thousand 116 pumps have been installed by CREDA in Rajnandgaon district so far.

Due to the awareness among the women of the villages of Pinkapar and Navagaon of Chhuria block, solar pumps have been installed in the fields of 55 farmers, in which most of the pumps are installed on the banks of the river bank which are surface pumps. Mrs. Bhomein Bai Kanwar,a resident of the village of Pinkapar said that 5 HP capacity solar pump is installed in her farm, which is sufficient for about 8-10 acres of land. Earlier, due to lack of means of irrigation, they were dependent on monsoon and due to lack of rain on time, the crop batches were ruined. Before the installation of solar pumps, the income from the total land was about Rs.1 lakh 50 thousand. With the installation of solar pumps, now paddy worth Rs 5-6 lakh is being produced in the same field due to adequate irrigation system. After harvesting the paddy crop, they produce wheat, gram, vegetables like bhata, cabbage, barbatti, tomato in which there is an additional income of about 40 to 50 thousand rupees.

Indabati Yadav, Shri Geetalal Yadav, Shri Chanuram Kanwar, Shri Sukalu Ram Kanwar of village Pinkapar told that due to lack of irrigation system, the farm used to remain barren for years. After installing the solar pump, now the income per acre has increased by 30 to 40 percent. Now the whole village is happy because of availing the benefits of the Saur Sujala Yojna which has greatly helped them in their agricultural activities.

Mr. Namsing Sahu, a resident of village Karmari informs that taking inspiration from the Agriculture Department,he has availed the facility of the installation of solar pumps on the banks of the culvert. A total of 10 farmers have installed solar pumps in the village. Now, after the adequate supply of water in the area of irrigation has increased from 4 acres to 10-11 , farmers are now earning an income of 50-60 thousand rupees annually, which is used for the additional production of paddy, gram, wheat, vegetables. Along with the farmers, solar pumps are also being installed in Gauthans. There are many such villages where 15-20 pumps have been installed. The main objective of the solar pump to be set up by the state government under the 'Saur Sujala' scheme is to provide adequate irrigation facilities to the farmers of the state who were earlier dependent on monsoon for their yield.

The use of solar pumps is helping in increasing agricultural production in the state as well as in conserving and promoting ground water and strengthening the rural economy. Collector Doman Singh said that the Saur Sujala Yojana has brought great relief to the farmers and they are becoming financially sound. Farmers do not have to pay any kind of electricity bill for the usage of these pumps, due to which farmers have got freedom from unnecessary expenses. Millions of rupees of electricity are being saved by the installation of solar pumps and proper utilisation of land, coal is being also saved as these pumps run on solar energy which also has an added environmental benefit of getting rid of carbon dioxide and smoke emitted due to burning of coal. District Officer CREDA Mr. Sanket Dwivedi said that this scheme is greatly beneficial for those farmers who do not have proper arrangement for irrigation or in case of non-affordability of electricity extension line till the farmer's field due to financial limitations. Earlier,the farmers were dependent on monsoons ,and in the time of low rainfall,farmers were suffering with low agricultural yield which was making them financially weak. In view of such circumstances, the work of installation of solar energy based irrigation pump is being done by CREDA through Saur Sujala Yojana with the financial support of the Chhattisgarh Government.

Raipur : Kiran Pisda, a woman player from Chhattisgarh, has been selected for the Indian senior team for the South Asian Football Championship to be held in Nepal.

Pisda is a resident of Baloda district and is training at the Girls Football Academy operated by the Sports Department at the Swami Vivekananda Stadium, Raipur.

The academy was started in 2020. She will play as a forward for the Indian team. She will be the first player from the state selected for the national football senior team.

The Chief Minister of Chhattisgarh Mr. Bhupesh Baghel discussed ensuring quality and speed in the works relating to the construction of bridges and culverts in the state. For this, the Chief Minister has also announced new construction works in many districts. According to the announcement by the Chief Minister, 10 works have been approved for bridge construction in Ambikapur, Jagdalpur, Raigarh, Bilaspur, Durg, and Raipur. Besides this, an estimate of the ten works has also been sent.

The officers of the Public Works Department have informed Mr. Tamradhwaj Sahu that an administrative approval of Rs. 927.27 crores for building 39 bridges at the cost of more than Rs. 10 crores each in Jagdalpur, Ambikapur, Raigarh, Bilaspur, Durg, Raigarh, and Kanker has been obtained, out of which Rs. 607 crores has been spent. The divisional officers have informed that under the Mukhyamantri Sugam Sadak Yojana, 4132 works worth Rs. 495 crores have been approved, out of which 2245 works have been completed, 870 works are in progress, and 973 works are at tender level. Additionally, 24 works under the A.D.B project are in progress.

It is noteworthy that today a tragic accident has happened in Ramdaha Falls, about 100 km from Baikunthpur headquarters, in which 7 people of Singrauli district of Madhya Pradesh drowned in water, out of which 2 have been taken out, who have been sent to the hospital, One of whom has died. The condition of the other is fine now. Search is on for the remaining 5 people. All are residents of Madhya Pradesh. The team of police administration is continuously searching. The families of these people have also been contacted.

chhattisgarh government employees and officials will be on an indefinite strike

RAIPUR : The protest will be staged under the banner of the Chhattisgarh Karmchari Adhikari Federation (CGKAF).

Adamant on their demand of 34 percent Dearness Allowance (DA) and revision of House Rent Allowance (HRA), Chhattisgarh government employees and officials will be on an indefinite strike from Monday.

They are demanding pending 6 percent DA, which is still less in comparison to what Central government employees get.

The protestors are also demanding revision of HRA as per the 7th Pay Commission at par with the Central government employees.

Work in schools is expected to be unaffected as all the three major associations of government teachers have decided to abstain from the strike, union leader Sanjay Sharma said.

Earlier, the employees had gone on a five-day strike and given an ultimatum of an indefinite strike from August 22 if their demands remain unfulfilled.

CGKAF patron Vijay Jha said the Chhattisgarh government had recently hiked DA by 6 percent but it was insufficient.

"We are also fighting for the arrears to be paid from January 1, 2020 from when the Central government declared DA for its employees. We have been given the DA from the present date and the arrears of 22 months are still pending," he said.

Similarly, the officials and employees of the Chhattisgarh government were at present getting HRA based on the 6th Pay Commission, because of which they were suffering a loss, Jha said.

Divisional Joint Director and District Education Officer should strictly follow the instructions

Raipur : An Order has been issued by the government in the course of the decision of the High Court on the students in private schools under the Right to Free and Compulsory Child Education Act (RTE) . According to this, along with free education, it is mandatory to provide free textbooks, uniforms and stationery to the beneficiary students by the schools. But it has come to notice through various means that some private schools are not providing these facilities to the beneficiary students, which is in violation of the orders of the High Court and the government.

Director Public Instruction has directed all the Divisional Joint Directors in their subordinate districts and District Education Officers that in private schools operating in the districts, where RTEs are being run,it should be ensured to monitor those schools and strictly follow the instructions of the government. It is noteworthy that under the Act, the District Education Officer has been declared as a competent officer within his working area. It has also been directed by the Director Public Instruction that if any private school does not follow the rules, or violates these rules, then strict action should be taken against the concerned school as per the provision in the Act.

Raipur :Director General of Police Mr. Ashok Juneja reviewed the law and order situation in the state and effective crime prevention in a meeting organized through video conferencing at the Police Headquarters today. Inspector General of Police of all ranges and Superintendents of Police of all districts of the state attended the meeting.

DGP Mr. Juneja reviewed in detail the action taken against operators of chit fund companies and work being done to get back money of the investors duped by chit fund companies as per the instructions of Chief Minister Bhupesh Baghel. He directed the officials concerned to take swift action in these cases. Besides, Mr. Juneja directed to take stern action against the criminals involved in drug trafficking, theft, robbery and knife crimes to curb related crimes in the state. He also directed to ensure effective action under the relevant Act against those involved activities like gambling, illegal betting and sale of illicit liquor.

While reviewing the control of property related crimes, violent crimes, crime against women and children in all the districts, DGP Juneja said that strict action should be taken against the accussed to control the related crimes.

Inquiring about the law and order situation in all the districts of the state, Juneja directed the officers to take all necessary measures and action to maintain social harmony in the state. He directed to take preventive action against criminals and goons in the state and take effective action to reduce social crime, gambling, betting and sale of illicit liquor.

58 coal blocks in 2022-23 and has set a target of 138.28 million tons of coal production

The Coal Ministry expects the operationalisation of 58 coal blocks in 2022-23 and has set a target of 138.28 million tons of coal production, an official statement said on Friday.

“The Ministry of Coal has allocated coal blocks for captive end-use and sale of coal/ commercial mining. 85.32 million tonnes of coal has been produced in FY 2021-22 from 47 operational coal blocks. As against the scheduled production of 203.67 million tonnes for FY 2022-23, it is expected that a total of 58 coal blocks would become operational with an expected production of around 138.28 million tonnes,” a ministry statement said.

It also said that show-cause notices are issued from time to time to the companies which are not adhering to the timelines prescribed in their agreements for operationalisation of coal blocks or for non-achievement of targeted coal production.

A Scrutiny Committee has been constituted by the Ministry to consider the show cause notices and replies received from allottees on case to case basis and recommend penalties in cases where delays are attributable to the allottees. The Scrutiny Committee, in its 17th meeting held recently, reviewed 24 cases – and recommended a proportionate appropriation of performance security in four cases – Tenughat Vidyut Nigam Ltd (Rajbar E&D), Topworth Urja & Metals Ltd (Marki Mangli-I), Ultratech Cements Ltd (Bicharpur), and National Thermal Power Corporation Ltd (Talaipalli) – due to delay on their part.

Recommendations of the Scrutiny Committee have been accepted by the government and appropriation orders are being issued, the statement said. Subsequent to the meeting of the Scrutiny Committee, further show-cause notices were issued to 16 companies for 22 coal blocks.

Chief Minister Mr. Bhupesh Baghel has written to Prime Minister Mr. Narendra Modi requesting him to direct the Pension Fund Regulatory and Development Authority (PFRDA) to return the amount of Rs 17 thousand 240 crore rupees– deposited with NSDL under the New Pension Scheme–to the Government of Chhattisgarh. The move aims to ensure implementation of the decision taken by the state government to restore the old pension scheme to support the retirement security of government employees.

"There is no such specific provision in the agreement made by the state government with NPS Trust and NSDL, which stops the state government from restoring the Old Pension Scheme. In the federal structure, it is the sovereign decision of the state government. It will be inappropriate to stop implementation of a decision which was announced in the state budget and later approved in the cabinet aiming to secure the future of employees and their families", said Mr. Baghel.

He added that according to the data available with the state government, a total of Rs 11,850 crore (employer and employee contribution) has been transferred to NSDL from November 1, 2004 to March 31, 2022. According to the information received from NSDL, at present the market value of this deposit is about Rs.17,240 crore. The State Government had already requested PFRDA to return this deposit amount to the State Government through a letter dated 20 May 2022. PFRDA, through a letter dated 26 May 2022 replied that there is no such provision in the Pension Fund Regulatory and Development Authority Act, 2013, read with the PFRDA (Exits and Withdrawal under National Pension Scheme) Regulation, 2015 and other relevant rules in which this deposited amount can be returned to the state government.

Mr. Baghel stated in the letter that it was announced in the state budget 2022-23 speech to restore the old pension scheme in place of the new pension scheme for all state government employees appointed on or after November 1, 2004. The same has been approved in the cabinet meeting dated May 1, 2022 and necessary notification for implementation of this decision has been issued in Chhattisgarh Gazette (Extraordinary) on May 11, 2022.

The officials and employees of the state government play an important role in the implementation of welfare schemes of the government. The state government has decided to restore the old pension scheme on the long pending demand of officers and employees of the state government. With effect from April 1, 2022, the monthly deduction and contribution from the salary of state government employees to the NSDL as a part of New Pension Scheme has been abolished. However, a minimum of 12 per cent salary will be deducted as per the General Provident Fund Rules, he said.

He added that it has also been decided by the State Government that the total amount deposited by the employees and the state government with NSDL till March 31, 2022, should be returned back to the state government. The total amount deposited as contribution of the state government employees should be transferred to their respective General Provident Fund accounts and the total amount of contribution of the State Government should be kept in a separate pension fund under the Public Account. Amount can be withdrawn from this fund if necessary for payment of pensionary obligations in future. Simultaneously, for further promotion of this fund, the deposited amount will be safely invested in the securities of the Government of India, State Governments and an amount equal to 4 per cent of the pension payment of the previous year will be invested.

Japanese officials of JICA group impressed with the ecosystem of Chhattisgarh‘s Gauthans

RAIPUR Today a team of Japanese officials of the Japan International Cooperation Agency (JICA) visited Sandi Gauthan of Dhamdha development to see the livelihood-oriented activities being conducted in Gauthan. The Japanese team was impressed by the protection of cows and how an ecosystem could be created from the products given by them. The officials observed various activities that have been conducted under Gauthan which include production of vermicompost manure, hatchery, brooding house, poultry rearing, quail rearing, community Badi, and other activities by the Women’s Self Help Groups. They also interacted with the women of Self Help Groups involved in activities through the officers present. They understood and appreciated the concept Gauthan that how it works for the benefit of animals and humans. They said that this concept is new for them, which strengthens the rural economy. Knowing about the earnings of women through self-help groups, they expressed their happiness and also called it a meaningful initiative towards women empowerment. After this, the team also visited a farmer named Mr. Mayank Chauhan’s farm in Girhola where they saw the cultivation of plug-type vegetable seedlings and dragon fruit. They were very amazed by the advanced level of farming. The members of visiting team were Mr. Koide Sota Deputy Director of JICA, Miss H Shashaki Country Officer, Kaori Fruyama a representative of JICA India, Anurag Sinha Principal Development Specialist, and other officals.

The state government amended the immovable property transfer rules

With the publication of the notification in the Gazette, the new rules have come into effect, the state government gave instructions to appoint nodal officers in the district offices

The Chhattisgarh government has delegated the right of transfer of immovable properties to the district collectors in the municipal corporations, municipalities and Nagar panchayats of the state. A notification in this regard has also been published by the Government in the Official Gazette. The powers vested in the municipal corporations by the State Government under the provision (ii) of sub-section (5) of section 80 of the Chhattisgarh Municipal Corporation Act, 1956 and the Chhattisgarh Municipal Corporation (Transfer of Immovable Property) Rules, 1994. The District Collector has been delegated the authority of all proceedings for the transfer of property up to Rs. 10 Crores. Similarly, out of the powers vested in the government under Section 109(3)(ii) of the Chhattisgarh Municipality Act, 1961 and the Chhattisgarh Municipality (Transfer of Immovable Property) Rules, 1996, of Nagar Palika Parishad,. In this case, the District Collector has been delegated all the proceedings for the transfer of property up to Rs.1.5 crore.

The Urban Administration and Development Department has informed and directed all the Collectors of the districts, Commissioners of Municipal Corporations, and Chief Municipal Officers of Municipalities and Nagar Panchayats to take necessary action in this regard. The state government issued a circular for the transfer of properties in municipal corporations to observe the provisions under section 80 of the Chhattisgarh Municipal Corporation Act, 1956 and the Chhattisgarh Municipal Corporation Act (Transfer of Immovable Property) Rules 1994 made under the former act. Similarly, the state government has also issued a circular for the transfer of properties in Municipalities and Nagar Panchayats for observing the provisions under Section 109 of the Municipality Act, 1961 and the Chhattisgarh Municipality (Transfer of Immovable Property) Rules 1996 and it has been instructed to take the further action in this regard as per rules extend to the limit.

The state government has directed the appointment of a nodal officer in the district office to carry out the process of transfer of properties of urban bodies so that after examination of the assets, they can be presented before the collector for approval. Instructions have also been given to provide information to the Regional Office of the Joint Director of Urban Administration and Development Department through the nodal officer regarding the resolution of the proposals received for property transfer and pending proposals at the end of every month.
