Raipur : Prime Minister Shri Narendra Modi inaugurated Chhattisgarh's first Microbiology Food Testing Laboratory in Kalibadi, Raipur, via video conferencing from Rajkot on Sunday. Prime Minister Shri Modi initiated a new tradition of inaugurating and laying the foundation of several projects simultaneously related to healthcare services in the country. Shri Modi stated that, by working at such a rapid pace, the resolution of a developed India will be fulfilled.

During the program, Chhattisgarh's Health Minister Shri Shyam Bihari Jaiswal expressed gratitude to Prime Minister Shri Modi and stated that the Chhattisgarh Government is firmly committed to fulfilling the “Modi ki Guarantee”. He said, "Our government is dedicated to providing every citizen with pure, high-quality, safe, and nutritious food. This lab will serve as a shield for food security so that the vision of good health can be achieved".

Since December 2006, the Food Testing Laboratory has been operational in the new building located in Kalibadi, Raipur. Prime Minister Shri Narendra Modi inaugurated the Microbiology Food Testing Laboratory on Sunday. This laboratory has been prepared with additional financial assistance of Rs 4 crore 33 lakh from the Food Safety and Standards Authority of India (FSSAI), New Delhi. It is the first food microbiology laboratory in the state.
Food-borne illnesses such as vomiting, diarrhoea, typhoid, fever, hepatitis, skin-related diseases, etc., can occur due to contaminated food and drinking water. Previously, the laboratory used to conduct chemical testing, heavy metal testing, pesticide testing, and vitamin testing, but there was no testing process available as per the microbiological standards. Now, with a modern microbiology laboratory equipped with state-of-the-art machines, it will be possible to test for bacteria, fungi, yeast, moulds, etc., that contaminate food items.

Raipur : Prime Minister Shri Narendra Modi on Saturday participated in the Viksit Bharat Sankalp Yatra programme organized at Balbir Singh Juneja Indoor Stadium in the capital Raipur through video conferencing. He inaugurated and laid the foundation stone of 10 projects worth Rs 34,427 crore. This includes the inauguration of 9 projects costing Rs 18,897 crore and laying the foundation stone of one project worth Rs 15,530 crore.
Chhattisgarh Chief Minister Shri Vishnu Deo Sai, Tourism, Culture, and School Education Minister Shri Brijmohan Agrawal, Agriculture Minister Shri Ram Vichar Netam, as well as a large number of common citizens, also attended the programme. On this occasion, stalls of various schemes were also set up, and their beneficiaries were also present. This programme of Viksit Bharat Sankalp Yatra was also held at CSEB Ground in Raipur West Assembly, BTI Ground Shankar Nagar in Raipur South Assembly, Gyan Prakash School Birgaon in Raipur Rural Assembly, Agrawal Bhawan in Abhanpur Assembly, High School Paragaon in Arang Assembly, and High School Kurud Siliyari in Dharsiwa Assembly.

Works Inaugurated by Shri Modi
Prime Minister Shri Narendra Modi inaugurated Open Cast Project Chhal Coal Handling Plant worth Rs 173.46 crore in Raigarh area, Open Cast Project Dipka Coal Handling Plant worth Rs 211.22 crore in the Dipka area, and the Open Cast Project Baraud Coal Handling Plant worth Rs 216.53 crore in the Raigarh area, under the Ministry of Coal. These three open-cast projects will reduce loading time through the rapid loading system and reduce greenhouse gas emissions.

Shri Modi inaugurated the 100 MW AC/155 MW DC solar power project built in an area of 451 acres in 9 villages of Rajnandgaon district at a cost of Rs 907 crore under the Ministry of New and Renewable Energy.
Prime Minister Shri Modi inaugurated two projects worth Rs 1007 crore under the Ministry of Road Transport and Highways, including a 52.40 km long road from Ambikapur to Shivnagar and a 55.65 km long road from Banari to Masniakala (National Highway-49). The Ambikapur-Shivnagar road will increase connectivity with the state capital Raipur and the Korba industrial area, leading to rapid development of the area. Similarly, the Banari-Masniakala road will save time and fuel in travel from Bilaspur to the Raigarh/Orissa border and will lead to the socio-economic development of the villages in the area.
Prime Minister Shri Narendra Modi inaugurated one project worth Rs 15,799 crore - Lara Supercritical Thermal Power Plant Stage-1 (2x800MW) under the Ministry of Power. This project, based on supercritical technology, is located in Raigarh district of Chhattisgarh state.
Prime Minister Shri Modi inaugurated two projects worth Rs 583 crore under the Railway Ministry, including a 50 MW solar power plant in Bhilai worth Rs 280 crore and the Bilaspur-Uslapur flyover built at a cost of Rs 303 crore. The power generated through the 50 MW solar plant will be utilized to run trains on solar power, thereby promoting green energy.
The Bilaspur-Uslapur flyover (10.5 km) is built at a cost of Rs 303 crore. All trains coming from the direction of Howrah will go directly towards Katni from Bilaspur yard without any cross movement and without creating any hindrance in the movement on the Howrah-Mumbai route. This will reduce traffic pressure in Bilaspur. Besides, the mobility of trains will increase, and agricultural products will have easy access to the market.
Foundation Stone laid by Prime Minister Shri Modi
Prime Minister Shri Narendra Modi laid the foundation stone of Lara Super Critical Thermal Power Plant Stage-2 (2G800D) in Raigarh under the Ministry of New and Renewable Energy. This project will create direct and indirect employment opportunities in the area. The project will further improve the availability of infrastructure development, including access roads, drainage, communication, and transport facilities, and social infrastructure, including education and healthcare systems in the surrounding area.

Raipur : Chief Minister Shri Vishnu Deo Sai attended an event in Damakheda, Balodabazar-Bhatapara district, on the occasion of Magha Purnima. Dharm Guru Panth Shri Prakash Muni Naam Saheb welcomed him on behalf of the Kabir Panthi community. Shri Sai announced that Damakheda will be renamed as Kabir Dharm Nagar Damakheda. He also said that government will speed up the construction of Kabir Sagar project. Shri Sai mentioned no new factories will start within 10 kilometers of Damakheda. He received blessings from Panth Shri Huzur Prakash Muni Naam Saheb for Chhattisgarh's progress.

Provision of 10 percent penalty of project cost and 03 years imprisonment
Raipur : Chhattisgarh Real Estate Regulatory Authority (RERA) has clarified that according to Section 3 of the Real Estate (Regulation and Development) Act, 2016, all the new and ongoing projects in the state of Chhattisgarh will be allotted units in the project. It is mandatory to register the project with Chhattisgarh RERA before it is advertised, marketed, booked or sold or offered for sale or inviting persons to purchase it in any manner. Registrar of RERA said that in case of violation of the above provision, there is a provision of imposing a penalty of up to 10 percent of the project cost and imprisonment of up to 03 years under Section 59 of the RERA Act.
From the prima facie observation of development permissions issued in the last five years in four districts of the state (Raipur, Vilaspur, Kawardha, Kanker), it has come to notice that there are about 157 such projects which have received development permissions for the purpose of marketing and selling of the projects. Even after obtaining permission, the project has not been registered with Chhattisgarh RERA.
A notice is also being issued to them by the authority. Also, from the observation of the information received by the authority from the city and village investment offices, it appears that the number of projects in the above category is likely to increase even more. The provisions of the Act and the instructions of the authority are being continuously violated by such residential and commercial projects and promoters. In order to protect the interests of consumers and ensure compliance with the provisions of the Act, the Authority has decided to register a case against 157 such promoters and take strict action.
So that the consumers purchasing buildings/plots in such projects do not have to face any kind of problems in future. In the next phase, the authority is seeking information about development permits issued from city and village investment offices located in other districts of the state. After careful observation of the above information by the authority, strict action will be taken against the promoters of projects unregistered in Chhattisgarh RERA even after obtaining permission related to development and sale of real estate project.

Morena Madhya Pradesh gang-raped Pregnant woman
Morena (MP): A 34-year-old pregnant woman was allegedly raped by three men and set on fire in Madhya Pradesh's Morena district, and is battling for her life in a hospital, police said on Saturday.
The victim, who sustained 80 per cent burns, is undergoing treatment in Gwalior, an official said.
The incident occurred in Chand Ka Pura village, around 3 km from Ambah town, on Friday, he said.
The victim went to the village to work out a compromise with a woman who had accused her husband of rape, inspector Alok Parihar of Ambah police station told PTI.
The victim was, however, allegedly raped by three men who were present in the woman's house. Later, the trio and the accused woman poured fuel on her and set her ablaze, the official said.
A video has been shared with the police in which the victim, being rushed to a hospital in a vehicle, is heard saying that she was first gang raped, and then the accused woman and the men had set her ablaze, he said.
The victim's husband, who is out on bail in the rape case, has handed the video to the police, Parihar said.
While the victim has recorded her statement with the magistrate, the police were yet to record her statement, he said, adding that the investigations are underway.

Delhi CM Kejriwal skips ED summons again in excise policy case, AAP calls it illegal
New Delhi: Delhi Chief Minister Arvind Kejriwal will not appear before the Directorate of Enforcement (ED) for questioning in connection with an excise policy case linked to money laundering, the Aam Aadmi Party (AAP) sources said on Monday.
The AAP called the ED summons 'illegal' saying that the matter of the validity of the summons is now in the court.
"ED itself has gone to court. Instead of sending summons again and again, ED should wait for the court's decision," a party source said.
On February 2, Kejriwal skipped the ED's summons for the fifth time in connection with the money laundering probe related to irregularities in the Delhi excise policy 2021-22 case.
Kejriwal, on February 17, appeared before the Rouse Avenue Court via video conferencing following a complaint by the ED over his alleged non-compliance with its summons.
Kejriwal, while appearing virtually, informed the court that he wanted to join the court proceedings physically, but due to the confidence motion and budget sessions, he was unable to attend physically.
Additional Chief Metropolitan Magistrate Divya Malhotra allowed the exemption plea moved by Kejriwal for Saturday and fixed March 16, 2024, for his physical appearance before the court.
The ED recently filed a fresh complaint case under sections 190 (1)(a) and 200 of the Code of Criminal Procedure, Section 174 of the Indian Penal Code, and Section 63 (4) of the Prevention of Money Laundering Act (PMLA) for non-attendance in compliance of Section 50 of PMLA.
According to the ED, the agency wanted to record Kejriwal's statement in the case on issues like the formulation of policy, meetings held before it was finalised, and allegations of bribery.
In its sixth charge sheet filed in the case on December 2, 2023, naming AAP leader Sanjay Singh and his aide Sarvesh Mishra, the ED has claimed that the AAP used kickbacks worth Rs 45 crore generated via the policy as part of its assembly elections campaign in Goa in 2022.
The excise policy was aimed at revitalising the city's flagging liquor business and replacing a sales-volume-based regime with a licence fee for traders. It promised swankier stores and a better buying experience. The policy introduced discounts and offers on the purchase of liquor for the first time in Delhi.
Two senior AAP leaders, Manish Sisodia and Sanjay Singh--are already under judicial custody in the case.
Sisodia, who was the then Delhi Deputy Chief Minister, was arrested by the CBI on February 26 following several rounds of questioning. On October 5, the ED arrested Singh, who is a Rajya Sabha member.

Amid strong speculation that he may join the BJP, veteran Congress leader and former Madhya Pradesh Chief Minister Kamal Nath on Sunday said he did not talk to anyone.
Asked if he is joining the BJP, Kamal Nath told mediapersons: “I said yesterday that if there is something like that, I will inform you all. I did not talk to anyone.”
Kamal Nath had arrived in the national capital yesterday afternoon.
Asked if he is joining the saffron party, Kamal Nath, on Saturday, told mediapersons: “Why are you all getting excited? If there is any such thing, you will be the first to be informed about it.”
Nath did not make any denial when he was specifically asked about the speculation. “There is no question of my being excited to be here or there,” he had said.
The senior Congress leader’s remarks came after the rumours which have been doing the rounds that he and his son, Nakul Nath, may soon join the BJP.
On Saturday, Congress leader Digvijaya Singh reacted to speculations over Kamal Nath joining the BJP and said: “I spoke to Kamal Nath on Friday. He was in Chhindwara. New Delhi: Delhi Chief Minister Arvind Kejriwal appeared on Saturday via video conferencing before the Rouse Avenue Court following a complaint by the Directorate of Enforcement (ED) over his alleged non-compliance of its summons">summons.
Kejriwal, while appearing virtually, informed the court that he wanted to join the court proceedings physically, but due to the confidence motion and budget sessions, he was unable to attend physically.
Senior Advocate Ramesh Gupta appeared for Arvind Kejriwal, moved an exemption plea for Kejriwal, and assured the court that on the next date, he will appear physically.
As noted in the submissions, Additional Chief Metropolitan Magistrate Divya Malhotra allowed the exemption plea moved for today and fixed March 16, 2024, for his physical appearance before the court.
Rouse Avenue Court on February 7, 2024, took cognizance of the ED's recent complaint filed against CM Kejriwal for not complying with the summons">summons issued by the central probe agency in the Delhi liquor policy case linked to money laundering.

Lieutenant Governor Vinai Kumar Saxena's move to order a probe into alleged irregularities in the regime prompted the scrapping of the policy. The AAP has accused Saxena's predecessor, Anil Baijal, of sabotaging the move with a few last-minute changes that resulted in lower-than-expected revenues.
Two senior AAP leaders, Manish Sisodia and Sanjay Singh--are already under judicial custody in the case.

Uttarakhand : Authorities have temporarily relaxed curfew in Banbhoolpura of Haldwani City, which was imposed following violence, that broke out on February 8 after an “illegal structure” was demolished as part of an anti-encroachment drive.
“However, night curfew will continue from 8pm to 6am in Gaujajali, FSI, Godown area. The night curfew will continue in the rest of the areas under Banbhoolpura police station from 5pm to 6am,” Nanital Police posted on X.
The curfew was imposed and the administration issued shoot-at-sight orders after stone-pelting incidents, torching of vehicles and a mob surrounded the local police station following the anti-encroachment drive.
Meanwhile, yesterday, Additional Director General (ADG), Administration, Amit Sinha, reached the site of the violence in Banbhoolpura and took stock of the newly established police post.
During his visit, the ADG reviewed security arrangements in the area. The ADG discussed in detail the proposal regarding the prescribed standards required for the new police station and gave the officers concerned the necessary directions to improve the security arrangements.
As many as 30 people have been arrested, in connection with the Haldwani violence.
Houses of the father-son duo, Abdul Malik and Abdul Moeed, who were wanted in the Banbhoolpura violence, were on Friday attached by the authorities in Haldwani.
During the action, police and administration teams including Harbans Singh Superintendant of Police Haldwani City, Sangeeta CO Lalkuan, Sachin Tehsildar Haldwani, DR Verma in-charge Inspector Lalkuan, Nandan Singh Rawat Police Station Head Kaladhungi were present at the spot.
Earlier, the Haldwani Civil Court had issued orders to confiscate the property of nine miscreants, including Abdul Malik and his son, the alleged masterminds of the violence. The court has permitted the police to take action against all the accused under sections 82, and 83 of CrPC.
On Tuesday, the civil court issued non-bailable warrants against all nine accused.
The development came days after the Municipal Corporation in Haldwani issued a recovery notice of Rs 2.44 crore against the key accused Malik asking him to deposit the money to cover damage caused to government property during the violence.
Chief Minister Pushkar Singh Dhami had earlier said that there is no room for ‘miscreants’ in the state.
Uttarakhand Director General of Police Abhinav Kumar also stressed that recent “violent” clashes were not “communal.” The clashes and violence left five people dead and dozens injured. Several countrymade weapons and live rounds were recovered from those arrested, police said. The state government had asked the Centre for four additional companies of paramilitary forces to be deployed in the district.

Chhattisgarh Government allocated Rs 300 crore in the state budget for PVTGs
Raipur : The Chhattisgarh Government, under the leadership of Chief Minister Shri Vishnu Deo Sai, has allocated Rs 300 crore for the overall development of the Particularly Vulnerable Tribal Groups (PVTGs) of the state. The allocation will improve the conditions of the Birhor, Hill Korba, Baiga, Kamar, and Abujhmaria communities residing in Chhattisgarh. The funding aims to provide essential amenities, such as replacing thatched houses with permanent cemented houses and ensuring access to clean drinking water. Presently, these tribes have to travel to distant water sources for drinking water.
The country witnessed a historic milestone with the introduction of the Pradhan Mantri Janman Yojana, aimed at uplifting PVTGs—a first-of-its-kind initiative. Prime Minister Shri Narendra Modi inaugurated the scheme in Ulihatu, the birthplace of Lord Birsa Munda. Under the directions of Chief Minister Shri Vishnu Deo Sai, the Chhattisgarh Government is focusing on the rapid implementation of this scheme. He visited the Birhor settlements and interacted with the people of the Birhor community during his recent visit to the Raigarh district.

He also assessed the progress of the Pradhan Mantri Janman Yojana in the district. Regular camps organised by the State Government are helping PVTGs to avail the benefits of this scheme. The allocation of Rs 300 crore in the state budget will boost development efforts in the challenging geographical terrain inhabited by these tribes. The contaminated water sources, like Jhiriya, available near the tribal settlements have led to various health issues. The current state government is making efforts to provide clean drinking water and other basic amenities, which were previously a challenge.
Pradhan Mantri Janman Yojana not only ensures the availability of basic amenities but also generates employment opportunities, particularly benefiting the Surguja and Bastar regions. Fostering local entrepreneurship is key to creating jobs for tribal communities. Numerous Janman Mitras and Sakhis are playing a pivotal role in extending scheme benefits to grassroots levels. They are interacting with PVTGs in their mother tongue. They are providing essential information, assisting with form-filling, and liaising with administrative officers to ensure seamless scheme implementation.

The Indian Army on Friday morning opened fire to bring down Pakistani quadcopters that had entered the Indian airspace and were hovering simultaneously at two sensitive places along the Line of Control (LOC) in the Poonch district of Jammu division.
However, these quadcopters flew back to the Pakistan-occupied J&K after briefly hovering at Balnoi in Mendhar and Gulpur Sectors, officials said.
These quadcopters (a type of helicopter or multicopter that has four rotors) were noticed hovering between 6.30 am to 7 am.
A massive search operation has been launched at both places to ensure there were no weapons or drugs dropping by these quadcopters. Pakistani agencies have been using quadcopters to drop weapons, drugs, IEDs and Indian currency for terrorists along the LoC and the International Border.
Official statement from the Army is awaited.
Poonch and Rajouri districts along the LoC have become drugs smuggling routes to Punjab and the money was being used for terror funding, sources said and added that several drug smugglers of Punjab have been nabbed in the area during the past.

Inaugurates three-day health camp at Chhattisgarh Legislative Assembly
Raipur : Chief Minister Shri Vishnu Deo Sai inaugurated a health camp organized by the Health Department in the Chhattisgarh Legislative Assembly today by being the first to undergo a health checkup. His blood pressure and blood sugar were tested by doctors. Chief Minister extended his well wishes to the health team of the Assembly for their initiative.

Emphasizing the importance of regular health checkups for early detection and treatment of diseases, he spoke about the initiative taken by Prime Minister Shri Narendra Modi like the establishment of a Wellness Center in a remote area of Bijapur district, to ensure access to quality healthcare for all.

During the event, Chief Minister Shri Sai also released the health card for the Assembly Dispensary. Deputy Chief Minister Shri Arun Sao, Health Minister Shri Shyam Bihari Jaiswal, Food Minister Shri Dayaldas Baghel, as well as MLAs Shri Kiran Singh Deo, Shri Sampat Agrawal, and Shri Anuj Sharma, along with other senior officials were also present.
Dr. Suresh Chandravanshi conducted health checks for other dignitaries including Health Minister Shri Jaiswal, MLA Shri Singh Deo, and MLA Shri Agrawal. The health camp, scheduled from February 14 to February 16, offers a range of medical services including specialists in medicine, microbiology, gynaecology, ophthalmology, E.N.T, dermatology, psychiatry, radiodiagnosis, pathology, and biochemistry, catering to the health needs of honourable members of the Assembly, officials, and employees.

Raipur : Chief Minister Shri Vishnu Deo Sai, in his message on the occasion of World Radio Day on February 13, stated that radio remains a potent medium of communication. World Radio Day is celebrated with the purpose of recognizing the significance of radio in fostering freedom of expression, facilitating public debate, and promoting education dissemination.
He added that radio is renowned as the most potent and economical medium for information dissemination. Countless messages have been conveyed to diverse audiences through radio, particularly reaching those residing in rural areas, towns, and remote locations where alternative communication means are limited. Even today, radio retains its efficacy as a powerful communication tool.
Shri Sai stated that despite being a centuries-old medium, radio continues to serve as a vital means of communication. Its importance is particularly evident in emergency situations.
Jailed In Qatar, Navy Veterans Didn't Know They Were Coming Home

New Delhi: The seven Navy veterans jailed in Qatar, who were brought back to India today, had no clue of their imminent release, sources have told NDTV. The veterans, the sources said, were asked by jailors last night to pack their things and wait at about 9 am (local time) yesterday. They were then whisked away to the Embassy and subsequently taken to the airport, sources said. They boarded an IndiGo flight that landed in Delhi at 2 am.
The seven veterans are among eight Indians sentenced to death by a Qatar court in October, allegedly for spying. The capital punishment was commuted in December following India's diplomatic intervention. The lone veteran not back yet is working through some paper work and is expected to return soon.
The veterans who returned today are Captain Navtej Singh Gill (retired), Captain Saurabh Vasisht (retired), Commander Purnendu Tiwari (retired), Captain Birendra Kumar Verma (retired), Commander Sugunakar Pakala (retired), Commander Sanjeev Gupta (retired), Commander Amit Nagpal (retired) and Sailor Ragesh (retired). The eight veterans were arrested in Qatar in 2022 and were in jail since.
While reports said they were arrested on charges of spying, neither New Delhi nor Doha has publicly remarked on the allegations against them. Before their arrest, the veterans were employed by a private firm, Dahra Global, and were involved in training the Qatar Navy.
The External Affairs Ministry statement informing of their release said Indian welcomes the release of eight Indian nationals "working for the Dahra Global company who were detained in Qatar". "Seven out of the eight of them have returned to India. We appreciate the decision by the Amir of the State of Qatar to enable the release and home-coming of these nationals," the ministry said.
The veterans' death sentence was commuted in December, shortly after Prime Minister Narendra Modi met Qatar's Amir Sheikh Tamim bin Hamad Al-Thani on the sidelines of the COP28 summit in Dubai.

Back home, one of the veterans thanked the Prime Minister. "We are very happy that we are back in India, safely. Definitely, we would like to thank PM Modi as this was only possible because of his personal intervention."
"We waited for 18 months to be back in India. We are extremely grateful to the Prime Minister. It wouldn't have been possible without his personal intervention and his equation with Qatar. We are grateful to the Government of India from the bottom of our hearts for every effort that has been made," said another.

Cabinet has decided to resume Rajim Kumbh (Kalpa) to re-establish the glory of Rajim, a city of historical and cultural importance in Chhattisgarh.
Cabinet has decided to organize Rajim Kumbh (Kalpa) Mela in place of Rajim Maghi Punni Mela. At the Cabinet Meeting held today, the draft of “Chhattisgarh Rajim Maghi Punni Mela” (Amendment Bill 2024) was approved to amend the Chhattisgarh Rajim Maghi Punni Mela Act 2006.
With the resumption of Rajim Kumbh (Kalpa), the glory of Rajim Mela will be re-established at the national and international level. Moreover, the mega event will also boost cultural and religious tourism in Chhattisgarh.
To prevent and control water pollution and maintain the purity of water in the state, Government of India has decided to bring a resolution in the Assembly regarding the Water (Prevention and Control of Pollution) Amendment Bill 2023.

The Budget for the year 2024-25 was presented today by the Hon'ble Finance Minister. This is the first budget presented by newly formed government as “Amritkaalkeneev ka Budget”. The budget is focused on the prosperity for Gareeb, Yuva, Anndata&Naari (GYAN) and stimulating infrastructural growth by increasing capital expenditure, and employment &livelihood promotion for youth of the state.The budget is an important step towards fulfilling promises under "Modi ki Gaurantee"
With a vision to emerge as a developed state in the Amritkaal, “Amrutkaal: Chhattisgarh Vision @2047” shall be preparedby 1st November 2024 for an inclusive development and growth in all sectors. The first mid-term goal, helping us in achieving this vision, shall be the target to double our state’s GSDP in next 5 years from 5 lakh crores to 10 lakh crores by year 2028.

Fiscal Status
As a result of positive efforts made to increase the revenue of the state, the States Own Revenue is estimated to increase by 22 percent without imposingnew tax or increment on the tax rates
In FY 2024-25, the Gross Fiscal Deficit of the state is estimated to Rs. 19,696 Crores (including Rs. 3,400 Crores of Special Assistance for Capital Expenditure by GoI). Hence, the Net Fiscal Deficit of the state is estimated to Rs. 16,296 rores which is 2.90% of GSDP. This is within the limit of 3 percent set in the FRBM Act.
Total revenue surplus estimated in the year 2023-24 is of Rs 1,060 Crores.Chhattisgarh is among the progressive states which maintain a revenue surplus status.
The Capital Expenditure of the state for FY 2024-25 is proposed to be around Rs. 22,300 Crores, which is 15% of the total budget and 20% higher than the FY 2023-24.This is up from last 5 years’ average Capital Expenditure of 12%.

Economic Situation
The Gross State Domestic Product (GSDP) for the current FY 2023-24 is projected to grow at 6.56% (at constant price) over quick estimates of FY 2022-23. This is lower than the projected national GDP growth rate of 7.3%.
In the current FY 2023-24, Agriculture sector is projected to grow by 3.23% as compared to growth of 1.82% by India, Industrial sector by 7.13% as compared to growth of 7.93% by India and Services sector by 5.02% as compared to growth of 7.72% by India at constant price.
At current prices, the Gross State Domestic Product (GSDP) is projected to increase from 4, 64,399 crores in 2022-23 to 5, 05,886 crores in 2023-24, which is an increment of 8.93%.
As per quick estimates of FY 2023-24, the contribution in GSDP by Agriculture sector is 15.32% compared to 14.41% at national level, Industrial sector is 53.50% compared to 30.97% at national level and Service sector is 31.19% compared to 54.62% at national level.
In 2023-24, per capita income is expected to grow by 7.31% to Rs 1, 47,361 per annum which is lower than national per capita income of Rs. 1,85, 854 which has grown by 7.9%.
