Raipur : Chief Minister Shri Vishnu Deo Sai today visited the residence of late former Rajya Sabha member Shri Gopal Vyas at Puraina to pay his final respects. In a heartfelt gesture, Chief Minister Shri Sai extended his condolences to the bereaved family. Notably, as per the wishes of late Shri Gopal Vyas, his mortal remains will be donated to the All India Institute of Medical Sciences (AIIMS). Revenue Minister Shri Tankaram Verma, former Governor Shri Ramesh Bais, MLA Shri Vikram Usendi, and several public representatives were present on the occasion.
Chief Minister Shri Vishnu Deo Sai, while reflecting on Shri Vyas' contributions, said that Shri Vyas was a revered figure in Chhattisgarh politics and served as a Rajya Sabha member representing the state from 2006 to 2012. "Even while fulfilling household duties, Shri Vyas embodied the qualities of a great saint.
His simplicity and humility left a deep impression on everyone," said the Chief Minister. "I consider myself fortunate to have had the opportunity to work alongside him. He consistently dedicated himself to the welfare of the nation and society. His passing is an irreplaceable loss to both the state and the country."
Recalling his time with Shri Vyas, Chief Minister shared, "I had several opportunities to attend events with him. Typically, we inaugurate programs by cutting a ribbon, but Shri Vyas would say he personally found it unappealing. He believed our role was to unite, not divide." In a final tribute, Chief Minister Shri Sai prayed for strength and solace for Shri Vyas' grieving family and paid his humble respects.
Rural Industries Department's silk stall becomes major attraction at Rajyotsav 2024

Visitors, especially children and farmers, enthralled by silk farming displays
Raipur : At the Rajyotsav-2024 organized in Nava Raipur on the occasion of State Foundation Day, farmers and local residents gathered in large numbers to learn about silk production and sericulture at the Rural Industries Department’s stall in Shilpgram. People of all ages, especially children and farmers, showed keen interest in observing silkworms in their natural state. The stall displayed various types of silk seeds, including mulberry white cocoon, mulberry colored cocoon, mulberry yellow Mysore, mulberry white reeled, tussar spun thread, Dada Kosa, and rally sabu seeds. These are the raw materials used to create Kosa Silk, Mulberry Silk, and famous silk sarees like Banarasi and Kanjivaram.
Visitors to the stall also took the opportunity to gather detailed information about the Rural Industries Department's schemes. Notably, Chhattisgarh is emerging as a leader in cocoon production and textile manufacturing. Under the leadership of Chief Minister Shri Vishnu Deo Sai, the state is committed to promoting forest-based Rural industries. Chhattisgarh has a long-standing tradition in tussar silk production, and through various schemes, it is generating employment and self-employment opportunities for rural families.
Programmes including the Tussar Silk Development and Extension Programme, Palit Daba Tussar Cocoon Production Scheme, Natural Seed Multiplication, and Kosa Production Scheme, as well as Tussar Yarn Making, are contributing to the expansion of basic facilities at Silk and Tussar Centers across the state. In addition, the Rural Industries Department introduced a new initiative—the 'Shehtoot Resham Badi Yojana'—to encourage mulberry plantation and silkworm rearing in the private sector. This scheme, aimed at promoting mulberry silk production and creating sustainable employment in rural areas, targets small and marginal farmers. Under the scheme, assistance is provided for mulberry plantation, maintenance, sericulture building and equipment, as well as irrigation facilities. This support helps farmers establish a mulberry silk industry on their land, ensuring long-term livelihoods.
Farmers participating in the scheme will also receive one month of free training, covering all aspects of mulberry plantation and silkworm rearing. The total assistance under this scheme amounts to nearly Rs 5 lakh, provided on a per-item basis. These initiatives by the Chhattisgarh government are bringing about positive change in the lives of people, strengthening both economic and social conditions, from remote forest to urban areas.

State Foundation Day celebrations in Balodabazar showcase culture and development initiatives
Raipur : Chhattisgarh State Foundation Day was celebrated as 'Rajyotsav' with great pomp and show at the Pandit Chakrapani School Ground in Balodabazar district headquarters. The event featured colorful performances showcasing the art, culture, and traditions of Chhattisgarh, captivating the audience.

Chief Guest of the ceremony, District In-Charge and Health Minister Shri Shyam Bihari Jaiswal, inaugurated the event by lighting a lamp in front of the portrait of Chhattisgarh Mahtari. Revenue Minister Shri Tank Ram Verma presided over the ceremony as a special guest. During the event, the district administration launched two significant initiatives: the 'e-Ret Sangwari Application 1.0', aimed at providing easy access to sand for the beneficiaries of the Pradhan Mantri Awas Yojana Gramin, and a "Career Information Center" at the District Library to assist with career counseling.

In his address, Chief Guest Shri Jaiswal congratulated the people of Chhattisgarh on the 24th Foundation Day of the state, highlighting the historical importance of its creation. "The then Prime Minister, Bharat Ratna Shri Atal Bihari Vajpayee, fulfilled the long-standing demand for the creation of Chhattisgarh by carving out a separate state. Today, Chhattisgarh is rapidly reaching new heights of development, with the double-engine government driving all-round progress. Under the able leadership of Chief Minister Shri Vishnu Deo Sai, this government has made commendable achievements in just 10 months. Our priority is the development of those who are still deprived of their rights, while preserving the ancient culture of the state and strengthening the values that promote national unity", he said.
He further added that the government had fulfilled most of the guarantees made by Prime Minister Shri Narendra Modi in the short span of 10 months. "Chhattisgarh is a young state, and our government is creating more opportunities for education and employment for our youth. In the past 10 months, recruitment processes for over 7,000 government posts have been initiated. Besides, the implementation of the new National Education Policy has made education more employment-oriented. We are confident that the pace of Chhattisgarh's development will accelerate, and our new vision document and industry policy, which we are launching today, will further shape our state's future," he stated.
Revenue Minister Shri Tank Ram Verma, in his speech, reflected on the state's progress over the past 24 years. "It is a moment of great pride for all of us. Over these years, Chhattisgarh has witnessed development in every sector. Our government has initiated the 'Rajya Khel Alankaran' initiative to honor and encourage athletes, and we are increasing facilities to support them. Under the leadership of Chief Minister Shri Vishnu Deo Sai, we are all contributing to the state's growth. Prime Minister Shri Narendra Modi has called for a resolution to make India a developed nation by 2047, and we must all work together to achieve this goal. Our government's mission is to realize the vision of a 'Viksit Bharat'," he said.
Various government departments set up development-oriented exhibitions at the Rajyotsav venue. Besides, a rangoli competition by schoolchildren, a free health camp, selfie points, and a Garhkalewa stall featuring Chhattisgarhi cuisine added to the event's appeal. The Public Relations Department's exhibition and various other attractions were also well-received by the attendees. The cultural presentations, featuring performances by local artists, continued until late in the evening.
The audience was enthralled by the music and dance performances representing Chhattisgarh’s rich traditions. Notable performances included Chhattisgarhi singer Smt. Kavita Vaasnik, Shri Mani Singh Thakur and his team from the Karamda-based folk cultural group 'Jhampi,' Shri Manoj Markandey and his team from the Kohraud-based 'Baba Ke Deewana' Panthi Party, and a vibrant cultural programme by schoolchildren.

Today, a special train carrying 850 pilgrims from Bilaspur Division departed for Ayodhya Dham. Labour and Industry Minister Shri Lakhanlal Dewangan, Belatra MLA Shri Sushant Shukla, and District Panchayat President Shri Arun Singh Chauhan flagged off this special train.

At the railway station, the pilgrims received a grand welcome, with traditional music, dance, and celebrations marking the occasion. Besides Ayodhya Dham, these devotees will also have the opportunity to visit Kashi Vishwanath. Devotees were visibly overjoyed to embark upon this holy journey. They were singing devotional hymns as they boarded the special train. Expressing heartfelt gratitude, the pilgrims acknowledged Chief Minister Shri Vishnu Deo Sai’s efforts. Many said that Chief Minister had fulfilled his promise, and the government’s Shri Ramlala Darshan Yojana has enabled them to realize their dream of visiting Ayodhya. They described this journey as a blessing.

Among the devotees, there were prominent individuals from Korba district, including Shri Hari Prasad Maitre, Shri Manmohan Sahu, and Shri Banwari Patel, as well as Mrs. Usha Vajpayee from Bilaspur district. They all expressed appreciation for the Chief Minister’s support. They emphasized that the government’s initiative to facilitate pilgrimage journeys for senior citizens was a noble act. They shared that although many elderly wish to undertake such pilgrimages, financial limitations often prevent them. They expressed their deep gratitude to the government for fulfilling this wish.

This special train to Ayodhya Dham also includes 225 passengers from Bilaspur district. It is noteworthy that under the Shri Ramlala Darshan Yojana, devotees will receive a comprehensive package covering travel from Chhattisgarh to Ayodhya, accommodation, temple visits, as well as meals and refreshments. The train is equipped with a team of tour escorts, security personnel, and medical professionals to ensure a safe and comfortable journey. On the occasion, Municipal Commissioner Shri Amit Kumar, District Panchayat CEO Shri R.P. Chauhan, SDM Shri Piyush Tiwari, Shri Ramdev Kumavat, along with other public representatives, officials, and staff.

Rajyotsav 2024 was inaugurated under the chief hospitality of Madhya Pradesh Chief Minister Dr Mohan Yadav. Raipur : On the second day of Rajyotsav at Nava Raipur, the food court at Garh Kaleva was bustling with a large crowd eager to sample Chhattisgarh’s traditional delicacies. Chhattisgarh, famous for its rich cultural heritage, is equally known for its delicious local dishes like Bada, Fara, Cheela, and Bhajia. Among these, Bada, made from 'urad' dal, is a popular dish, especially during weddings and ancestral ceremonies.
Another cuisine Farra prepared from rice flour is served in two variants—sweet, with jaggery syrup, and savory, steamed with added seasonings. Similarly, Cheela comes in both sweet and salty versions. Nunha Cheela, made with salt and rice flour, pairs perfectly with spicy green chutney, while Gurha Cheela, made with jaggery, offers a delightful contrast of flavors. Raipur : Preparations are underway for the grand celebration of Chhattisgarh State Foundation Day, Rajyotsava 2024, scheduled to take place from November 4 to November 6 at the Rajyotsava venue in Naya Raipur, Atal Nagar. Extensive arrangements are being made, from decorating the main stage to preparing the entire venue. Government departments are actively setting up exhibition stalls to showcase achievements and ongoing projects, with officials from all departments focused on highlighting their contributions.
Rajyotsava 2024 will be inaugurated on November 4 at 6 p.m., at hands of Chief Minister of Madhya Pradesh, Dr. Mohan Yadav, as the Chief Guest. The program will be presided over by Chief Minister of Chhattisgarh Shri Vishnu Deo Sai, while Dr. Raman Singh, Speaker of the Chhattisgarh Legislative Assembly, will attend as a special guest. The events on November 5 will commence under the patronage of Governor Shri Raman Deka, with Chief Minister Shri Vishnu Deo Sai presiding. The State Award Ceremony and the Rajyotsava’s concluding event will take place on November 6, with Vice President Shri Jagdeep Dhankhar as the Chief Guest. On this occasion, Governor Shri Raman Deka will preside, and both Chief Minister Shri Vishnu Deo Sai and Assembly Speaker Dr. Raman Singh will attend as special guests.

On November 5, starting at 5 p.m., the program will feature ‘Sanskritik Leher Ganga’ by Shri Puranik Sahu, folk tunes by Shri Surendra Sahu, Bhola Yadav, and team; ‘The Moonlight Raga’ by Shri Mohan Naidu and team; and performances by Rajesh Awasthi, Ms. Aru Sahu, and Ms. Neeti Mohan. The final day, November 6, will include Anurag Star Night by Shri Anurag Sharma, an ‘India’s Got Talent’ Mallakhamb act by Shri Manoj Prasad, ‘Magic Bastar’ by Shri Savi Srivastava, and a musical performance by Pawan Deep and Arunita.
Throughout the event, the Government of Chhattisgarh will organize a grand and visually appealing exhibition at the Rajyotsava venue. A Craft Village will be set up to display and sell a variety of Chhattisgarh’s handicrafts. Large domes have been constructed at the venue for the exhibitions: Dome-1 and Dome-2 will feature government department stalls, Dome-3 will showcase commercial enterprises, and Dome-4 will host public sector institutions. Shilp Gram, Food Court, and Meena Bazaar are expected to be major attractions for attendees at Rajyotsava.
Free Bus Service Announced for Rajyotsav Visitors

Buses will depart from four locations every hour, operating from 3 PM to 9 PM
Raipur : In a bid to enhance accessibility for attendees, a free bus service will be provided to visitors during the Rajyotsav celebrations. This initiative aims to ensure convenient transportation and encourage greater participation in the festivities.
On the occasion of State Foundation Day, a three-day Rajyotsav is being organized at Pandit Deendayal Upadhyaya Business Complex Tuta in Nava Raipur.
The district administration will provide free bus service to the visitors from 4 to 6 November from Raipur city to the Rajyotsav venue. The buses will operate for Tuta Nava Raipur from Raipur city’s railway station, Kalibadi Chowk, Pachpedi Naka and Bhatagaon new bus stand on an hourly basis from 3:00 PM to 9:00 PM.
'Free bus service for Rajyotsav' will be displayed on such buses. Similarly, while on return from Tuta Rajyotsav Sthal to Raipur city, the same buses will leave with a gap of each hour from 4:00 PM till 10:00 PM.

From 11:15 am to 12:15 pm, the President will attend the fourth convocation ceremony of IIT Bhilai as the Chief Guest.
The President will return to Raipur Airport by helicopter at 1:00 pm, where a luncheon will be held in her honour by Chief Minister Shri Vishnu Deo Sai at his new residence in Nava Raipur. At 3:30 pm, she will visit Pandit Deendayal Upadhyay Memorial Health Science and AYUSH University in Nava Raipur to preside as the Chief Guest at its third convocation ceremony. She will depart for New Delhi by special aircraft from Raipur Airport at 5:10 pm.

Raipur : The 20th meeting of the Chhattisgarh Mineral Development Fund Advisory Committee was held today at the residence office of Chief Minister Shri Vishnu Deo Sai. During the meeting, funds were approved for various mineral projects and infrastructure development.
Chief Secretary Shri Amitabh Jain, Chief Minister's Secretaries Shri P. Dayanand and Shri Rahul Bhagat, Finance Secretary Smt. Sharda Verma, Director (Minerals) Shri Sunil Jain, Joint Director (Mineral Administration) Shri Anurag Diwan, along with senior officials from the Mineral Resources Directorate attended the meeting.
Chief Minister Shri Sai reviewed the use of funds, including previous decisions made by the Committee. Considering the available funds, he directed the officials to explore the concept of developing large-scale infrastructure in the state.
After discussions, the Committee approved an allocation of Rs 300 crore to the Chhattisgarh Railway Corporation for land acquisition and initial construction work on the Dongargarh-Kabirdham-Mungeli-Katghora railway line. In addition, Rs 83 crore was approved for mineral exploration, mineral block auctions, and IT-based regulation of mines by the Directorate of Geology and Mining.
The meeting also decided to allocate an additional Rs 20 crore for studying the potential to increase mineral revenue in the state and for engaging expert institutions to enhance the mining sector.
It is worth mentioning that five percent of the total mineral revenue received by the Mineral Resources Department each year is reserved under the Mineral Development Fund. Based on the Advisory Committee's recommendations, this fund is utilized for constructing necessary infrastructure in relevant sectors.
President Smt. Draupadi Murmu on two-day visit to Raipur from October 25

Raipur : President Smt. Draupadi Murmu is set to visit Raipur on October 25. During her two-day stay on October 25 and 26, she will participate in various events in Raipur and Durg districts. According to the schedule, President Smt. Murmu will arrive at Swami Vivekananda Airport Raipur via a special plane at 11:10 AM on Friday. She will then proceed to as a chief guest at AIIMS Raipur’s second convocation to be organised from 11:45 AM to 12:45 PM. Following this she will head to Raj Bhavan Raipur arriving at 1:00 PM.
At 3:20 PM, the President will depart from Raj Bhavan to NIT Raipur to attend the 14th convocation as the chief guest. Afterward, she will visit Purkhauti Muktangan- a local museum showcasing lifestyle and culture of Tribal community where she will distribute the ninth installment of the Mahtari Vandan Yojana, a program providing financial assistance of Rs 1,000 per month to 70 lakh women in the state.
President Smt Murmu will also engage with members of the tribal community during this visit. She is expected to return to Raj Bhavan at 6:30 PM with a reserved time from 7 PM to 7:30 PM for a scheduled program. The day will conclude with dinner and rest at Raj Bhavan.
On October 26, President Smt. Murmu will leave Raj Bhavan at 9:00 AM to visit Sri Jagannath Temple in Gayatri Nagar, Raipur for ‘darshan’ and ‘aarti’. She will then travel to Raipur Airport and take a special helicopter to Bhilai to attend the fourth convocation of IIT Bhilai as chief guest from 11:05 AM to noon. After this event, she will return to Raipur Airport by helicopter at 12:55 PM and proceed to the Chief Minister's residence office in Sector 24, Nava Raipur for a felicitation banquet. At 3:30 PM she will attend the fourth convocation at Pandit Deendayal Upadhyaya Memorial Health Science and AYUSH University, Chhattisgarh, before returning to Raipur Airport at 5 PM for her departure to New Delhi.

Raipur : Chhattisgarh government is leading in implementing user-friendly initiatives that prioritize the interests of the public. Since its launch on October 21, the Sugam App has quickly gained popularity, facilitating over 1,200 property registrations across the state and marking a significant shift towards online registration.
In compliance with Chief Minister Shri Vishnu Deo Sai’s vision and under the directives of Finance and Registration Minister Shri OP Choudhary, the 'Sugam App' seeks to make the registry process more transparent and user-friendly.
Finance Minister Shri OP Choudhary said, “The government is committed towards more and more technological applications and procedural improvements in the registry work for citizen empowerment. Sugam App is an important step towards preventing property related fraud.”
Often such complaints come that after registration when a common man becomes a victim of fraud in many ways. It has been reported that a single property is sold to different people and in some cases registries are done for properties that do not actually exist. There are also instances where land designated for roads, pathways or gardens is sold fraudulently. In some cases more land is sold than what is physically available. These incidents contribute to disputes and an increase in court cases.
In Sugam App, during the process of registration, the party will physically go to the place where the registration is being done with his mobile. After going to that place, photos are taken from three different angles as directed in the app i.e. front, right and left of the property. That photo will automatically be transferred to the registrar's module for registering latitude and longitude of that place along with the photo. In this way, the App coordinates the actual geographical position of the property will permanently recorded in the registry paper, so that the party can go to that place anytime and identify the property.
Through the 'Sugam App', incidents of causing revenue loss to the government will also be curbed. Such incidents will be stopped through the Sugam App. The actual structure of the property will be known through the Sugam App- structures like buildings, roads, factories and other details, which cannot be hidden, curbing revenue evasion to the government. After such incidents are known, the parties will be able to get rid of the problems after registration.
Chhattisgarh’s Health and Family Welfare Department and Indian Oil Corporation signed a Memorandum of Understanding (MoU) under the Pradhan Mantri National Dialysis Program

Indian Oil Corporation to provide 39 dialysis machines to the Health Department
Raipur : Under the Pradhan Mantri National Dialysis Program, Chhattisgarh’s Health and Family Welfare Department, Indian Oil Corporation, and Fairfax India Charitable Foundation signed a Memorandum of Understanding (MoU) on October 23. As per the agreement, Indian Oil Corporation will provide 39 dialysis machines to the Health Department within the next month, free of charge. Fairfax India Charitable Foundation will be responsible for maintaining these machines.
Health Minister Shri Shyam Bihari Jaiswal stated that these new machines will significantly provide relief to patients in need of dialysis treatment. Shri Rituraj Raghuwanshi, Commissioner and Director of Health Services, signed the MoU on behalf of the Health Department. The Health Department plans to install the machines in newly formed districts and areas where the existing machines are outdated or where patient demand is high.
Health Minister Shri Jaiswal praised the MoU, highlighting its importance for improving healthcare services in the state. He added that the addition of these dialysis machines will enhance testing and treatment capabilities and, under Chief Minister Shri Vishnu Deo Sai's leadership, efforts to expand medical education and healthcare facilities in the state.
