Uttarakhand tunnel collapse: Location for vertical drilling identified

Uttarkashi: The location has been identified for vertical drilling to bring out 41 workers trapped inside Silkyara Tunnel, 11 days after the under-construction structure collapsed.

As per the Director of National Highways and Infrastructure Development Corporation (NHIDCL), Anshu Manish Khulko, “The location for vertical drilling has been identified. Road work for vertical drilling on the hill above the tunnel is almost complete. More than 350 meters of road construction work is complete. BRO is building a road from both Silkyara and Barkot sides which is almost complete.”

Meanwhile, a piling machine that was stuck yesterday due to the road being narrow, has now reached the Silkyara tunnel site.

On Tuesday, rescuers had attempted ‘horizontal drilling’ and fed trapped workers with solid cooked food simultaneously.

A total of five agencies– ONGC, SJVNL, RVNL, NHIDCL, and THDCL– have been assigned specific responsibilities to evacuate the 41 labourers trapped for 10 days in the 2-km-built portion of the under-construction structure following a landslide.

Despite the rescuers achieving a breakthrough on Monday evening by laying a 6-inch-wide pipe, the trapped men were only provided fruits such as bananas, oranges, and medicines today as Khichdi in cylindrical plastic bottles could not pass through the 53-metre-long alternative lifeline.

The collapse occurred on November 12 during the construction of a tunnel from Silkyara to Barkot, trapping 41 labourers due to a muck fall in a 60-metre stretch on the Silkyara side of the tunnel.

The NDMA official said that on November 12, the tunnel caved in and that other Barkot side of the tunnel was already closed, as work on that side had not yet started.

The rescue team on Monday evening managed to lay a 6-inch pipe through which solid food and mobile chargers were sent inside the collapsed section of the Silkyara Tunnel.

On Tuesday morning, rescuers managed to insert an endoscopy camera into the tunnel and the first visuals captured showed the 41 workers had ample space inside the tunnel for them to move about.

Visuals of workers trapped inside for the past 10 days emerged on Tuesday morning, has given new hope to worried relatives, some of whom are camping outside the site of the collapsed tunnel structure.

6.4 magnitude earthquake had its epicentre at the Jajarkot district's Lamidanda.

Kathmandu: At least 140 people were killed and several others injured when a powerful 6.4 magnitude earthquake jolted Nepal just before midnight on Friday, destroying hundreds of houses in the Himalayan country’s remote mountainous region in the most devastating tremor since 2015.

According to the National Earthquake Monitoring and Research Centre, the earthquake with an epicentre in Jajarkot district, about 500km west of Kathmandu, was recorded at 11:47 pm.

It is the most devastating earthquake in the country since the 2015 earthquake that killed around 9,000 people in the country and injured more than 22,000 people.

The impact of the quake was felt in Kathmandu and surrounding districts, and even in New Delhi in neighbouring India.

The Nepal Army mobilised its personnel Friday soon after the earthquake to carry out rescue works at the incident site, according to Nepal Army spokesperson Krishna Prasad Bhandari.

The Jajarkot and Rukum districts of western Nepal were worst hit by the quake, according to state-run Nepal Television.

The number of those killed in Jajarkot and Rukum due to the earthquake has climbed to 140, according to the Prime Minister’s secretariat.

An equal number of people were injured in the incident. The death toll is expected to rise.

Deputy Mayor Sarita Singh of Nalgadh Municipality in Jajarkot was among those killed in the quake, officials said.

Around 159 aftershocks have been recorded following last night’s earthquake, the National Earthquake Monitoring and Research Center reported.

Many people spent the night in the open because of fear of further quakes and damage to their houses. People were seen digging through the rubble in the dark to rescue trapped people from the remains of collapsed buildings, according to posts on social media.

Prime Minister Pushpakamal Dahal ‘Prachanda’ on Saturday toured the quake-hit region with a medical team Saturday morning.

During the visit, he gathered information about the extent of the damage and conducted an inspection of the affected areas alongside the Chief District Officer. Later, he returned to Surkhet from Jajarkot, along with seven injured people and their family members.

Both Nepal Army and Nepal Police personnel have been mobilised to carry out rescue work, officials said.

“Prime Minister Pushpa Kamal Dahal has expressed his deep sorrow over the loss of lives and property in the earthquake on Friday night and has mobilised all the three security bodies for the immediate rescue and relief,” reads a post from the prime minister’s office on X.

Indian Prime Minister Narendra Modi said he was deeply saddened by the loss of lives and damage due to the earthquake in Nepal.

“India stands in solidarity with the people of Nepal and is ready to extend all possible assistance. Our thoughts are with the bereaved families and we wish the injured a quick recovery,” Modi posted on X tagging his counterpart Prachanda.

Injured people are undergoing treatment at the Surkhet District Hospital, officials said. Prime Minister Prachanda has instructed security agencies to immediately carry out rescue and relief works.

President Ramchandra Paudel has expressed sadness over the loss of human lives and property in the earthquake.

According to the Office of the President, he has appealed to the government and all concerned to ensure effective rescue and relief work in the quake-affected areas.

As the roads were blocked and bridges damaged, rescue and relief works on the incident site have been obstructed, according to officials.

Earthquakes are common in Nepal which is situated on the ridge where the Tibetan and Indian tectonic plates meet and advance two meters closer to one another every century which results in pressure which is released in the form of earthquakes.

On October 16, Nepal’s Sudurpaschim province was hit by a 4.8-magnitude earthquake.

On October 22, a 6.1 magnitude earthquake hit Kathmandu, the capital city of Nepal.

A 3-magnitude quake hit Nepal’s capital city Kathmandu on October 3.

“A collision between Indian and Tibetan plates has been going on underground for a long time which has accumulated tremendous energy,” according to Bharat Koirala, senior seismologist at the National Earthquake Monitoring and Research Centre, Nepal.

Mainly, western Nepal is under the threat of bigger earthquakes, he pointed out.

The 2015 quake destroyed or damaged more than 800,000 houses mainly in the western and central districts, according to the International Federation of Red Cross and Red Crescent Societies (IFRC).

Government buildings, some stretches of roads and Kathmandu Valley’s famous historic monuments – Unesco world heritage sites – were destroyed or damaged with many villages north of Kathmandu flattened.

Bengaluru: A retired school headmaster has surrendered before the police in connection with a sexual harassment case at the Lulu Mall here.

According to the police on Saturday, a probe revealed that Ashwath Narayana (60) used to harass young girls and women in malls.

As per the CCTV footage at the mall, the accused had misbehaved with several females. He used to spend the weekends at the mall and touch women and young inappropriately taking advantage of the crowd.

The police suspect that the accused headmaster had done this in other malls as well.

He is further being grilled by the police.

A video of a young woman being sexually harassed by the accused at a mall had gone viral on social media following which the police launched a probe.

The video showed the accused man deliberately touching the back of the woman at the games zone in the crowded mall.

It also showed the man’s misbehaviour in another place. The victim had not protested after the misconduct.

The video was uploaded on an Instagram account and went viral on social media with the uploader stating that the incident had taken place at the famous Lulu Mall.

“Recorded this incident today evening around 6.30 p.m. in Lulu Mall Funtura Bengaluru. This man in the video was doing such a thing to the random women and girls around here. “First when I saw him in a very crowded area, I felt suspicious about him and followed him recording the video. Then I got this. Went to security and complained about this, then we came in search of him but failed. So informed the mall management and security. They said they’ll try to find that person and take action. Shame on such people,” the whistle-blower had stated.

New Delhi: Pacer Prasidh Krishna, who has played 17 ODIs, has been named Hardik Pandya’s replacement in the Indian squad for the World Cup 2023, the ICC said in a media release.

Star India all-rounder was on Saturday ruled out of the ongoing World Cup after failing to recover from his ankle injury. Hardik Pandya hurt his left ankle while fielding his bowling in the game against Bangladesh in Pune on October 19 and hence is being replaced by Prasidh Krishna.

He missed the subsequent games against New Zealand, England and Sri Lanka.

US House passes bill to expand sanctions against Iranian oil

Washington DC: In a strong bipartisan vote, the US Congress passed a bill on Friday to harden sanctions on Iranian oil, which would also impose measures on foreign ports and refineries that facilitate the trade of oil from Tehran, The Hill reported.

The bill was passed 342-69, with 133 Democrats voting with nearly every Republican in favour. 68 Democrats and Rep. Thomas Massie (R-Ky.) voted against the bill.

Although, the same bill has been introduced with bipartisan support in the Senate, but it’s not clear whether or when the upper chamber will take it up.

Kimberly Donovan, director of the Atlantic Council’s economic statecraft initiative, said that the legislation is not very different from existing sanctions on Iran.

“The sanctions that are currently in place on Iran, and especially their energy sector, are quite expansive,” The Hill quoted Donovan as saying.

She added, “I’m not exactly sure how this advances the ball or how this would further really, meaningfully impact Iran’s ability to sell its oil”.

Donovan also said that the bill’s sanctions on ports could be some degree of escalation since “at least historically, Treasury hasn’t really gone after foreign ports.”

She further noted that codifying the sanctions could make it more difficult to lift them in the case of an agreement like the Iran deal, under which the Obama administration loosened sanctions on Iran in exchange for an agreement for Iran not to pursue weapons-grade uranium, The Hill reported.

This comes amid a war between Israel and Hamas. Iran has backed Hamas for decades, though US officials have not confirmed whether Iran was directly involved in an October attack on Israel that sparked the latest bout of violence.

Nevertheless, the issue has put a spotlight on Iranian oil, which represents a significant piece of the country’s economy.

Despite existing US sanctions, Iran has been able to export oil. Analysts have said that China is a major buyer, and note that sanctions enforcement may be difficult for transactions that don’t touch American financial markets, The Hill reported.

The former President Ram Nath Kovind stated at Abhidhamma Event that it was on the basis of his own experience and the benefit he got from the practice of Vipassana that in a note to the PM Narendra Modi, he suggested the introduction of Vipassana amongst the trainees at the Administrative Staff College in Mussoorie and to add it to the curriculum at Gautam Buddha University, NOIDA. Speaking at Gautam Buddha University he said Vipassana will assist value based education among young minds to create a new India.

Speaking about his own experience, he said, “I am fortunate that I was introduced to the Dhamma by none other than Revered Goenka ji. Through the practice of Vipassana Meditation, he made me experience that the teaching of the Shakyamuni Buddha, if applied in our daily life is the panacea for all the present day problems. Here I would like to say that in the modern time the contribution of Guru ji in the systematic presentation and practice of the Dhamma has been significant. As a result, we see that number of practitioners of Vipassana is increasing day by day, not only in India but throughout the World,” he added.

Shiv Sena (UBT) leader Sanjay Raut on Wednesday slammed Maharashtra Chief Minister Eknath Shinde for his Dussehra remarks linking the Uddhav Thackeray faction of Shiv Sena to Hamas, a Palestinian militant outfit that killed innocents in Israel and said that the BJP has planted “dirty worms” in his head.

“He (Eknath Shinde) is himself Hamas… It was an auspicious occasion and the way he spoke shows his thinking. The Shiv Sena that gave him everything, brought him in the politics and nurtured him to hold the CM’s post and in return he is calling that party Hamas. This shows how many dirty worms the BJP has planted in his mind…,” Raut said in video shared by news agency ANI.

He was responding to the Maharashtra CM’s Dussehra speech in which he attacked his ex-boss and former Maharashtra Chief Minister Uddhav Thackeray. Shinde said that Uddhav Thackeray and his faction of Shiv Sena can even form an alliance with terror groups like Hamas and Lashkar-e-Taiba.

“For their own selfishness, they will tie the knot with Hamas and Lashkar-e-Taiba,” Shinde said while speaking at a Dussehra rally in Mumbai’s Azad Maidan on Tuesday.

Referring to an incident in 2004, when Shiv Sena founder Balasaheb Thackeray allegedly hit an effigy of Congress leader Mani Shankar Aiyar with slippers, Shinde said, “Mani Shankar Aiyar’s photo was hit with a shoe. Today, they (Shiv Sena (UBT) are picking up the shoes of Congress”.

Shinde was part of Uddhav Thackeray’s Shiv Sena until last year when he ditched the party with several other MLAs and joined the BJP to form the government in Maharashtra. Ever since, the two Shiv Sena factions have been at loggerheads with each other.

While Shinde claims his faction is the real Shiv Sena, Uddhav Thackeray faction moved the Supreme Court demanding his faction should be given the symbol and name of the party founded by his late father Bala Saheb Thackeray. The issue is pending in the Supreme Court.

A five-judge constitution bench headed by Chief Justice D Y Chandrachud had on May 11 reserved its verdict on the pleas after a marathon hearing of 10 days.

New Delhi: A five-judge Constitution bench of the Supreme Court on Tuesday refused to grant legal recognition to same-sex marriages.

Chief Justice of India D Y Chandrachud, who was heading the bench pronouncing its verdict on 21 pleas seeking legal validation for same-sex marriages, said the court can't make law but only interpret it and it is for Parliament to change the Special Marriage Act. At the outset, Justice Chandrachud said there are four judgments -- by himself, Justices Sanjay Kishan Kaul, S Ravindra Bhat and P S Narasimha -- in the matter. Justice Hima Kohli is also a part of the five-judge bench.

Directing the Centre, states and Union Territories (UTs) to ensure the queer community is not discriminated against, the CJI, who is heading the constitution bench, said queer is a natural phenomenon known for ages and is neither urban nor elitist.

Justice Kaul said he agrees with the CJI on grant of certain rights to queer couples.

"Non-heterosexual and heterosexual unions must be seen as both sides of same coin," he said, adding that legal recognition of non-heterosexual unions is step towards marriage equality.

Justice Bhat, who read out the operative portion of his verdict, said he agrees and differs with views of the CJI on certain points. Delivering his verdict on the critical issue, the CJI said it is for Parliament to decide whether there is need for a change in the regime of the Special Marriage Act.

"This court can't make law. It can only interpret it and give effect to it," he said.

Justice Chandrachud said the court has recorded Solicitor General Tushar Mehta's statement that the Centre will form a committee to decide the rights and entitlements of persons in queer unions.

While reading out the operative portion of his verdict, he directed the Centre, states and UTs to take steps to sensitise public about queer rights and ensure that inter-sex children are not allowed sex-change operations at an age they cannot fully comprehend consequence.

CJI Orders Police To Conduct Initial Enquiry Before Filing FIR Against Queer Couple

The CJI directed the police to conduct preliminary enquiry before registering an FIR against queer couple over their relationship.

He said homosexuality or queerness is not an urban concept or restricted to the upper class. To imagine queer as existing only in urban spaces would be like erasing them and queerness can be regardless of one's caste or class, Justice Chandrachud said. He said it would be incorrect to state that marriage is a "static and unchanging institution".

Justice Chandrachud said the ability to choose a life partner goes to the roots of the right to life and liberty under Article 21 of the Constitution.

The right to enter into a union includes the right to choose a partner and its recognition, the CJI said, adding that failure to recognise such an association would be discriminatory. "All persons, including those queer, have right to judge moral quality of their lives," he said.

The CJI said this court has recognised that equality demands that queer persons are not discriminated against. He said the law cannot assume that only heterosexual couples can be good parents as it would amount to discrimination against queer couples.

Adish Aggarwala, chairman of All India Bar Association spoke to the media shortly after the apex court pronounced the verdict. "I welcome the decision of the honourable Supreme Court in which they have not permitted the same-sex marriage," said Adish Aggarwala, chairman of All India Bar Association, on the Supreme Court's verdict on same-sex marriage.

SC's 10-Day Marathon Hearing In May

On May 11, the bench reserved its verdict on the pleas after a marathon hearing of 10 days. During the arguments, the Centre had told the apex court that any constitutional declaration made by it on the petitions seeking legal validation for same-sex marriage may not be a "correct course of action" as the court will not be able to foresee, envisage, comprehend and deal with its fallout.

The apex court had commenced hearing arguments in the matter on April 18. The bench had made it clear during the arguments that it will not go into personal laws governing marriages while deciding the pleas seeking judicial validation for same-sex marriages and said the very notion of a man and a woman, as referred to in the Special Marriage Act, is not "an absolute based on genitals".

Some of the petitioners had urged the apex court to use its plenary power, "prestige and moral authority" to push the society to acknowledge such a union which would ensure LGBTQIA++ lead a "dignified" life like heterosexuals.

LGBTQIA++ stands for lesbian, gay, bisexual, transgender, queer, questioning, intersex, pansexual, two-spirit, asexual and ally persons.

On May 3, the Centre had told the court it will constitute a committee headed by the cabinet secretary to examine the administrative steps that could be taken for addressing "genuine humane concerns" of same-sex couples without going into the issue of legalising their marriage.

On April 27, the court asked the Centre whether social welfare benefits such as opening joint bank accounts, nominating a life partner in provident fund, gratuity and pension schemes can be extended to same-sex couples without going into the issue of legal sanction to their marriage.

Mumbai: In a massive crackdown on ticketless passengers travelling in the Mumbai local on a daily basis, the Central Railway has initiated surprise ticket checking drills at various stations. On Monday, a team of 167 ticket checkers stormed the Kalyan railway station since morning 7 am. Their combined efforts resulted in the collection of penalty worth Rs 16.85 lakh for the Central Railway.

The whooping sum of amount was collected as fine from a total of 4438 ticketless travellers. On an average, 27 violators were held by each of the 167 ticket checkers and an average sum of Rs 10,095 was collected by each TTE during the drill. The ticket checking staff was provided help by 35 RPF staff who were deputed in order to handle the violators.

Visuals of the massive ticket checking drive at the Kalyan railway station were shared by the Central Railway on their official handle on the social media platform, X. The post was captioned as, "You're hiding from us again... and we're waiting for you at the station again!"

"All passengers are requested to travel only with proper ticket and travel with respect," wrote Central Railway sharing details of the successful ticket checking drill.

Central Railways officials had made it clear that these surprise ticket checking operations will continue in the future to ensure that passengers adhere to ticketing regulations and promote responsible travel. The crackdown on ticketless travel remains a top priority for the railway authorities in their ongoing efforts to maintain bonafide passengers comfort and revenue integrity.

As the raging Hamas-Israel conflict marked a week on Saturday, the Jewish nation’s military on Saturday said that it struck a Hezbollah target in southern Lebanon after one of its drones was fired on.

In a statement, the Israel Defense Forces (IDF) said the move was in response “the infiltration of unidentified aerial objects into Israel and fire on an IDF UAV (unmanned aerial vehicle)”, CNN reported.

According to the IDF, the two “unidentified aerial objects” were intercepted above the northern city of Haifa, which is close to the Lebanese border.

The Forces added that it intercepted both the aerial objects and the fire.

In an earlier statement, the Israeli military said the “infiltration of an unidentified object” took place near the city of Shfar’am in northern Israel.

In recent days, Israeli forces have exchanged rocket fire with Hezbollah, the BBC reported.

The Lebanese group, which is backed by Iran with a strong military and political presence in Lebanon, has been designated a terrorist organisation by the UK, US and other countries.

KABUL, Afghanistan, Oct 11 (Reuters) - A strong earthquake rattled Afghanistan's western province of Herat on Wednesday, forcing authorities to redeploy relief and rescue teams already in the field following a series of deadly quakes on Saturday.

There were no details on casualties so far, disaster management spokesman Janan Sayeeq told Reuters, but provincial officials said hundreds of homes had been destroyed.

The office of Herat's governor said some areas had suffered "huge losses", without giving details.

"Mobile medical teams and officials have been working together and have transferred several injured people to hospital," the governor's office said in a statement.

Saturday's tremors killed at least 2,400 people and injured more than 2,000, the Taliban-run government said, making the quakes one of the deadliest in the world so far this year.

Most of the casualties in that quake were women and children, the World Health Organisation said.

The German Research Center for Geosciences (GFZ) said the latest quake was a magnitude 6.3, and occurred at a depth of 10 km (6.21 miles).

Hemmed in by mountains, Afghanistan has a history of strong earthquakes, many in the rugged Hindu Kush region bordering Pakistan. Herat province borders Iran, which said it would send humanitarian aid.

In the central district of Rubat Sangi, which was rattled by Saturday's quakes, at least 200 homes were partially or completely destroyed, Governor Noor Ahmad Shahab said, adding that residents had suffered "huge financial losses".
