Raipur : Chhattisgarh has emerged as a frontrunner in delivering the benefits of the Pradhan Mantri Matru Vandana Yojana to its beneficiaries. This once again proves that, under the leadership of Chief Minister Shri Vishnu Deo Sai, the "Double Engine" government not only rapidly implements public welfare schemes but also fulfills its promise—through administrative proactiveness—to ensure these benefits reach every section of society in a timely manner.
By ensuring the rapid implementation of this central scheme—which aims to encourage pregnant women to access nutrition and health services during pregnancy and childbirth—and by ensuring the swift redressal of grievances, Chhattisgarh has surpassed major states such as Rajasthan, Madhya Pradesh, Karnataka, and Uttar Pradesh. This achievement represents far more than just the state government's implementation of a government scheme; it is a testament to the service, dedication, and unwavering determination demonstrated by everyone involved—from Anganwadi workers to supervisors, project officers, and state-level officials.
The health of mothers and children has consistently remained the state government's top priority. Chief Minister Vishnu Deo Sai stated that, through the Pradhan Mantri Matru Vandana Yojana, safe motherhood is being actively promoted by providing financial assistance to pregnant women. Chhattisgarh's attainment of the first rank is the direct result of the continuous efforts undertaken in this direction.
How the Achievement Was Realized
The administrative machinery maintained continuous oversight of the Pradhan Mantri Matru Vandana Yojana, placing a primary focus on the registration of beneficiaries. While 175,797 pregnant women registered to avail the benefits of this scheme during the year 2023-24, the number of registrations rose to 219,012 in 2024-25. Building upon this momentum, 204,138 women were registered by February of the 2025-26 fiscal year—a figure representing 93.3 percent of the targeted goal. Following registration, the primary focus was on ensuring immediate approval. In accordance with the established protocol, the processes involving the filling of forms by Anganwadi workers, their verification by supervisors, and final approval at the project officer and state levels were significantly expedited. Eighty-three percent of the submitted applications were scrutinized and forwarded to the Central Government for payment processing. Consequently, the approval rate received by Chhattisgarh from the Centre—standing at 83.87%—was also the highest among all states.
Subsequently, data pertaining to the third category—the redressal of grievances—was analyzed. The majority of complaints received from beneficiaries concerned the non-receipt of payments. Immediate attention was directed toward this issue, and any identified discrepancies were promptly resolved. Although the State Government successfully resolved all complaints, Central Government data indicated that 7% of the complaints remained pending for more than 30 days. Nevertheless, by resolving 93% of the grievances, the state secured the first position.
An analysis of data spanning three years reveals that, under the Pradhan Mantri Matru Vandana Yojana (PMMVY), a total of 598,947 pregnant women were registered in Chhattisgarh, out of whom 540,624 received approval.
To facilitate the provision of nutritious food and other amenities to pregnant women—both during the prenatal period and at the time of delivery—the Central Government provides an assistance of ₹5,000 under this scheme, along with a one-time lump sum of ₹6,000 upon the birth of a second daughter. This financial assistance is disbursed in three installments: ₹1,000 is paid at the time of the pregnant woman's registration; ₹2,000 is paid six months later; and the final installment of ₹2,000 is disbursed following the child's birth, registration, and vaccination. The primary objective of this scheme is to promote institutional deliveries and to reduce the infant mortality rate.
