The new policy of Chhattisgarh Naxal eradication approved by the Council of Ministers headed by Chief Minister Mr. Baghel

The policy is based on the government’s Triveni action plan of; development, trust and security.

Provision of Rs.20 lakh has been made for the purchase of agricultural land as additional relief amount to the families of the martyrs.

Provision of an additional amount of  Rs.10 lakhs on the surrender of an active Naxal with a reward of Rs. 05 lakhs or more

Victims of other states are also eligible for compensation in the new policy

Cabinet Meeting-

The Chhattisgarh Naxal eradication policy has been approved in the meeting of the Council of Ministers which was held under the chairmanship of Chief Minister Mr. Bhupesh Baghel. The main points of this policy are as follows:-

1. The policy is based on the government’s Triveni action plan of; development- trust and security. The works / goals created by various departments in the fields of education, health, employment etc. have been mentioned in this policy. The residents of Gram Panchayats will get the benefit of government schemes and various development-oriented schemes are to be implemented under 'Manwa Nava Naar' scheme. Under which, the establishment of Integrated Development Centers, effective implementation of laws/rules applicable for Scheduled Areas/Forest Areas, etc. multi-dimensional goals/objectives have been outlined.

2. An amount of Rs. 20 lakhs to be given as additional relief amount to the families of the martyrs of the police force for the purpose of purchasing agricultural land and full exemption to be given on the stamp duty/registration fee up to 02 acres of land on the purchase of agricultural land within 03 years. Arrangements will also be made to provide artificial limbs to the injured jawans if required.

3. The policy also contains provisions for the rehabilitation of Naxal persons/families and surrendered Naxalites. A provision has been made for a district level committee under the chairmanship of collector for the decision of rehabilitation. In case of any difficulty in resettlement, a committee has also been constituted at the state level under the chairmanship of Additional Chief Secretary /Principal Secretary, Home. Various types of benefits/facilities have been provisioned by various departments for the rehabilitation.

4. The major provisions for Naxal victims include the increment of the compensation amount which has been doubled in the cases of murder/death, injury, damage to property and livelihood - If required, artificial limb will be provided by the Social Welfare Department. Different types of facilities like self/children's education, hostel, scholarship, benefits of health schemes, benefits of schemes of food department, linking them with self-employment schemes, giving benefits of various government schemes as per rules, etc have also been included in the policy.

Government service will be provided on the lines of compassionate appointment in the case of murder of the breadwinner of the family. If government service is not provided, then an additional amount of 15 lakh will be given for the purchase of agricultural land, and full exemption will be given in stamp duty/registration fee on the purchase of land up to 02 acres within 3 years.


5. Among the major provisions for the surrendered Naxalites, Rs.50 will be provided for surrendered rounds instead of Rs. 5 per round. An amount of Rs 25,000 will be provided to each Naxalite for surrender. Similar to Naxal victims, trial/action will be taken for providing various facilities/benefits to the surrendered Naxalites by various departments.

An active Naxalite with a reward of Rs.5 lakh or more will be given a separate amount of Rs.10 lakh on surrender (this amount will be in addition to the reward amount declared above and the compensation amount payable in lieu of the surrendered weapon). This amount will be deposited as a fixed deposit in the bank and its interest will be given to the dedicated Naxalite. Reviewing their conduct after 3 years, this amount will be provided to them. If agricultural land is purchased by a dedicated Naxalite within 3 years, then the full exemption will be given in stamp duty/registration fee on land up to 2 acres.

6. In the new policy:-

•Victims of other states have also been made eligible for compensation

• Naxalite victim / surrendered Naxalites, who have provided special cooperation to the police in the anti-Naxalite campaign and who have put their individual safety in risk, in such cases the individual can be recruited to the lowest posts in the police department by the Inspector General of Police Range

• All the departments have been given a time period of 60 days to amend the rules/provisions to implement the new policy.

• The provisions of the CG Public Service Guarantee Act will be applicable as it is.

•CG Naxal eradication policy will remain effective for 05 years from the date of its implementation.
