On Friday, Senior Congress leader and MP Shashi Tharoor, Mallikarjun Kharge and Jharkhand Congress leader KN Tripathi filed their nomination for the post of party President at the office of the All India Congress Committee (AICC) in the national capital. Ahead of filing the nomination, Tharoor visited Raj Ghat to pay homage to Mahatma Gandhi.

Meanwhile, Jharkhand Congress leader KN Tripathi also filed his nomination for the party’s topmost position and said that “the decision of party leaders is respected”.
Before filing his nominations, Tripathi had said, “I belong to a farmer’s family. The country is seeing that son of a farmer who has experience of serving with the Indian Air Force, minister in state government and elected as deputy leader of Jharkhand Legislative Assembly, can also contest for the post of AICC President.”
Earlier today, both Digvijaya Singh and Ashok Gehlot stated that they have dropped out of the race.
The former Madhya Pradesh chief minister visited Kharge at his residence this morning. “I told him that I stand by him and can’t even think of contesting against him, I will be his proposer,” Singh told reporters.
Congress MP Deepender S Hooda also said: “I welcome Mallikarjun Kharge’s nomination for Congress president post and am confident that he will get elected. Over the years, he has raised the voice of the people in Parliament. I’ve signed his nomination papers as a proposer.”
On Thursday, Gehlot had said he is pulling out of the contest after he met with Sonia Gandhi and apologised to her for the ruckus in Rajasthan triggered by his loyalists over a possible leadership change in the state after Gehlot was set to file his nomination papers for the Congress chief polls.
Nominations for the post of Congress president close at 3 pm today and results will be declared on October 19.
With the Gandhis not running for the top post this time around, the grand old party is all set to get a non-Gandhi president after over 25 years.

All women entitled to safe, legal abortion; rape includes marital rape for purpose of MTP Act: SC
29-Sep-2022
211
New Delhi, Sep 29 (PTI) In a significant ruling on reproductive rights of women, the Supreme Court held on Thursday that all women are entitled to safe and legal abortion till 24 weeks of pregnancy under the Medical Termination of Pregnancy (MTP) Act, and making any distinction on the basis of their marital status is "constitutionally unsustainable".
The top court also said that the meaning of offence of rape must include marital rape for the purpose of the MTP Act. A bench of Justices DY Chandrachud, JB Pardiwala and AS Bopanna said the rights of reproductive autonomy give similar rights to unmarried women as that to married women.
The bench, in its verdict, said the distinction between married and unmarried women under the abortion laws is “artificial and constitutionally unsustainable” and perpetuates the stereotype that only married women are sexually active. Under the MTP Act provisions, the upper limit for the termination of pregnancy is 24 weeks for married women, special categories including survivors of rape and other vulnerable women such as the differently-abled and minors.

No case of lumpy skin disease in the state so far ,Vaccination of cattle in progress
29-Sep-2022

Till date, 3.67 lakh animals have been vaccinated
Cattle owners are being informed about the measures to prevent lumpy skin infection in their livestock
Temporary check posts installed in 85 border villages to monitor and prevent the movement of cattle from other states
Raipur, TNIS
No case of lumpy skin disease in cattle has been reported in the state so far. In view of the current scenario, the field staff of the veterinary department has jumped into action mode. They are continuously visiting the villages in different parts of the state, creating awareness among the cattle owners to prevent the spread of lumpy disease in cattle there.
In Chhattisgarh, animal vaccination drive is also in progress. LSD in-charge Dr. Shartiya informed that so far 3.67 lakh animals have been vaccinated in the state, against the target of 8.20 lakh animal vaccinations.
As the cases of lumpy skin disease among cattle started making it to the headlines from different states of the country, immediate instructions were issued in Chhattisgarh to take all kinds of preventive measures for safety of the livestock in the state. Chhattisgarh has 18 of its districts bordering other states. And to prevent incoming of sick animals from these states, check posts have been set up in 85 border villages. Moreover, organizing of cattle fairs has been banned in these villages, and the middlemen are also being monitored.
It is noteworthy that Lumpy Skin Disease is a viral infectious disease spreading among the cattle, especially cows and buffaloes. The main carriers of this disease are mosquitoes, flies and mites, through which this infection spreads to healthy animals. Animal suffering from this disease show the symptoms of moderate fever for 02 to 03 days, after which round lumps start appearing on their skin. Fever for prolonged period of time adversely affects the appetite of the animals, thereby reducing their milk production capacity, strength and overall efficiency. Diseased animals recover in two to three weeks. But due to physical weakness, milk production is affected for several weeks.
No case of this disease has been reported in the state so far. As a precaution, organizing of cattle fairs and haat-bazaars has been temporarily banned in the districts. In the border villages, Got-Pask Vaccine is being administered to the cattle, as a preventative measure.
Adequate medicines have been arranged in the regional institutions to provide immediate medical facilities in case any animal is found infected with this disease. Besides, sufficient budget has been allocated to the districts for crisis management, running preventive vaccination drive and for procurement of vaccines on time. Livestock owners have been advised to spray anti-bacterial disinfectants in their cattle-shed to prevent this disease.
Govt bans PFI, associates for alleged terror activities
28-Sep-2022

New Delhi, Sep 28 (PTI) The Popular Front of India, which has allegedly been involved in a series of violence and has "links" with global terror groups like ISIS, has been banned by the Centre along with its several associates for five years following the second round of crackdown against its leaders
The organisations which were also declared banned under the stringent anti-terror law UAPA include Rehab India Foundation (RIF), Campus Front of India (CF), All India Imams Council (AIIC), National Confederation of Human Rights Organisation (NCHRO), National Women's Front, Junior Front, Empower India Foundation and Rehab Foundation, Kerala
More than 150 people allegedly linked with PFI were detained or arrested in raids across seven states on Tuesday, five days after a similar pan-India crackdown against the 16-year-old group had led to the arrest of over a hundred of its activities and seizure of several dozen properties
In a late Tuesday night notification, the Union Home Ministry said some of the PFI's founding members are the leaders of the Students Islamic Movement of India (SIMI) and the PFI has linkages with Jamat-ul-Mujahideen Bangladesh (JMB). Both JMB and SIMI are proscribed organisations
It said there had been many instances of international linkages of PFI with global terrorist groups such as the Islamic State of Iraq and Syria (ISIS)
The PFI and its associates or affiliates or fronts have been working covertly to increase the radicalisation of one community by promoting a sense of insecurity in the country, which is substantiated by the fact that some PFI cadres have joined international terrorist organisations, the notification claimed
"Whereas, the Central government, having regard to the above circumstances, is of the firm opinion that it is necessary to declare the PFI and its associates or affiliates or fronts association outlawed with immediate effect, and accordingly, in exercise of the powers conferred by the proviso to sub-section (3) of section 3 of the said Act, declares it as outlawed," it said
The Home Ministry said Uttar Pradesh, Karnataka and Gujarat governments had also recommended a ban on PFI
It claimed that PFI and its associates or affiliates or fronts have been involved in violent terrorist activities with an intent to create a reign of terror in the country, thereby endangering the security and public order of the state
The PFI, the notification alleged, is encouraging and trying to enforce a terror-based regressive regime, continue to propagate anti-national sentiments and radicalising a particular section of society to create disaffection against the country, aggravating activities which are detrimental to the integrity, security and sovereignty of the country
The home ministry claimed investigations have established clear linkages between PFI and its associates or affiliates or fronts
It said Rehab India Foundation collects funds through PFI members. Some PFI members are also members of Campus Front of India, Empower India Foundation, and Rehab Foundation, Kerala. The activities of Junior Front, All India Imams Council. National Confederation of Human Rights Organisation and National Women's Front are monitored/coordinated by the PFI leaders, the notification claimed
PFI created these associates or affiliates or fronts to enhance its reach among different sections of the society such as the youth, students, women, Imams, lawyers or weaker sections of the society with the sole objective of expanding its membership, influence and fund-raising capacity, it said
The Centre, through another notification, empowered the state governments to take action against these groups which were affiliated with the PFI and the possible action against them could be seizure of places and arrest of their members
The home ministry said these associates or affiliates or fronts have a 'hub and spoke' relationship
PFI acts as the hub and utilises the mass outreach and fund-raising capacity of its associates or affiliates or fronts to strengthen its capability for unlawful activities and these associates or affiliates or fronts function as "roots and capillaries through which the PFI is fed and strengthened", the ministry claimed
The PFI and its associates or affiliates or fronts operate openly as socio-economic educational and political organisations. But they have been pursuing a secret agenda to radicalise a particular section of the society, working towards undermining the concept of democracy and showing sheer disrespect towards the constitutional authority and constitutional setup of the country, it alleged
Investigations in various cases have revealed that the PFI and its cadres have been repeatedly engaging in violent and subversive acts, the ministry claimed
Criminal violent acts carried out by PFI include chopping off the limbs of a college professor, cold-blooded killings of persons associated with organisations espousing other faiths, obtaining explosives to target prominent people and places and destruction of public property, it said
The notification also mentioned the names of several people who were alleged victims of the PFI's "brutal" violence and most of them belong to Kerala, Karnataka and Tamil Nadu
The home ministry said there had been many instances of PFI's linkages with global terrorist groups and some activists of its PFI have joined ISIS and participated in terror activities in Syria, Iraq and Afghanistan
Some of these PFI cadre were killed in these conflict theatres and some have been arrested by state police and central agencies, the Centre claimed
The home ministry claimed the office bearers and cadre of PFI along with others are conspiring and raising funds from within India and abroad through banking channels, hawala and donations among others as part of a "well-crafted criminal conspiracy", and then transferring, layering and integrating these funds through multiple accounts to project them as legitimate and eventually using these for various criminal, unlawful and terrorist activities in India
The sources of deposits on behalf of PFI with respect to its several bank accounts were not supported by the financial profiles of the account holders and the activities of PFI were not being carried out as per their declared objectives. Therefore, the Income Tax Department cancelled the registration granted to PFI under section 12A or 12AA of the Income Tax Act, 1961 (43 of 1961), it said
The Income Tax Department also cancelled the registration of Rehab India Foundation.

Kochi : (PTI) Rajasthan Chief Minister Ashok Gehlot on Friday made it clear he will fight for the party's president post and said irrespective of the outcome, it is necessary to work in a united manner and ensure the party emerges as a strong opposition.
Any call on his successor to head the Rajasthan government will be taken by party interim President Sonia Gandhi and Congress' Rajasthan in-charge, Ajay Maken, he told reporters here.
"I will fix the date (to submit the nomination papers) after going (back to Rajasthan), but I have decided that I will have to contest. It is a question of democracy and let us make a new start," he said.
With speculations rife that Thiruvananthapuram MP Shashi Tharoor is likely to jump into the fray, Gehlot said other "Congress friends" may also contest but what matters is unity and the need to strengthen the organisation at all levels.
"There are Congress friends. Even if they contest, there is no issue. After the results, we should work together to strengthen the Congress at the block, village, district levels and also move forward making our (Congress) thought process as the base so that we emerge as a strong opposition," he added.
Considering the present situation in the country, there is a need for a strong opposition, the veteran Congress leader said.
Responding to a question on Rahul Gandhi's 'one-man, one-post' statement made in the context of the Congress leadership role and asked for his comment on a possible successor if he wins the party election, Gehlot said Rajasthan state in-charge Ajay Maken and Sonia Gandhi would decide on the matter.
He was also asked if he would have a say in the matter.
"I can't say that standing from Kochi. Our general secretary in charge Mr Ajay Maken and Congress president Sonia Gandhi will decide" on the related developments in Rajasthan and when it is to be done, he added.
The Congress had on Thursday issued notification for the party president post.
The party is likely to be headed by a non-Gandhi leader for the first time in decades, with Rahul Gandhi indicating he is not going to vie for the top post.
