Raipur : Women and Child Development and Social Welfare Minister Smt. Laxmi Rajwade inaugurated the Swadeshi Mela at PG College Ground in Kawardha. "Swadeshi Mela boosts our economy by encouraging people to purchase products made in India, cultivating pride and self-reliance. Under the leadership of Prime Minister Shri Narendra Modi, the 'Make in India' initiative and Digital India campaigns are strengthening our nation. Chief Minister Shri Vishnu Deo Sai is also promoting 'Swadeshi' products in Chhattisgarh.

We should contribute to making our country self-reliant by purchasing local products. Continuous efforts are being made in this regard through the 'Swadeshi Mela.' Our country, once ranked 11th economically, has now risen to 5th place. It is important for us to be aware of the local goods available to us. When shopping online, we should prioritize local items. The Swadeshi Mela in Kawardha features numerous local products. It is our responsibility to educate future generations about how our economy can grow and how we can achieve self-reliance by using domestically made products," stated Smt. Rajwade.

It is worth mentioning that 'Swadeshi Mela' is being organized for the first time in Kawardha district, having commenced on October 17 at the PG College Ground. The event showcases handicrafts and handlooms from various states, including Lucknow, Bihar, Madhya Pradesh, Delhi, Punjab, and Kashmir. Grand cultural programmes will also be held here daily. The primary objective of the Swadeshi Mela is to promote local products and raise awareness about them among the community. There is huge enthusiasm among the citizens of the district regarding the event, which features over 150 stalls, a stage for cultural performances, and a comprehensive setup for all operations.

Raipur : Shri P. Dayanand, Secretary of the Public Relations Department, chaired a review meeting at Chhattisgarh SAMVAD Bhawan in Nava Raipur on October 17. He highlighted the vital role of public relations officers in ensuring that information about state government schemes reaches every citizen. He urged PR officers to effectively communicate these programs to all sections of society, emphasising that under the leadership of Chief Minister Shri Vishnu Deo Sai, the Chhattisgarh Government has launched numerous welfare schemes aimed at benefiting the people. Over the past 10 months, several flagship initiatives have been introduced, positively impacting farmers, youth, women, and the underprivileged. Shri Dayanand directed officers to extensively promote these welfare schemes through print, electronic, digital, and social media platforms.

He stressed the importance of maximising the use of social media to expand the reach of government programs. “We are in an age of information revolution where the role of social media is growing,” he stated, encouraging public relations officers to harness these platforms fully. He also instructed officers to ensure timely dissemination of news to media outlets.

Shri Dayanand underscored the need for a simple, engaging, and readable newswriting style. He recommended that success stories include factual details about the positive changes in people's lives, supported by relevant photographs. He also called for the regular publication of special articles focusing on the state’s flagship schemes and innovative initiatives.

He directed the officials that hoardings for urban schemes be displayed in city areas, while those related to rural schemes should be placed in tehsil headquarters and Janpad Panchayat offices. During the meeting, Shri Dayanand reviewed the department's publicity efforts in electronic, national, and regional media, offering guidance to the officers.

Additionally, Shri Dayanand instructed officials to ensure district public relations offices are well-equipped to optimise the promotion of government schemes. He reviewed the departmental setup and provided further directions. As part of his visit, he inspected various sections of Chhattisgarh SAMVAD and issued necessary instructions to the staff.

Raipur : The 83rd Annual Session of the Indian Road Congress will be held in the capital Raipur from 7 November to 11 November. Deputy Chief Minister and Public Works Minister Shri Arun Sao reviewed the preparations for this event to be held at Pandit Deendayal Upadhyay Auditorium and Science College Campus in Raipur. The meeting was attended by departmental Secretary Dr Kamalpreet Singh, Chief Engineer Shri KK Pipri, Regional Officer of National Highways Authority of India, Regional Officer of Road Transport Ministry, Commissioner of Raipur Municipal Corporation Shri Abinash Mishra and all the steering committee members related to the convention and gave necessary instructions.

Deputy Chief Minister Shri Arun Sao, in a review meeting held at Naveen Vishram Bhavan in Raipur, asked the officials to ensure solid preparations for the event, so that the guests from the country and abroad participating in it can get acquainted with the splendor of Chhattisgarh. Also, they can experience the culture of Chhattisgarh and the various dimensions of development here. He asked to ensure the hospitality of the guests in the convention in accordance with the culture of Chhattisgarh.

Deputy Chief Minister Shri Sao directed to set up stalls and exhibitions of leading institutions of power and infrastructure NMDC, NTPC, SAIL (Bhilai Steel Plant), Chhattisgarh Power Generation Company and various development corporations at the convention venue to showcase the multidimensional development of the state. He also asked to make proper arrangements of stalls of Chhattisgarh Handicrafts, Village Industries, Tourism, Sanjeevani, Forest Development etc. at the venue to make the guests aware of the art, craft and folk culture of Chhattisgarh.

To encourage young engineers, Shri Sao directed to organize various competitions during the convention and to provide student membership to meritorious students of engineering colleges of the state. He asked the engineers of the Public Works Department to actively connect with the event for detailed discussion and training of new technologies being adopted in other states in new research and construction works. He directed to ensure wide publicity of this 83rd annual convention of Indian Road Congress being organized in Raipur at the state level, so that the engineers of the state get the opportunity to gain knowledge through the lectures of scientists of the country's leading institutions.

The doors of opportunity are opening for young talents to move forward under the leadership of Chief Minister Shri Vishnu Deo Sai.

Raipur :On the instructions of Chief Minister Shri Vishnu Deo Sai, the Finance Department has approved the recruitment of 102 posts of sub-engineers in the Public Works Department. This includes 86 civil and 16 posts of Deputy Engineers of Electrical-Mechanical. Earlier, 128 posts of engineers were released in the Public Health Engineering Department.

Chief Minister has instructed a swift recruitment process for vacancies in various departments, and the Finance Department is quickly approving the hiring for these positions. With the special initiative of the Chief Minister, now the process of appointments in more than 6000 posts of government service has started.

Chhattisgarh Government is focused for overall development of the state and opportunities in government sectors are constantly opening for the youth in the state. Under the leadership of Chief Minister Shri Sai, continuous initiatives are being taken to promote young talents and provide them employment opportunities.

In past 10 months, the Finance Department has approved recruitment to various posts in more than 8 departments. After which the recruitment process has started in the Health Department, Public Health Engineering Department, Agriculture Department, Rural Livelihood Mission, Home Department, Law Department, Tribal Welfare, Forest and Environment Department. The fast-paced recruitment process in construction agencies will help in better implementation of large-scale infrastructure projects in the state.

‘Shaheed Veer Narayan Singh Shram Ann Yojana’ is a boon for migrant labourers

Raipur : The ‘Shaheed Veer Narayan Singh Shram Ann Yojana’ is providing nutritious meals to around 94,000 workers each month and significantly addresses hunger and poverty among migrant labourers. This initiative has become a lifeline for workers like Manoj, who can now save more for his children's education and look forward to a more secure future for his family.

Manoj, once a small-scale farmer from a scheduled caste community, was forced to leave agriculture due to falling groundwater levels, unpredictable climate conditions, and rising energy costs. Faced with these challenges, he realised he couldn’t secure enough savings for his daughters' education and marriages. Seeking better opportunities, Manoj migrated to Raipur, where he traded his farming tools for purchasing a security guard's uniform. The subsidised meals provided through this scheme have eased some of his financial strain in adjusting to the demands of urban life.

Rural-to-urban migration in search of better livelihoods has become one of the largest demographic trends globally, with millions being forced to relocate. In Chhattisgarh alone, data from the Human Development Survey (2011-2013) shows that 0.19 million people have migrated from rural to urban areas. This wave of migration often results in food insecurity, forcing economically vulnerable migrants into unhealthy lifestyles.

To tackle this issue, UNDP has supported initiatives such as the ‘Shaheed Veer Narayan Singh Shram Ann Yojana’ in partnership with Chhattisgarh’s Labour Department. The scheme runs base kitchens in over seven districts and has food distribution centres at more than 20 locations, serving nutritious meals to approximately 94,000 workers every month. Industrial and non-industrial workers alike can access these meals at a subsidised rate of Rs. 5 per meal, providing essential support to the urban poor, like Manoj, a security guard earning Rs. 12,000 per month, who face high living costs in the city.

Smt. Mandakini Yadav, who had been suffering from hearing issues for a long time despite multiple hospital visits, reached out to the Chief Minister's Camp Office. Following a medical evaluation, she was immediately provided with a hearing aid, enabling her to hear clearly once again. Similarly, Shri Gurudev, who has been physically challenged since birth, received a tricycle.

Both expressed their heartfelt gratitude to Chief Minister Shri Vishnu Deo Sai for the prompt assistance they received. Smt. Yadav shared her joy at being able to hear clearly again. Shri Gurudev explained how his dependence on family members for daily activities and transportation has been greatly reduced, as the tricycle now allows him to move around independently.

Raipur : Deputy Chief Minister and Public Health Engineering Minister Shri Arun Sao on Friday conducted a review of the Public Health Engineering Department's initiatives. During a meeting at Neer Bhawan in Raipur, he emphasized the need to accomplish the works of the Jal Jeevan Mission on mission mode.

Shri Sao prioritized groundwater enrichment efforts to recharge sources for an adequate supply of drinking water in villages. He instructed strict action against contractors who submit bogus experience certificates for the tenders related to 12 group water supply schemes. He called for the cancellation of these tenders and legal action against the violators as per regulations.

Shri Sao proposed organizing a Jal Utsav alongside publicity efforts in villages where Jal Jeevan Mission works have been completed, to encourage other communities to benefit from the scheme. He instructed field staff to regularly visit work sites to monitor progress and quality, urging all officers to stay actively engaged in the field to ensure the mission's success.

Secretary of the Public Health Engineering Department, Mr. Mohammad Qaiser Abdulhaq, provided updates on the physical and financial progress of departmental projects. He reported that an action plan is in place until November 15 to ensure groundwater availability for the tap water schemes of the Jal Jeevan Mission, utilizing departmental machinery. The mission's activities are under continuous component-wise and scheme-wise monitoring to ensure completion by December 2024. Chief Engineer Dr ML Agarwal and Chief Engineers from Raipur, Bilaspur, and Jagdalpur zones were also present at the meeting.

Encouraging women’s active involvement in this sector, Chief Minister Shri Sai has called for concerted efforts towards making them self-reliant.

Hari Bol Self-Help Group' : The Inspiring Success of the Donganala Herbal Processing Centre

‘Hari Bol Self-Help Group’, consisting of 12 women from the Donganala region in the Katghora Forest Division of Chhattisgarh, has achieved a remarkable success through their dedication, perseverance, and collective efforts. Established in 2006-07, this herbal processing centre operates under the aegis of the European Commission Project. Today, owing to its unique and exemplary approach, the group has emerged as a model of success across the state.

The initial years were marked by severe hardships for the women of this group. They used to engage in labor work within the village, earning a meager monthly income of Rs 500-600. Faced with dire financial constraints, they confronted numerous challenges. However, a shared determination transformed their lives.

The group ventured into the herbal processing sector and began manufacturing Ayurvedic products. Some of their key products include Hingvastak Churna, Ashwagandhadi Churna, Sitopaladi Churna, Pushyanug Churna, Bilvadi Churna, Triphala Churna, Panchsam Churna, Shatavari Churna, Aamlaki Churna, Payokil Tooth Powder, Herbal Coffee Powder, Mahila Mitra Churna, Herbal Face Pack Powder, and Herbal Keshpal Churna, among others. The collection of raw herbs, formulation of ingredients, and processing are carried out under the guidance of Ayurvedic practitioners (technical staff). Recently, the group secured an order worth Rs 2 crore from the AYUSH department, which stands as a testament to the quality and reliability of their products. This not only underscores their excellence but also reflects the growing demand and credibility of their enterprise.

The Ayurvedic medicines produced by the Hari Bol Self-Help Group are highly sought after both locally and across the state. On average, the group sells herbal products worth approximately Rs 44 lakh annually. In addition, under the supervision of an experienced Vaidya (Ayurvedic doctor), hundreds of patients from the local and surrounding areas receive treatment for various ailments at the centre.

The dedication and hard work of the Hari Bol Self-Help Group bore fruit when they recorded a profit of Rs 97,204 in the fiscal year 2007-08. This initial success boosted their confidence significantly. In the fiscal year 2023-24, the group achieved a net profit of Rs 6,57,254, raising the annual income of each member to nearly Rs 1.75 lakh. This economic transformation marks a significant advancement compared to their earlier financial condition. Additionally, each member of the group is allotted Rs 3,000 from their earnings for household expenses, while the remaining amount is reinvested for the upgradation and development of the centre.

This approach not only enhances their personal income but also ensures sustainable and long-term growth. Hari Bol Self-Help Group has not only improved their economic condition but has also established a strong presence in society. The women are now self-reliant and are able to provide a better life for their families. Their confidence has seen a remarkable rise, and they have emerged as a source of inspiration for others through their entrepreneurial journey. Reflecting on this success, the President of the Group, Mrs. Saroj Patel, remarked, "Our standard of living has significantly improved with the support of the State Forest Department. Today, we are self-sufficient and have earned a respectable place in society."

The success of this project is largely attributed to the Chhattisgarh Forest Department. Principal Chief Conservator of Forests and Head of Forest Force, Shri V. Srinivas Rao, stated, “Under the guidance of Chief Minister Shri Vishnu Deo Sai and Forest Minister Shri Kedar Kashyap, the State Forest Department is committed to integrating self-help groups into the collection, processing, and marketing of herbal medicines, thereby generating income.

This initiative has not only empowered women but has also ensured the optimal utilization of the state’s forest resources.” The Hari Bol Self-Help Group has received appreciation not just at the local level but also on national and international platforms. It was honored with the prestigious Grit Award in Singapore and recognized with the Best Forest Produce Award by the Government of India’s TRIFED and the Chhattisgarh Government.

The Donganala Herbal Processing Centre has become a beacon of hope, not just for the women of the Hari Bol Self-Help Group but for the entire region. This initiative has proved that with the right direction and determination, significant changes can be achieved. Today, this group stands as an ideal example for other self-help groups and rural communities, demonstrating that with unity, hard work, and resolute determination, dreams can indeed be realized.

The Indian Army's Bhishma tanks and other military artillery received a warm welcome as they arrived in the city on October 3. Before reaching the venue, the convoy of tanks and military vehicles paraded through key locations,

including Telibandha, Marine Drive, the Collectorate, Jaistambh Chowk, and Ashram Chowk. The event created excitement among residents, with many capturing the impressive display on their phones. Throughout the parade, the Indian flag was prominently displayed on all vehicles, further boosting patriotic enthusiasm.

Preparations for the Military Exhibition are in full swing, with military weapons from the Indian Army—such as Bhishma T-90 tanks, BMPs, L-70s, ZSU-23s, Strela, and Loros—arriving in Raipur on October 3. Raipur : Speaking at “Swachhata Hi Seva” program held at Pandit Deendayal Upadhyaya Auditorium, Chief Minister Shri Vishnu Deo Sai said that “Swachhata Hi Seva” fortnight is being celebrated nationwide. The program commenced on 17th September, the birth anniversary of Lord Vishwakarma and Prime Minister Shri Narendra Modi, and concluded on 2nd October, the birth anniversary of Mahatma Gandhi. He highlighted that Prime Minister Shri Narendra Modi took the initiative to promote cleanliness by making a solemn pledge on 15th August 2014 from the Red Fort. This initiative inspired everyone to keep their streets, neighbourhoods, schools, offices, and public spaces clean. The Swachh Bharat campaign has now transformed into a mass movement across the state. Chief Minister said, “Making Chhattisgarh clean and beautiful is our collective moral duty.”

Chief Minister further asserted that it is essential to integrate cleanliness into our daily habits. He called upon the people to take a pledge to contribute towards creating a clean and beautiful Chhattisgarh and administered the 'Swachhata Shapath' to everyone present in the auditorium. He urged every citizen to actively participate in the cleanliness drive and adopt cleanliness as an integral part of their lifestyle. During the event, institutions and individuals who excelled in the field of cleanliness under "Swachhata Hi Seva 2024" program were honoured. Chief Minister also handed over house keys to beneficiaries of the Pradhan Mantri Awas Yojana. He also flagged off mobile vehicles for mosquito eradication and grand military parade vehicles.

Forest Minister Shri Kedar Kashyap said on the occasion that extensive work has been carried out across the state to promote cleanliness. “Cleanliness is a responsibility shared by all of us. We must pledge to focus on maintaining cleanliness ourselves and inspire others to do the same,” he said. He added that the efforts undertaken under the Swachh Bharat Mission over the past 10 years have significantly transformed the country’s image.

Raipur MP Shri Brijmohan Agrawal noted that various diseases arise from unhygienic conditions, making cleanliness crucial for preventing such ailments. He said that Prime Minister Shri Narendra Modi launched "Swachh Bharat Mission" to promote the message of cleanliness. He emphasised that the government is striving to realise Mahatma Gandhi’s vision by focusing on self-reliant villages and cleanliness. As part of the closing ceremony of the cleanliness fortnight, sanitation workers, “Swachhata Didis,” and “Swachhata Mitras” were felicitated for their contribution.

Our Aim is for State Athletes to Win Medals in International Competitions

Chief Minister Reviews the Activities of the Department of Sports and Youth Welfare

Raipur : Chief Minister Shri Vishnu Deo Sai emphasized that athletes in the state will be provided with world-class sports facilities, residential training, quality education, and nutritional support by identifying 8-10 key sports disciplines prevalent in the region. He said that the main objective is to ensure that the sportspersons from the state secure medals in national and international competitions.

We are committed to expanding sports facilities. Our mission is to elevate our sporting talents to the international stage,” said Shri Sai while issuing guidelines to officials during the review meeting of the Department of Sports and Youth Welfare at his residence office today. Minister for Sports and Youth Welfare, Shri Tankram Verma, was also present on the occasion.

Chief Minister sought detailed information from officials regarding the sports infrastructure available across the state. He mentioned that from Surguja to Bastar, the state has no dearth of young sporting talent; however, there is a need to nurture and refine these abilities. Shri Sai instructed officials to compile a list of proposals submitted for Centre's approval so that they can be pursued during his upcoming visit to New Delhi.

During the meeting, Chief Minister Shri Sai also reviewed the works of Khelo India Centres across the state and directed officials to conduct regular inspections to ensure the smooth functioning of these centers. Referring to the National Archery Academy being set up in the remote Sanna region of Jashpur district with support from NTPC, Shri Sai highlighted that this initiative will not only contribute to the development of the region but will also provide a platform for the local Pahadi Korwa tribe, known for their inherent archery skills, to showcase their talent.

Chief Minister further directed officials to ensure the effective implementation of decisions taken under the ‘Niyad Nellanar Yojana,’ aimed at enhancing sports facilities in the Naxal-affected areas of the state. “We have recently made significant decisions keeping in mind the interests of our sports talent. It is our responsibility to create a conducive environment for sports talents to thrive and flourish,” he asserted.

Secretary of the Department of Sports and Youth Welfare, Shri Himshikhar Gupta, provided the Chief Minister with updates on the construction of integrated sports complexes in Jashpur and Raigarh. He also briefed about the ongoing development initiatives, including the Sports Decoration Awards, the Krida Protsahan Yojana, and other upcoming projects for the overall advancement of sports facilities.

The review meeting was attended by Chief Secretary Shri Amitabh Jain, Secretary of the Revenue Department Shri Avinash Champawat, Chief Minister’s Secretaries Shri P. Dayanand and Shri Rahul Bhagat, along with other senior officials.

Extensive public awareness campaigns should be run for the prevention of cyber crimes - Deputy Chief Minister Shri Sharma

Raipur : Deputy Chief Minister and Home Minister Shri Vijay Sharma inspected the State Cyber Forensic Lab located at the Police Headquarters on Friday. During this visit he observed various equipment and software being used in the lab. This includes mobile forensic software, hard disk forensic software and video analysis process. He also reviewed the reports received from various districts and review report sent by the lab.

The Cyber Crime Branch provided information about the work being done by the State Cyber Forensic Lab, Regional Cyber Crime Coordination Center, State Cyber Police Station and 1930 Cyber Crime Helpline Center for the prevention of cyber crime.

Deputy Chief Minister and Home Minister Shri Sharma directed to initiate a comprehensive public awareness campaign for the prevention of cyber crimes and asked to include schools and colleges in the campaign. Besides he also directed to partner with educational institutions to equip police officers with new emerging technologies in information technology.

During the inspection, Director General of Police Mr Ashok Juneja, Additional Director General of Police Mr Pradeep Gupta, Assistant Inspector General of Police Mr Kavi Gupta and other employees of Cyber Forensic Lab were present.

Healthcare Services Strengthened Across the District, Expansion in Progress

Raipur : Chief Minister Shri Vishnu Deo Sai's determination to improve healthcare facilities in the state, along with the public welfare initiatives by Health Minister Shri Shyam Bihari Jaiswal, has begun yielding positive results in Chhattisgarh. Residents now have access to various medical facilities close to their homes in government hospitals. The state is witnessing continuous growth in healthcare infrastructure, and the encouraging outcomes are evident. As part of this progress, six successful deliveries were conducted at the Community Health Centre in Deobhog. Through the diligent efforts of the medical team, six healthy newborns were brought into the world. After thorough health examinations, all infants were promptly administered the necessary vaccinations.

Between 1:30 PM on 21st September and 3:00 PM on 22nd September, six safe deliveries were performed within a span of 15 hours at the Deobhog Community Health Centre. Notably, four deliveries were completed in the first hour and a half alone. The successful delivery of six babies within 15 hours is a significant achievement for the district. The medical team at the health centre expressed joy and celebrated their success by encouraging one another. Under the guidance and supervision of Chief Medical and Health Officer Dr. Gargi Yadu Pal, the doctors developed a strategic approach, playing a key role in the successful deliveries. District Collector Shri Deepak Agarwal extended his congratulations to the doctors and the medical staff, encouraging them to continue providing exemplary healthcare services. He also praised the medical team for their diligence and dedication in delivering quality healthcare services with sincerity and responsibility.

It is noteworthy that healthcare services are being actively provided not only in urban areas but also in the remote forested regions of the state. Primary and community health centres located in villages have been equipped with essential healthcare services, including necessary medical tests and free medication, ensuring that the rural population benefits from these services. The doctors and medical teams are working proactively, instilling confidence in people to seek treatment at government hospitals. As a result, residents now have easy access to basic healthcare services at government facilities near their villages. Additionally, periodic health camps are organised to provide necessary check-ups and treatment in remote forest villages.

There is also an active initiative to conduct prenatal health check-ups and vaccinations for pregnant women, while lactating mothers are provided with essential nutritional supplements. These efforts have created mass awareness regarding institutional deliveries, contributing to the achievement of healthcare targets. Every month, on the 9th and 24th, 'Pregnancy Day' is observed, during which expectant mothers undergo comprehensive health check-ups and are encouraged to opt for institutional deliveries.
