Textbook Corporation Committed to Providing Quality Books in Line with the New Education Policy

Textbook Printing to Strictly Follow NCERT Standards
Raipur : The Chhattisgarh Textbook Corporation has clarified that all decisions related to the printing of textbooks for the academic session 2026–27 are being taken strictly in accordance with the New National Education Policy, standards prescribed by NCERT, and the directions issued by the State Government and SCERT Chhattisgarh.
The Corporation stated that the curriculum for Classes 1 to 8 is entirely based on the NCERT. As per the agreement between NCERT and SCERT, there is a provision that internal pages of textbooks are to be printed on 80 GSM paper. The agreement further specifies that, to ensure production quality, long-term durability and readability, textbooks must use 80 GSM text paper and 220 GSM cover paper. Accordingly, 80 GSM paper is being used for Classes 1 to 8, while 70 GSM paper is being used for Classes 9 and 10. The Corporation emphasised that these decisions are based on contractual provisions and academic standards, and not taken independently at the corporation level.
Officials informed that in line with the New Education Policy, the number of subjects for Classes 1 to 8 has been increased. While 134 subjects were printed in the previous academic session, textbooks for 144 subjects are proposed for the 2026–27 session. The increase in subjects in Classes 4 and 7 has been implemented as per decisions taken by the State Government and SCERT. Due to this expansion, the demand for paper has naturally increased, but the process has been carried out in a planned manner and with the necessary approvals.
The Corporation also clarified that during the previous academic year, approximately 2.65 crore textbooks were printed using nearly 11,000 metric tonnes of paper. For the upcoming academic session 2026–27, the estimated paper requirement is expected to remain at a similar level. Hence, claims suggesting an abnormal or excessive increase in paper consumption are factually incorrect.
Dismissing reports that students’ school bag weight has increased by 14 per cent, the Corporation stated that such claims are misleading. Assessing bag weight based on paper GSM does not accurately reflect the actual situation. Various academic measures such as digital learning, phased distribution of learning material, etc, have been introduced and implemented to regulate the weight of school bags. As a result, concerns regarding a significant increase in school bag weight are unfounded.
To ensure the production of high-quality textbooks, stringent conditions have been incorporated into the tender process. Bidders are required to submit clearance certificates issued by authorised GST officials for paper mills, along with proof of supplying a minimum of 42,000 metric tonnes of printing paper. These provisions ensure that only experienced and capable firms participate in the supply process, thereby guaranteeing the quality of textbooks for students.
The Chhattisgarh Textbook Corporation reiterated that all decisions related to textbook printing for the academic session 2026–27 are being taken strictly in accordance with the New National Education Policy, NCERT standards and the directions of the State Government and SCERT. It was informed that the curriculum for Classes 1 to 8 is based on the NCERT and that, as per the agreement signed on 15 October 2025 between NCERT, New Delhi and SCERT, Raipur, there is a clear provision for the use of 80 GSM paper for internal pages and 220 GSM cover paper. Clause 8 of the agreement further mandates that production quality, printing, illustrations and layout of textbooks must strictly adhere to NCERT standards.
The Corporation further explained that the procurement of paper and printing work for the 2026–27 academic session is being undertaken only after approval by its Executive Committee. This committee comprises representatives from the Finance Department, Tribal Development Department, School Education, Samagra Shiksha, SCERT, and the Government Printing Press, ensuring a transparent, multi-departmental, and accountable decision-making mechanism.
Providing details of the previous session, the Corporation stated that in the 2025–26 academic year, approximately 2.65 crore free textbooks were printed using 9,300 metric tonnes of reel paper, along with the utilisation of around 1,700 metric tonnes of paper carried forward from earlier stocks. Based on this assessment, the procurement of approximately 11,000 metric tonnes of 70- and 80-gsm paper for the 2026–27 session is being conducted through an open tender process.
The Corporation reiterated that all academic decisions related to curriculum design and subject inclusion are taken by SCERT and the State Government. The role of the Chhattisgarh Textbook Corporation is limited to printing and distribution of approved textbooks. Claims of unnecessary increases in paper usage, expenditure or school bag weight have been described as exaggerated and not reflective of actual facts.
Parents and teachers have been urged to rely on verified official information and avoid being misled by unsubstantiated reports. Officials stressed that students’ interests remain paramount and that the process of providing quality textbooks in line with the New Education Policy is being carried out with complete transparency and strict adherence to prescribed norms.

This reflects the Union Government’s “result-oriented, accountable, and decisive” style of governance.
The Chief Minister stated that the positive impact of the PRAGATI platform is clearly visible in Chhattisgarh. The modernisation of the Bhilai Steel Plant has not only accelerated rail production in the country but has also created employment opportunities for thousands of youth. This initiative has strengthened the vision of “Atmanirbhar Bharat” while giving a new direction to industrial growth.
Similarly, the NTPC Lara Super Thermal Power Project with a capacity of 1,600 MW has ensured an uninterrupted power supply to Chhattisgarh and six other states. The Chief Minister stated that this project has reinforced energy security and provided fresh momentum to industrial and agricultural activities.
Chief Minister Shri Sai shared that the PRAGATI platform has developed a robust mechanism for project monitoring, continuous review, and swift resolution of bottlenecks. Clear objectives, rapid implementation, and tangible outcomes define the new work culture of India, which is paving the way towards achieving the vision of “Viksit Bharat @ 2047”.

It is noteworthy that the 50th meeting of PRAGATI, chaired by Prime Minister Shri Narendra Modi, has provided fresh impetus not only at the national level but also to Chhattisgarh’s development journey. PRAGATI is an ICT-based platform designed to promote proactive governance and time-bound implementation, making project monitoring and resolution more effective. Over the past decade, projects worth more than Rs. 85 lakh crore have gained momentum through PRAGATI, benefitting sectors such as infrastructure, energy, railways, roads, coal, and others across the country. Several key projects from Chhattisgarh are also part of this initiative.
During the meeting, special emphasis was laid on the modernisation and expansion of the Bhilai Steel Plant, which was initially approved in 2007. Regular reviews and inter-agency coordination, facilitated through PRAGATI meetings, accelerated the pace of work, ensuring targeted progress and timely execution.
The modernisation of Bhilai Steel Plant has significantly enhanced production capacity while energising Chhattisgarh’s industrial growth, employment generation, expansion of ancillary industries, and the regional economy. This has further strengthened the state’s position as one of India’s leading steel production hubs.
Likewise, the Lara Super Thermal Power Project in Raigarh, approved in 2009, received renewed momentum under the PRAGATI framework through high-level reviews, timely directions, and continuous monitoring, resulting in substantial progress in its implementation.
Today, the Lara Super Thermal Power Project has emerged as one of the key pillars strengthening national energy security. The project has not only augmented power generation capacity but has also reinforced Chhattisgarh’s identity as the “Power Hub of India”, bringing greater stability to both the state and national energy systems.
Prime Minister Shri Narendra Modi highlighted that the PRAGATI platform has infused new strength into cooperative federalism, enhancing both speed and trust in development works through coordinated efforts of the Centre and states.

Mera e-KYC’ app enables beneficiaries to complete KYC from home
Raipur : Chhattisgarh currently has 82.18 lakh ration cards in circulation under the Public Distribution System (PDS), covering 2.73 crore registered beneficiaries. Acting on directives from the Union government, the state government is continuously carrying out the e-KYC process to ensure that benefits reach genuine beneficiaries. So far, e-KYC has been completed for 2.3 crore members—around 85 per cent of the total. Approximately 30.32 lakh members are yet to complete the process.
Officials of the Food Department said that e-KYC facilities are available on e-POS machines at all government-run fair price shops across the state. In addition, beneficiaries can also complete e-KYC using the ‘Mera e-KYC’ app launched by the Government of India. The app can be downloaded from the Google Play Store on Android phones, where beneficiaries can enter their Aadhaar number and complete face-based e-KYC through Aadhaar OTP verification from home.
Officials said that 14,040 government fair price shops are currently operational in the state, and registered ration cardholders can collect ration from the shop of their choice. As per the estimated population for 2025, around 89 per cent of the population is covered under the PDS. To enhance transparency in ration distribution, Aadhaar seeding has also been undertaken, with 99.7 per cent of members already Aadhaar-seeded and 85 per cent having completed e-KYC.
They added that about 2.73 crore people are now covered under food security and are being regularly supplied foodgrains through fair price shops. Of these, more than 73 lakh priority households are receiving free foodgrains, while around 8.5 lakh above-poverty-line families are being provided rice at subsidised rates. Strict Action Against Irregular Fair Price Shops; Operations Cancelled for Two, Penalty Imposed on One
Raipur : Chhattisgarh Government has taken firm steps to ensure transparency and accountability in the Public Distribution System (PDS). Under the current system, foodgrains are being distributed to ration cardholders through e-POS machines using Aadhaar-based authentication. Beneficiaries receive their entitled rations only after biometric verification, ensuring that supplies reach genuine and eligible recipients. Ensuring transparency and accountability in food distribution remains a top priority of the State Government.
To strengthen monitoring, the Directorate of Food, Civil Supplies and Consumer Protection has constituted inspection teams to conduct regular checks of fair price shops across the district. During these inspections, special attention was paid to distribution processes, record maintenance, and Aadhaar authentication compliance.
During the course of inspection, irregularities were detected at certain fair price shops. Taking these violations seriously, the authorities initiated strict action against the concerned shop operators in accordance with prescribed control provisions. The government has made it clear that negligence or malpractice in the public distribution system will not be tolerated under any circumstances.
The District Food Controller, Raipur, has cancelled the operations of Fair Price Shop ID No. 441001314 — Maa Bhagwati Khadya Suraksha Poshan Evam Upbhokta Sahkari Samiti, Byron Bazar — and Fair Price Shop ID No. 441001256 — Shri Jai Sheetla Kali Khadya Suraksha Poshan Evam Upbhokta Sahkari Samiti, Badaipara. Both have been attached to other fair price shops for further operations.
Additionally, Fair Price Shop ID No. 441001148 — Doodhadhari Mahila Prathmik Sahkari Upbhokta Bhandar, Mahamaya Mandir Ward No. 62 — has been penalized with a fine of ₹7,000 after irregularities were established, and a strict warning has been issued.
Food Secretary Smt. Reena Babasaheb Kangale stated that any irregularity in foodgrain distribution under the Public Distribution System would invite strict action as per the provisions of the Chhattisgarh Public Distribution System (Control) Order, 2016. She reaffirmed that the State Government remains fully committed to ensuring a transparent, accountable, and beneficiary-centric food distribution system

Remembering the Glorious Legacy of Vande Mataram Is a Matter of Pride for Every Indian: CM Shri Vishnu Deo Sai
TNINS
Raipur : Speaking at a special discussion organised in the Chhattisgarh Legislative Assembly to mark 150 years of the national song "Vande Mataram", Chief Minister Shri Vishnu Deo Sai highlighted its historical, cultural and emotional significance. He said Vande Mataram embodied a spirit of patriotism whose resonance once shook even the British regime. During the freedom struggle, this clarion call ignited the fire of courage, sacrifice and valour in the hearts of millions of Indians. He added that it was this very call that gave the strength to break the chains of slavery.
Recalling the immortal martyrs of the freedom movement, the Chief Minister said that Martyrs including Shaheed Bhagat Singh, Martyr Rajguru, Martyr Sukhdev, Martyr Khudiram Bose and countless revolutionaries embraced the gallows with a smile while raising the slogan of Vande Mataram for Mother India. Their sacrifices continue to remind every Indian of their duties towards the nation.
CM Shri Sai said that remembering the glorious legacy of Vande Mataram is a matter of pride for every Indian. The song reminds the nation of the struggle, the pain and the indomitable courage that led India to freedom. He described it as a foundational pillar of India’s national consciousness.
The Chief Minister further said that the identity of any nation is not defined merely by its geographical boundaries marked on a map. A nation’s true identity lies in its civilisation, culture, traditions and values that have been an integral part of its conduct and way of life for centuries. India’s cultural continuity, he said, is unique in the world.
He said that the purpose of holding a special discussion on Vande Mataram in the Assembly was also to ensure that the nation never forgets the mistakes of history that inflicted deep wounds, the pain of which is still felt in society in one form or another. Only by learning from history, he added, can a strong and harmonious India be built.
On the occasion, CM Shri Sai paid homage to all brave sons of Chhattisgarh who made the spirit of Vande Mataram the mission of their lives and sacrificed everything for Mother India. He said Vande Mataram connects Indians to their heritage, cultural consciousness and a civilization spanning thousands of years. It represents the collective expression of ideals that have been imbibed over generations.
He said that in Indian tradition, the earth is revered as a mother, referred to as the motherland. Vande Mataram is the powerful and sacred expression of this sentiment, teaching respect and a sense of duty towards nature, land and the nation.
Expressing gratitude to the Speaker of the Chhattisgarh Legislative Assembly and all members for organising the special discussion on the occasion of the 150th anniversary of the national song Vande Mataram, Chief Minister Shri Vishnu Deo Sai said such deliberations play an important role in connecting the younger generation with patriotism, cultural pride and historical consciousness.
Simple, scientific, and transparent system implemented across Chhattisgarh, including Kanker
TNINS
Raipur : To dispel public confusion arising over the new guideline rates approved by the Central Valuation Board, Chhattisgarh for the financial year 2025–26, the state government has released detailed information. The government clarified that the new guideline rates are not only “simpler and more scientific” but have also resolved discrepancies that persisted for several years.
According to the government, misleading claims are being circulated in some places suggesting excessive hikes in guideline rates or disruption of document registration. In reality, the revised guidelines have been effective since 20 November 2025, and nearly 98 documents have already been registered smoothly in Kanker district during this period. All sub-registrar offices in the district continue to operate as usual.
Extensive simplification in urban areas
Earlier, due to multiple segments within the same ward, there were variations in rates despite similar geographical and commercial conditions, leading to public dissatisfaction. After a fresh survey, physical verification, and rationalisation, these segments have been reduced and rates standardised. In Kanker Municipality, 56 segments across 21 wards have been reduced to 26. Similarly, in Charama, Narharpur, Bhanupratappur, Antagarh, and Pankhajur Nagar Panchayats, 253 segments have been reduced to 105. The government stated that the guideline structure is now based on a “more transparent and scientific method.”
Clarification on perceived rate hike
The state government has clarified that guideline rates were last revised in 2019–20. After six years, this revision includes only a 20 per cent increase in urban areas, which is “logical and naturally aligned with current market conditions.” The government noted that if annual increments had been applied, the rates would have been much higher today. Hence, claims of steep hikes are unfounded.
E-registration system fully function
Some individuals are spreading misconceptions that registration has halted due to the new rates not being updated online. Contrary to this, the government confirmed that all sub-registrar offices in the district are conducting registrations without any interruption, and there is “no situation of procedural disruption.”
Issues arising from non-revision of rates
The government stated that continuing old guideline rates encourages the circulation of unaccounted money. Often, despite higher actual transaction values, registrations are carried out on outdated guideline rates, creating differences that turn into unaccounted amounts and lead to disputes. Low valuations also reduce loan eligibility for buyers.
Discrepancies also arise in determining compensation. In cases of government acquisition, outdated rates lead to inadequate compensation, particularly affecting farmers, who do not receive the fair value of their land. The government emphasised that the revised guideline rates are “more reasonable and reflective of real market conditions.”
Appeal to the public
The state government has appealed to citizens not to be influenced by rumours or misinformation. For any clarification regarding guideline rates, individuals may contact their nearest registration office to obtain accurate and authentic details.
The revised guideline rates are seen as an important step towards ensuring transparency in real estate transactions, preventing tax evasion, and making land valuation “more credible and trustworthy” across the state.

Raipur : Under the special initiative of Chief Minister Shri Vishnu Deo Sai, continuous efforts are being made to promote tourism in Chhattisgarh. To attract domestic and international visitors to the state’s natural beauty and scenic tourist destinations, exhibitions and workshops are being organized across the country, especially in major metropolitan cities, to showcase Chhattisgarh’s tourism potential. All these efforts aim to position Chhattisgarh prominently on the global tourism map.

Acting on the Chief Minister’s vision, tourism in Chhattisgarh has been granted the status of an industry, and the new industrial policy includes multiple incentives for its promotion. A Home-Stay Policy has been introduced to boost tourism in the Bastar and Sarguja regions. Taking these initiatives forward, the state government has launched an innovative programme to provide employment opportunities for the youth—particularly from the Bastar region—through tourist guide training.

In line with the Chief Minister’s directives, a team of 45 young trainees was sent, with the support of the Chhattisgarh Tourism Board, to the Indian Institute of Tourism & Travel Management (IITTM), Gwalior, for specialized guide training. The group has now returned after completing a one-month intensive programme. These trained youth will be appointed as tourist guides at various tourism sites across Chhattisgarh.

Chief Minister Shri Sai and Tourism Minister Shri Rajesh Agrawal congratulated the trainees on successfully completing the programme. The Chief Minister said that the state’s natural beauty, lush valleys, and picturesque tourist spots have the potential to transform Chhattisgarh into a major tourism hub. He emphasized that the tourism sector offers vast possibilities and will open new avenues for employment and entrepreneurship. He urged the trained youth to actively highlight the facilities and attractions of Chhattisgarh’s tourist destinations to visitors, which will help increase tourist footfall and boost the tourism-based economy.
It is noteworthy that the Chhattisgarh Tourism Board organized this special tourist guide training programme after a gap of seven years. A majority of the participants are from the Bastar division. During the training, the youth received instruction in tourist guidance, communication skills, cultural heritage, tourism management, and practical field training—equipping them to effectively present the state’s natural beauty and cultural richness. These trained guides will play a key role in promoting Chhattisgarh’s cultural and natural destinations and elevating the state’s tourism industry to new heights.
