Democracy fighters honored on Emergency Memorial Day

Raipur : Democracy is not just a system of governance, but a way of life. The freedom that we are experiencing today in the atmosphere of democracy, its price was paid by some people during the Emergency by torture, humiliation and spending time in jails. It is our duty to convey the pain and struggle of these democracy fighters to every generation. Chief Minister Shri Vishnu Dev Sai said this while addressing the Emergency Memorial Day program organized at his residential office today.

Chief Minister Shri Vishnu Dev Sai called for being cautious of anti-democracy forces and to keep working continuously to strengthen democracy. He said that the democracy fighters who fought to protect democracy were tied in chains and tortured physically and mentally. All this happened in independent India, but that inhumanity reminded of the cruelty of the British rule. The democracy fighters who suffered unbearable hardships during the Emergency are still a source of inspiration for us.

Chief Minister Shri Sai felicitated the democracy fighters on this occasion. In the program, he also released the book 'Wo 21 Mahonese: Emergency' written by Shri Sachchidanand Upasne.

Chief Minister Shri Vishnu Dev Sai said that 25 June 1975 is considered the darkest day in the democratic history of India. During the Emergency, thousands of people were thrown into jails without any crime, fundamental rights were snatched away and democracy was strangled. Chief Minister Shri Sai said that he has seen this tragedy very closely. His late elder father Shri Narhari Prasad Sai was also imprisoned for 19 months during that period.

The stories narrated by him still send chills down the spine. He told how the democracy fighters were chained and subjected to physical and mental torture. All this happened in independent India, but that inhumanity reminded us of the cruelty of the British rule. He said that even the freedom of artists was snatched away during the Emergency. When playback singer Kishore Kumar refused to sing government propaganda songs, his songs were banned on All India Radio.

Chief Minister Shri Sai said that the Chhattisgarh government had started giving honorarium to the democracy fighters, which was stopped by the previous government. Our government not only restarted this Samman Rashi but also paid the arrears of the last five years which were stopped by the previous government.

The Chief Minister said that now the last rites of the Loktantra Senani will be performed with state honours and their families will be given a financial assistance of ₹25,000. Apart from this, by passing an Act in the Assembly, it has been ensured that no government can end this Samman Yojana in future.

In his address, Vidhan Sabha Speaker Dr. Raman Singh elaborated on the horrors of the Emergency and the sacrifices of the fighters for democracy. He said that it is the responsibility of today's generation to convey to every citizen of the country the torture of the 21 months of Emergency and the blow to democracy. Dr. Singh said that it is our good fortune that today the participants of the MISA movement and their families are among us. Terming the Emergency as unconstitutional, he said that at that time the entire country was turned into a huge prison. The pillars of democracy—the judiciary, the executive, the legislature and the media—were rendered inactive.

Censorship was imposed on the press and those who spoke the truth were put in jails. He said that the country was going through a deep economic and social crisis at that time—inflation, unemployment and corruption were at their peak. There was resentment brewing among the people and the Emergency was imposed to suppress it. He said that if democracy is alive and strong today, then the credit for this goes to those fighters who protected the constitution and the soul of the country despite facing immense hardships.

On this occasion, Shri Pawan Sai and National Vice President of Loktantra Senani Sangh Shri Sachchidanand Upasne also addressed the program. Industry Minister Shri Lakhanlal Devangan, MLA Shri Motilal Sahu, CGMSC Chairman Shri Deepak Mhaske, Civil Supplies Corporation Chairman Shri Sanjay Srivastava, Minority Commission Chairman Shri Amarjeet Chhabra, Raipur Development Authority Chairman Shri Nand Kumar Sahu, State President of Loktantra Senani Sangh Shri Diwakar Tiwari, along with a large number of Loktantra Senanis and their family members were present in the program.

Raipur : A delegation of the Goncha Mahaparva Organizing Committee led by Jagdalpur MLA Shri Kiran Dev paid a courtesy visit to Chief Minister Shri Vishnu Dev Sai at his residence tonight. The delegation invited the Chief Minister to participate in the Goncha Mahaparva organized at the divisional headquarters Jagdalpur. He informed that this festival, which is being celebrated continuously for more than six hundred years, is a symbol of social harmony and love in Bastar.

This festival, which is the longest running festival after Bastar Dussehra, has started from June 11 with Chandan Yatra. The representatives informed that under the festival, Netrotsav Puja will be organized on June 26 and Shri Goncha Rath Yatra on June 27. The Mahaparva will conclude with Bahuda Goncha Rath Yatra on July 5. On this occasion, the delegation honored Chief Minister Shri Sai by presenting 'Tupki' as per the tradition of Bastar.

It is noteworthy that there is a centuries-old tradition of firing Tupki in the Gocha Mahaparva. The tribals of Bastar prepare Tupki from a poly bamboo tube, in which the fruit of a special plant is put and pressed forcefully, which produces a sound like a firecracker. Chief Minister Shri Sai expressed gratitude for the invitation and extended his heartfelt wishes for the Gocha Mahaparva.

Raipur : In a Cabinet Meeting chaired by Chief Minister Shri Vishnu Deo Sai at his Civil Lines residence office today, following significant decisions were taken:

1. Cabinet approved a major decision to extend certain educational benefits to communities that have been technically excluded from the Scheduled Castes and Scheduled Tribes lists. Accordingly, students belonging to the Dihari Korwa, Baghel Kshatriya, Sansari Oraon, and Pabia/Pavia/Paviya communities will be eligible to receive state-funded scholarships and stipends equivalent to those granted to Scheduled Tribes. Similarly, students of the Domra caste will be granted benefits equivalent to those for Scheduled Castes. These communities will also be allowed hostel and ashram admissions within approved seat limits.

2. With the objective to promote renewable energy and provide economic benefits to electricity consumers, the Cabinet has approved state financial aid for the installation of rooftop solar plants under PM Surya Ghar: Muft Bijli Yojana.

Through the Chhattisgarh State Power Distribution Company Limited (CSPDCL), beneficiaries will receive both central and state financial support depending on plant capacity (1kW, 2kW, 3kW and above). For example:

For a 1kW system: Total aid of Rs 45,000 (Rs 30,000 from Centre + Rs 15,000 from State)
For a 3kW or higher system: Total aid of Rs 1,08,000 (Rs 78,000 from Centre + Rs 30,000 from State)

Similar benefits are proposed for Housing Societies and Residential Welfare Associations. The subsidy amount will be provided to CSPDCL in advance for disbursal to beneficiaries.

Targets have been set for installation of 60,000 solar plants in 2025–26 and 70,000 in 2026–27, with respective budgetary implications of Rs 180 crore and Rs 210 crore. CSPDCL will be the implementing agency, and a dedicated bank account will be opened for transparent management of subsidies. Priority for state aid will be given to those whose grid synchronization occurred on or after 1 April 2025.

3. In a landmark move for wildlife conservation and eco-tourism, the Cabinet has approved formation of Chhattisgarh Tiger Foundation Society under the Wildlife Protection Act, 1972.

This self-financed society—on the lines of a similar body functioning in Madhya Pradesh since 1996—will work towards protecting the rapidly declining tiger population in Chhattisgarh (currently estimated at 18–20). It will raise funds through voluntary contributions and will not place any additional burden on the state exchequer.

The society will undertake direct conservation efforts, promote eco-tourism through local community involvement, and encourage environmental education, research, and training—creating opportunities for employment while preserving biodiversity.

4. Cabinet has approved the merger of Vivekananda Institute of Social Health, Welfare and Services, Chhattisgarh (VISHWAS)—an allied organisation of the grant-in-aid educational institution Ramkrishna Mission Ashram Narayanpur—into the parent Ashram.

5. In a move to promote horticultural education, the Cabinet has approved the transfer of 100 acres of government land (out of a total 94.290 hectares) in Belgaon, under Saja Tehsil of Bemetara district, free of cost to the Horticulture Department for the establishment of a Horticulture College under the Horticulture University.

6. Cabinet has approved the proposal to transfer ownership of the ‘JashPure’ brand—under which women's self-help groups in Jashpur district produce traditional items such as herbal and mahua tea—to the state government or the Chhattisgarh State Industrial Development Corporation (CSIDC) to expand market reach and boost marketing efforts.

The move is expected to promote agro and food processing units, increase demand for local raw materials, and generate more employment opportunities for tribal women. The trademark transfer will not impose any additional financial burden on the state.

7. Acknowledging the supreme sacrifice of martyred police personnel, the Cabinet has amended Clause 13(3) of the Unified Revised Guidelines–2013 for compassionate appointments.

Now, in cases where a police officer is martyred in Naxalite violence, any eligible family member (male or female) may opt for a compassionate appointment in any department across any district or division of the state. Previously, such appointments were generally restricted to the same department or office where the deceased was employed.

8. To ensure systematic exploration and infrastructure development of minor minerals in the state, the Cabinet has approved the draft notification for the establishment of State Mineral Exploration Trust (SMET).

Modeled after the National Mineral Exploration Trust of the Government of India, SMET will receive an additional 2% of the royalty revenue from all minor minerals. The fund will be utilized for high-tech exploration, infrastructure development, information systems, logistical support, and human resource development in the mining sector.

Raipur : Chief Minister Shri Vishnu Dev Sai has said that Sen Samaj is a progressive society, it has a glorious history. The contribution of this society in our social, economic, cultural field is incomparable. This society is making a significant contribution in Chhattisgarh's progress and development. Chief Minister Shri Sai was addressing the function of women district presidents and Pratibha Samman of Sen Samaj organized in the capital Raipur today. On this occasion, he announced approval of Rs 20 lakh for the social building of Sen Samaj in Balod city. The program was inaugurated by the Chief Minister by paying tribute to the oil painting of Sen Maharaj and lighting a lamp.

Chief Minister Shri Sai further said in the program that education is very important for change in any society. Today, there is a need to take women forward in the field of education in the society. When a woman is educated, the entire family benefits from it. A strong society can be built only through an empowered woman and a strong nation can be built through an empowered society. Our government firmly believes that women are the foundation of building a society. The Chief Minister mentioned in detail the contribution of many people including late Shri Karpuri Thakur ji, talents of the Sen community in various fields. He said that it is a matter of happiness that the Sen community is taking meaningful steps to remove social discrepancies. Our government is ready to provide all possible support for the development and upliftment of the Sen community.

Chief Minister Shri Sai said that our government is implementing various schemes to strengthen the economic condition of the farmers of the state. Many schemes have been started for women, which are helping to make the women of the state economically empowered. After our government came to power, we implemented the Mahtari Vandan Yojana included in Modi's guarantee. Today 70 lakh women of the state are benefiting from it. Under the Mahtari Vandan Yojana, our government has provided economic independence to the mothers and sisters of Chhattisgarh, so that they can play a strong role in their family and society.

Chief Minister Shri Sai further said that by starting the Center-run Beti Bachao, Beti Padhao, the objective has been set to improve the sex ratio, promote girl education and develop a positive attitude towards women in the society. Our daughters are our pride. Through the Beti Bachao, Beti Padhao scheme, we are ensuring their education and safety. MLA Shri Purandar Mishra and Civil Supplies Corporation Chairman Shri Sanjay Srivastava also addressed the program.

On this occasion, talented students, artists and women social workers of Sen Samaj were honoured by presenting them with shawls and mementoes. State Child Rights Protection Commission's initiative to create awareness about child rights

Police personnel, Anganwadi workers and girl students were honored on the 15th foundation day of the commission

Raipur : Chief Minister Shri Vishnu Dev Sai launched the Sarthak and Rakshak Abhiyan to create awareness about child rights on the occasion of the 15th foundation day celebration of Chhattisgarh State Child Rights Protection Commission. Addressing the program organized at Pandit Deendayal Auditorium in the capital Raipur on this occasion, he said that the State Child Rights Protection Commission has an important role in raising awareness about child rights in the remote areas of the state. He said that new campaigns like Sarthak and Rakshak will prove effective in creating awareness about children's rights in the public.

While addressing the program, Chief Minister Shri Sai said that a strong society can be built only through education. In the remote areas of Chhattisgarh state, especially in Bastar and Surguja divisions, children go to other cities at an early age in search of work, but due to lack of information, they often become victims of exploitation. It is the responsibility of the Commission to identify such children and link them to employment and provide them benefits from government schemes. He said that our government is running many schemes focused on children and youth. Our government is providing school, college, coaching facilities in every village. Along with this, maximum facilities are being provided to the students through works like Prayas in the field of education, Nalanda campus and Tribal Youth Hostel in Delhi.

Mrs. Varnika Sharma, Chairperson of Chhattisgarh State Child Rights Protection Commission, gave detailed information about the works of the Commission. It is worth noting that the Saarthak Abhiyan is being run to bring awareness about child rights and Rakshak Abhiyan is being run to provide special information about child rights protection laws in universities. In the foundation day ceremony of the commission, police personnel, Anganwadi workers and girl students who did excellent work for the awareness of child rights were honored. Along with this, the new guide booklet, protector booklet and cartoon books based on good touch, bad touch safe touch, human trafficking and right to education of Chhattisgarh State Child Rights Protection Commission were also released.

Raipur : Shedding its image as only a mineral- and agriculture-driven state, Chhattisgarh is swiftly evolving into a dynamic centre for technological innovation and strategic industries. This transformation is being led under the visionary leadership of Chief Minister Shri Vishnu Deo Sai, who has not only modernised the state’s industrial policies to be employment-oriented but has also undertaken historic measures to attract investment in strategic sectors such as defence, aerospace, and space technology.

In a recent cabinet meeting chaired by Chief Minister Shri Sai, the state government announced a separate industrial incentive package for these advanced technology sectors. This package is poised to attract significant investments while simultaneously opening up new avenues of employment and service opportunities for the youth of Chhattisgarh.

Formulated under the Chhattisgarh Industrial Development Policy 2024–30, this special package represents a decisive step towards promoting the establishment and expansion of cutting-edge industries. Enterprises in the fields of defence, aerospace, and space technology will be offered 100 percent reimbursement of SGST based on fixed capital investment, or alternatively, a capital subsidy. For units investing between Rs 50 crore and more than Rs 500 crore, subsidies of up to 35 percent will be provided, capped at a maximum of Rs 300 crore. In addition, investors will benefit from interest subsidies, concessions on electricity charges, waivers on stamp duty and registration fees, rebates on land use conversion charges, employment-based incentives, EPF reimbursement, and training grants.

A key highlight of the policy is its prioritisation of sustainable employment for local youth. Industries that provide first-time employment to Chhattisgarh residents will be granted a wage subsidy of up to 20 percent. This reflects the state government’s philosophy that development must transcend statistical achievements and lead to genuine improvements in the quality of life of its citizens.

Further incentives include grants of up to 20 percent of expenditure on setting up research and development facilities in the defence and aerospace sectors, capital investment support for establishing Centres of Excellence, and special assistance for drone training centres. These initiatives aim to make the state technologically self-reliant and a frontrunner in innovation. Units investing over Rs 1,000 crore or employing more than 1,000 people will receive additional industrial incentives, creating a compelling proposition for national and global companies to invest in Chhattisgarh.

Chief Minister Shri Vishnu Deo Sai envisions the development of a comprehensive ecosystem in the state—integrating industrial investment with employment, technical education, research, and innovation. His goal is to empower Chhattisgarh’s youth not only to seek jobs but to become job creators themselves. This forward-looking industrial policy aligns with national initiatives like Make in India and Aatmanirbhar Bharat, positioning the state on a new trajectory of identity and growth.

Chhattisgarh is now advancing beyond traditional industries, emerging as a promising destination for high-tech investments in the defence and aerospace sectors. No school is now teacherless

80 percent decline in single teacher schools

Integration of 10,372 schools, comprehensive rationalization of teachers

Raipur : Taking an important step towards increasing the quality and access to education in the state, the Chhattisgarh government has taken a comprehensive and meaningful initiative to rationalize its schools and teachers. This far-reaching reform under the guidance of Chief Minister Shri Vishnu Dev Sai, in accordance with the provisions of the National Education Policy (NEP) 2020 and the Right to Education Act 2009, is actually an effective effort to streamline the education system of the state and resolve long-standing educational anomalies.

Before rationalization, education was being affected due to lack of teachers in the schools of rural areas of Chhattisgarh state, posting of more teachers than required in urban areas and nearby schools and this was also affecting the examination results of the children.

About 212 primary schools and 48 upper primary schools in the state were completely teacherless, while 6,872 primary schools and 255 upper primary schools were functioning with only one teacher. In addition, there were 211 schools where the student strength was zero but teachers were posted. In addition, 166 schools were accommodated, including 133 schools in rural areas with enrolled strength less than 10 and distance less than 1 km, and 33 schools in urban areas with enrolled strength less than 30 and distance less than 500 metres.

Despite these challenges, Chhattisgarh's student-teacher ratio (PTR) was significantly better than the national average, with PTR for primary schools being 20 against the national average of 29 and PTR for upper primary schools being 18 against the national average of 38. However, the distribution was uneven. There were about 17,000 primary schools and about 4,479 pre-secondary schools in the state with PTR-less than 20. In urban areas alone, there were 527 schools with PTR-less than 10, including 08 primary schools with 15 or more teachers, 61 schools with 10-15 teachers and 749 primary schools with 6-9 teachers, these figures indicate the need for better resource allocation.

The main point of this initiative was the integration of about 10 thousand 372 schools operating in the same premises, which included primary, pre-secondary, high school and higher secondary schools. This merger is expected to bring many benefits, including reduction in the number of school dropouts and elimination of the need for students to get transfer certificates repeatedly. This will help in providing quality education, students of lower classes getting support from students of higher classes, and increasing academic understanding and interest through computers, science laboratories, sports and cultural activities, as well as personality development. The administrative system will also be strengthened from this point of view.

Along with the adjustment of schools, an important teacher rationalization process was also carried out through counseling at the district, division and state level. Under this process, about 13 thousand 793 teachers were rationalized at the district level. 863 teachers were rationalized at the division level and 105 teachers were rationalized at the state level.

The initial results of the rationalization campaign are highly promising. Most importantly, the education department says that no school is being closed and no teacher post is being abolished. Instead, the focus is on ensuring the operation of schools with better infrastructure.

After rationalization, the number of schools without teachers in the state has become zero. The number of single teacher schools has reduced by an impressive 80 percent, with about 1,200 schools now single teacher. The integration of 10,372 schools located on the same campus and the merger of 166 rural and urban schools have been completed. This will free about 89 percent of the students from repeated admission processes. Students will have access to additional teachers and there will be more uniformity in school timetables and other activities. This initiative also aims to improve student understanding through remedial teaching.

By implementing the National Education Policy, Chhattisgarh is not only addressing the current shortcomings but also laying a strong foundation for a future where every child will have access to quality education, promoting holistic development and academic excellence. This rationalization step is a testimony to the state's commitment to creating a more efficient, equitable and effective educational environment.

Raipur : Chief Minister Shri Vishnu Dev Sai today attended the closing ceremony of Chhattisgarh Cricket Premier League Season 2 held at Shaheed Veernarayan Singh International Cricket Stadium in Nava Raipur. Chief Minister Shri Sai handed over Winners Cup to the winning teams of Chhattisgarh Cricket Premier League. The final match of CCPL could not be played due to rain. Both the teams that reached the final, Raipur Rhinos and Rajnandgaon Panthers, were declared joint winners.

Addressing the closing ceremony of Chhattisgarh Cricket Premier League Season 2, Chief Minister Shri Sai said that it is a matter of good fortune for Chhattisgarh that a cricket tournament like CCPL was organized here in a grand manner. In Chhattisgarh, we are constantly trying to promote all sports. Through Chhattisgarh Cricket Premier League, the talented cricket players of the state have got a great opportunity to play. Chhattisgarh State Cricket Association deserves congratulations for this event.

The Chief Minister said that the final match could not be played today due to rain. Raipur Rhinos and Rajnandgaon Panthers teams have been declared joint winners. I congratulate and wish all the players a bright future. It is a matter of great happiness that despite the bad weather, a large number of cricket lovers are present in the stadium. I hope that the Chhattisgarh State Cricket Association will continue to organize Chhattisgarh Cricket Premier League in the same way in future.

It is worth mentioning that Chhattisgarh Cricket Premier League Season 2 was organized from 6 June to 15 June. Raipur Rhinos, Rajnandgaon Panthers, Raigarh Lions, Bastar Bisons, Bilaspur Bulls and Surguja Tigers teams participated in it.

Raipur : Chief Minister Shri Vishnudev Sai, during his visit to Korba district today, unveiled the statue of Lokmata Maharani Ahilyabai Holkar in the convention center and announced to name the convention center after the Maharani. On this occasion, he gave the gift of 66 different development works worth more than Rs 223 crore 88 lakh to the people of the district.

Chief Minister Shri Vishnu Dev Sai said that Maharani Ahilyabai Holkar of Indore was a people-loving and just ruler. She did remarkable work in the field of women's education, along with promoting women empowerment, she beautified the important pilgrimage sites and religious places of the country and gave them a new identity. He said that he had come to Korba six months ago also, during this time also he was given gifts of various development works worth more than Rs. 600 crores. Today, the people of Korba district will benefit from the gift of development works worth Rs. 225 crores.

Chief Minister Shri Sai talked about taking necessary initiatives for the establishment of Aluminium Park. He also planted a vermilion plant in the convention center premises under the name of Ek Ped Maa. He also visited the photo exhibition based on the biography of Lokmata Ahilyabai Holkar. Deputy Chief Minister Shri Arun Saw and Industry Minister Shri Lakhanlal Devangan also addressed the program.

Inauguration and foundation stone laying

The works inaugurated by Chief Minister Shri Sai mainly include Ekal Gram Nal-Jal Yojana in 11 villages under Jal Jeevan Mission, new primary health center building in 3 villages, Swami Atmanand Hindi Medium School new building/renovation work, and 2.4 kW capacity solar power plant installation work in 47 hostels-ashrams. Similarly, the major works of Bhoomi Pujan include 100 TPD solid waste management project for Municipal Corporation Korba, city bus depot-terminal complex under Pradhan Mantri e-bus service, SNCU hall in 100 bed hospital, training hall and other construction works, water conservation work in Ayodhyapuri pond and various works of District Mineral Institute Trust Fund and 15th Finance Commission.

Chief Minister Shri Vishnu Dev Sai participated in the Fight Against Global Warming Campaign program organized in the Krishak Auditorium of Indira Gandhi Agricultural University today.

Raipur : Chief Minister Shri Sai said in his address that education is the key to development and it is the initial and very important link in the overall development of the nation. He said that private educational institutions have also played an important role in the expansion of education. Shri Sai said that the active participation of all of us is necessary to achieve the goal set by Prime Minister Shri Narendra Modi to make the country a developed India by the year 2047. Keeping this objective in mind, the state government has prepared a vision document of developed Chhattisgarh and continuous efforts are being accelerated in this direction.

Chief Minister Shri Sai said that 25-year-old Chhattisgarh is celebrating its silver jubilee today and in this journey the state has achieved historic achievements in the direction of all-round development. He said that today prestigious central institutions like IIT, IIM, AIIMS are functioning in Chhattisgarh, which are making significant contribution in the development of the state.

The Chief Minister said that today the whole world is facing the serious challenge of climate change and global warming. Under the leadership of Prime Minister Shri Narendra Modi, the Government of India has set the target of net zero carbon emissions by the year 2070, towards which the country has taken rapid steps. Chhattisgarh is moving ahead in the direction of promoting green energy. Under the attractive new industrial policy of the state, investments of more than three lakh crore rupees have been received in the energy sector alone. The Chief Minister informed that a special tree plantation campaign is being run in the state and four crore saplings were planted last year. The state government will continue innovative programs like "Ek Ped Maa Ke Naam" and "People for People".

The Chief Minister said that we should develop environmental consciousness in the children, so that they can lay the foundation of a clean, beautiful and safe future. He praised all the teachers and organizers participating in this campaign and said that only through social participation can we ensure pure air, clean water and healthy environment. Chief Minister Shri Sai said that the concept of prosperity through cooperation is being realized under the leadership of our country's Prime Minister Shri Narendra Modi and Cooperative Minister Shri Amit Shah. Atal Digital Suvidha Kendras have been opened in 1460 Gram Panchayats of the state, through which banking facilities are being provided in the Gram Panchayat building itself. He informed that by the next Panchayati Raj Day, this facility will be available in all the Gram Panchayats of the state, which will provide great relief to the farmers.

Chief Minister Shri Sai also mentioned the major changes in the field of cooperation during the Chief Ministership of Assembly Speaker Dr. Raman Singh. He said that former Chief Minister Shri Singh freed the farmers from the heavy interest rate for short-term loans and provided relief to the farmers by continuously reducing the interest rates. Now farmers are getting short-term loans without any interest for agricultural work. Chief Minister Shri Sai congratulated the people of the area on the opening of a new branch of Apex Bank in Farasbahar and said that now farmers will not have to go to Pathalgaon, 50-60 kilometers away, for banking facilities. He congratulated the Cooperative Department for this noble initiative.

Assembly Speaker Dr. Raman Singh started his address by remembering the great personalities who sowed the seeds of cooperatives in Chhattisgarh. He said that in Chhattisgarh, pioneers like Shri Vamanrao Lakhe and Thakur Pyarelal laid the foundation of cooperatives, whose developed form we are all seeing today. This year is the International Year of Cooperatives, and with the efforts of Union Cooperative Minister Shri Amit Shah, miraculous changes are definitely taking place in this sector. Informed about the achievements of Naxal operation and development of Bastar

New Delhi: Chhattisgarh Chief Minister Shri Vishnudev Sai met Union Home Minister Shri Amit Shah in New Delhi on Friday. During this, the Chief Minister gave detailed information about the successes of anti-Maoist operations in the state so far and the development work going on in the Bastar region. Chhattisgarh Deputy Chief Minister and Home Minister Shri Vijay Sharma and Chief Minister's Principal Secretary Shri Subodh Singh were present on this occasion.

The Chief Minister said that with the new strategy of the state government and the cooperation of the Center, the Naxal eradication campaign has been brought to a decisive turn. The intensive campaigns conducted in the last one and a half years have yielded positive results. 1,428 Maoists have surrendered, which is a significant increase compared to the last five years.

Chief Minister Shri Sai informed that 427 Maoists were killed in 205 encounters, including notorious Maoists like top leader of the organization General Secretary Basava Raju and Central Committee member Sudhakar. Along with this, 64 new forward security camps have been established in the state, which has strengthened the security network.

He informed that basic facilities like electricity, drinking water, health services and schools are now being rapidly provided to the villages located around these security camps. 18 types of community services and 25 types of government schemes are being implemented in an integrated manner in 146 villages identified under the 'Niyad Nellnar Yojana', which has increased the confidence of the local people in the governance system.

Home Minister Amit Shah praised the progress report presented by Chief Minister Sai and said that decisive control over Maoist activities is becoming possible due to the efforts of the Chhattisgarh government and the central government will continue to provide all possible assistance to the state.

Chief Minister meets Prime Minister and Home Minister, presents a new vision of Chhattisgarh

New Delhi : Chhattisgarh Chief Minister Shri Vishnu Deo Sai met Prime Minister Shri Narendra Modi in New Delhi on Friday. During the meeting, he presented the changing face of Bastar, highlighting peace and development initiatives, and also briefed the Prime Minister about the recently held Su-Shasan Tihar (Good Governance Festival) in Chhattisgarh.

During his visit to Delhi, the Chief Minister also called on Union Home Minister Shri Amit Shah at his residence, where they discussed key issues including state development and anti-Naxal operations.

The Chief Minister stated that Bastar, once known for guns and landmines, is now witnessing the rise of mobile towers — not just as tools of communication, but as symbols of progress and trust.

He informed that in the past one and a half years, the state government has established 64 new forward security camps in the region. These camps have not only enhanced the sense of safety in nearby villages but have also brought mobile network connectivity to previously remote areas. A total of 671 mobile towers have been activated so far, with 365 of them providing 4G services. This marks the beginning of a digital revolution in tribal regions.

“Today, these mobile towers signify more than just connectivity,” the Chief Minister said. “They represent a future where children and youth in Bastar are now part of the digital world. Where earlier they had to travel to cities to prepare for exams or access education, now the same opportunities are available in their own villages through online platforms. Young people in Bastar are shaping their own futures using smartphones.”

He also highlighted that villages around these security camps are now receiving basic amenities like electricity, drinking water, healthcare, and education. Under the Niyad Nellanar scheme, 18 community services and 25 government welfare schemes are being implemented simultaneously in 146 identified villages.

The Chief Minister briefed the Prime Minister on the success of Su-Shasan Tihar, during which hundreds of grievance redressal camps were organized. From MPs to MLAs, public representatives directly visited villages to address people’s concerns. At these camps, citizens received services such as ration cards, Aadhaar updates, pensions, health check-ups, school admissions, Ayushman cards, PM Awas, and Ujjwala gas connections — all under one roof.

Shri Sai also presented a detailed account of Chhattisgarh’s initiatives and innovations in the field of water conservation. He emphasized that the state is working in mission mode to tackle water scarcity, combining community participation with technological interventions at every level.

The Chief Minister informed the Prime Minister that due to changing climate patterns, the number of rainy days in Chhattisgarh has reduced from around 100 to just 65 annually. In response, the state has launched a unique initiative titled ‘Water Conservation Initiative – Chhattisgarh’s Model for a Secure Future’.

As part of this model, innovative water-saving methods are being adopted in villages. Where rainwater earlier flowed away, efforts are now being made to capture and store it. Technologies like GIS mapping and the Jaldoot mobile app are being used to identify critical areas in need of water infrastructure.

Most significantly, women are playing a central role in this campaign. Women’s groups are actively involved in cleaning and deepening ponds, reviving traditional water bodies, and promoting water stewardship in their communities. This collective effort is helping ensure clean and sufficient water in rural areas.

Chief Minister Sai also informed the Prime Minister about the Nalanda Campus — India’s first 24x7 hybrid public library. Built at a cost of ₹18 crore, the campus includes an e-library, youth tower, health zone, and solar-powered infrastructure. Over 11,000 students have benefited so far, with more than 300 successfully clearing UPSC and CGPSC exams. He also shared details about the Prayas model, which provides free coaching to underprivileged and tribal students for national-level exams such as IIT-JEE, NEET, and CLAT. So far, 1,508 students from this initiative have secured admission in prestigious institutions across India.

On this occasion, the Chief Minister said that there are immense possibilities of handicraft development in Chhattisgarh. The artworks here are in demand even abroad. The government is committed to provide market to the handicraft products of Chhattisgarh and to get the artisans a fair price for their skills. The Chief Minister distributed grant amount of five thousand rupees to the handicraftsmen under the Tool Equipment Scheme.

Chief Minister Shri Sai congratulated and wished the newly appointed Chairperson of Chhattisgarh Craft Development Board, Smt. Shalini Rajput on assuming office and said that under her leadership, Chhattisgarh Handicraft Development Board will work for the betterment of the artisans. He said that artisans are doing very good work in every area of Chhattisgarh. During Sushasan Tihar, I got a chance to visit Shilpgram in Kondagaon. There I met the artisans and saw their art closely.

Similarly, in Ektal of Raigarh, craftsmen make metal artifacts. In Bastar, beautiful wooden figures are made from woodcraft. The skill of handicraftsmen is amazing in the entire state. The beautiful cap that was presented to me in this program today was made from Chhind and bronze. In Kotampani, near our village in Jashpur, very beautiful artifacts are made from Chhind and bronze.

Chief Minister Shri Sai said that there is a need to provide more and more training to the craftsmen. It is very important that handicraft work is mostly done in rural areas. Therefore, through handicraft development, we can provide employment to the villagers on a very large scale. I hope that the Handicraft Development Board will work in this direction and will provide training to the craftsmen as well as provide them with maximum loan-subsidy and provide them employment.

The Chief Minister said that there is a demand for Dokra Art of Kondagaon in foreign countries. It is important that the craftsmen get a fair price for their product along with the market. Without middlemen, artisans should have direct access to the market so that they get maximum benefits.

Chief Minister Shri Sai said that it is a matter of great happiness that Pandi Ram Manjhi of Garhbengal, Chhattisgarh has been awarded Padma Shri. The art of Chhattisgarh is the pride of our country, it should be recognized all over the world.

Assembly Speaker Dr. Raman Singh said that the artists of Chhattisgarh have wonders in their hands. Whether it is clay toys or bell metal, embroidery, tattooing and terracotta, artisans of the state are making very beautiful products of their art. Handicrafts of Chhattisgarh should participate in national and international level exhibitions. Our artisans have natural talent. There is also a need to involve designers for large scale production of handicrafts.

Raipur : Courtesy meeting of trainee officers of Indian Administrative Service 2024 batch with Chief Minister Shri Vishnudev Sai was held today at Mantralaya Mahanadi Bhawan in Nava Raipur. Additional Chief Secretary and Director General of Chhattisgarh Administration Academy Nimora, Shri Subrat Sahu informed Chief Minister Shri Sai that five officers of Indian Administrative Service 2024—Shri Phadtare Aniket Ashok, Shri Arvind Kumaran T., Shri Akshay Dosi, Shri Kshitij Gurbhele and Shri Vipin Dubey have got Chhattisgarh cadre. These officers are being trained from 28 April to 20 June at Chhattisgarh Administration Academy Nimora. After this, they will be posted in Jashpur, Bilaspur, Raigarh, Korba and Bastar districts on the post of Assistant Collector.

Chief Minister Shri Vishnudev Sai congratulated and wished the trainee officers and inquired from them about their training and experiences of Chhattisgarh. The Chief Minister told the officers that you are starting your career in Chhattisgarh at a time when a lot of positive changes are taking place here. In the last one and a half years, very good work has been done in every field in Chhattisgarh. Especially, the image of Chhattisgarh as a Naxal-affected state is now changing. The Chief Minister said that recently Sushasan Tihaar has been completed. In its third phase, we toured the entire state and took feedback from the public and resolved their problems. The trainee officers told the Chief Minister that during the training they also got the opportunity to go to the Samadhan camp. Training Director Mrs. Seema Singh said that during the training, the officers were given information about the administrative structure, rules and procedures of Chhattisgarh. They were told about the work of different departments, policies of the government and various schemes and the administrative functioning of the districts.

On this occasion, Chief Secretary to the Chief Minister Mr. Subodh Kumar Singh, Secretary to the Chief Minister Mr. Rahul Bhagat and Director of Chhattisgarh Administration Academy Mr. T.C. Mahavar were present.
